WE HAVE TO FORMALLY DO THAT IN PUBLIC TO CANCEL THAT.

AND THEN THE NEXT ONE WOULD BE G NUMBER NINE.

AND THAT WOULD BE TO APPROVE A RESOLUTION MAKING AN APPOINTMENT OF AN ASSISTANT ZONING ADMINISTRATOR.

SO THOSE ARE THE TWO ITEMS THAT WE'LL BE ADDING TO THE AGENDA FOR TONIGHT.

THE REASON FOR THE CANCELLATION OF TOMORROW'S BUDGET WORK SESSION IS WE HAVE NOT GOTTEN ANY UPDATED REVENUE NUMBERS AND OTHER NUMBERS THAT WE NEED TO CONTINUE MOVING FORWARD WITH FINALIZING OUR BUDGET.

I KNOW THE GOVERNOR JUST DID A BUNCH OF VETOES TODAY, AND SO THERE'S STILL SOME THINGS THAT WE'RE WAITING ON.

WE'RE WAITING ON INFORMATION FROM THE COMP BOARD AND OTHER AREAS SO THAT WE CAN FINALIZE THE NUMBERS AND HAVE OUR DISCUSSION ON WHAT ITEMS THAT WE'RE GOING TO MOVE FORWARD WITH AND OR WHAT ITEMS WE'RE NOT GOING TO MOVE FORWARD WITH.

SO, I BELIEVE THE NEXT BUDGET MEETING IS SCHEDULED FOR MAYBE THE SECOND WEEK OF APRIL.

APRIL 15TH. APRIL 15TH. SO I THINK BY THAT TIME WE SHOULD BE WE SHOULD HAVE THE INFORMATION WE NEED.

WE HAD A VERY GOOD DISCUSSION. A LOT OF INFORMATION THAT WAS GIVEN OUT, AND THANKS TO THE BOARD MEMBERS INTEREST OF HEARING, THE PUBLIC HEARING FROM THE CITIZENS, I THINK WE I THINK WE DID A GOOD JOB, AND I THINK WE HAD GOOD CONVERSATION AND GOOD COMMUNICATION.

I WOULD SAY MY DISAPPOINTMENT WOULD BE FROM THE LAST FROM BOTH MEETINGS.

NOW, IS THE LACK OF YOUR COMMITMENT TO GUARANTEE SOME KIND OF TAX RELIEF FOR THE TAXPAYER.

NINE STRAIGHT YEARS WHO'VE OVERTAXED US. WE NEED SOME TAX RELIEF.

I WAS A LITTLE DISAPPOINTED. I UNDERSTAND IT BECAUSE WE HAVE TO DEPEND ON THE STATE A LITTLE BIT, BUT I WAS DISAPPOINTED THAT NONE OF YOU WOULD COMMIT TO SAY YES.

WE WILL GIVE THE TAXPAYERS SOME KIND OF A BREAK THIS YEAR, PUTTING THE TAXPAYERS FIRST.

PRINCE GEORGE, VIRGINIA. DEAR MEMBERS OF THE PRINCE GEORGE BOARD OF SUPERVISORS, I'M WRITING TO YOU TODAY AS A CONCERNED RESIDENT OF PRINCE GEORGE COUNTY TO EXPRESS MY FEARS REGARDING ACCIDENTS OCCURRING AT THE SAME CURB LOCATION ON THE DARK ISLAND ROAD AT NIGHT.

I HAVE LIVED ON ALLEN ROAD FOR ALMOST TEN YEARS, BUT A RESIDENT OF PRINCE GEORGE FOR OVER 30, AND MY MAILBOXES AND NEIGHBOR'S MAILBOXES HAVE BEEN RUN OVER AND TORN DOWN AT LEAST FOUR TIMES.

I HAVE ALSO, AND THE MOST RECENT INCIDENT OCCURRING ON 17TH MARCH LAST EARLY LAST MONDAY MORNING AROUND 4:30 A.M.. THAT'S WHEN THE COP CAME AND KNOCKED AT MY DOOR.

I HAVE ALSO HAD AN INDIVIDUAL RUN BETWEEN MY TELEPHONE WIRES AND LIGHT POLE.

ONE NIGHT AND THE COP HAD STATED THAT IF HE HAD, IF I HAD OPENED THE DOOR, THAT PERSON WAS HAD SOMETHING IN HIS SYSTEM AND HE WOULD HAVE BEEN KIND OF AGGRESSIVE, BUT I DIDN'T.

INDIVIDUALS, SO I ERECTED A PRINCE GEORGE ELECTRIC CORP., PUT UP A LIGHT POLE AT THE END OF MY, I REQUESTED FOR THEM TO PUT UP A LIGHT POLE AT THE END OF MY DRIVEWAY SO THAT I COULD TURN INTO MY DRIVEWAY SAFELY OFF THE ROAD BECAUSE IT'S SO DARK AT NIGHT.

SO INDIVIDUALS DON'T REALIZE THERE'S A CURVE IN THE ROAD ONCE THEY ONCE THEY DO, THEY HIT THE DEEP, HIGH EMBANKMENT OF THE DRAIN PIPE, THEN SWERVE AND HIT THE MAILBOX AN, OR THEY RUN, OR THEY JERK ANOTHER WAY.

THAT'S WHEN THE GUY WENT THROUGH MY THROUGH THE TELEPHONE LINE IN THE LIGHT POLE.

IF IT WASN'T FOR THE MAILBOXES THEY WOULD BE HITTING A HUGE MAGNOLIA TREE.

SO THE MAILBOX IS ACTUALLY STOPPING THE CAR FROM RUNNING INTO THAT TREE.

SO. AND THAT COULD POSSIBLY CAUSE A TRAGIC, DEADLY SCENE.

I RESPECTFULLY, RESPECTFULLY REQUEST THAT THE BOARD MEMBERS CONSIDER FUNDING FOR ROAD SAFETY MEASURES, LIKE REFLECTORS OR LIGHTS, TO PUT IN THIS PARTICULAR CURVE SO THAT INDIVIDUALS CAN REALIZE IT'S A CURVE AND NOT A STRAIGHT ROAD.

I'VE BEEN ATTENDING THE CITIZENS ACADEMY CLASSES THAT WE'VE BEEN HAVING WEEKLY, AND THE LEVEL OF PROFESSIONALISM AND THE WAY IT'S BEEN ORGANIZED HAS BEEN TRULY SOMETHING THAT'S BEEN NICE TO ATTEND. THERE'S BEEN A LOT OF KNOWLEDGE AND INFORMATION SHARED.

AND ONE OF THE THINGS THAT I DO NOTE THAT I THINK IS A IT'S KIND OF REFRESHING IS THAT ANY TIME THAT SHE'S EVER QUOTED ANYTHING THAT WHEN SHE SAYS THAT THINGS ARE GOVERNED BY CERTAIN LAWS AND RULES, SHE'LL COME TO THE NEXT CLASS WITH COPIES OF THOSE RULES AND PASS THEM OUT TO THE CLASS.

AND I'M LOOKING FORWARD TO THE REST OF IT. I'M HERE TONIGHT TO TALK ABOUT THE ASSESSMENTS AGAIN.

I'VE BEEN INUNDATED WITH PHONE CALLS FROM CITIZENS WHO ARE CONCERNED.

I UNDERSTAND THAT THERE'S BEEN HUNDREDS OF APPEALS SENT TO VISION.

I SEE THAT THEY HAVE, FOR THE SECOND TIME, EXTENDED THEIR DEADLINE DUE TO THE OVERWHELMING NUMBER OF APPEALS.

I'M GOING TO START WITH MINE. MY PROPERTY INCREASED 83.5%.

$275,000 FROM ONE ASSESSMENT TO THE NEXT. AND THIS CAME ABOUT PARTLY BECAUSE THEY ACTIVATED A INFLUENCE FACTOR CALLED STYLE. THE STYLE OF HOUSES. THEY HAD ME AS A CONTEMPORARY HOUSE, WHICH, IF ANYBODY'S EVER SEEN A CONTEMPORARY HOUSE, NONE OF THE ONES IN THIS COUNTY LOOK LIKE CONTEMPORARY HOUSES.

AND THAT ALONE, THAT ONE FACTOR INCREASED THE VALUE OF MY PROPERTY $160,000.

THEY ACTIVATED THIS INFLUENCE FACTOR AND APPARENTLY NEVER VERIFIED THAT THE THAT INFLUENCE FACTOR WAS CORRECT ON PARCELS.

SO NOW THEY'RE HAVING TO GO BACK AND REVIEW IT.

THEY ALSO ADDED A DOCK THAT IS BUILT OUT INTO MY CATTLE POND.

THEY SAW IT ON SATELLITE AND DECIDED THAT IT HAD A ALMOST $4,000 VALUE WITHOUT EVER SEEING IT AND KNOWING THAT IT'S BUILT IN 1988 AND IS SINKING ON ONE SIDE. SO IT'S NOT A USABLE DOCK, BUT THEY WENT AHEAD AND ARBITRARILY ADDED $4,000, ALMOST $4,000 VALUE TO IT.

AND IT LOOKS LIKE THAT IS THE NEW MOTTO IS IF YOU SEE IT AND THINK IT MIGHT HAVE VALUE, GO AHEAD AND ADD THE VALUE.

AND IF SOMEBODY DOESN'T LIKE IT, IT'S THE BURDEN OF THE CITIZEN, WHICH IS THE SAME PROBLEM WE HAD WITH THE LAST ASSESSOR THAT CAUSED THE ENTIRE FIASCO.

SO, IT DOESN'T LOOK LIKE VISION IS DOING ANYTHING DIFFERENT.

I'VE SPOKEN WITH SEVERAL PEOPLE WHO ARE VERY INVOLVED THAT I SPOKE WITH ON THE FIRST ONE WHEN WE, WHEN WE GOT INVOLVED IN THE COUNTY WITH THE ASSESSORS THAT THE FORMER ASSESSOR THAT HAD SO MANY PROBLEMS, THE LAND INFLUENCE FACTORS ARE NOT BEING APPLIED EVENLY BETWEEN NEIGHBORS AND ADJOINING PROPERTIES.

THEY'RE CLAIMING THAT ONE ACRE IS WORTH 73,000 WITH NO VALID COMPS, WHILE FIVE ACRES IS ALSO WORTH 73,000.

SO THEY HAVE A DIFFERENCE OF FOUR ACRES FIVE TIMES THE SIZE BUT THE SAME VALUE.

SO SOME ARE OVERVALUED, SOME ARE UNDERVALUED, THEY DON'T HAVE ENOUGH COMPS.

THEY BASED 14,000 PLUS PARCELS ON 20 SALES, NOT NEAR ENOUGH COMPS TO ACCURATELY VALUE LAND COMPARISONS.

THEY'RE ALSO RELYING ALMOST EXCLUSIVELY ON THE EAGLE EYE SYSTEM AND ADDING VALUE.

THEY ADDED VALUE TO ONE CITIZEN WHO HAD A HOUSE THAT WAS FALLING IN ON ITSELF, AND THEY APPRAISED IT AT FULL VALUE.

THEY ADDED ANOTHER ONE FOR A DAM TO A POND, AND THEY CLAIMED IT WAS A HOUSE BECAUSE THAT'S WHAT IT LOOKED LIKE OFF SATELLITE.

SO PLEASE, IF Y'ALL WOULD TAKE CARE OF THIS STUFF AS SOON AS POSSIBLE.

I'VE BEEN LIVING THERE FOR 28 YEARS, AND THE VIEW FROM MY HOME IS DRASTICALLY CHANGED.

I'M CONCERNED ABOUT THE WELFARE, SAFETY AND THE OVERALL PROSPERITY OF THE NEIGHBORHOOD.

ZONING RULES AND REQUIREMENTS OF THE INDUSTRIAL ZONING ACROSS FROM THE RESIDENTIAL AREA THAT BORDERS NEAR MY HOME DOES NOT SEEM TO BE, AT THE VERY LEAST, ADEQUATE, ENFORCED, OR TAKEN SERIOUSLY.

THERE HAVE BEEN COMPLAINTS ON THE RECORD FOR THE PAST 20 YEARS.

15 YEARS I'VE BEEN COMPLAINING. WHILE NOTHING HAS REALLY BEEN DONE, THERE'S NO BUFFERING ON ANY OF THE BUSINESSES ON THE ROAD, AND I'M CONCERNED AND WONDERING WHY THAT'S THE CASE.

I'M HERE TO MAKE SURE THAT MY CONCERNS ARE, YOU KNOW, A MATTER OF PUBLIC RECORD.

AND I APPRECIATE YOUR TIME. LET'S REMEMBER GOVERNMENT IS A PARTNERSHIP BETWEEN PRIVATE CITIZENS, THEIR CONCERNS, PRIVATE COMMERCIAL BUSINESSES AND WHAT IS PROSPEROUS, REASONABLE AND NECESSARY FOR US ALL.

THIS AREA, OUR RIVERDALE COMMUNITY IS IN A UNIQUE SITUATION IN THIS SMALL COMMUNITY HAS BEEN TAKEN OVER UNNECESSARILY WITH SAFETY, HEALTH, INCONVENIENCE AND A LACK OF REGULATION FOR TOO LONG.

THIS SHOULD BE NOT THE NORM OR WHAT ANYONE WHO DECIDED TO MAKE THIS AREA OF THEIR HOME WANTED OR ANTICIPATED.

WHAT SHOULD THE EXPECTATION FOR US BE HERE IN RIVERDALE? HOW LONG DO THE DECISIONS THAT ARE NECESSARY TAKE? THEY ARE LONG OVERDUE. AND AT THE VERY LEAST, I THINK WE'VE BEEN FORGOTTEN.

IF YOU GUYS ARE FAMILIAR WITH PUDDLE DUCK ROAD AND FINE STREET, IT'S A HEAVILY INDUSTRIALIZED AREA THAT HAS ABOUT 25 HOMES IN RIVERDALE, WHICH I HAVE ONE. AND ACROSS THE STREET FROM WHERE I LIVE, I DON'T SEE MUCH OF ANYTHING BESIDES TRACTOR TRAILERS, COMMERCIAL VEHICLES, INDUSTRIAL VEHICLES. A ROAD THAT IS INADEQUATE FOR TWO VEHICLES TO GO UP AND DOWN.

AT ONE TIME IN 28 YEARS, I'VE SEEN VDOT DOWN ON MY ROAD ONE TIME.

THE SHOULDERS OF THE ROADS HAVE TORN UP. THERE'S NO BUFFERING.

ALL I LOOK AT IS A LANDFILL TYPE SITUATION WITH HEAVY INDUSTRIAL USE STUFF.

STORAGE CONTAINERS. I NEVER HEAR CHILDREN. I NEVER HEAR OUR FAMILIES OUT IN THE COMMUNITY.

YOU KNOW, WITH THE TYPICAL NOISE YOU WOULD EXPECT TO HEAR, I'D REALLY APPRECIATE SOMEBODY ADDRESSING THE ZONING CONCERNS OVER THERE.

UNDER THE CURRENT ADMINISTRATION, THEY DON'T WANT THE FOCUS TO BE RESILIENCE.

THEY WANT IT TO BE READINESS, WHICH CAN EQUATE TO THE LETHALITY AND THE READINESS OF OUR MILITARY TO RESPOND TO CONFLICTS IN THE WORLDWIDE. SO ANYWAY, SOME OF THE LANGUAGE ON HERE, I'LL BE CORRECTING MYSELF SINCE THAT'S CHANGED.

AND THEN WE'RE ALSO GOING TO BE DISCUSSING A GO VIRGINIA GRANT THAT THE CRATER PLANNING DISTRICT IS SUBMITTING FOR THE CAPITAL REGION MILITARY ALLIANCE, AS WELL AS AN UPDATE FOR CARMA. OKAY. SO THE MIRR GRANT, WHICH AGAIN, IS NOW THE MILITARY INSTALLATION READINESS REVIEW GRANT.

IT'S AN INITIATIVE THAT THE CRATER PLANNING DISTRICT IS SUBMITTING.

AND THE GOAL OF THIS GRANT IS TO IDENTIFY GAPS IN UTILITY CONNECTION, TRANSPORTATION, HOUSING AND OTHER SHARED AMENITIES THAT MAY EXIST BETWEEN THE COMMUNITIES HERE IN PRINCE GEORGE COUNTY. AS YOU KNOW, FORT ADAMS IS COMPLETELY ENCOMPASSED WITHIN PRINCE GEORGE COUNTY, EVEN THOUGH THEY DO HAVE BOUNDARY LINES THAT CONNECT TO PETERSBURG AND HOPEWELL AS WELL.

SO, THE MIRROR PROCESS BRINGS INSTALLATION MILITARY PERSONNEL IN THE COMMUNITY TOGETHER.

THEY LOOK AT LONG RANGE PLANNING ISSUES. AND THE INSTALLATION OF COMMUNITY TO, TO LOOK AT FUTURE SCENARIOS, IDENTIFY GAPS THAT EXIST BETWEEN THE COMMUNITY AND INSTALLATION.

AGAIN, WE'RE LOOKING FOR MUTUAL AREAS THAT IMPACT BOTH THE INSTALLATION AND THE COMMUNITY.

AND THEN WORKING TO SUPPORT NATIONAL DEFENSE THROUGH THOSE EFFORTS.

SO, THE MIRR PROCESS TAKES PLACE IN PHASES. SO PHASE ONE, IF CRATER PLANNING DISTRICT IS AWARDED THE GRANT WHICH THEY'RE IN TALKS WITH OLD CC.

AND I'LL LET MR. ELLINGTON DISCUSS THAT FURTHER WHERE THEY'RE AT IN THAT PROCESS IF THERE'S QUESTIONS.

BUT TYPICALLY, THIS IS HOW IT GOES BASED ON HOW OTHER MIRR GRANT PROCESSES HAVE GONE IN OTHER LOCALITIES.

BUT THEY HIRE A CONTRACTOR TO MANAGE AND PREPARE THE GRANT, THE OFFICE OF LOCAL DEFENSE COMMUNITY COOPERATION.

OLD CC, AS WE LIKE TO CALL THEM, THEY ESTABLISH MEASURES OF PROGRESS WITH THE CRATER PLANNING DISTRICT.

AND THEN THE GRANT FOCUSES ON RESILIENCE OR NOW READINESS RISKS AND READINESS IMPACTS.

SO, AN EXAMPLE WOULD BE WATER OR WASTEWATER. WHILE THAT'S NOT DIRECTLY TIED TO READINESS, IT DOES IMPACT THE MILITARY'S ABILITY TO BE READY. LET'S SAY IF TRAINING INSTALLATION REQUIREMENTS EXPAND AND THEY NEED ADDITIONAL WATER CAPACITY OR WASTEWATER CAPACITY, THAT IS WHERE IT COULD BE A POTENTIAL IMPACT FOR THE MILITARY INSTALLATIONS READINESS.

SO. IF AWARDED, THE CRATER PLANNING DISTRICT MAY CONVENE A POLICY COMMITTEE OR TECHNICAL REVIEW COMMITTEE.

AND THIS IS WHERE THEY WOULD PULL IN PARTNERS FROM THE COMMUNITIES THAT WOULD BE IMPACTED BY THIS REVIEW.

THE TECHNICAL REVIEW COMMITTEE WOULD WORK TO WORK WITH THE CRATER PLANNING DISTRICT TO ASSESS THREATS, VULNERABILITIES AND IDENTIFY STRATEGIES AND ANALYZE COSTS FOR MITIGATING THOSE THREATS AND VULNERABILITIES TO THE READINESS AND THINGS THAT MAY IMPACT READINESS OF THE INSTALLATION.

THE POLICY COMMITTEE WOULD PROVIDE GUIDANCE AND DIRECTION TO THE GRANTEE, WHICH IS THE CRATER PLANNING DISTRICT AND THE FINAL REVIEW OF THE FINAL REPORT.

SO, THERE IS COMMUNITY INPUT AND THROUGHOUT THE PROCESS.

IN PREVIOUS GRANTS THAT WERE AWARDED, AND I DO HAVE SOME EXAMPLES LATER ON IN THIS PRESENTATION, THE MEETINGS BETWEEN THE COMMUNITY AND THE INSTALLATION REVIEW THROUGH THE TECHNICAL REVIEW COMMITTEE AND THE POLICY COMMITTEE HAVE PRODUCED MORE IMMEDIATE RESULTS FOR THE INSTALLATION AND COMMUNITIES. SUCH AS COMMUNICATION WITH INSTALLATION RESULTED IN A NEW WATER LINE CONNECTION DURING THAT PROCESS.

SO, IT JUST PROVIDES AN OPPORTUNITY TO COMMUNICATE ABOUT THOSE MUTUAL ISSUES.

SO, THESE ARE SOME EXAMPLES OF PAST LOCALITIES THAT FOLKS CAN LOOK AT IF THEY WANT TO UNDERSTAND A LITTLE BIT MORE IN DEPTH ABOUT THAT PROCESS.

I OBVIOUSLY HAVE LINKS AND HAPPY TO PROVIDE THAT INFORMATION AS WELL.

BUT LOWER COUNTY IN SOUTH CAROLINA WENT THROUGH THIS PART OF THEIR PROCESS WAS TO DEVELOP STRATEGIES AND IMPLEMENTATION PLAN PROTECTING RESOURCES NECESSARY TO ENHANCE THE COMMUNITY RESILIENCE, BUT IN THIS INSTALLATION IT WOULD.

IN CASE IT WOULD BE READINESS OF THE MILITARY INSTALLATION.

SO TASK ONE IDENTIFY AND DEFINE. THREATS IMPACT AND UNMET NEEDS.

ASSESS VULNERABILITY RISK. REFINE AND PRIORITIZE.

PROJECT. PROJECTS AND POLICIES SO THESE WOULD WORK TO STRENGTHEN THE INSTALLATIONS ABILITY TO HAVE A STRONG FUTURE OPERATIONS AND PRESENCE IN THE COMMUNITY.

AGAIN I DON'T KNOW THAT I'VE EVER I UNDERSTAND I'M NEWER TO VIRGINIA, BUT I'VE NEVER AFTER RETIRING AND MOVING HERE.

BUT I DON'T THINK I'VE EVER SEEN A COMMUNITY THAT'S SO SUPPORTIVE OF THE MILITARY. SO AND THAT IS CLEAR IN THE PAST, WHERE THERE WAS BRAC DISCUSSIONS ABOUT REDUCING THE SIZE OF FORT GREG ADAMS. AND SO AGAIN, THIS WOULD JUST HELP PROTECT AND GUARD ANY FUTURE DISCUSSIONS OF THAT FOR THE AREA SO.

NORTHERN VIRGINIA REGIONAL COMMISSION, NVRC WAS AWARDED A GRANT.

THEY HAVE ALSO BEEN AWARDED TWO INSTALLATIONS.

BUT AT THE END RESULT OF THESE REPORTS, ONE THING THAT IS HELPFUL FOR THE REGION IS THAT THESE REPORTS ARE HELPFUL FOR GOING AFTER OTHER GRANT SOURCES.

SO, YOU KNOW, PREVIOUSLY LAST YEAR WE SUBMITTED THE DSIP GRANT.

SO THIS DOESN'T HAVE TO JUST BE A1A1 TIME GRANT.

IT CAN BE MULTIPLE MULTI-PHASE GRANTS. I'M NOT SURE IF I'M SUPPOSED TO SAY THIS, BUT IT IS LESS COMPETITIVE THAN MOST GRANT OPPORTUNITIES DUE TO NOT THAT MANY COMMUNITIES HAVE SUPPORTIVE MILITARY INSTALLATION, AND IT'S SPECIFIC TO THOSE COMMUNITIES.

THERE IS A COST SHARE FOR THE MILITARY INSTALLATION RESILIENCE REVIEW.

SO GREATER PLANNING DISTRICT IS SUBMITTING THE GRANT.

BUT THERE'S A 10% MINIMUM COST SHARE, AND PRINCE GEORGE COUNTY'S PORTION OF THAT MATCHING FUNDS WOULD BE 30,000.

THIS WOULD BE REDESIGNATED FROM THE LEFTOVER THAT WE HAD DESIGNATED FOR THIS YEAR FOR THE GRANT.

SO THOSE WERE SET ASIDE FOR GRANT MATCHING FUNDS THIS YEAR, BUT THE BODY GRANT WAS CANCELED OR NO LONGER IS OPERATING, SO IT'S REDIRECTED FROM THAT TO THIS. OKAY. CRATER PLANNING DISTRICT, IN THIS INSTANCE, IS GOING AFTER A PLANNING GRANT TO ASSIST ESTABLISHING CARMA OR THE CAPITAL REGION MILITARY ALLIANCE AS A VIABLE ECONOMIC DEVELOPMENT DRIVER AND PROTECTOR OF MILITARY SERVICES IN OUR REGION.

SO, AS YOU KNOW, CAPITAL REGION MILITARY ALLIANCE FALLS UNDER THE HOPEWELL PRINCE GEORGE CHAMBER OF COMMERCE.

AND SO PART OF THEIR GOALS AND MISSION STATEMENT ARE HEAVILY WORKING TO COMMUNICATE AND MAKE SURE THAT WE SUPPORT THE INSTALLATION ECONOMICALLY AND VICE VERSA.

SO SUCH AS EXAMPLE, SPOUSE, EMPLOYMENT, REEMPLOYMENT ALL THOSE TYPES OF OPPORTUNITIES THAT IMPACT, YOU KNOW, A VIABLE SOURCE FOR WORKFORCE FROM THE MILITARY INSTALLATION THROUGH MILITARY SPOUSES OR RETIRING OR EXITING SERVICE MEMBERS.

SO, WORKS TO MAKE SURE THOSE CONNECTIONS ARE GOING.

SO, THE CRATER PLANNING DISTRICT IS SUBMITTING.

DISTRICT IS SUBMITTING A PLANNING GRANT TO ASSIST CARMA WITH PROTECTING AND SECURING THE REGIONAL.

HANG ON ONE SECOND. SORRY. IT'S ON THE NEXT SLIDE.

THIS SHOULD RESULT IN A BUSINESS PLAN OR A STRATEGIC PLAN FOR CARMA TO MAKE SURE IT'S A STRONG ORGANIZATION GOING FORWARD, AND THAT WE CAN BETTER FACILITATE THESE TYPES OF DISCUSSIONS AND REGIONAL COLLABORATION IN SUPPORT OF THE INSTALLATION IN THE FUTURE.

PRINCE GEORGE COUNTY'S MATCHING FUNDS FOR THIS GRANT WOULD BE A TOTAL OF 15,000.

AGAIN, THIS IS REDESIGNATED FROM THE VATI MATCHING FUNDS THAT WERE ALLOTTED FOR THIS YEAR AS WELL.

ARE THERE ANY QUESTIONS ON THE GO VIRGINIA PLANNING GRANT? NO, MA'AM. OKAY. OKAY, SO JUST AN UPDATE ON PROJECTS THAT ARE ONGOING WITH THE CAPITAL REGION MILITARY ALLIANCE. WE HAD THE DROP ZONE.

WE DISCUSSED THAT LAST YEAR A COUPLE OF TIMES WHEN WE SUBMITTED FOR A GRANT.

WE DID NOT GET THAT GRANT. HOWEVER, I WOULD JUST SAY THE COMMUNITY HAS PUSHED FORWARD THIS PROJECT AND IT'S MAKING PROGRESS REGARDLESS.

SO THE MCLAREN DROP ZONE, WHICH IS WHERE THEY USED TO DO PARACHUTE OPERATIONS ON THE INSTALLATION THEY'RE WORKING TO, DOMINION ENERGY IS ALREADY ACTUALLY BURIED. THE POWER LINES COMCAST IS BURYING THE POWER LINES OUT IN THAT AREA.

THAT WAS ONE OF THE RISKS THAT WAS SHUT DOWN BECAUSE THE POWER LINES WERE A RISK FOR SOLDIERS JUMPING.

AND SO THOSE POWER LINES HAVE ACTUALLY BEEN BURIED.

AND NOW THOSE LINES ARE DEACTIVATED. THEY'RE WAITING FOR COMCAST TO BURY THOSE LINES.

AND THEN THE MILITARY INSTALLATION HAS TO BURY THEIR COMMUNICATION LINES AS WELL.

AND THEN AND THEN THEY CAN GO AND REMOVE THE POLES AND HAVE THE, THE SAFETY OF THAT OPERATION REASSESSED.

I DO BELIEVE WE'RE LOOKING AT A POTENTIAL FOR A JUNE DATE.

AGAIN, THAT'S ALL PENDING HOW ALL THESE ASSESSMENTS GO.

AND IF YOU HAVE ANY FURTHER QUESTIONS, I GET THE PLEASURE OF HAVING AN EXPERT IN THE AUDIENCE THIS EVENING FOR THIS SO.

WE'VE BEEN TOLD IT'S FAVORABLE, AND WE ANTICIPATE A NOTICE OF FUNDING WITH ALL THE RULES AND CRITERIA FOR THIS YEAR IN APRIL.

SO LOOKING FORWARD TO WORKING AND MAKING SURE WE SUBMIT THAT THE APPOMATTOX RIVER TRAIL GRANT, WE ARE GOING TO RESUBMIT THE REPI CHALLENGE WHERE WE LEARNED SOME LESSONS LAST YEAR. SO WE'RE STILL TRYING TO MAKE THE CONNECTION BETWEEN PETERSBURG AND HOPEWELL FOR THE PRINCE GEORGE COUNTY SECTION OF THE FOLAR TRAIL. AND YOU ALL ARE AWARE WE'RE WORKING THANKS WITH TO FOLAR AND THEIR HARD WORK.

WE'RE WORKING TO MAKE IMPROVEMENTS AT THE APPOMATTOX RIVER REGIONAL PARK, WHICH IS PART OF THAT TRAIL SYSTEM.

IT WOULD BE A CONNECTOR OR A LOGICAL TERMINI.

SORRY. THAT'S TRANSPORTATION LANGUAGE. AND I'M NOT A TRANSPORTATION EXPERT, BUT I'M LEARNING ALL OF THIS FROM THAT GRANT SUBMISSION.

SO BECAUSE IT TECHNICALLY IS A TRANSPORTATION PROJECT.

SO WE'VE ALSO GOT THE FORT GREGG ADAMS MUSEUM ENCLAVE.

SO THAT'S AN EFFORT TO THERE'S THREE MUSEUMS ON THE INSTALLATION.

THERE'S THE WOMEN'S MUSEUM THE QUARTERMASTER MUSEUM.

AND THEN THERE'S THE ORDNANCE MUSEUM. THAT ONE IS VERY INTERESTING.

BUT THE MILITARY INSTALLATION IS WORKING TO MOVE THE FENCE LINE DOWN SO THAT IT'S MORE ACCESSIBLE TO THE PUBLIC.

THAT PROJECT IS WORKING. I BELIEVE THAT THEY'RE TRYING TO GET THAT FENCE LINE A TEMPORARY FENCE LINE MOVED.

I DON'T KNOW MORE DETAILS OR DON'T WANT TO GO INTO IT, BUT WE CERTAINLY HAVE COLONEL BANDALOVSKI HERE, BUT THEY ARE TRYING TO GET THAT OPEN, AND IT'S ALSO LOOKING LIKE A POTENTIAL FOR A JUNE TIME FRAME.

SO IT'S VERY EXCITING TO OPEN THAT UP. AND AGAIN, IT'S RIGHT NEXT TO THE PETERSBURG NATIONAL BATTLEFIELD.

SO IT JUST ADDS TO THE COMPLIMENT OF HISTORY IN THE AREA AND THE WAY THAT WE CAN DISPLAY THAT.

THAT IS AN OPPORTUNITY FOR US AS A COMMUNITY TO COME TOGETHER.

I HAD AN OPPORTUNITY THIS AFTERNOON WITH SECRETARY CRENSHAW AND SOME OF THE STATE LEADERS TO TALK ABOUT THIS INITIATIVE.

THERE'S A LOT OF EXCITEMENT ACROSS THE BOARD, SO WE LOOK FORWARD IN PARTNERING WITH CARMA AND THE CRATER PLANNING DISTRICT ON THAT INITIATIVE. AND I'LL ALSO ADD AS WE APPROACH THIS SUMMER, THE ARMY'S 250TH BIRTHDAY, A LOT OF EXCITING THINGS GOING ON AT GREGG ADAMS, MANY OF WHICH KRISTEN HAD LAID OUT. BUT THE DROP ZONE TO CONDUCT AIRBORNE OPERATIONS AT FORT GREG ADAMS ONCE AGAIN, THE FIRST TIME SINCE 2010, IS A SIGNIFICANT EVENT.

MAJOR GENERAL DONAHUE, OUR SENIOR COMMANDER, HAS PUT A LOT OF HER INFLUENCE, I'D PROBABLY SAY FIRST AND FOREMOST BEHIND IT.

BUT ENSURING THAT RESOURCES WERE ALIGNED EVEN AFTER THE LAST GRANT DIDN'T GET APPROVED TO ENSURE THAT WE ARE DOING OUR AIRBORNE OPERATIONS AGAIN AT FORT GREGG ADAMS, THE MUSEUM ENCLAVE, ANOTHER VERY EXCITING INITIATIVE WHERE FORT.

GREG ADAMS SAID, WE NEED TO STOP TALKING ABOUT THIS AS A FUTURE INITIATIVE.

WE NEED TO START DOING SOMETHING NOW AND AGAIN, ALLOCATING RESOURCES TO TAKE THAT FENCE LINE, PULL THAT FENCE LINE BACK. THOSE MUSEUMS ARE ALREADY OPEN TO THE PUBLIC.

BUT THE ONE CHALLENGE IS WE STILL HAVE TO GO THROUGH THE GATE, WHICH CAN BE A DETERRENT IN SOME CASES.

SO TO OPEN THAT UP, TO OPEN UP ACCESS OFF OF ROUTE 32 OR OFF OF ROUTE 36 HAS BEEN A PRIORITY OF THE INSTALLATION.

AND WE WILL START THE TEMPORARY FENCE LINE HERE IN MAY WITH A JUNE 13TH OPENING.

THE BOARD HAS ALREADY AUTHORIZED US TO DO TWO STUDIES, ONE THAT WAS ACTUALLY PERFORMED BY THE CITY OF HOPEWELL, WHICH THE THIS BOARD DID COMMIT TO PAYING A PERCENTAGE OF FOR THAT STUDY, AS WELL AS OUR OWN STUDY TO AS FAR AS A FEASIBILITY STUDY FOR THE.

SUSSEX SERVICE AUTHORITY OPTION. THOSE STUDIES HAVE BEEN PERFORMED AND AGAIN, WE STILL HAVE SOME WORK TO DO, BUT BOTH OPTIONS IDENTIFY IMPROVEMENTS TO BOTH FACILITIES TO MEET OUR FUTURE FIVE MGD REQUIREMENT.

AND I'LL GO THROUGH THAT A LITTLE BIT HERE IN THIS THIS UPDATE.

FIRST OFF, I JUST WANT TO KIND OF GIVE AN IDEA OF WHAT WE'RE LOOKING AT HERE.

THIS THESE PICTURES SHOW A PUMP STATION AND A FORCE MAIN PROJECT.

AND IN THE MIDDLE OF THAT IS A DIAGRAM THAT SHOWS THE WHERE THE GRAVITY SEWER COMES INTO A PUMP STATION.

AND THE FORCE MAIN IS, IS USED TO CONVEY THROUGH PUMPS TO ANOTHER LOCATION.

SOMETIMES IT GOES DIRECTLY INTO A WATER, A WASTEWATER TREATMENT PLANT OR INTO ANOTHER GRAVITY SYSTEM.

AND SO I JUST WANT TO KIND OF GIVE YOU AN IDEA OF WHAT THOSE COSTS ARE.

THIS IS PROBABLY ONE OF THE LARGEST PUMP STATIONS THAT WE WILL BUILD IN PRINCE GEORGE.

IF YOU GO THROUGHOUT THE COUNTY AND SEE THEM NOW, YOU'LL SEE A STRUCTURE THAT MAY BE A TEN BY TEN OR A 20 BY 20.

THIS IS GOING TO BE A MUCH LARGER STRUCTURE. THOSE ARE MUCH SMALLER VOLUMES THAT WE CURRENTLY HAVE.

I SAY ALL OF THIS BECAUSE WE'VE HAD SOME DISCUSSION ABOUT POSSIBLY USING BOTH ALTERNATIVES THAT THAT WE MAY HAVE AVAILABLE.

AND I WANT TO KIND OF GIVE YOU AN IDEA OF THE INVESTMENT THAT WE'RE GOING TO NEED JUST FOR EVEN JUST ONE OF THOSE.

SO EVEN FOR JUST A SINGLE PUMP STATION, THAT COST IS ABOUT A $10 MILLION.

THE FORCE MAIN ITSELF. I HAVE 32 TO $40 MILLION HERE.

THAT'S ONE OPTION VERSUS THE OTHER OPTION. 32 MILLION IS FOR ABOUT TEN MILES OF FORCE MAIN.

THAT WOULD GO TO THE CITY OF HOPEWELL. 40 WOULD BE ABOUT A 14 MILE FORCE MAIN THAT WOULD GO TO THE SERVICE SUSSEX SERVICE AUTHORITY.

SO, THE MAGNITUDE OF THOSE ARE PRETTY LARGE. AND I WANT TO MAKE SURE THAT THIS BOARD UNDERSTANDS THAT WE'RE DOING OUR BEST TO PROVIDE YOU AN OPTION THAT CAN SOLVE OUR PROBLEMS FOR THE FORESEEABLE FUTURE AND PROPERLY USE OUR INVESTMENTS SO THAT WE'RE NOT AS MUCH OF A BURDEN TO OUR CUSTOMERS AND TAXPAYERS. SO JUST RIGHT OFF THE TOP, THESE ARE THE TWO OPTIONS THAT WE HAVE BEEN LOOKING AT.

I WANT TO KIND OF JUST HIGHLIGHT A FEW THINGS HERE.

AS I JUST MENTIONED HOPEWELL OPTION. IT'S ABOUT TEN MILES OF NEW PIPELINE FROM OUR FUTURE PUMP STATION ALL THE WAY TO THEIR PLANT.

AND SPEAKING WITH THE CITY OF HOPEWELL THEY IDENTIFIED THAT THERE ARE IMPROVEMENTS THAT ARE NECESSARY.

AND THAT'S THEIR PRIMARY CLARIFIERS. THEY HAVE SOME SOLIDS HANDLING PROBLEMS THAT WOULD NEED TO BE IMPROVED PRIOR TO ACCEPTING ANY FLOW FROM THE COUNTY.

WE DID JUST RECENTLY BEFORE, AFTER THIS REPORT WENT OUT GET SOME ESTIMATES JUST FOR THAT PIECE.

AND THEY'RE ESTIMATING ANYWHERE BETWEEN ABOUT $10 MILLION AND WITH FLUCTUATING COSTS.

OBVIOUSLY, THEY DON'T HAVE A AN ENGINEERING ESTIMATE AT THIS TIME, SO THERE ARE GAUGING THAT PRICE TO BE ANYWHERE BETWEEN 8 MILLION AND $13 MILLION JUST FOR THAT PRIMARY CLARIFIER TO BE IMPROVED. THERE ARE OTHER IMPROVEMENTS, AND THE CITY OF HOPEWELL HAS NOT DONE ENOUGH ANALYSIS TO BE ABLE TO GIVE US ENOUGH FEEDBACK TO PROVIDE THIS BOARD AS TO WHAT THOSE COSTS WILL BE.

AND I WANT TO GO THROUGH WHAT THOSE WILL LOOK LIKE HERE IN A FEW MINUTES. BUT WE DO KNOW THAT THERE IS A POTENTIAL FOR IMPROVEMENTS TO ADDRESS THEIR REDUCED AMMONIA LIMITS.

DEQ, AS I MENTIONED LAST TIME, IS ADDRESSING THE AMMONIA LIMITS THEMSELVES FROM ANY WASTEWATER TREATMENT PLANT THAT WILL SIGNIFICANTLY IMPACT THE HOPEWELL PLANT. WE DON'T KNOW WHAT THAT COST IS GOING TO LOOK LIKE, BUT WE DO KNOW IT'S GOING TO BE PRETTY SUBSTANTIAL.

I'M NOT GOING TO GUESS AND PROVIDE THIS BOARD INFORMATION ABOUT NUMBERS I REALLY DON'T KNOW ABOUT.

WE'VE BEEN GIVEN RANGES IN THE PAST. I THINK IT'S BEST TO WAIT UNTIL WE HAVE THAT INFORMATION FOR YOU TO DIGEST, BUT JUST BASED ON PHASE ONE. WITHOUT THOSE AMMONIA LIMITS BEING ADDRESSED.

IN THIS OPTION, WE KNOW THAT THE CAPITAL COSTS COULD RANGE UP TO $124 MILLION OVER 20 YEARS.

EXCUSE ME? THE TOTAL COST OF WHICH INCLUDES THE CAPITAL DEBT SERVICE PAYMENT PLUS THE ANNUAL OPERATING COSTS WOULD BE ROUGHLY $124 MILLION. THE MAIN REASON WHY THIS NUMBER IS SO LARGE IS THE ANNUAL OPERATING COSTS ARE SUBSTANTIAL.

WE PAY HIGHER RATES TO THE CITY OF HOPEWELL THAN WE CURRENTLY DO TO OUR OTHER WASTEWATER TREATMENT PLANT, WHICH IS SOUTH CENTRAL, AND WE SUSPECT THAT THE OPERATING COSTS FOR THE SUSSEX SERVICE AUTHORITY WOULD BE SUBSTANTIALLY LESS AS WELL.

SO THOSE COSTS COULD RANGE ANYWHERE FROM 3 TO $4 MILLION, ASSUMING TODAY'S COST, ASSUMING TODAY'S RATES, WE DON'T KNOW IF THOSE RATES ARE GOING TO INCREASE.

WE DON'T KNOW IF WE CAN NEGOTIATE A LOWER RATE, BUT THAT'S USING TODAY'S RATES.

THAT'S WHAT THAT COST WOULD BE, IS ANYWHERE BETWEEN 3 TO $4 MILLION, BASED ON USING 2 MILLION GALLONS PER DAY.

THAT'S NOT EVEN USING 5 MILLION GALLONS PER DAY.

SO IN BOTH OF THOSE NUMBERS REPRESENT 2 MILLION GALLONS PER DAY.

THE SUSSEX SERVICE AUTHORITY, OF COURSE, THAT'S THE BLACKWATER SWAMP TREATMENT PLANT LOCATED IN SUSSEX COUNTY 14 MILES OF PIPELINE.

THEIR PLANT IS CURRENTLY ONLY SIZED TO FOR 0.6 MGD.

SO THE FIRST PHASE WOULD REQUIRE A PLANT EXPANSION.

AND THAT PLANT EXPANSION WOULD TAKE IT FROM POINT SIX TO APPROXIMATELY FOUR MGD, ALL DEPENDING ON WHAT SUSSEX ALSO MAY DESIRE AS FAR AS IMPROVEMENTS TO THE PLANT, AS WELL TO ACCEPT ANY NEW FLOWS THAT THEY MAY WANT.

WE ARE ONLY SUGGESTING THAT WE NEED TWO MGD IN THAT FIRST PHASE.

SO THAT'S ALL WE WOULD WANT TO BUILD FOR THE FIRST PHASE.

HOWEVER, UNDERSTANDING THAT THERE'S THINGS THAT WE JUST DON'T KNOW YET WITH SUSSEX AND WE WOULD HAVE TO WORK THOSE THINGS OUT.

WE WOULD PLAN ON IN THIS. THE FEASIBILITY STUDY ADDRESSED AS IT BEING THE FIRST PHASE BEING A FOUR MGD EXPANSION.

SO BASED ON THOSE CAPITAL EXPENDITURES AND THAT DEBT SERVICE PAYMENT, WE ESTIMATE ABOUT A $1 MILLION ANNUAL OPERATING COST.

SO THAT'S ALMOST DOUBLING OUR BUDGET. THAT IS NOT AN EXPENSE THAT CAN BE SUSTAINED ALONE BY THE UTILITIES BUDGET.

ALL OF THEM WERE UNDER TWO ACRES. THAT MEANS THAT EIGHT OUT OF TEN OF THOSE TEN CALLS WERE OR COMPLAINTS WERE ABOUT PROPERTIES WHERE THE CHICKENS WERE NOT ALLOWED TO BE IN THE FIRST PLACE. AND THE OTHER TWO OUT OF THE TEN CALLS WERE WHERE THEY ARE ALLOWED TO BE ANYWAY.

AND IN AGRICULTURAL ZONING DISTRICTS, ONE OUT OF THE TEN CALLS WAS ABOUT CHICKENS ROAMING OFF THE PROPERTY.

I THINK THE REST OF THOSE CALLS WENT TO ANIMAL CONTROL.

AND THEN YOU HAD THREE OUT OF THE TEN CALLS WERE ABOUT ROOSTERS AND ROOSTERS ARE ALREADY NOT ALLOWED IN RESIDENTIAL ZONES.

SO AGAIN, MORE INFORMATION ABOUT ENFORCEMENT CHALLENGES.

GETTING TO THE PLANNING COMMISSION RECOMMENDATIONS. SO THEY TOOK ALL OF THIS INTO ACCOUNT. THE PUBLIC OUTREACH THE INPUT FROM THE CITIZENS, THE INFORMATION ABOUT CODE ENFORCEMENT. BUT THEY STILL RECOMMENDED TO THE BOARD IN AN ORDINANCE WHICH IS IN THE PACKET OR A RESOLUTION.

SORRY THAT THE BOARD SHOULD INITIATE AN AMENDMENT OF THE ZONING ORDINANCE TO ALLOW CHICKENS TO BE KEPT ON RESIDENTIAL ZONING DISTRICTS, SUBJECT TO ADDITIONAL RECOMMENDATIONS. THAT WOULD BE THAT A MAXIMUM OF SIX CHICKENS SHOULD BE ALLOWED IF IT'S LESS THAN TWO ACRES OF LOT SIZE.

SO YOU'RE NOT GETTING AN UNLIMITED AMOUNT OF CHICKENS BEING ALLOWED.

EACH LOT SHOULD MEET THE MINIMUM LOT SIZE OF THE ZONING DISTRICT.

SO IF YOU HAVE SOMETHING THAT'S SMALLER THAN WHAT IS SUPPOSED TO BE, THEN IT WOULD YOU WOULDN'T BE ABLE TO HAVE CHICKENS ON THAT LOT.

SO IF IT'S A SUPER SMALL LOT, BUT THAT'S VERY RARE.

THEY POINTED OUT THE EXISTING RULES THAT ARE ALREADY IN PLACE THAT SHOULD BE MAINTAINED.

AND WE'RE JUST GOING TO LOOK THROUGH THOSE. YOU KNOW, ALREADY IT'S THE CASE THAT IN RESIDENTIAL ZONING DISTRICTS, IT'S ONLY HENS THAT ARE ALLOWED. WE'RE NOT TALKING ABOUT AGRICULTURAL ZONING CHANGES.

THE NEXT CONDITION IS THAT THE MAXIMUM ENROLLMENT SHALL NOT EXCEED 55 STUDENTS AT ONE TIME.

IN ADDITION, THEY WERE ABLE TO UTILIZE FIELDS AT THE CENTRAL WELLNESS CENTER, MORE ATHLETIC COMPLEX, AND TEMPLE PARK FOR PRACTICES AT THE DISCRETION OF THE PARKS AND RECREATION DEPARTMENT.

THIS LAST 2024, THE EXTREME SOCCER CLUB CONSISTED OF SIX TEAMS. IN RETURN FOR FIELD USE, THE PRINCE GEORGE EXTREME SOCCER CLUB PROVIDES THE RECREATION DEPARTMENT WITH 2,000 POUNDS OF ANNUAL GRASS SEED, 500 POUNDS FOR FOUR SOCCER FIELDS EACH FALL. THE EXTREME SOCCER CLUB HAS PROVEN TO BE A VERY GOOD PARTNER THROUGHOUT THEIR LEASE AGREEMENT.

THEY HAVE KEPT THE FACILITIES CLEAN AND FREE FROM GARBAGE AS PER OUR AGREEMENT.

THE PROGRAM PROVIDES YOUTH WITH AN OPPORTUNITY FOR ADVANCED TRAINING AND REGIONAL COMPETITION.

AFTER THE ONE YEAR INITIAL AGREEMENT, THE LEASE WAS RENEWED FOR THREE YEARS IN 2022.

IN ADDITION, WE ARE ALSO ASKING FOR ADJUSTMENTS TO THE MINIMUM MONTHLY CHARGES, AND THAT WILL BE 5% FOR RESIDENTIAL AND 10 TO 20% FOR ANYTHING LARGER THAN A ONE INCH METER.

LIKEWISE, WE'RE ASKING FOR SOME ADJUSTMENTS IN OUR RATE BLOCKS THAT WE CHARGE, AND THAT ONLY WILL APPLY FOR OUR 1.5IN METERS AND LARGER.

THESE ADJUSTMENTS WILL ALLOW US TO GENERATE ANOTHER $242,000 DOLLARS FOR FISCAL YEAR 2016 BUDGET.

AND ALSO WE'RE INCREASING OUR FLAT RATE SEWER FOR THOSE WHO GET WATER FROM ANOTHER CUSTOMER OR USING WELL WATER BUT DISCHARGE INTO OUR SEWER.

WE WILL INCREASE THEIR BILL BY $1.50 PER BILL.

CONNECTION CHARGES. WE ARE RECOMMENDING INCREASING RESIDENTIAL, FOR WHICH WOULD BE BOTH THE WATER AND SEWER CHARGES BY $600 FOR A NEW SINGLE FAMILY HOME. AND FOR ANYTHING ABOVE A 5/8 INCH METER AND THREE QUARTERS INCH METER, WE ARE RECOMMENDING TO FOLLOW WHAT THE RATIO OF THE METERS VOLUMETRIC FLOW. SO A FIVE INCH METER ALLOWS A CERTAIN AMOUNT OF FLOW, A ONE INCH METER, THERE'S A RATIO OF WHAT THAT EQUALS.

WE ARE GOING TO CHARGE IT BY THAT RATIO. AND YOU CAN SEE WHAT THOSE INCREASES ARE FOR THE ONE INCH AND LARGER METERS.

THOSE ARE THE ONES THAT ARE IN BOLD. YOU CAN SEE THE FOUR INCH THROUGH TEN INCH.

NONE OF THOSE ARE CHANGING BECAUSE THEY'RE ALREADY A LITTLE BIT MORE THAN WHAT THOSE THAT VOLUMETRIC FLOW IS.

AND WE WOULDN'T CHANGE IT LOWER BECAUSE SOME FOLKS HAVE ALREADY PAID THAT.

WE WOULDN'T WANT TO HAVE NEW FOLKS COMING IN LATER AND PAYING A SMALLER BILL THAN WHAT FOLKS HAVE ALREADY PAID.

AND AGAIN, THIS IS A CHANGE OVER THE RATE BLOCKS AS WELL AS THESE CONNECTION FEES.

THIS IS A, THREE YEAR PLAN. THIS IS YEAR TWO.

NEXT YEAR WE'LL BE ASKING FOR ANOTHER INCREASE, WHICH WOULD CHANGE THESE A LITTLE BIT MORE.

WE'RE TRYING NOT TO MAKE A BIG BANG CHANGE TO WHERE PEOPLE CAN'T AFFORD IT, SO WE'RE TRYING TO DO IT OVER MULTIPLE YEARS.

THE IMPACT ON A TYPICAL BILL, THE AVERAGE RESIDENTIAL CUSTOMER USES ROUGHLY ABOUT 10,000 GALLONS EVERY TWO MONTHS.

SO THEIR BI MONTHLY BILL THAT WOULD REPRESENT ROUGHLY CURRENTLY IS $193.10.

YOU CAN SEE THAT WOULD INCREASE BY $5.08. AND THEN THE ANNUAL INCREASE WOULD BE JUST OVER $30.

AND FOR OUR SEWER ONLY CUSTOMERS, THAT WOULD BE $1.50 PER BILL AND RAISED BY $9 A YEAR.

AND FINALLY, OUR ORDINANCE DOES ESTABLISH THE CUSTOMER USER CHARGES AND CONNECTION FEES.

SO THEREFORE WE WOULD NEED AN AMENDMENT TO OUR ORDINANCE WHICH DOES REQUIRE A PUBLIC HEARING.

AND THOSE ARE THE SECTIONS THAT WE'RE RECOMMENDING TO CHANGE THAT ADDRESSES THOSE CHARGES.

AND SO WE ARE RECOMMENDING A AUTHORITY TO ADVERTISE A PUBLIC HEARING ON APRIL 22ND TO CONSIDER ADOPTING THOSE ORDINANCE AMENDMENTS. AND I'LL BE HAPPY TO ANSWER ANY QUESTIONS.

SO AS THEY INCREASE THEIR RATES, WE ALSO HAVE TO RECIPROCATE.

SO MR. CLEMENTS WILL BE GOING OVER THE MAJORITY OF THIS PRESENTATION, BUT JUST WANTED TO GO OVER SOME HIGHLIGHTS.

ON NOVEMBER 26TH, WE PRESENTED TO THE BOARD. THE PROGRAM AS A REPORT, AN UPDATE ON WHERE THE ECONOMIC DEVELOPMENT AUTHORITY AND THE DEPARTMENT WAS. THE ECONOMIC DEVELOPMENT AUTHORITY REVISED THE PROGRAM AFTER DISCUSSIONS WITH BOARD MEMBERS AND OTHER LOCALITIES THAT WE'VE MET WITH THAT HAVE SIMILAR PROGRAMS. SO TONIGHT'S AGENDA ITEM INCLUDES A RESOLUTION TO AUTHORIZE FUNDING TOWARDS THIS PROGRAM THAT WAS PREPARED BY OUR COUNTY ATTORNEY.

AND JUST A REMINDER OF WHY THE ECONOMIC DEVELOPMENT AUTHORITY WAS EXPLORING THE PROGRAM.

YOU KNOW, IN IN OUR STRATEGIC PLAN, IT DIRECTS STAFF TO EXPLORE POTENTIAL NEW INCENTIVES FOR BUSINESS GROWTH THROUGH OUR BUSINESS RETENTION AND EXPANSION PROGRAM. WE HEAR A LOT FROM SMALL BUSINESSES WHAT KIND OF FUNDING THERE IS FOR GROWTH EXPANSIONS.

YOU KNOW, REDEVELOPMENT. AND AROUND 90% OF OUR BUSINESSES IN THE COUNTY ARE MICRO BUSINESSES.

AND, YOU KNOW, WHEN LOCAL SMALL BUSINESSES THRIVE.

THEY CREATE JOBS, INCREASE REVENUE INTO THE LOCALITY, AND FOSTER GROWTH FOR OUR CITIZENS AS A WHOLE.

SO THE ECONOMIC DEVELOPMENT AUTHORITY HAS APPROVED THESE NEW GUIDELINES, BUT THEY ARE LOOKING FOR FUNDING.

SO WITH THAT, I'M GOING TO PASS IT TO THE ECONOMIC DEVELOPMENT AUTHORITY, MR. CLEMENTS, FOR THE REMAINING REMAINDER OF THIS PRESENTATION.

I'LL TRY TO BE BRIEF. THIS PRESENTATION WAS PROBABLY GOING TO LOOK FAMILIAR TO MOST OF YOU BECAUSE IT IS WE TRIED TO KEEP IT VERY HIGH LEVEL TO MAKE SURE IF YOU HAD ANY QUESTIONS, WE'LL BUILD ON TIME FOR THAT AT THE END.

BUT SO FAR, WE'LL. SO FOR THE NEXT FEW SLIDES, WE'LL JUST GO OVER KIND OF GUIDELINES OF THE PROGRAM AND WHAT WE AIM TO DO WITH THE ACTUAL FUNDING. ALL RIGHT. SO THIS MICRO GRANT PROGRAM IS SPECIFICALLY FOR ESTABLISHED BUSINESSES IN PRINCE GEORGE'S COUNTY. WE'RE LOOKING AT LEAST TWO YEARS OF HAVING A BUSINESS LICENSE WITHIN THE COUNTY.

WE'RE LOOKING AT BUSINESSES THAT SPECIFICALLY ARE UNDER 25 OR FEWER EMPLOYEES, REALLY BUSINESSES THAT NEED THE FUNDING.

TO BE HONEST, THOSE ARE THE ONES WE ARE TRYING TO TARGET IN PRINCE GEORGE'S COUNTY. THE ONES WHERE A GRANT UPWARDS OF $25,000 WOULD MAKE A SIGNIFICANT IMPACT AND DIFFERENCE IN THIS BUSINESS. AND SO WE ARE GOING TO OPEN UP APPLICATIONS, AND WE'RE LOOKING AT REALLY WHAT PROJECT COSTS ARE WITH EACH PROJECT.

SO THE GRANTS CAN BE UP TO $25,000, BUT NOT EACH GRANT IS SPECIFICALLY $25,000.

SO IT'S JUST A MAXIMUM AWARD FOR, FOR THE GRANTEE.

AND SO ALONG PART OF THE APPLICATION PROCESS AS WELL AS GETTING SOME INFORMATION ABOUT THE PROJECT, BUT IT REALLY IS FOR THESE BUSINESS OWNERS TO BE ATTENDING A FEW EDUCATIONAL WORKSHOPS AND IN CLASSES AND THEN TO ACTUALLY COMPLETE A BUSINESS PLAN, A BUSINESS PITCH FOR THIS PARTICULAR EXPANSION, TO THEN PRESENT TO THE EDA SO WE CAN HAVE AN OPPORTUNITY AS AN ECONOMIC DEVELOPMENT AUTHORITY TO ASK ANY MORE QUESTIONS ABOUT SOME OF THESE APPLICATION. AND, AND SO WE CAN MAKE SURE WE'RE FUNDING THE RIGHT BUSINESSES IN PRINCE GEORGE'S COUNTY THAT

WE PROJECT TYPES WE DON'T NECESSARILY FEEL WOULD BE A GOOD FIT FOR PRINCE GEORGE'S COUNTY, BUT WE REALLY WANT TO FOSTER CREATIVITY AND INNOVATION WITH THIS PROGRAM.

YOU KNOW, THIS IS WE'RE TRYING TO FOSTER NEW IDEAS AND NEW EXPANSION IN THE COUNTY.

SO WE'RE REALLY NOT NECESSARILY LOOKING FOR A SET PROJECT OR TYPE OR TWO.

WE ARE VERY OPEN AS AN ECONOMIC DEVELOPMENT AUTHORITY TO WHAT BUSINESSES IN PRINCE GEORGE'S COUNTY NEED.

SO WE HAVE A FEW EXAMPLE PROJECTS, BUT WE ARE TRYING TO BE VERY OPEN ENDED AND HEAR OUT PEOPLE WITHIN THE COUNTY.

AND SO SOME OF THE TERMS OF THE GRANT PROGRAM, WE HAVE TO FIRST OF ALL, IN YOUR APPLICATION, YOU HAVE TO ATTEST THAT YOU'RE UP TO DATE ON ALL YOUR LOCAL AND FEDERAL AND STATE BUSINESSES, BUSINESS TAXES AND REGULATIONS. AND NOT ONLY THAT, BUT THROUGHOUT THE PROCESS TO YOU WILL ALSO BE IF YOU ARE CHOSEN BY THE ECONOMIC DEVELOPMENT AUTHORITY TO RECEIVE A GRANT, YOU WILL BE ASKED TO THEN SIGN A GRANT AGREEMENT BETWEEN THE ECONOMIC DEVELOPMENT AUTHORITY AND THE GRANTEE TO ENSURE THAT EXPECTATIONS OF THE GRANT, THE FUNDING WILL ACTUALLY GO TO THE PROJECT ITSELF.

AND SO WE'RE MAKING SURE THAT UPON COMPLETION OF THE PROJECT AS WELL, THE BUSINESS WILL BE AND REMAIN HAVING A PHYSICAL PRESENCE WITHIN THE COUNTY WITHIN A YEAR AFTER THE COMPLETION OF THE GRANT AS WELL, AND TO HELP FACILITATE COMPLETION OF THE PROJECTS.

I'M ACTUALLY A BIT OF A CHANGE FROM THE LAST PRESENTATION, REALLY IS A PART, A PORTION, AND THE MAJORITY OF THE GRANT FUNDING WILL BE UP FRONT TO BUSINESSES, AND THEY WILL ALSO BE EXPECTED TO PUT UP SOME UPFRONT COSTS TO THE GRANT TO THE PROJECT AS WELL.

BUT THERE WILL ALSO BE A PORTION THAT IS REMAINED AND RESERVED AS A REIMBURSEMENT TYPE PORTION.

SO ONCE THE PROJECT IS COMPLETE, YOU SUBMIT YOUR GRANT EXPENSE REPORT TO THE ECONOMIC DEVELOPMENT AUTHORITY TO PROVE THAT THE MONEY HAS ACTUALLY GONE TO THE PROJECT.

AND THEN THE EDA WILL, IN FACT, REIMBURSE YOU THE FULL AMOUNT OF THE GRANT, AND WE WILL HAVE A SAMPLE GRANT AT THE END OF THIS SLIDE TOO, TO HELP SHOWCASE THAT. BUT WE'RE REALLY TRYING TO HELP FACILITATE THE MAJORITY OF THE MONEY UP FRONT TO ENSURE THE PROJECT CAN ACTUALLY BE COMPLETED.

AND THEN THERE WILL BE A PORTION HELD IN RESERVE BY THE EDA TO HELP ENSURE THE PROJECT COMPLETION.

AND SO THIS PROCESS AND IN TANDEM WITH MR. JABRI IN THE ECONOMIC DEVELOPMENT DEPARTMENT.

THEY WILL HELP FACILITATE HANDLING APPLICATIONS FOR THIS PROCESS IN PAPER OR ONLINE.

WE WANT TO MAKE SURE WE'RE ACCESSIBLE FOR ALL RESIDENTS IN PRINCE GEORGE COUNTY.

AND SO THIS WILL BE KIND OF A FIRST COME, FIRST SERVE ROLLING APPLICATION BASIS AS WELL.

UNTIL THE ECONOMIC DEVELOPMENT AUTHORITY IS FUNDING FOR THAT PARTICULAR YEAR HAS RUN OUT.

WE ARE WE HAVE SOME THERE'S NOTHING IN THE GUIDELINES ABOUT A SET SPECIFIC AMOUNT WE WANT TO FUND IN THE FIRST YEAR OF THIS PROGRAM, BUT WE WANT TO KIND OF KEEP IT OPEN ENDED DEPENDING ON THE APPLICATIONS AND PROJECTS WE DO RECEIVE.

BUT ONCE THE APPLICATION IS RECEIVED BY THE ECONOMIC DEVELOPMENT DEPARTMENT, THEY WILL THEN WORK WITH A PORTION OF THE EDA TO MAKE SURE THAT ALL OF THE APPLICATIONS QUESTIONS ARE FILLED OUT CORRECTLY. THE EDA WILL VOTE AND THEN DETERMINE WHICH GRANTEE AWARD WINNERS WILL NEED TO SIGN A GRANT AGREEMENT BETWEEN THE EDA AND THE BUSINESS. AND SO WE'VE INCLUDED KIND OF AN EXAMPLE OF WHAT.

AND THIS IS A $15,000 GRANT OF WHAT AN ACTUAL GRANT WOULD LOOK LIKE SPECIFICALLY TO A BUSINESS.

SO, IF A BUSINESS FILLS OUT AN APPLICATION, THEY HAVE A PROJECT THEY WANT TO DO THAT'S $20,000.

THE EDA WILL ALLOCATE 10,000 UP FRONT. THE BUSINESS WILL BE EXPECTED TO PAY THE 10,000 UP FRONT.

AND THEN ONCE THEY'RE ONCE THESE EXPENDITURES HAVE ACTUALLY BEEN PUT TOWARD THE PROJECT AND HOPEFULLY THE PROJECT IS COMPLETION.

THEN $5,000, AN ADDITIONAL $5,000 WILL BE GIVEN TO THE BUSINESS.

SO, THIS IS AN EXAMPLE OF A $15,000 GRANT, DEPENDING ON PROJECT COSTS AS WELL.

SO, WHAT WE ARE, WE ARE REQUESTING AUTHORITY TO ADVERTISE FOR AN APRIL 22ND PUBLIC HEARING TO AMEND THE COUNTY CODE TO ADOPT A SCHEDULE OF FEES PERTAINING TO THE OPERATIONS OF ANIMAL SERVICES.

SPECIFICALLY, WHAT WE'RE ASKING FOR IS TO REDUCE THE ADOPTION FEE FOR DOGS FROM 100 TO $25 AND FOR CATS 75 TO $25. SO, A REDUCTION IN FEES THAT FOLKS ADOPTING ANIMALS WOULD BE A REDUCTION OF $75 FOR A DOG AND A REDUCTION OF $50 FOR A CAT.

WE BELIEVE THAT LOWERING THOSE FEES WILL PROMOTE MORE FOLKS COMING TO OUR SHELTER TO ADOPT ANIMALS, AND MORE LIVE EXITS. WE GET OUT, THE MORE RAPIDLY WE GET THEM OUT, THE BETTER OFF OUR TAXPAYERS ARE IN THE WAY OF ANIMAL FEED, ANIMAL CARE, AND EVERYTHING THAT GOES INTO MANAGING A SHELTER FULL OF ANIMALS.
