THERE IS TALK ABOUT TRYING TO DO IT IN A DISTRICT TWO.

WE DON'T KNOW HOW WE'LL WORK THAT OUT, BUT WE'RE WORKING ON THAT BECAUSE THIS IS WHAT THE CITIZENS HAVE BEEN ASKING FOR NOW.

THIS COUNTY IS WELL KNOWN FOR ITS THIRST FOR SPENDING.

IT LOVES TO GET AS MUCH MONEY OF OUR TAX DOLLARS AS THEY CAN AND SPEND IT.

WE'RE ASKING YOU TO PLEASE THIS YEAR. LET'S THINK ABOUT THE TAXPAYER WHO PAYS THAT FOR ONCE IN THE PAST 17 YEARS THAT WE'VE BEEN FOLLOWING THIS.

LET'S THINK ABOUT THE TAXPAYER FIRST THIS TIME.

AND LET'S CUT THE SPENDING IN HERE AND GET IT DOWN TO A REASONABLE LEVEL SO WE CAN MATCH WHAT THE OTHER COUNTIES ARE DOING.

BUT THE BOTTOM LINE WAS THAT, MR. CHAIRMAN, WAS TO THANK YOU AND MR. COX, AND WE LOOK FORWARD TO HAVING ANOTHER MEETING.

HIM NOW. SHE HAS BEEN HERE A WHILE. SHE BEGAN HER EMPLOYMENT WITH PRINCE GEORGE COUNTY GENERAL DISTRICT COURT ON OCTOBER 19TH, 1998, AS THE DEPUTY CLERK ONE AND WHEREAS, ON APRIL THE 1ST, SHE BEGAN HER EMPLOYMENT WITH PRINCE GEORGE COUNTY AS A DEPUTY CLERK AND ONE IN THE CIRCUIT COURT OFFICE.

AND ON JUNE THE 1ST, 2013 SHE BECAME DEPUTY COURT CLERK.

AND WHEREAS, ON APRIL 1ST, 2018, SHE BECAME THE CHIEF DEPUTY CLERK.

AND WHEREAS, ON JANUARY THE 1ST, 2022, GEORGE JACKSON WAS APPOINTED CLERK OF CIRCUIT COURT AND REMAINED IN THAT POSITION AND CONTINUED TO SERVE THE COUNTY OF PRINCE GEORGE UNTIL HER RETIREMENT ON DECEMBER THE 31ST, 2024.

AND WHEREAS MRS. JACKSON PROVIDED ASSISTANCE, PRINCE GEORGE COUNTY CIRCUIT COURT AND OUTSTANDING SERVICE TO THE JUDGES AND COUNTY CITIZENS FOR OVER 26 YEARS. AND WHEREAS MRS. JACKSON'S DEDICATED SERVICE TO THE COUNTY QUICKLY EARNED HER THE RESPECT OF THE MEMBERS OF THE SIXTH JUDICIAL CIRCUIT, THE BOARD OF SUPERVISORS, THE COUNTY EMPLOYEES, THE COUNTY CITIZENS, AND SURROUNDING LOCALITIES. AND WHEREAS MRS. JACKSON IS A DEDICATED, CONSCIENTIOUS, HARDWORKING LEADER WHO IS ALWAYS KIND TO EVERYONE. QUICKLY BECOMING EVERYONE'S FRIEND, SETTING AN EXAMPLE OF EXCELLENCE AND HONESTY THAT EMANATES IN HER EVERYDAY APPROACH TO LIFE. THE PROPOSED CHANGES THAT ARE CONTAINED IN THE ORDINANCE STATE THAT THE TOTAL COMBINED INCOME DURING THE PRECEDING YEAR IS CAPPED AT 55,000, AND THAT'S A $10,000 INCREASE FROM WHERE IT IS NOW.

CURRENTLY, IT'S 45,000. ON COMBINED INCOME. THE ORDINANCE IS INCREASED FROM 28,000 TO 40,000. AND WITH THOSE THRESHOLDS, YOU GET A 100% EXEMPTION ON COMBINED INCOME AMOUNTS BETWEEN 40,000 AND $1 AND 55,000.

THE EXEMPTION WILL BE 50%. AND AS I HAVE IN THE PARENTHESES UP THERE, CURRENTLY IT'S 28,001 AND 45,000.

THE NET COMBINED FINANCIAL WORTH AS OF THE END OF THE YEAR CANNOT EXCEED 130,000, AND THAT'S A $10,000 INCREASE OVER THE CURRENT ORDINANCE. WELL, IT DOESN'T SHOW UP SO WELL, BUT I WANTED TO JUST SHOW YOU THE BLACK LINE VERSION OF THE ORDINANCE. AND THEN HERE IS WHAT THE TEXT WILL LOOK LIKE IF THE ORDINANCE IS APPROVED THIS EVENING. THE DETOUR TO BE LIFTED ON THE 31ST AT 2:00. AND WE HAVE GOTTEN OUR TRAFFIC ISSUES RESOLVED AS WELL.

MIDDLE AND JEFFERSON ROAD ROUNDABOUT PROJECT THAT IS ON SCHEDULE.

WE'RE STILL PLANNING FOR AN AWARD IN 2026 WITH CONSTRUCTION PROCEEDING THAT YEAR.

WE'RE CURRENTLY AHEAD OF SCHEDULE ON THAT PROJECT.

ALSO, VDOT IS GOING TO WORK WITH THE COUNTY ADMINISTRATION TO SEE IF WE CAN ADD ANY MORE SCHOOL ACCESS ROUTES TO THE STATE SYSTEM OF MAINTENANCE.

WE BELIEVE THERE ARE SOME SCHOOL FACILITIES WHERE WE CAN WORK WITH THE COUNTY TO IDENTIFY SCHOOL BUS LOOPS, DROP OFF LOOPS THAT VDOT COULD POTENTIALLY MAINTAIN TAKE OVER FOR STATE MAINTENANCE.

SO WE'LL BE WORKING WITH COUNTY STAFF ON SEEING ONE OF THOSE WE CAN ACCOMMODATE OUR QUEEN STREET PROJECT ON 460 IS ON SCHEDULE.

IT'S PLANNED TO BE AWARDED THIS SUMMER, AND WE ALSO HAD SOME INFORMATION REQUEST ABOUT QDOBA PARKWAY.

QDOBA PARKWAY IS ON OUR SCHEDULE TO BE REPAVED NEXT YEAR, AND WE'RE GOING TO CONTINUE PATCHING POTHOLES AS NEEDED.

AS YOU'RE AWARE, WE ARE WORKING WITH THE CITY OF HOPEWELL TO POSSIBLY SEND THE MAJORITY OF OUR WASTEWATER TO THEIR WASTEWATER TREATMENT PLANT.

WE HAVE THIS BOARD HAS ALREADY AGREED TO PAY FOR 50% OF A STUDY TO DETERMINE WHETHER OR NOT THEIR PLANT CAN ACCEPT OUR 5 MILLION GALLONS PER DAY OF WASTEWATER. IN OUR DUE DILIGENCE OF COURSE, ALL OF THIS IS IN RESPONSE TO MAKE SURE THAT WE HAVE WE HAVE RECEIVED OR BEEN CONSIDERED TO RECEIVE A $10 MILLION GRANT FROM VDP.

IN AN EFFORT TO MAKE SURE THAT WE MAINTAIN THOSE GRANT FUNDS.

OF COURSE, THERE ARE SOME HURDLES THAT WE HAVE WITH THE CITY OF HOPEWELL.

SO WE'RE MAKING SURE THAT WE DO OUR DUE DILIGENCE TO MAKE SURE WE TRY TO GET THIS $10 MILLION.

SO IN THAT LIGHT, I REACHED OUT TO TO SUSSEX COUNTY.

SUFFOLK, SUSSEX SERVICE AUTHORITY, EXCUSE ME.

AND JUST HAD A CONVERSATION WITH THEM TO SEE IF THEY WERE EVEN INTERESTED IN AN OPPORTUNITY TO PARTNER FOR US TO SEND OUR WASTEWATER FLOW TO THEIR EXISTING WASTEWATER TREATMENT PLANT IN THE COUNTY. THEY OFFERED AN OPPORTUNITY FOR ME TO COME OUT AND VISIT WITH THEIR BOARD, AND I PROVIDED THEM A PRESENTATION. THAT PRESENTATION IS IN YOUR PACKET TO SHARE WITH THEM WHAT WORK WE'RE ALREADY CURRENTLY DOING AND WHAT SOME OF THE HURDLES MAY BE. AND IF THEY WERE TO EVEN CONSIDER AN OPPORTUNITY.

AND BASED ON THAT BOARD MEETING, THERE IS SOME INTERESTS IN PARTNERING WITH PRINCE GEORGE TO SEND OUR WASTEWATER TO SUSSEX COUNTY.

SO BASED ON THAT INFORMATION, JUST A LITTLE BIT OF INFORMATION ABOUT SUSSEX.

THEY HAVE AN EXISTING WASTEWATER TREATMENT PLANT THAT'S PERMITTED UP TO 1.6 MILLION GALLONS OF TREATED WASTEWATER.

THEY CURRENTLY DISCHARGE TO A STREAM OF THE NOTTOWAY RIVER.

SO, THEY DON'T HAVE A DIRECT CONNECTION TO THE BLACKWATER SWAMP.

IT'S LOCATED ABOUT THREE MILES FROM THE PRINCE GEORGE'S COUNTY LINE ALONG ROUTE 460.

IT'S LOCATED ON BEEFSTEAK ROAD. AND IT'S ABOUT 13.5 MILES FROM OUR CURRENT LOCATION, WHERE WE PLAN TO PUT OUR NEW PUMP STATION, WHERE OUR FORCE MAIN WOULD EVENTUALLY PUMP IT ALL THE WAY DOWN, EITHER TO THE CITY OF HOPEWELL OR TO SUSSEX COUNTY.

BASED ON THE PLANS THAT SUSSEX HAS, OF COURSE, THE LOCATION OF THIS WASTEWATER TREATMENT PLANT IS NEAR THEIR MEGASITE.

SO THEY HAVE PLANS ALREADY TO ACCEPT A LOT OF WASTEWATER TO THAT AREA, WHICH IS WHY THEY HAD INCREASED UP TO 1.6 MGD TO BEGIN WITH.

THEY CURRENTLY ARE NOT USING THAT FULL CAPACITY.

THEY HAVE PLANS FOR FUTURE EXPANSIONS AS WELL, BUT AT THIS POINT, BASED ON THEIR CURRENT PLANS AND OUR CURRENT PLANS TOGETHER, WE WOULD NEED TO IMPROVE THAT PLANT TO EIGHT MGD WASTEWATER TREATMENT PLANT.

SO THAT COULD TAKE PLACE OVER SEVERAL YEARS. OBVIOUSLY, WE DON'T WANT TO TO BUILD A EIGHT MGD PLANT FROM THE GET GO AS WE NEED IT.

WE WANT TO BUILD IT BASED ON THE CURRENT NEEDS OF THE COUNTY.

SO WE WOULD PLAN IT SO THAT WE BUILD IT IN STAGES.

IF THE BOARD SO APPROVES. AS PART OF THIS OPTION, OF COURSE, THE REASON WHY I LOOKED INTO THIS IS THERE IS A THERE'S ACTUALLY SOMEBODY WHO USED TO WORK AT THE OLD SUSSEX LANDFILL WHO APPROACHED ME WHILE WE WERE DOING SOME OTHER WORK AND SAID THAT THERE'S AN ABANDONED METHANE GAS LINE THAT RUNS THROUGH THE COUNTY.

HE PROVIDED ME THOSE PLANS, AND ONCE I SAW THE LOCATION OF THOSE PLANS, THERE MIGHT BE AN OPPORTUNITY TO USE THAT ABANDONED GAS MAIN FOR A FORCE MAIN FOR OUR WASTEWATER PUMP STATION. SO BASED ON THAT, I WENT BACK AND LOOKED AT WHERE IT WAS LOCATED.

I SAW THERE COULD BE SOME IMPROVEMENTS FROM OUR EXISTING PUMP STATION, OR FROM OUR FUTURE PUMP STATION TO MAKE A CONNECTION TO IT AND SEND IT INTO SUSSEX COUNTY, AND THEN FURTHERMORE, IMPROVEMENTS TO GET IT OVER TO THEIR TREATMENT PLANT.

SO IT'S ONE AND A HALF MILES OF ABANDONED LINE THAT WE WOULD BE ABLE TO USE, AND SIX AND A HALF MILES OF NEW FORCE MAIN THAT WE'D HAVE TO CONSTRUCT TO BE ABLE TO UTILIZE THAT. NOW, IF THAT GAS MAIN IS NOT AVAILABLE OR IT'S NOT SUITABLE FOR USE, THEN WE WOULD HAVE TO CONSTRUCT 13 MILES OF NEW FORCE MAIN FROM THE CURRENT LOCATION OVER TO THE PLANT.

THE REASON WHY THAT'S SHORTER THAN THE 17 TO 18 MILES IS THAT FORCE MAIN IS NOT A DIRECT ROUTE.

I KNOW IT'S HARD TO SEE ON THE SCREEN, BUT THE DASHED GREEN LINES AT THE TOP LEFT OF THE SCREEN IS THE FUTURE GRAVITY LINES THAT WE'RE GOING TO BE DOING AS FAR AS PART OF OUR IMPROVEMENTS HERE IN THE COUNTY THAT WILL DRAIN TO OUR NEW PUMP STATION.

SO OUR PUMP STATION IS LOCATED THERE ON PRINCE GEORGE DRIVE, AND FROM THERE YOU'LL SEE A LIGHT BLUE LINE THAT WILL MEANDER OVER TO A DASHED YELLOW LINE THAT COMES ALL THE WAY DOWN TO SUSSEX COUNTY.

AND THEN AT THE VERY END THERE, RIGHT BEFORE IT HITS THE SUSSEX LANDFILL, YOU CAN SEE ANOTHER LIGHT BLUE LINE THAT WILL MOVE IT OVER TO THE PLANT.

AND THIS IS ANOTHER JUST A JUST SHOWS YOU THE PROXIMITY OF THE WASTEWATER TREATMENT PLANT NEAR SUSSEX LANDFILL.

AND YOU CAN SEE IT'S NOT FAR WEST OF WAVERLY.

SO WE DO CONSIDER. A REVIEW OF THIS OPTION SIMPLY BECAUSE THE ALTERNATIVE.

THIS COULD BE A VIABLE ALTERNATIVE TO MAKE SURE THAT WE DO SECURE THAT $10 MILLION GRANT, THAT THE GRANT DOES REQUIRE US PROVIDING AN ADEQUATE SOLUTION BY APRIL 1ST, WHICH MEANS WE GOT TO WORK OUT WITH EITHER THE CITY OF HOPEWELL OR SUSSEX COUNTY, SOME FORM OF AGREEMENT TO BE ABLE TO MOVE FORWARD.

SO AS WE CONTINUE TO WAIT ON THE STUDY FOR THE CITY OF HOPEWELL, WE COULD ALSO IN TANDEM WORK ON THIS, THIS STUDY TO MAKE SURE THAT WE HAVE VIABLE OPTIONS FOR THE BOARD TO CHOOSE FROM.

SO IF THE HOPEWELL STUDY DOES NOT REVEAL THAT IT DOESN'T HAVE THE CAPACITY OR IT DOES NOT HAVE THE LEGAL ALLOCATION TO GIVE TO THE COUNTY, THIS MAY BE THE ONLY ALTERNATIVE THAT WE HAVE AT THAT TIME.

SO WE WILL WAIT FOR THAT STUDY. HOPE THOSE STUDIES AGAIN SUPPOSED TO BE COMPLETED IN MID-FEBRUARY.

IN OUR BOARD PACKET YOU HAVE THE PROPOSAL FROM WW ASSOCIATES TO PERFORM THIS STUDY.

THEY IN THEIR PROPOSAL. THEY STATED MID-FEBRUARY AS WELL, BUT THAT WAS ASSUMING WE STARTED SEVERAL WEEKS AGO WHEN WE GOT THE PROPOSAL AFTER HAVING A CONVERSATION THERE LOOKING AT THE END OF FEBRUARY.

SO I WAS SUPPOSED SOMETIME IN MARCH, WE COME BACK TO THE BOARD AND SHARE WITH YOU IF YOU DECIDE TO MOVE FORWARD WITH THIS, THIS STUDY, WHAT THE OPTIONS WILL BE FOR THIS BOARD TO MOVE FORWARD.

SO AGAIN, THERE'S ALSO SOME POTENTIAL BENEFITS, LONG TERM BENEFITS TO THE COUNTY IF WE DO CHOOSE THIS OPTION IN THE SENSE THAT WE MAY BE ABLE TO PARTNER WITH SUSSEX COUNTY, BE A PART OWNER OF THE WASTEWATER TREATMENT PLANT VERSUS BEING A CUSTOMER THAT ALLOWS US TO, TO CONTROL, BETTER CONTROL THE RATES THAT WE BE CHARGING THE CUSTOMERS.

SO ALSO AS, AS GROWTH OCCURS, WE DON'T HAVE TO BUILD THE FULL PLANT RIGHT AWAY.

TWO OF THOSE PROJECTS OCCURRED IN CEDAR CREEK SUBDIVISION, AND WE HAVE LABELED THEM CEDAR CREEK REACH TWO AND CEDAR CREEK REACH FIVE.

THOSE IMPROVEMENTS WERE PERFORMED AND COMPLETED BACK IN 2020.

UNFORTUNATELY, RIGHT AFTER THEY WERE COMPLETED, A 100 YEAR STORM CAME THROUGH AND ESSENTIALLY DAMAGED SOME OF THOSE IMPROVEMENTS.

SO THE ENVIRONMENTAL PERMITS ARE STILL REMAIN OPEN, AND WE HAVE YET TO RECEIVE THE REIMBURSEMENT OF THOSE FUNDS FROM FROM THE STORMWATER LOCAL ASSISTANCE FUND THAT DEQ HAS OFFERED US. SO TO BE ABLE TO CLOSE THOSE PERMITS AND RECEIVE THE FULL AMOUNT OF THOSE FUNDS, WE NEED TO DO A CORRECTIVE ACTION PLAN TO THOSE IMPROVEMENTS.

WE HAVE DONE THE ENGINEERING AND WE BID THOSE THOSE PLANS.

SO IF THE MATERIALS THAT ARE THERE, A LOT OF IT'S ROCK OR VERY BIG LOG VEINS THAT THEY USE TO TRY TO STABILIZE THE STREAM BED.

AS THEY'RE DOING THE WORK, IF SOME OF THAT MATERIAL IS NOT SUITABLE, THEN WE'LL HAVE TO PURCHASE MORE.
