THIS PROPOSAL IS IN RESPONSE TO THE COUNTY'S COMPREHENSIVE PLAN DESIGNATION, WHICH FOR THIS AREA, INDICATES THE PROPERTY IS PLANNED FOR RESIDENTIAL USES.
THE REQUEST IS FOR R-3, WHICH ARE MINIMUM 10,000 SQUARE FOOT LOTS.
THE PROPOSED SUBDIVISION, INCLUDING THE LOT SIZES, AND THE DISTRICT, IS IN LINE WITH OTHER SUBDIVISIONS IN THE IMMEDIATE AREA, AS NOTED, BRANCHESTER LAKES IS DIRECTLY EAST OF THIS PROPERTY, AND ZONED R-3 AND R-2 IN THIS AREA.
THE PROPOSAL, YOU KNOW, WE'RE NOT TRYING TO CHANGE THE CHARACTER OF THE NEIGHBORHOOD, BUT RATHER ADD SOMETHING THAT FITS WITH THE BROADER PLAN AND NEARBY BRANCHESTER LAKES AND PROVIDE MORE OPTIONS FOR PEOPLE, INCLUDING YOUNG FAMILIES, LOCAL WORKERS, RETIREES, WHO ARE LOOKING TO DOWNSIZE, THAT MAY NOT WANT TO TAKE CARE OF MULTIPLE ACRES OR EVEN ONE ACRE, BUT STILL WANT TO LIVE IN THIS AREA AND WITHIN A SUBDIVISION THAT WOULD BE MAINTAINED BY AN HOA AND SERVED BY TWO ACCESSES AS SHOWN.
THE PROPOSED INTERNAL ROAD NETWORK, AS NOTED, WOULD BE STATE MAINTAINED.
IT WOULD GO INTO THE VDOT STATE SYSTEM.
WE'D HAVE TO MEET ALL THE SSAR REQUIREMENTS, THE SECONDARY STREET ACCESS REQUIREMENTS.

A TRAFFIC IMPACT ANALYSIS WAS COMPLETED FOR THE PROJECT, AND IT DETERMINED THAT TURN LANES ARE NOT WARRANTED AT THE PROPOSED ACCESSES ON TAKACH ROAD, BUT IT DID NOTE THAT THERE IS AN OFFSITE ROAD IMPROVEMENT,

WHICH IS THE RIGHT TURN LANE TAPER AT TAKACH AND MIDDLE ROAD.TO ADDRESS THAT COMMENT FROM VDOT, AFTER THE TRAFFIC IMPACT ANALYSIS WAS COMPLETED, WE HAVE OFFERED A PROFFER TO CONSTRUCT THAT TURN LANE TAPER AT THAT LOCATION.
WE ALSO HAVE THE OTHER EIGHT VOLUNTARY PROFFERS THAT WERE ALREADY NOTED BY STAFF.
THE DESIGN OF THE SUBDIVISION CONSIDERED MANY FACTORS, INCLUDING PRESERVING THE ENVIRONMENTAL FEATURES ON THE PROPERTY.
AS YOU CAN SEE ON THE CONCEPT PLAN, THERE IS A CREEK RUNNING ALONG THE NORTHERN PROPERTY LINE.
THERE'S A RESOURCE PROTECTION AREA BUFFER ALL THAT, WHICH IS A MINIMUM 100 FEET THAT CANNOT BE DISTURBED.
WE HAVE THAT ON THE PLAN, AS WELL AS WE'RE PROTECTING AS WE CAN, THE WETLANDS AND THE OTHER ENVIRONMENTAL STREAMS WITHIN THE PROPERTY BY PROVIDING OPEN SPACE IN THOSE AREAS, AS WELL AS STORM WATER MANAGEMENT FACILITIES TO PROVIDE THE STORM WATER REGULATIONS AS LOCAL AND STATE REQUIRES.
>> WE WILL HAVE SIDEWALKS ON BOTH SIDES OF THE INTERNAL STREETS AS REQUIRED BY THE SUBDIVISION ORDINANCE AND EACH LOT WILL HAVE TWO OFF STREET PARKING SPACES ACCOMMODATED ON THE LOTS, EITHER BY A GARAGE, DRIVEWAY OR A COMBINATION THEREOF.
DO THE SIZE OF THE PROPOSED LOTS, AS NOTED IN THE STAFF REPORT, WE WILL BE CONNECTING TO PUBLIC UTILITIES.
THE WATER LINE WILL ACTUALLY BE EXTENDED FROM THE NORTH FROM MIDDLE ROAD DOWN TAKACH ROAD.
WE WOULD BE BRINGING IT TO THIS AREA, WHICH WOULD ALSO ALLOW FIRE HYDRANTS TO BE LOCATED ON THE ROAD AS WELL TO HELP WITH FIRE AND EMS. THEN THE SUBDIVISION IF IT IS APPROVED THROUGH REZONING, STILL HAS TO GO TO THE SUBDIVISION PROCESS, WHICH WOULD BE MUCH MORE DETAILED THAN THE CONCEPT PLAN.
STILL HAVE TO BE REVIEWED BY ALL THE LOCAL AND STATE AGENCIES AND RECEIVE APPROVALS BEFORE ANY CONSTRUCTION CAN COMMENCE.
WE BELIEVE THIS DEVELOPMENT WILL BE AN ASSET TO THE COMMUNITY, LIKE I SAID, PROVIDE NEEDED HOUSING OPTIONS FOR ALL DIFFERENT TYPES OF FAMILIES AND PEOPLE THAT EITHER ALREADY LIVE IN THE AREA AND ARE JUST LOOKING FOR DOWNSIZING OR MOVING INTO THE AREA.

THE BIGGEST WE WORK IN MULTIPLE, OUR DIVISION GOES ALL THE WAY FROM HARRISONBURG, VIRGINIA TO ELIZABETH CITY, NORTH CAROLINA, AND WE SEE A LOT OF DIFFERENT MUNICIPALITIES THAT STRUGGLE WITH RETAINING THEIR WORKFORCE.
WE HAVE A LOT OF FOLKS THAT PEOPLE WHO WORK IN THE COUNTY, AND THEN THEY GO LIVE IN OTHER COUNTIES.
THEY'RE NOT SHOPPING IN YOUR COUNTY, THEY'RE NOT WORSHIPING IN THE COUNTY.
THEY'RE NOT SPENDING TIME INTO RESTAURANTS AND SHOPPING THERE.
WE TRY TO CREATE HOUSING OPTIONS TO TRY TO RETAIN FOLKS TO LIVE IN THE COUNTY THAT WE'RE DEVELOPING IN.

THAT ROAD IS BARELY WIDE ENOUGH FOR THE SCHOOL BUSES AND A CAR TO COME DOWN AND YET YOU'RE GOING TO PUT WATER PIPES DOWN THERE? HOW ARE YOU GOING TO DO THAT WITHOUT ACTUALLY CLOSING THE ROAD FOR AS LONG AS IT TAKES TO PUT THOSE WATER PIPES THERE? THAT MEANS DRIVING ALL THE WAY AROUND, GOING THROUGH BRANCHESTER LAKES TO GO ALL THE WAY BACK AROUND TO COME WHEREVER I HAVE TO GO OVER AND HOPEWELL OR PRINCE GEORGE OR WHATEVER.

UNTIL THE BOARD MAKES A DETERMINATION ON THE NEXT SEATS, YOU JUST WON'T KNOW UNTIL JANUARY 13TH.

ONE IS FOCUSING ON THE CHESAPEAKE BAY PRESERVATION ORDINANCE UPDATE.
THOSE ARE ENVIRONMENTAL REGULATIONS AROUND THE RESOURCE PROTECTION AREAS.
YOU HEARD A LITTLE BIT ABOUT SOME OF THAT TONIGHT, BUT THIS WILL UPDATE THE ORDINANCE FOR THAT.
THE PROJECT MANAGER FOR THAT UPDATE IS APRIL BRANTON.
SHE JOINED THE STAFF IN NOVEMBER 1. IS THAT RIGHT? NOVEMBER 1. TIME IS FLYING.
THE OTHER TWO PROJECTS ARE UPDATING THE ENTIRE SUBDIVISION ORDINANCE TO BE MODERN AND COMPLY WITH THE STATE CODE.
THAT'S THE ONE THAT WE'RE GOING TO FOCUS ON AT THE SAME TIME AS THE CHESAPEAKE BAY PRESERVATION ORDINANCE UPDATE.
THAT IS REALLY, AGAIN, JUST BRINGING THIS THING UP TO THE MODERN STANDARDS.
WE'RE GOING TO KEEP YOU INFORMED ON THAT AS THAT PROGRESSES.
THE ZONING ORDINANCE UPDATE WILL BE A LITTLE FARTHER OUT THAN THAT, AND THAT IS A MASSIVE UNDERTAKING ON ITS OWN.
THAT'S WHY THESE HAVE ALL BEEN SEPARATED OUT SO WE CAN FOCUS ON THESE A LITTLE BIT MORE DIGESTIBLE CHUNKS.

OBVIOUSLY, THAT WOULD IMPACT THE PLANNING COMMISSION, AS WE MOVE FORWARD WITH ADDITIONAL PROFITS AS WELL.CURIOUS, IF THERE'S ANY IMPACT ASSESSMENT DONE WITH THAT, KNOW WHAT IMPACT THAT WILL HAVE UPON DEVELOPMENT.
>> THE IMPACT IS REALLY JUST THERE'S NO ADDITIONAL CAPACITY IDENTIFIED PAST THOSE IMPROVEMENTS THAT ARE A FEW YEARS OUT THAT ARE ALREADY ON THE WAY THAT WERE DISCUSSED EARLIER DURING THE LAST CASE.
THERE ARE SOME IMPROVEMENTS THAT ARE UNDERWAY NOW.
BUT THOSE PROJECTS, WHETHER IT'S A WASTEWATER TREATMENT PLANT OR A WATER TREATMENT PLANT, THE OPPORTUNITY FOR THE COUNTY TO ADD MORE CAPACITY TO ITS INFRASTRUCTURE.
IF THE BOARD DOESN'T CHOOSE TO BUILD A PARTICULAR PLANT, THEN THAT'S NOT ADDING ANY ADDITIONAL CAPACITY TO THE SYSTEM.
RIGHT NOW, YOU JUST DON'T HAVE ANY NEW INFORMATION OTHER THAN THEY HAVEN'T TAKEN AN AFFIRMATIVE STEP IN ANY DIRECTION AT THIS POINT.
