FIRST OF ALL, REDUCING ADOPTION FEES WILL CAUSE MORE PREGNANT DOGS AND CATS RUNNING AROUND, IT'LL ALSO CAUSE MORE BREEDING.
THE OWNERS WILL NOT COMPLY WITH GETTING THEIR DOGS OR CATS NEUTERED.
THEY WILL TELL YOU THEY WILL DO IT, BUT THEY WON'T DO IT.

THE OUTSIDE OF THE VETS OFFICE IS $300 TO GET THEM SPAYED AND NEUTERED, AND THEY'RE NOT GOING TO PAY THAT.THEN IF THE DOG OR CAT GETS PREGNANT THAT THEY'VE ADOPTED, THEY CAN TURN AROUND, AND FOR $30, SURRENDER THE CAT OR DOG BACK TO THE SHELTER, WHICH MEANS EVEN MORE OVERCROWDED SHELTER BECAUSE THEN YOU'RE GOING TO HAVE A CAT OR A DOG THAT'S GOING TO HAVE 6, 07, 8 LITTLE BABIES IN THERE, SO THAT'S GOING TO MAKE THE SHELTER EVEN MORE OVERCROWDED.
ALSO NOT VACCINATING THE PETS BEFORE THEY LEAVE THERE, THAT'S NOT GOOD.
MOST OF THE TIME, IT'S NOT TREATABLE.
SOMETIMES WE CAN GET LUCKY AND THE DOGS CAN BE TREATED.
THEN IF THE DOGS ARE NOT TREATABLE, THEN YOU'VE GOT EUTHANASIA, THEN YOU'VE GOT TO HAVE THE DOGS PUT DOWN, WHICH IS GOING TO RUN INTO SOME MORE MONEY.
TO ME, LOWERING THE ADOPTION FEE IS NOT A WAY TO CLEAR OUT THE SHELTER.
SECONDLY, SCOTT PARK WAS RECENTLY PAVED LAST SUMMER, AND IT'S A BEAUTIFUL PARK, AND I WOULD LIKE TO THANK PRINCE GEORGE FOR IT BECAUSE IT'S BEAUTIFUL.

BUT LAST SUMMER WHEN IT WAS PAVED, WE'VE GOT PEOPLE THAT LIKES TO FLY UP AND DOWN THE ROAD NOW, ESPECIALLY PEOPLE GOING TO SOCCER PRACTICE LIKE MOMS GETS OFF AT 5:00, OR DAD'S, SOCCER PRACTICE IS AT 5:30, SO THEY'RE ZOOMING THROUGH THERE.
ZOOMING. ALSO, FOR SOCCER PRACTICE, YOU ALSO HAVE TREE TIME THERE.
THEN ALSO, WE HAVE SENIORS LIKE MYSELF THAT'S WALKING DOGS, WE HAVE MOMS PUSHING STROLLERS WITH CHILDREN IN THE THEM, AND WE HAVE KIDS PLAYING SOFTBALL, AND THEN KIDS BOUNCING THE BASKETBALLS ALL THE WAY DOWN THE ROAD.
WE ALSO HAVE MOMS AND DADS PLAYING DISC GOLF, WHICH WAS STARTED, I THINK, LAST YEAR IN PRINCE GEORGE.
THE DISC GOLF WHEN THEY DON'T HIT THE GOALIE, THE DISC WILL FLY OUT IN THE ROAD, WHICH MEANS THEY RUN OUT ON THE ROAD TO GET THE DISC.
I SEE THIS EVERY DAY, AND I'M AFRAID SOMETHING'S GOING TO HAPPEN IN THIS COUNTY.
A KIDS GOING TO GET HIT OR AN ADULT.
I SPOKE TO JB TODAY AT THE PARKS AND RECREATION, AND HE SAID, WE WOULD NEED AT LEAST FIVE OR SIX SPEED BUMPS INSTALLED.

THE BOARD OF SUPERVISORS IN 1972 AND SERVED IN 1979.WHILE ON THE BOARD OF SUPERVISORS, CLARENCE JOYNER SERVED AS THE BOARD OF SUPERVISORS REPRESENTATIVE FOR THE PLANNING COMMISSION IN 1975.
WHEREAS, MR. JOYNER WAS APPOINTED TO THE PLANNING COMMISSION [INAUDIBLE] FOR RESIGNING FROM THE COMMISSION ON DECEMBER 27TH, 2024, AND WHEREAS DURING HIS TENURE ON THE PLANNING COMMISSION, MR. JOYNER SERVED AS CHAIR FOR YEARS IN 2000, 2006, 2012, AND 2017, AND VICE CHAIR FOR YEARS IN 1996, 2004, 2016, AND 2021.
HE SERVED THE INTEREST OF PRINCE GEORGE COUNTY AND ITS CITIZENS TO THE UTMOST OF HIS ABILITY BY HELPING TO PROMOTE THE ORDERLY DEVELOPMENT OF THE COUNTY AND ITS SURROUNDINGS.
WHEREAS MR. JOYNER HAD ALWAYS BEEN AN ADVOCATE OF PRINCE GEORGE COUNTY, ITS CITIZENS, AND IS DEDICATED, CONSCIENTIOUS, HARD WORKING LEADER.
HE ALWAYS PUT HIS FAMILY AND THE CITIZENS OF PRINCE GEORGE COUNTY FIRST, SET AN EXAMPLE OF HIS EXCELLENCE AND HONESTY THAT EMINATES IN HIS EVERYDAY APPROACH TO LIFE.
WHEREAS, MR. JOYNER HAS ALWAYS BEEN WELL RESPECTED IN THE COMMUNITY AND BY HIS FELLOW PLANNING COMMISSION MEMBERS.

THAT'S THE ONLY WAY THAT A ROAD CAN BE ADDED INTO THE PRIMARY SYSTEM.
NOW, WE DO HAVE ROADS THAT HAVE TRAFFIC VOLUMES EQUIVALENT TO PRIMARY ROADS, AND THEY WOULD GET HIGHER LEVELS OF TREATMENT.
THEY WOULD GET HIGHER, POTENTIALLY, IF WE HAVE LOTS OF TRUCK TRAFFIC, IF WE HAVE LOTS OF TRAFFIC ON THERE.

ONE OF THE FIRST TESTS I HAD WAS WE ROLLED BACK THE FY25 VALUES BACK TO THE 24 VALUES.
I SPENT MANY WEEKS WITH MR. HORN AND HIS TEAM COMING UP WITH THOSE VALUES, FIGURING OUT WHERE THEY ARE, FIGURING OUT WHAT HAD GONE WRONG IN THE PAST, AND MOST IMPORTANTLY, RESTORING AND PROPERLY CALCULATING THE LAND USE VALUES.

IT WAS INCORPORATED INTO THE COUNTY'S CURRENT CONFERENCE PLAN IN 2022 AND I KNOW YOU'RE ALL AWARE, ESTABLISHED AN UPPER LIMIT FOR SOLAR FACILITIES IN THE COUNTY.
IT ENDED UP BEING 2.74% OF THE COUNTY'S TOTAL AREA OR 4,603.5 ACRES.
THAT'S YOUR UPPER LIMIT THAT YOU PUT IN YOUR POLICY, WHERE YOU WANTED TO DRAW THE LINE AS FAR AS APPROVING ADDITIONAL SOLAR FACILITIES.
A COUPLE OF THINGS THAT GET, A PUSH FROM THE CONFERENCE OF PLAN AND THE ZONING ORDINANCE THIS LAST STATEMENT THAT THERE'S SOME GUIDANCE AND THEY'RE NOT TO HAVE IT IN THE PRINCE SORGE PLANNING AREA, AND THEY'RE NOT HAVE IT ON AREA SERVED BY PUBLIC UTILITY.
THOSE ARE TWO OTHER THINGS THAT ARE FACTORS WHEN WE LOOK AT THE SOLAR POLICY.

THAT'S THE STANDARD IN THE COUNTY SOLAR POLICY FOR WHAT IS WHAT WE CONSIDER A LARGE SCALE SOLAR FACILITY THE ONES WE'RE DISCUSSING RIGHT NOW.

POLICY, QUITE FRANKLY, IT ACTUALLY RECOMMENDS M-3.YOUR HEAVY INDUSTRIAL ZONING DISTRICT IS A PREFERRED LOCATION.
YOU DO NOT HAVE ANY FACILITIES IN AN M-3 ZONING DISTRICT.
FOR SOMEONE TO GET INTO THAT DISTRICT, THEY WOULD HAVE TO REZONE TO M-3.
THERE'S NO OPEN VACANT M-3 PARCELS IN THE COUNTY THAT YOU CAN JUST WALK OVER THERE.
BUT THEY ARE BUY RIGHT USES IN THAT M-3 DISTRICT.
IF SOMEONE TO COME IN AND GO THROUGH A ZONING PROCESS TO GET M-3 UNDER THE CURRENT LAND USE REGULATION, THAT WOULD BE A BUY RIGHT USE.
THEY ARE, HOWEVER, AND I THINK MUCH MORE COMMON FOR THE BOARD.
THEY ARE PERMITTED ALSO BY SPECIAL EXCEPTION AND YOU HAVE A NUMBER OF DISTRICTS THAT ARE ALLOWED BY SPECIAL EXCEPTION, MORE COMMON A-1 AND R-A, THE MORE RURAL ZONING DISTRICTS, ALSO ALLOWED IN THE B-1, THE M-1, AND THE M-2.
ALL OF THOSE DISTRICTS WOULD ALLOW A LARGE SCALE SOLAR FACILITY SUBJECT TO APPROVAL BY SPECIAL EXCEPTION.
ONE OTHER STEP, AND THIS IS PART OF THE STATE'S PROCESS OR DEAL WITH THE SOLAR PROJECTS.
THERE'S A REQUIREMENT TO GO THROUGH THE PROCESS REALLY THROUGH THE PLANNING COMMISSION.
LOOKING AT WHETHER OR NOT A PROPOSED PROJECT IS IN SUBSTANTIAL ACCORD WITH A COMPREHENSIVE PLAN, AND THAT'S THE REASON WHY THIS POLICY.
IT'S INCORPORATED IN THE CONFERENCE OF PLAN, SO THE PLANNING COMMISSION HAS THE BOARD'S POLICY TO ASSESS SUBSTANTIAL ACCORD WITH THE COMPREHENSIVE PLAN.
THAT'S USUALLY THE FIRST STEP IN THE WAY THE COUNTY HAS BROKEN THE PROCESS DOWN AND THERE'S SOME OPPORTUNITIES IN DIFFERENT WAYS WHERE THE COUNTY HAS DONE IT IS TO GO THROUGH THAT SUBSTANTIAL COURT PROCESS FIRST, AND THEN AFTER THAT, THE APPLICANT CAN DETERMINE WHETHER OR NOT THEY WOULD WANT TO PROCEED TO A SPECIAL EXCEPTION.
IN THE COUNTY, YOU'VE GOT FIVE PROJECTS THAT HAVE BEEN APPROVED BY SPECIAL EXCEPTION, TWO WERE APPROVED PRIOR TO THE POLICY BEING ADOPTED.
TWO WERE APPROVED JUST AFTER THE POLICY WAS ADOPTED, AND THERE WAS A FINAL PROJECT APPROVED IN 2023.
SINCE THAT TIME, THERE HAVE BEEN TWO ADDITIONAL PROJECT APPLICATIONS SUBMITTED.
THEY WERE NOT IN COMPLIANCE WITH THE POLICY AND THE APPLICATIONS DID NOT PROCEED TO THE BOARD FOR APPROVAL, SO YOU STILL HAVE THE ORIGINAL FIVE.
JUST TO MENTION AT THE PRESENT TIME, WE DO NOT HAVE ANY ACTIVE SPECIAL EXCEPTION APPLICATIONS THAT WE'RE REVIEWING FOR LARGE SCALE SOLAR.
BASED ON THE CURRENT COUNTY POLICY AND BASED ON THE FIVE PROJECTS THAT HAVE BEEN PREVIOUSLY APPROVED, YOU STILL HAVE UNDER YOUR CURRENT POLICY, 483 ACRES AVAILABLE, AND THAT'S WHERE YOU WOULD REACH YOUR UPPER LIMIT.
UNDER CURRENT POLICY, 483 ACRES WOULD BE THE AVAILABLE ALLOW FOR HITTING THAT UPPER LIMIT.
AGAIN, AS I MENTIONED BEFORE, YOUR SOLAR ENERGY POLICIES TO BE APPLIED, AS PART OF THE LAND USE APPROVAL PROCESS, THEY NEED TO BE FORMALLY ADOPTED INTO THE CONFERENCE OF PLAN, AS YOU DID BACK IN 2022.
SO ANY PROPOSED MODIFICATIONS YOU MIGHT WANT TO MAKE TO YOUR CURRENT SOLAR POLICY WOULD ALSO NEED TO BE FOLLOWED UP BY GOING THROUGH A PROCESS OF ADOPTING THE CONFERENCE OF PLAN.

IF SOMEBODY GETS HURT IN THEIR VEHICLE, OR IF THIS BOARD IS APPOINTED BY THE COUNTY, THEN POTENTIALLY THERE COULD BE SOME LIABILITY BACK ON THE COUNTY AS WELL.
THERE'S A LOT OF THINGS DEEPER THAN THAT.
