OUR REVENUES WERE ESTIMATED BASED ON AN ESTIMATED LAND BOOK PRIOR TO APPEALS AND BOARD OF EQUALIZATION HEARINGS.

THOSE BILLS OR THOSE ESTIMATES ARE TO THE LEFT COLUMN.

WE ESTIMATED OR CALCULATED TAXABLE AMOUNT OF THAT ESTIMATED LAND BOOK WAS $36,832,648. AND THE AMOUNT THAT WAS ACTUALLY BUILT OUT IN OCTOBER WAS JUST $9,900 LESS THAN THAT. SO THOSE ESTIMATES WERE FAIRLY WELL ACCURATE.

WE DO NOT BUDGET AT 100% COLLECTION BECAUSE WE DO PROVIDE TAX RELIEF FOR THE ELDERLY AND DISABLED VETERANS AND OUR LINE OF DUTY ACT, AS WELL AS OUR SPOUSES OF THOSE KILLED IN THE LINE OF DUTY.

SO THOSE WE DO BUDGET ON A PERCENTAGE OF CALCULATED REAL ESTATE TAX REVENUE.

SO THAT MAY BE ONE FUNCTIONAL DEPARTMENT WHERE WE DO OVERSPEND AND HAVE TO LOOK TO MAKING TRANSFERS OR REQUESTING FOR AN APPROPRIATION FROM ANOTHER SOURCE PRIOR TO YEAR END. AND OF COURSE, THAT MAY VARY DEPENDING ON WHEN WE ARE ABLE TO SUCCESSFULLY HIRE THAT ATTORNEY.

ALSO WANTED TO JUST MENTION THAT WITHIN COMMUNITY DEVELOPMENT AND CODE COMPLIANCE, OUR PERMIT FEE REVENUE IS ACTUALLY EXTREMELY HEALTHY.

THERE IS AN UPTICK IN THAT REVENUE. WE HAVE COLLECTED 85% OF WHAT WE HAVE BUDGETED ALREADY IN THE FIRST QUARTER OF THE FISCAL YEAR.

BUT MR. HARRISON IS ENGAGING SOME THIRD PARTY ASSISTANCE FOR SOME LARGE, COMPLEX PROJECT REVIEW, SO HE MAY ALSO HAVE NEED OF A CATEGORICAL APPROPRIATION IF WE'RE NOT ABLE TO MAKE TRANSFERS WITHIN HIS DEPARTMENT.

UTILITIES. WE ARE OPERATING AT A OPERATING LOSS, WHICH IS SLIGHTLY LARGER THAN WE DID THIS SAME TIME LAST YEAR.

AND IT IS PREDICATED MOSTLY UPON THE SERVICES TO HOPEWELL DUE TO A CHANGE IN THE METER READ.

SO THAT IS ONE AREA WHERE WE MAY FALL SHORT WITHIN THE UTILITY, SELF-SUSTAINING ENTERPRISE FUND.

NON-OPERATING REVENUE IS AT AN INCOME OF 1.29 MILLION, WHICH IS SIMILAR TO WHERE WE WERE LAST YEAR, AND WE DO HAVE A POSITIVE CHANGE IN THAT POSITION.

CAPITAL PROJECTS. I KNOW THIS SLIDE ISN'T VERY READABLE, BUT I WILL FOCUS ON JUST A COUPLE OF PROJECTS THAT ARE ON THE NEXT SLIDE.

PUBLIC SAFETY RADIO PROJECT, OF COURSE, IS COMPLETE.

WE WILL UTILIZE WHATEVER IS REMAINING IN THAT LINE ITEM, ALONG WITH ACCRUED INTEREST, TO HELP US PAY FOR OUR THIRD PARTY OR OUR

ANNUAL MAINTENANCE FEE WITH THEM, IF THAT IS ACCEPTABLE TO THE BOARD.

WE DO HAVE $2.517 MILLION WORTH OF SERIES 2019 BONDS ON HAND, POTENTIALLY TO CONSTRUCT A NEW STATION SIX OR TO USE TOWARDS THE CONSTRUCTION OF A NEW STATION SIX AND THE SLIDE OR THE BOTTOM PART OF THE SLIDE DOES RECAP WHERE WE HAVE BALANCES REMAINING OR WHERE WE ARE SEEING A DEFICIT IN CAPITAL PROJECT LINE ITEM.

WE WILL NEED TO MAKE A TRANSFER FROM UTILITIES CASH RESERVES TO ADDRESS THAT SHORTFALL, WHICH HAS BEEN CREATED BY EASEMENT COSTS. WE DO HAVE BALANCES WITHIN THE CIRCUIT COURT RENOVATION PROJECT, CIRCUIT COURT ROOM RENOVATION PROJECT AND CONVENIENCE STATION, WHICH WE DID NOT PURSUE.

WE WILL LIKELY BE BRINGING YOU A REQUEST IN NOVEMBER TO MAKE A TRANSFER FROM ONE OR BOTH OF THOSE CAPITAL ACCOUNTS TO ADDRESS AN URGENT NEED THAT WAS ARTICULATED BY MR. [INAUDIBLE] DURING OUR CIP PROCESS.

THE HUMAN SERVICES BUILDING IS IN NEED OF A NEW COOLING TOWER, AND THE CIP COMMITTEE AND STAFF FELT THAT THAT NEEDED TO BE ADDRESSED NOW RATHER THAN WAITING. THAT COST IS JUST UNDER $100,000, BUT MR. [INAUDIBLE] WILL BE PROVIDING YOU WITH INFORMATION ON AN UPCOMING MEETING.

SCHOOL PROJECTS. AGAIN, THERE WERE A NUMBER OF CAPITAL ACCOUNTS CREATED AND FUNDED BY FY2024 SCHOOL DIVISION CARRYOVER FUNDS. AND THIS SLIDE DEPICTS THE PROGRESS ON EACH OF THOSE PURCHASES AND CAPITAL PROJECTS.

THE TOURISM FUND, WHICH IS FUNDED BY OUR LODGING TAX AT HOTELS, IS VERY SIMILARLY POSITIONED TO WHERE WE WERE THIS SAME TIME LAST YEAR.

OUR REVENUES ARE ACTUALLY HEALTHIER. THERE WERE SOME FAIRLY SIGNIFICANT RENOVATIONS AT LOCAL HOTELS THAT WERE GOING ON LAST YEAR THAT HAVE BEEN RECENTLY COMPLETED, AND OUR EXPENDITURES ARE AT 21%, COMPARED TO 25% LAST YEAR.

SPORTS TOURISM ACTIVITIES ARE BUDGETED AT LESS AND SPENT LESS.

ECONOMIC DEVELOPMENT FUNDS, OR MEALS TAX COLLECTIONS, ARE JUST SLIGHTLY LESS THAN WHERE THEY WERE THIS SAME TIME LAST YEAR, 169,000, COMPARED TO 173,000. THIS YEAR'S BUDGET IS SUPPORTED BY A TRANSFER FROM THE GENERAL FUND, AND 25% OF THAT AMOUNT HAS BEEN TRANSFERRED.

EXPENDITURES ARE AT 21%. A DOLLAR AMOUNT IS VERY COMPARABLE TO WHERE WE WERE THIS SAME TIME LAST YEAR, AND REVENUES ARE LESS THAN EXPENDITURES FOR NOW.

CASH PROFFER BALANCES. WE HAVE COLLECTED A LITTLE BIT OF PROFFER COLLECTIONS THIS FISCAL YEAR, $34,430 FROM ONE NEIGHBORHOOD DEVELOPMENT. AND OF COURSE, THE BOARD ALWAYS HAS THE OPTION TO USE PROFFER BALANCES FOR ALLOWABLE PROJECTS IN LIEU OF ISSUING DEBT.

HOWEVER, THAT AMOUNT IS JUST OVER 157,000. OUR HEALTH INSURANCE FUND HAS FALLEN BELOW A MILLION, WHICH IS OF SOME CONCERN. IT HAS DROPPED FROM 1.26 MILLION THIS SAME TIME LAST YEAR.

WE ARE BEING IMPACTED BY A COUPLE OF VERY HIGH CLAIMANTS.

ONE OF WHICH HAS ALREADY REACHED OUR STOP LOSS LIMIT OF $150,000 JUST THREE MONTHS INTO THE PLAN YEAR. WE ARE SEEING PRELIMINARY INDICATORS THAT WE WILL HAVE ANOTHER HEALTH INSURANCE PREMIUM INCREASE FOR THE UPCOMING FISCAL YEAR. CLAIMS PAID OUT DURING THE LAST FISCAL YEAR WHERE WE DID EXCEED PREMIUMS BY 462,000.

AND AS OF JUNE OR SEPTEMBER 30TH, OUR CLAIMS PAID OUT HAVE EXCEEDED PREMIUMS BY JUST OVER 89,000.

SO LOOKING AHEAD, THE REAL ESTATE BILL IS COMPLETE.

AND OF COURSE, REAL ESTATE TAX BILLS HAVE BEEN MAILED OUT.

THE FIRST HALF IS DUE DECEMBER 5TH, SO THE NEXT QUARTERLY REPORT WILL BE A GOOD INDICATOR OF WHERE WE WILL FALL FOR THE YEAR.

BUT WE COULD BE FLOATING ALONE FOR OUR SOCIAL SERVICES ACTIVITIES UNTIL THE FEDERAL GOVERNMENT REOPENS AND THE FUNDINGS FLOW. THERE IS ALSO SOME RISK THAT WE MAY NOT COLLECT THE FUNDS FOR EXPENDITURES MADE DURING THE SHUTDOWN.

HOWEVER, IT HAS NOT BEEN APPROVED, AND I HAVE FOLLOWED UP, AND NO ONE IS WORKING.

SO AGAIN, WE MAY NOT BE GETTING THOSE REIMBURSEMENTS IN A TIMELY FASHION.

HOWEVER, WE ARE HOPEFUL THAT WE WILL GET THEM AS EXPECTED, JUST LATE.

WE ALSO BILL FORT LEE FOR OUR PARTNERSHIP WITH THE 911 CENTER AND THE WORK WE DO FOR THEIR 911 CENTER.

SOME OTHER PROJECTS THAT ARE GOING ON IN THE COUNTY RIGHT NOW, THIS ONE RIGHT HERE IS PROPOSED DEVELOPMENT ALONG ROUTE 301 ON THE EAST SIDE OF 95. AS PART OF THIS, THEY ARE PROPOSING TO BUILD A SEWER PUMP STATION ON THE EAST SIDE OF 95 WITH LINES, WATER AND SEWER LINES CROSSING I-95 AND GOING BACK UP TO THAT EXIT 45 AREA WHERE WE CURRENTLY HAVE UTILITIES.

THIS HAS BEEN DETERMINED TO BE ABOUT A 275 ACRE SERVICE AREA FOR THAT PUMP STATION.

SO CURRENTLY RIGHT NOW FOR THIS PROJECT, THE SEWER SHED FOR THIS PUMP STATION SERVICE AREA HAS BEEN DETERMINED.

AND THE OFF SITE LINES THAT GO ALONG GRAVELBROOK ROAD HAVE BEEN DESIGNED AND THOSE PLANS ARE APPROVED.

THE NEXT STEPS FOR THIS WOULD BE FOR THE DEVELOPER'S ENGINEER TO DESIGN THE PUMP STATION, DESIGN THE RESIDENTIAL AND COMMERCIAL SITES, AND THEN CONSTRUCT ALL OF THE IMPROVEMENTS. AT THE END OF THE CONSTRUCTION, THOSE IMPROVEMENTS WOULD BE TURNED OVER TO THE COUNTY TO OWN AND OPERATE AND MAINTAIN.

FOR THE INITIAL STAGES, THE WET WELL, WHICH IS THE UNDERGROUND PORTION OF THE PUMP STATION THAT COLLECTS THE SEWAGE AND THEN PUMPS IT OUT FROM THERE, WOULD BE SIZED FOR THE ULTIMATE SIZE OF THE SERVICE AREA, BECAUSE THAT'S A PIECE OF INFRASTRUCTURE THAT'S HARD TO INCREASE.

HOWEVER, THE DEVELOPER WOULD BE REQUIRED TO PUT IN THE SIZE PUMPS THAT ARE NEEDED TO HANDLE THE FLOW INITIALLY.

AND THEN AS MORE DEVELOPMENT OCCURRED, THAT WOULD FEED INTO THIS PUMP STATION.

FUTURE DEVELOPERS WOULD BE REQUIRED TO MAKE ANY IMPROVEMENTS OR UPDATES TO THE PUMP STATION AS NEEDED TO MEET THEIR DEMANDS.

ANOTHER SIMILAR ONE IS FOR THE RED HILL MOBILE ESTATES.

THEY ARE BUILDING A WASTEWATER PUMP STATION BECAUSE OF AN EPA CONSENT DECREE.

THEIR ON SITE TREATMENT HAS FAILED. THIS PUMP STATION IS ACTUALLY BEING DESIGNED AS A PRIVATE PUMP STATION THAT WILL BE OWNED AND MAINTAINED BY THE RED HILL MOBILE ESTATES UTILITY COMPANY UNTIL ANOTHER DEVELOPER HAS BEEN BUILT.

ANOTHER DEVELOPMENT HAS BEEN BUILT THAT WOULD SERVE INTO THIS PUMP STATION.

SO RIGHT NOW THIS SEWER SHED HAS BEEN DETERMINED.

THE PLANS HAVE BEEN APPROVED FOR THEM TO DO THEIR SEWER IMPROVEMENTS.

THEY ARE IN THE PROCESS OF GETTING ALL THE AGREEMENTS AND BONDING DONE TO START THE CONSTRUCTION.

THE NEXT STEPS ON THIS ONE ARE TO CONSTRUCT ALL OF THE IMPROVEMENTS.

THE PUMP STATION WILL STAY PRIVATELY OPERATED UNTIL THE NEXT DEVELOPMENT CONNECTS, AT WHICH TIME THE COUNTY WILL TAKE OVER.

SO THIS PUMP STATION IS BEING DESIGNED TO MEET ALL OF OUR DESIGN STANDARDS SO THAT WE CAN TAKE IT OVER IN THE FUTURE.

SO THE INTERSECTION THAT WE'RE LOOKING AT RIGHT HERE, THIS IS THE SERVICE AREA THAT COULD BE SERVED BY A PUMP STATION NEAR THE INTERSECTION OF ROUGH END ROAD AND PRINCE GEORGE DRIVE. THIS IS A MUCH LARGER AREA, SO IT IS A LITTLE OVER 1700 ACRES.

THE GREEN DOT IS A PROBABLE LOCATION OF WHERE THE PUMP STATION COULD BE LOCATED, BUT THAT DASHED OVAL IS.

IT COULD BE LOCATED ANYWHERE WITHIN THERE AND REASONABLY SERVE THAT AREA.

SIMILAR TO THE OTHER ONES THAT I HAD MENTIONED, THIS STATION COULD BE BUILT WITH A WET WELL THAT IS APPROPRIATELY SIZED TO ULTIMATELY SERVE THAT AREA, BUT WITH SMALLER PUMPS THAT COULD BE UPGRADED AS NEW DEVELOPMENT OCCURS.

THAT WOULD BE THE RESPONSIBILITY OF FUTURE DEVELOPERS.

THE BOARD OF SUPERVISORS MAY DIRECT STAFF TO MAKE INFRASTRUCTURE IMPROVEMENTS IN THE COUNTY, REGARDLESS OF WHAT THE CODE SAYS, SO WE WOULD NEED TO CONSIDER HOW WE WOULD FUND THIS.

SOME OPTIONS THAT COULD BE CONSIDERED WOULD BE THE CAPITAL IMPROVEMENT PROGRAM, WHERE PROJECTS ARE CONSIDERED BY THE CIP COMMITTEE TO DETERMINE IF IT WOULD RECEIVE FUNDS,

THROUGH GENERAL FUND RESERVES OR THROUGH UTILITY FUND RESERVES.

IF IT WERE TO BE FUNDED THROUGH UTILITY FUND RESERVES, THERE WOULD HAVE TO BE A MEANS TO PAY BACK THE UTILITIES DEPARTMENT BECAUSE THE CUSTOMER BASE THAT GENERATE THE FUNDS THAT ARE IN THE UTILITY FUND RESERVES, WOULD NOT RECEIVE A BENEFIT FROM THIS INFRASTRUCTURE THAT WAS BEING BUILT. AND THERE ARE SOME POTENTIAL WAYS THAT COULD BE PAID BACK TO THE COUNTY THERE THROUGH EITHER HIGHER CONNECTION FEES FOR THE FUTURE CUSTOMERS ON THIS PROJECT, DEVELOPMENT IMPACT FEES, SPECIAL TAXING DISTRICT OR MANDATING THAT EXISTING HOMES AND BUSINESSES THAT WOULD HAVE TO CONNECT TO THIS TO GENERATE FLOWS AND REVENUES AS THE INFRASTRUCTURE IS EXTENDED IN THE AREA WHERE THOSE EXISTING HOMES AND BUSINESSES ARE.

THIS MAY REQUIRE A CODE CHANGE, BECAUSE RIGHT NOW THE CODE DOES NOT REQUIRE EXISTING STRUCTURES TO CONNECT ONCE A UTILITY BECOMES AVAILABLE.

SO SOME OF THE BENEFITS AND RISKS OF THE COUNTY PAYING FOR INFRASTRUCTURE IMPROVEMENTS FOR PRIVATE DEVELOPMENT.

BENEFITS. IT COULD ENCOURAGE OTHER COMMERCIAL DEVELOPMENTS TO OCCUR IN THAT AREA SO THAT IT WOULD GENERATE TAX REVENUES OR IMPROVEMENTS. THERE HAS BEEN PRIOR INTEREST IN THIS INTERSECTION, INCLUDING BANKS, CONVENIENCE STORES, FAST FOOD RESTAURANTS, MIXED USE DEVELOPMENT AND A GAS STATION.

HOWEVER, THE RISKS WOULD ALSO BE SETTING A PRECEDENT.

OTHER DEVELOPERS MAY COME AND REQUEST ASSISTANCE FROM THE COUNTY TO PAY FOR INFRASTRUCTURE IMPROVEMENTS.

IT BYPASSES THE CIP PROGRAM, AND THE COUNTY WOULD BE BURDENED TO MAINTAIN AN ASSET THAT INITIALLY WOULD ONLY BE USED BY A SINGLE DEVELOPMENT OR A SINGLE USER. AND THAT IF THE BOARD WERE TO DECIDE ON APPROVING SOMETHING LIKE THIS, SHOULD CONSIDER TRANSFERRING THE RISK TO THE DEVELOPER THROUGH AGREEMENTS. SO THIS AREA DOES FALL WITHIN THE COUNTY CENTRAL SYSTEM AND JUST KIND OF BRIEFLY COVER WHERE WE ARE WITH CAPACITY AVAILABILITY RIGHT NOW.

IN OUR CENTRAL SYSTEM, WE DO HAVE JUST SLIGHTLY OVER 43,000 GALLONS PER DAY AVAILABLE IN WATER CAPACITY.

THE SEWER FLOWS DO GO IN TWO DIFFERENT DIRECTIONS THROUGH THE SYSTEM.

THE PORTION THAT GOES TO PETERSBURG, WE HAVE THROUGH AGREEMENT WITH THE CITY AT THE 460 CONNECTION IN PETERSBURG, WE HAVE ABOUT 400,000 GALLONS PER DAY AVAILABLE.

AND BY AGREEMENT, GOING INTO THE CITY OF HOPEWELL, THERE'S APPROXIMATELY 1.3 MILLION GALLONS PER DAY.

THE OTHER AREA THAT WE HAVE POTENTIAL FOR GROWTH IS THE ROUTE 301 SYSTEM, AND FOR BOTH WATER AND BY THE WATER, LIMITED BY THE GROUNDWATER WITHDRAWAL PERMIT WITH DEQ.

AND FOR THE SEWER, BY AGREEMENT WITH THE CITY OF PETERSBURG, WE HAVE ABOUT 125,000 GALLONS PER DAY AVAILABLE FOR EACH OF THOSE TWO UTILITIES IN THAT AREA. THESE NEXT FEW SLIDES WILL SHOW WHAT WE HAVE CURRENTLY AS POTENTIAL DEVELOPMENT THAT'S IN PROGRESS AT VARIOUS STAGES IN THE DEVELOPMENT PLAN RIGHT NOW, TO GIVE YOU AN IDEA OF WHAT THE POTENTIAL COULD BE FOR DEMANDS ON OUR SYSTEMS IF ALL OF THESE PROJECTS WERE TO DEVELOP.

AND I WON'T GO THROUGH A LOT OF DETAIL THROUGH THESE JUST TO PROVIDE THE INFORMATION.

RIGHT NOW, IF ALL OF THESE PROJECTS WERE TO PROGRESS AND TO DEVELOP, WE HAVE THE POTENTIAL FOR A WATER SYSTEM DEMAND OF ALMOST 630,000 GALLONS PER DAY, EVEN WITH THE PROJECTS THAT WE CURRENTLY HAVE UNDER CONSTRUCTION TO INCREASE OUR AVAILABLE CAPACITY.

THAT USES ALMOST HALF OF IT, OF WHAT WE'RE GOING TO INCREASE OUR CAPACITY AT.

FOR THE PROJECTS THAT FLOW TO PETERSBURG, IT USES A LITTLE OVER HALF OF WHAT WE HAVE AVAILABLE.

AND FOR THE PROJECTS THAT WILL FLOW TO HOPEWELL, IT USES ABOUT A THIRD OF WHAT WE HAVE AVAILABLE.

IN THE 301 SYSTEM, WITH A PLAN THAT IS CURRENTLY CLOSE TO APPROVAL AND WITH SOME OTHER DEVELOPMENT THAT HAS BEEN DISCUSSED, WE HAVE A LITTLE LESS THAN 20,000. WE WOULD HAVE A LITTLE LESS THAN 20,000 GALLONS PER DAY AVAILABLE IF ALL OF THOSE PROJECTS WERE TO PROGRESS.

SO IT WOULD DEPEND ON WHAT DEVELOPS THERE AND WHAT KIND OF FLOWS THEY'RE GOING TO GENERATE.

OKAY. ULTIMATELY THE ENTIRE AREA COULD EXCEED THE CAPACITY WE HAVE AT BOTH LOCATIONS.

AND THE BOARD, WE JUST DIDN'T GET THE CONSENSUS OF THE BOARD TO DO THAT BACK THEN.

AND THE COURT IN THAT CASE MADE THE OBSERVATION THAT IF THE CITY COUNCIL IN BOSTON WANTED TO PUT UP A FLAG TO CELEBRATE THE BOSTON RED SOX WINNING THE WORLD SERIES, THEY COULD DO THAT.

THAT WOULD BE GOVERNMENT SPEECH. IT WOULD BE AN ENDORSEMENT BY THE GOVERNMENT OF THAT SPEECH.

AND THE GOVERNMENT OF OF THE CITY OF BOSTON WOULDN'T BE REQUIRED TO ALSO PUT UP A FLAG CELEBRATING THE NEW YORK YANKEES.

RIGHT? BOSTON GETS TO CHOOSE WHICH SPORTS TEAM THEY WANT TO ROOT FOR.

I WON'T TELL YOU THAT THAT THE POLICY ASSIGNMENT THAT YOU ALL HAVE TAKEN UP FOR YOURSELVES IS AN EASY ONE.

IT IS NOT ON THE MARGINS. IT CAN BE CONFUSING, BUT LET ME SHARE A COUPLE OF EXAMPLES THAT I THINK WILL SPEAK TO SOME OF THE CONCERNS THAT I'VE HEARD PEOPLE SAY IN THE COMMUNITY. IF A YOUNG PERSON WANTS TO WRITE A RELIGIOUS MESSAGE OR A POLITICAL MESSAGE ON THEIR SWEATBAND, OR ON THEIR HEADBAND, OR ON THEIR BAT OR LACROSSE STICK, OR ON THEIR SHIN GUARD OR THEIR SHOES, AND IT'S THEIR OWN PERSONAL CHOICE.

IF YOU WANT TO ALLOW THAT, YOU CAN ALLOW THAT.

SO WE ARE PROPOSING THAT WE HAVE A NEW AREA DESIGNATED NOT NECESSARILY TOTALLY THE CRATER AREA ITSELF, BECAUSE WE CAN'T PICK UP CHESTERFIELD AND WE CAN'T PICK UP CHARLES CITY.

THEY'RE ALREADY IN THE THE RBA, THE CVTA. PLANNING TRANSPORTATION AUTHORITY.

BUT WE HAVE DISCUSSED WITH BOTH BRUNSWICK AND MECKLENBURG COUNTIES AND THEY'RE INTERESTED AS WELL AS AS BEING A PART OF THAT CENTRAL CORRIDOR AS WELL. AND THAT REALLY GIVES US SOME SOME TRAFFIC AND CONGESTION PIECES OVER THE 85 AND 95 CORRIDOR THROUGHOUT THE REGION. SO THE PROPOSAL IS FOR US TO LOOK AT THAT.

I WANT TO COVER A COUPLE OF THINGS WITH YOU. THE MAIN OVERVIEW IS THAT THIS GIVES US A REGIONAL BODY THAT PLANS, FUNDS, AND PRIORITIZES ANY AND ALL TRANSPORTATION IMPROVEMENTS THROUGH OUR REGION.

THE PURPOSE IS THAT WE GET PREDICTABLE FUNDING TO MOVE TRANSPORTATION INFRASTRUCTURE FORWARD TO DEAL WITH GROWTH.

GROWTH? EXCUSE ME. MAINTENANCE AND SAFETY NEEDS THAT WE'LL HAVE MORE REGIONAL CONTROL.

WE WERE VERY FORTUNATE THIS LAST ROUND WITH VDOT ON THE SMART SCALE PIECE TO GET FOUR DIFFERENT PROJECTS, BUT IN THAT FUNDING, WE'VE BEEN WAITING 15 TO 18 YEARS TO GET THOSE PROJECTS UP TO THE POINT THAT WE EITHER HAD OUR MATCH TO GO WITH IT, OR THAT IT SCORED HIGH ENOUGH IN THE SYSTEM TO GET FUNDED.

SO THIS WOULD HELP US MOVE THOSE PROJECTS FASTER THROUGHOUT OUR SYSTEM.

WE'D ALSO LOOK AT MULTIMODAL TRANSPORTATION AS WELL.

THIS WOULD BE REGIONAL DECISION MAKING. AND WHAT WE'VE GOT IN THE PROPOSAL IS I GAVE YOU A SPREADSHEET THAT HAD THE THREE DIFFERENT TAS IN THERE. AND THEN OUR PROPOSAL, WE HAD SINGLE VOTING IN THERE, FOR ONE THING, RATHER THAN A WEIGHTED VOTING. OKAY, SOME OF THE OTHERS ARE DOING WEIGHTED VOTING BASED ON POPULATION.

BUT WE'VE BEEN VERY FORTUNATE IN OUR REGION. I THINK FOR US TO COME TOGETHER ON MOST OF THE THINGS THAT WE'VE DONE TOGETHER WITH A SINGLE VOTE FROM EACH OF THE JURISDICTIONS. SO THAT'S WHAT WE'RE STARTING WITH ON THE ON THE DEVELOPMENT OF THE BILL ITSELF.

OUR ECONOMIC BENEFITS ARE LEVERAGING MORE FEDERAL FUNDING AND IN SOME CASES, MORE STATE FUNDING, BECAUSE WE HAVE PROJECTS THAT ARE READY AND WE HAVE A WILLING REVENUE STREAM TO MEET THOSE PROJECTS AS WELL, TOO. IT IS DESIGNED AROUND TWO REVENUE SOURCES. ONE IS A THE FUEL AND DIESEL TAX.

THAT IS OUR UNDERSTANDING THAT CURRENTLY THE STATE TAXES BOTH OF THOSE ITEMS AT DIFFERENT RATES, AND THAT THOSE FUNDS ARE PUT INTO A MAJOR POT, AND THAT THIS WOULD BE A PORTION OF THAT COMING BACK TO THE REGION.

AND THEN THE OTHER PIECE IS A SALES TAX, AND THIS WOULD BE A PROPOSED NEW SALES TAX FOR THE REGION.

AND THIS WOULD GET US UP TO $0.06 IN OUR REGION.

SO WE DIDN'T VARY FROM THOSE AT ALL. WE'RE JUST PUTTING FORWARD WHAT THE OTHER FOLKS THAT HAVE TAKEN THIS ROUTE TO GET MONEY MOVING IN THEIR REGION FASTER AND MOVING PROJECTS FASTER THE SAME WAY.

THAT CONTRACT EXPIRES NEXT YEAR. WE RECOMMEND HAVING ALL OF OUR TANKS ON ON, ON, ON CONTRACT TO MAKE SURE THAT THEY ARE PROPERLY MAINTAINED AND WE'RE NOT FIGHTING FOR FUNDING. SO WHAT WE'RE RECOMMENDING IS TO ADD THESE SIX ONCE THEY DO COME OFF THIS CONTRACT.

ONCE THE CONTRACT EXPIRES A YEAR FROM NOW, WE'RE GOING TO ADD THESE OTHER SIX ONTO THE FIRST TEN THAT WE'RE RECOMMENDING FOR NOW.

SO THE TEN, THE COUNTY HAS RECEIVED A PROPOSAL FROM SOUTHERN CORROSION TO PROVIDE THAT MAINTENANCE SERVICE.

AND AGAIN, THE INITIAL YEAR WOULD COVER ONLY THE FIRST TEN SMALLER TANKS AND THE SECOND YEAR RECOVER ALL OF OUR TANKS.

THE CONTRACT HAS BEEN DEVELOPED USING THE TOWN OF WHITFIELD COOPERATIVE CONTRACT, MEANING THEY'VE ALREADY BEEN THROUGH THE PROCUREMENT PROCESS.

AND SOUTHERN CORROSION WON A CONTRACT IN THE TOWN OF WHITFIELD.

AND WE'RE USING THOSE SAME CONTRACT, THE SAME PRICING POINTS IN THAT CONTRACT TO FULFILL THIS CONTRACT.

IT'S JUST THE ONLY DIFFERENCE IS DIFFERENT TANKS. SO THERE IS A DIFFERENT PRICE POINT BASED ON THE NUMBER OF TANKS THAT WE HAVE.

THE CONTRACT WILL ALLOW FOR ANNUAL RENEWALS. THAT WILL ESSENTIALLY THE INCREASE IN THE COST WILL BE BASED ON THE CPI OF THE PRIOR YEAR COST.

OBVIOUSLY THE SECOND YEAR WILL BE SIGNIFICANTLY DIFFERENT BECAUSE WE'RE ADDING SIX MORE TANKS.

THERE IS FUNDING AVAILABLE IN OUR UTILITY FUND.

IN FACT ONCE THE FIRST CONTRACT THAT EXPIRES WE WILL ACTUALLY BE REDUCING OUR COST FOR THIS CONTRACT.

AND THAT'S NOT TO MEAN THAT THE CURRENT CONTRACT IS GOUGING US.

IT'S JUST THAT THERE WERE SOME SIGNIFICANT SIGNIFICANTLY MAINTENANCE SIGNIFICANT MAINTENANCE THAT WAS ACCOMPLISHED UNDER THE EXISTING CONTRACT FOR OUR LARGE TANKS THAT HAVE BEEN LARGELY IGNORED FOR FOR MANY YEARS.

SO NOW ALL THOSE TANKS HAVE BEEN PROPERLY MAINTAINED, AND WE HAVE ASSETS THAT ARE GOING TO LAST FOR A LONG TIME. SO THEREFORE THE REQUIREMENT TO MAINTAIN MAINTAIN THEM IS SIGNIFICANTLY LESS.

SO WE DO RECOMMEND AN AWARD TO CONTRACT OF THIS CONTRACT TO SOUTHERN CORROSION.

AND THE FIRST TIER SERVICES WOULD BE $47,546.

IN THE SECOND YEAR WOULD BE 135,455 PLUS THE CPI OF THAT FIRST YEAR.

AND THEN ANY SUBSEQUENT RENEWALS WILL BE THE 135 FOR 55 PLUS THE CPI.
