SURROUNDING COUNTIES WITH FEWER RESOURCES AND HIGHER POVERTY RATES ARE NOW OFFERING THEIR RESIDENTS FAR BETTER COMMUNITY INFRASTRUCTURE AND RECREATIONAL OPPORTUNITIES.
THESE INCLUDE ENHANCED PLAYGROUNDS, COMMUNITY CENTERS WITH ACCESSIBLE HOURS FOR CHILDREN, AND WORKING PARENTS AND EXPANDED RECREATIONAL SPORTS PROGRAMS. MY MAIN CONCERN TONIGHT IS THE CURRENT CONDITION AND MISUSE OF TEMPLE PARK.
UNKNOWN TO MANY COUNTY RESIDENTS, TEMPLE PARK IS A 32-ACRE PROPERTY THAT WAS GENEROUSLY GIFTED TO THE COUNTY BY MY GRANNY, ANNE TEMPLE THOMAS.
IT WAS GRANTED ON BEHALF OF HER LATE FATHER, MR. THOMAS, WHO WAS A LONG-SERVING BOARD MEMBER OF THIS COUNTY. EXCUSE ME.
THIS PROPERTY HAS A $355,000 ASSET THAT IS NEGLECTED.
TODAY, THE PARK IS LESS THAN FAVORABLE.
THE BASEBALL FIELDS ARE OVERGROWN.
SPEAKING OF THE BACK FIELD SPECIFICALLY.

IT'S DISHEARTENING THAT THE COUNTY HAS INVESTED MILLIONS TO THE BREWN FAMILY IN THE PAST TO OBTAIN LAND ONLY TO ENHANCE THE SOCCER FIELDS AND RARELY USED OBSTACLE COURSE FOR THE BENEFIT OF HOSTING TRAVEL SPORTS TEAMS. THE SAME CAN BE SAID FOR JJ MORE, THE ADDITION OF A PLAY AREA AND A WALKING TRAIL, AND NOW A PROPOSED $300,000 PAVILION FOR THE PRIMARY USE OF COMFORT TO TRAVEL BALL TEAMS. WE KNOW THIS PAVILION WILL NOT BE RENTED TO OUR RESIDENTS AS IT SITS ON SCHOOL PROPERTY.
WHAT ABOUT OUR CHILDREN? AS TEMPLE PARK JOINS MY FAMILIES, 120 ACRES, WE'VE EXPERIENCED FIRSTHAND THE CONSEQUENCES OF INADEQUATE OVERSIGHT.
THIS PAST SUMMER, A PRIVATE EVENT WAS HELD AT THE PARK, WHICH DREW MORE THAN 300 PEOPLE.
IT LED TO A TRESPASSER WHO THREATENED OUR HOME AND OUR FAMILY.
LAW ENFORCEMENT WAS CALLED, BUT THE INDIVIDUAL FLED BEFORE RESOLUTION.
THEY RETURNED TO THE PARK AFTER DUSK, AFTER LAW ENFORCEMENT'S DEPARTURE.
IT REMAINS UNCLEAR WHETHER THIS EVENT WAS PROPERLY VETTED, WHETHER IT WAS SPONSORED BY A RESIDENT, OR IF AN OUTSIDE GROUP GAINED ACCESS UNDER FALSE PRETENSE.

FERTILIZER AND PESTICIDE MAY DRIFT INTO THE YARDS OR GREEN SPACE CAUSING HEALTH CONCERNS OF THE RESIDENTS AND A LIABILITY TO THE FARMER.
THE EXTERIOR LIGHTING OF THE TOWNHOUSE COULD LEAD TO LIGHT POLLUTION AND INTERFERE WITH THE NATURAL CYCLES OF THE FARM CROPS.

SO WE REALLY FELT LIKE A 55 AND UP WITH AGE RESTRICTION WOULD ANSWER THE PROBLEMS OF OVERCROWDING SCHOOLS OF NOT AFFECTING IT.
WE ALSO HAVE ONLY 155 AND UP COMMUNITY IN THE COUNTY.
IT WAS BUILT OUT 20 YEARS AGO, COMPLETELY SOLD OUT.
OF ALL THE LOTS THAT WERE AVAILABLE, AND THERE IS A TREMENDOUS DEMAND ON THAT COMMUNITY.
EVERY TIME A LOT COMES UP, OR A HOUSE COMES UP IN THAT NEIGHBORHOOD, IT'S SOLD EXTREMELY QUICKLY, AND THERE IS NUMEROUS PEOPLE WAITING FOR ANYTHING TO COME UP AVAILABLE, AND LOOKING AT THIS DEVELOPMENT, WE LOCATED ON 156.

AND WITH THE WAY IT'S ALSO DESIGNED WITH PRIVATE ROADS AND HOA-MAINTAINED AREAS, IT DOESN'T COST THE COUNTY ANYTHING.
WHAT IT DOES DO IS GENERATE ADDITIONAL REVENUE FOR THE COUNTY.
ON AN AVERAGE OF SOMEWHERE CLOSE TO 400,000 PER HOUSE, YOU'RE LOOKING AT BETWEEN 130 AND 150,000 IN ADDITIONAL TAX REVENUE PER YEAR ONCE IT'S BUILT OUT.
SO WE'VE GOTTEN THE ENDORSEMENT OF THE POLICE STATION, THE FIRE STATION.
IT DOESN'T AFFECT THE SCHOOL SYSTEMS AT ALL.

THOSE PEOPLE NEED PLACES TO LIVE.

THIS YEAR, PRINCE GEORGE PARKS AND RECREATION SCHEDULED 27 SOFTBALL BASEBALL TOURNAMENTS AT THE JEJ MOORE ATHLETIC COMPLEX.

ORIGINATED IN 1982, THE STATE CREATED THE ENTERPRISE ZONE AS A TAX CREDIT INCENTIVE.
THIS WAS THEN CHANGED TO THE ENTERPRISE ZONE GRANT ACT IN 2005 THAT REPLACED THE CREDITS WITH GRANTS.
THE COUNTY HAS MAINTAINED AN ENTERPRISE ZONE SINCE 1990, AND WE ADOPTED THOSE CHANGES IN 2009 FROM THE ENTERPRISE ZONE GRANT ACT.
CURRENTLY, WE HAVE APPROXIMATELY 3,754 ACRES WITHIN OUR ENTERPRISE ZONE, AND THAT INCLUDES TWO NON-CONTIGUOUS AREAS.
THE COUNTY MARKETS THE ZONE THROUGH VARIOUS CHANNELS, BUSINESS RESOURCE MEETINGS, AND TRADE SHOWS, AND ZONE REBATES HAVE BEEN USED TO MATCH GRANT REQUIREMENTS FOR ECONOMIC DEVELOPMENT PROJECTS.
THIS IS A MAP THAT PORTRAYS OUR CURRENT ENTERPRISE ZONE.
AS YOU CAN SEE, THE NORTH ENTERPRISE ZONE CONSISTS OF AREAS AROUND OUR INDUSTRIAL PARK AND DOWN 460, AND THEN THE SOUTH IS AROUND EXIT 45 IN OUR TOURISM ZONE.
THE STATE ALLOWS LOCALITIES TO SUBMIT ENTERPRISE ZONE AMENDMENTS THROUGH EITHER BOUNDARY LINE ADJUSTMENTS OR LOCAL INCENTIVE PACKAGES.
THE LOCAL ZONE ADMINISTRATOR, WHO I AM, MUST HAVE THE APPROVAL FROM THE STATE BEFORE MOVING FORWARD IN WHICH WE DID RECEIVE APPROVAL.
THESE APPLICATIONS CAN BE SUBMITTED ONCE EVERY 12 MONTHS.
AMENDMENTS ARE ACCEPTED ON A RULING BASIS THROUGHOUT THE YEAR, AND TO BE CONSIDERED FOR THE CURRENT CALENDAR YEAR, THAT AMENDMENT WOULD HAVE TO BE SUBMITTED BY NOVEMBER 1ST.
OUR CURRENT ENTERPRISE ZONE HAS NOT BEEN AMENDED SINCE 2009.
THIS IS OUR CURRENT LOCAL ZONE INCENTIVES.
WE HAVE MACHINERY AND TOOLS TAX CREDIT FOR 100% FOR FIVE YEARS, THAT IS REBATED TO PROJECTS, BUSINESS LICENSE TAX CREDIT FOR FIVE YEARS, REZONING FEES WAIVED, AND WATER AND SEWER CONNECTION FEE DISCOUNTS 50% FOR THOSE CONNECTION FEES UP TO $200,000.
THIS SLIDE PRESENTS THE REGIONAL ENTERPRISE ZONE LIKE EXAMPLES THAT I SELECTED, HOPEWELL, PETERSBURG, AND EMPORIA.
AS YOU CAN SEE, DUE TO THEM BEING CITIES, THEY DO HAVE DIFFERENT ECONOMIC INCENTIVES, BUT JUST WANTED TO HIGHLIGHT SOME OF THOSE THAT THE BOARD COULD SEE WHAT OTHER LOCALITIES ARE OFFERING.
STAFF PROPOSES THE FOLLOWING INCENTIVE AMENDMENTS, A REDUCTION FROM THE 100% REBATE FOR THE PERIOD OF FIVE YEARS TO 50%.
THIS IS DUE TO INCREASING TAX REVENUE TO THE GENERAL FUND ONCE WE RECEIVE PROJECTS.
ALSO WATER AND SEWER CONNECTION FEES ADJUSTED FROM THE 50% FROM THE $200,000 TO REFUNDING CONNECTION FEES EQUIVALENT TO A 5/8-INCH METER CHARGE.
THIS IS ALSO DUE TO BUDGETING REASONS FOR THE UTILITIES DEPARTMENT.
REZONING FEE WAIVER TO BE NO LONGER OFFERED, AND ACCELERATED PERMITTING TO BE IN ITS PLACE DUE TO THE REQUESTS THAT WE HAVE RECEIVED AS A DEPARTMENT FROM PROJECTS AND COMPANIES, STATING THAT THEY'RE MORE CONCERNED ABOUT THE TIMING THAN THE ACTUAL COST FOR PERMITTING.
THE STATE ALLOWS COUNTIES UP TO 3,840

IT'S BEING PROPOSED TO ADD TWO NEW PARCELS TO THE ZONE, BRINGING OUR UTILIZATION ACREAGE TO 3,824 AND ADDING ONE MORE NON CONTIGUOUS AREA.
THE FIRST WOULD BE THE WALTON SITE.
THIS WAS A FORMER WALTON ELEMENTARY SCHOOL SITE THAT WE ARE AIMING TO REDEVELOP.
THIS WOULD UTILIZE A REMAINING NON-CONTIGUOUS AREA FOR OUR ENTERPRISE ZONE.
THIS IS A 16 ACRES SITE ADJACENT TO 44 ACRES THAT'S ZONED COMMERCIAL THAT'S ON THE MARKET NOW, AND ALSO 2.4 MILES AWAY FROM THE PETERSBURG CASINO.
THIS PRESENTS A REALLY GREAT DEVELOPMENT OPPORTUNITY FOR THE COUNTY, AND ADDING THIS PARCEL CAN HELP WITH ENCOURAGING FUTURE DEVELOPMENT AT THE SITE.
WE HAVE RECEIVED A FORMAL REQUEST FROM THE OWNERS FOR THIS SITE TO BE ADDED TO THE ENTERPRISE ZONE.
THIS PARCEL WILL ADD AROUND 54 ACRES TO THE ZONE, AND IT WILL ACTUALLY ATTACH TO OUR EXISTING AREA.
CURRENTLY BEING MARKETED TO BE SOLD FOR COMMERCIAL OR INDUSTRIAL USE.
THE FUTURE LAND USE CONFORMS TO THIS AS WELL AS COMMERCIAL AND ADDING THIS PARCEL TO THE ZONE WILL ENCOURAGE COMMERCIAL USERS TO ACQUIRE THE PROPERTY AND ALIGN OUR COMPREHENSIVE PLAN GOALS.
LOCAL ORDINANCE. WE DO NOT CURRENTLY HAVE A LOCAL ORDINANCE FOR OUR ENTERPRISE ZONE.
CREATING AN ORDINANCE WILL ENSURE CONSISTENCY IN ENFORCING ZONE REGULATIONS AND REQUIREMENTS OVER TIME.
IT WILL AID IN ESTABLISHING PROPER PROCEDURE FOR ADMINISTRATION OF INCENTIVES AND ENSURE THESE PROCEDURES ARE FOLLOWED.

WE HAVE ALMOST ALL OF THE HEAT PUMPS HAVE BEEN REPLACED IN THE BUILDING.
THE BOILER WAS REPLACED A COUPLE OF YEARS AGO.
