COMPREHENSIVE PLANS ARE MEANT TO BE GENERAL IN NATURE. IT'S THE COMMUNITY'S ROADMAP FOR THE FUTURE. IT'S AN OFFICIAL ADOPTED POLICY DOCUMENT THAT PROVIDES THIS LONG RANGE POLICY DIRECTION FOR THINGS LIKE LAND USE, [00:10:01] TRANSPORTATION, ECONOMIC DEVELOPMENT, THOSE SORTS OF THINGS. IT DESCRIBES A VISION FOR THE COMMUNITY, AND SERVES AS A DECISION MAKING TOOL FOR PUBLIC OFFICIALS, SUCH AS YOURSELVES AND THE MEMBERS OF THE BOARD. BUT IT'S ALSO USED BY MANY OTHER STAKEHOLDERS. WE'LL TALK A LITTLE MORE ABOUT THEM LATER ON, BUT IT'S USED BY THE PUBLIC, IT'S USED BY DEVELOPERS, PARTNER AGENCIES, LOTS OF OTHER THINGS. IT'S IMPORTANT TO UNDERSTAND IT IS NOT REGULATION. WHEN IT'S NECESSARY, WHEN YOU FEEL IT'S NECESSARY, YOU CAN UPDATE IT AT ANY TIME. IT'S WORTH A NOTE ON WHAT A COMPREHENSIVE PLAN DOES NOT DO. IT DOES NOT PERFORM THE FUNCTIONS OF A REGULATORY DOCUMENT, SUCH AS A ZONING OR SUBDIVISION ORDINANCE. FOR EXAMPLE, WE WERE DISCUSSING LOT SIZES EARLIER IN THE WORK SESSION. IT RELIES ON YOU CHANGING THE ZONING ORDINANCE TO REFLECT WHATEVER YOU THINK THAT IT NEEDS TO DO TO ACCOMPLISH THE GOALS IN THE PLAN OR THE SUBDIVISION ORDINANCE, OR IT RELIES ON THE BOARD TO ADOPT THE FUNDING TO PUT THESE STRATEGIES IN PLACE. REALLY, IT GOES BACK TO THAT WHOLE PART ABOUT THE PLAN BEING GENERAL IN NATURE AND ADVISORY. WHAT DOES THE PLAN DO? AGAIN, YOU GUYS HAVE SEEN THIS SLIDE BEFORE, I THINK. ALL THAT'S SAID ABOUT WHAT IT'S NOT. THE COMPREHENSIVE PLAN IS AS MUCH ABOUT THE PROCESS AS IT IS ABOUT THE FINAL DOCUMENT. WHAT IS IMPORTANT TO OUR COMMUNITY? UNDERSTANDING THAT, WE CAN THEN ASK, FOR EXAMPLE, WHERE DO WE WANT TO BE? WHAT IS OUR VISION? WHAT DIRECTION SHOULD THE FUTURE TAKE? IMPORTANTLY, YOU CAN THEN DETERMINE HOW YOU'RE GOING TO GET THERE, AND WHAT SPECIFIC STEPS YOU'RE GOING TO TAKE TO ACHIEVE THAT VISION. WHAT WE ASPIRE TO: THE PLANNING PRINCIPLES, WHAT WE BELIEVE IN, PLAN ELEMENTS AND GOALS, WHAT WE WANT TO ACHIEVE, STRATEGIES, HOW ARE WE GOING TO DO THAT? THEN THE IMPLEMENTATION PLAN, WHICH GETS THOSE NUTS AND BOLTS OF WHO'S INVOLVED AND WHEN. WE'VE WORKED THROUGH ALL OF THAT.
