TRYING TO REATTACH PART OF MY CORNEA AND THAT DID NOT WORK.

SO I DID HAVE A SECOND PROCEDURE JUST TO KIND OF GIVE YOU THE MAGNITUDE OF THINGS.

MY VISION WAS AT 2100.

AS MR. WEBB INDICATED, THIS IS A PUBLIC HEARING TO CONSIDER A BUDGET AMENDMENT FOR $0.12 FROM UTILITIES FUND ASH RESERVES FOR A UTILITIES CONSTRUCTION PROJECT.

RIVER ROAD PUMP STATION AND TANK AT YOUR LAST MEETING.

MR. HALTOM BROUGHT TO YOU AN AWARD OF CONTRACT FOR CONSIDERATION TO CONSTRUCT A PUMP STATION AND TANK AT RIVER ROAD.

THIS PROJECT WILL ASSIST IN MEETING EXPECTED FUTURE WATER DEMANDS AT SOUTHPOINT BUSINESS PARK.

THE CONTRACT WAS AWARDED TO SOUTHWOOD BUILDING SYSTEMS ON OCTOBER 22ND, AND A PORTION OF THAT PROJECT WILL BE PAID USING FEDERAL ARPA FUNDS.

$3,000,672 $899.88.

THAT AMOUNT IS ALREADY APPROPRIATED.

THE REMAINING AWARD WILL BE PAID FROM UTILITY'S CASH RESERVES, AND THAT HAS NOT YET BEEN APPROPRIATED.

WHENEVER THERE IS A BUDGET AMENDMENT THAT EXCEEDS 1% OF THE BOARD'S ADOPTED BUDGET.

A PUBLIC HEARING IS REQUIRED, AND YOU DID AUTHORIZE ADVERTISEMENT OF THIS PUBLIC HEARING ON OCTOBER 22ND.

ONE AD IS REQUIRED, AND THAT AD DID APPEAR IN THE OCTOBER 29TH EDITION OF THE PROGRESS-INDEX.

THERE IS NO TAX OR UTILITY RATE INCREASE NECESSARY FOR THIS APPROPRIATION OR THIS AWARD.

WE HAVE STARTED PHASE TWO OF THE BULL HILL PROJECT, WHICH IS THE CLOSURE OF BULL HILL ROAD.

WE'RE GOING INTO THE SECOND WEEK.

THIS WAS A THREE WEEK PLANNED CLOSURE.

AT THIS POINT, WE'RE THINKING IT'S PROBABLY GOING TO BE A FOUR WEEK CLOSURE.

ONCE THAT WORK IS COMPLETE, WE'LL MOVE INTO PHASE THREE, WHICH WILL CLOSE COURTHOUSE ROAD FOR AN ADDITIONAL THREE WEEKS.

ONE GOOD ITEM I WILL SAY PARTICULARLY ABOUT THIS PROJECT IS SO WHEN THE DETOUR STARTED, THE CONTRACTOR HAD FOUR CREWS.

WHEN HE REALIZED HE WAS FALLING BEHIND, HE DID HIRE A SUBCONTRACTOR WITH A FIFTH CREW.

SO I SAY FOUR WEEKS, BUT WE ARE STILL HOPEFUL THAT THEY WILL KEEP THE THREE WEEK TURNAROUND TO START PHASE THREE.

BUT I'LL CONTINUE TO KEEP THE BOARD UPDATED AS WE MOVE FORWARD.

I DID ALSO WANT TO MENTION THAT WE ADDED ANOTHER LAYER OF TAR AND CHIP ON THE WHEAT.

WE'RE GOING TO CONTINUE TO MONITOR THAT.

IT PROBABLY NEEDS SWEEPING AT THIS POINT.

WE'LL HAVE CREWS CHECK THAT, AND IF IT NEEDS SWEEPING, WE'LL GO AHEAD AND SWEEP IT.

WE HAVE ALSO REVIEWED MIDDLE AND JEFFERSON FOR AN INTERIM MODIFICATION AS REQUESTED BY THE BOARD AT THE PREVIOUS MEETING.

WE'RE RECOMMENDING THAT THE GORE AREA ALONG JEFFERSON BETWEEN JEFFERSON AND THE MERGE LANE COMING OFF OF MIDDLE HAVE HASH MARKS, AND WE'RE GOING TO ADD SOME MERGE SYMBOL SIGNS IN THERE.

HOPEFULLY THAT WILL HELP SOME UNTIL THE PROJECT STARTS.

AND IT'S A QUITE OF A DIP RIGHT THERE AND I'M WORRIED ABOUT ONCE WE GET INTO THE WINTER WEATHER WITH WATER PUDDLING AND ICE RIGHT THERE WITH PEOPLE APPROACHING THAT STOPLIGHT.

SO I'M GOING TO GIVE A QUICK UPDATE ON WHAT WE'VE BEEN UP TO, ESPECIALLY AS IT PERTAINS TO PRINCE GEORGE NUMBERS, AND ALSO SPEAK ABOUT INDEPENDENT GOVERNANCE.

ALL RIGHT. SO JUST AS A REMINDER, THE GENERAL ASSEMBLY ESTABLISHED US IN 1960 AND CLASSES BEGAN IN 1961 AND AS WE LOOK AT OUR DEMOGRAPHIC NUMBERS, I'M REALLY EXCITED ABOUT OUR FALL 2024 NUMBERS.

WE HAVE OVER HALF OF OUR STUDENTS ARE FIRST GENERATION COLLEGE STUDENTS, AND LOOKING AT GREAT STUDENT NUMBERS OF COLOR AND OVER A THIRD OF FULL TIME PROFESSORS.

AS YOU CAN SEE, ENROLLMENT ENROLLMENTS BEEN UP, ESPECIALLY WITH DUAL ENROLLMENT AND ALSO WITH THE ASSISTANCE THAT WE GIVE OUT AS WELL AND SO ON BEHALF OF OUR FOUNDATION, WE'VE GIVEN OUT OVER $300,000 IN SCHOLARSHIPS WITH 182 STUDENTS RECEIVING THAT.

AND THAT MONEY GOES TOWARDS FILLING THE NEED AND THE GAP THAT STUDENTS HAVE AT THE COLLEGE.

WE'RE ENCOURAGING THAT BECAUSE NOW STUDENTS ARE GETTING SCHOLARSHIPS TO GO TO COLLEGE, BECAUSE NOW VIDEO GAMES IS ALL ABOUT STRATEGY AND SO WE HAVE A COMPETITIVE SIDE AND THEN WE HAVE A CLUB SPORT.

SO WE EXPECT THAT NUMBER TO CLIMB AND BE ABOVE THE 153 AND THEN REALLY EXCITED ABOUT THE NEXT COLUMN DEGREES OBTAINED.

WE HAVE HIGH SCHOOL STUDENTS THAT ARE GETTING THEIR ASSOCIATE'S DEGREE BEFORE THEIR HIGH SCHOOL DIPLOMA AND SO WE EXPECT TO SEE 26 THIS MAY WALK ACROSS OUR STAGE AND GET A DEGREE. SO WE'RE REALLY EXCITED ABOUT THAT.

AND THROUGH THAT PROGRAM, THIS COMPANY OUT OF VIRGINIA BEACH THAT IS WORKING ON TRAINING DRONE PILOTS.

THEY PARTNER WITH WALMART WITH A CONTRACT WITH OVER WITH JUST HALF $1 BILLION AND SO THEY WERE SPECIALIZING ON DRONE AVIATION AND FLIGHT TRAINING.

SO THROUGH US THEY'VE TRAINED OVER 200 PILOTS AND WHEN THEY FINISHED WITH US, THEY GET 12 UNMANNED AERIAL SYSTEM CREDITS THAT THEY CAN TAKE ELSEWHERE TO COMPLETE A DEGREE OR CREDENTIAL AND ALSO WHAT WE'VE DONE AS WELL THROUGH A GO VIRGINIA GRANT AND ALSO THROUGH WORKING WITH VIRGINIA GATEWAY

SO I APPROACHED THIS BOARD IN DECEMBER OF 2022 WITH A RESOLUTION FOR SUPPORT, ASKING THAT YOU ALL SUPPORT US AS WE GO FORWARD FOR INDEPENDENT GOVERNANCE.

IN 2014, WE ADDED A 500 SQUARE FOOT MODULAR LIVING TRAYLOR.

WE CALL IT THE MOD AND IT HOUSES CURRENTLY HOUSES TWO FIREFIGHTERS AND THEY CROSS STAFF A FIRE ENGINE AND AN AMBULANCE.

THE MEDICAL AND THE INFORMATION TECH EQUIPMENT AND PERSONNEL FILES IS WHERE EVERYBODY WOULD BE HAVE ACCESS TO BECAUSE THAT'S WHERE THE BATHROOMS ARE.

WE DUG THE TRENCHES AND CONNECTED THE SEWER UP TO THE COUNTY SEWER SYSTEM JUST TO SAVE SOME MONEY AND SOME TIME GETTING THIS FACILITY UP AND RUNNING AND WITH THE GOAL THERE OF AGAIN AT THAT TIME NOT WE DIDN'T HAVE 24 HOUR SERVICE AT THAT STATION.

SO, ADDING THIS MODULAR TRAILER THEN ALLOWED US TO PROVIDE 24 HOURS OF PROTECTION TO THE AREA, TO THE AREA IN THE TO THOSE IN THE AREA OF STATION SIX. IT IS, LIKE I SAID, AT LEAST A 25 BY 25 LIVING QUARTERS.

CONSTANTLY HAVING ISSUES HERE AGAIN WITH THE WATER AND SEWER LINES, FREEZING WHEN IT GETS COLD AND THERE IS NO PERMANENT EMERGENCY BACKUP GENERATOR FOR THE MOD.

LOOKING AT THE LOT OR THE PROPERTY, IT'S ABOUT 2.3 ACRES.

IT'S TWO PARCELS.

THE APPARATUS BUILDING SITS A LOT LOWER THAN THE SURROUNDING PROPERTY.

IT IS NOT FEASIBLE FOR LONG DURATIONS TO STAY HERE.

THE CREWS WOULD HAVE TO RELOCATE TO ANOTHER STATION IN HIGH HAZARD WEATHER AND ALSO INABILITY TO HOUSE ADDITIONAL APPARATUS THAT MAY BE NEEDED FOR THE AREA DUE TO ONLY HAVING THE TWO SINGLE UNIT BAYS AND A SLIGHT DELAY IN RESPONSE DUE TO THE DISTANCE AND OBSTACLES WHEN LEAVING THE TRAILER.

SOME OF THE SAFETY CONCERNS WE HAVE FOR THE FIREFIGHTERS ARE OBVIOUSLY INJURIES, THE SLIPS, TRIPS AND FALLS, ESPECIALLY COMING OUT FIRST THING IN THE MORNING WITH THE THE WOOD AND THE DECK FREEZING.

ONE WAS THE RIVER ROAD TANK AND PUMP STATION THAT THE BOARD AWARDED AT THE OCTOBER 22ND MEETING, AND THE SECOND PROJECT IS THE RIVER ROAD TRANSMISSION MAINTENANCE.

WE'RE GOING TO BE SPEAKING ABOUT TODAY.

THAT IS THE CONSTRUCTION OF TWO MILES OF DUAL 24 INCH TRANSMISSION MAIN, AS WELL AS A ONE MILE, 16 INCH TRANSMISSION MAIN.

THE COUNTY ORIGINALLY ISSUED AN ADVERTISEMENT TO SOLICIT BIDS ON SEPTEMBER 3RD.

RECEIVED TWO BIDS ON OCTOBER 3RD.

ONE BID WAS NOT RESPONSIVE.

THAT WAS THE LOW BID AND THE OTHER BID WAS OVER.

THE EXCEEDED THE AVAILABLE FUNDS.

SO WE CANCELED THAT BID AND WE REISSUED IT AFTER WE MADE SOME ADJUSTMENTS TO THE BID DOCUMENTS TO REDUCE THE SCOPE OF WORK, TO TRY TO BRING THE COST DOWN.

AND THOSE INCLUDED REMOVING SOME OF THE PROCUREMENT REQUIREMENTS THAT ARE TYPICALLY TIED TO FEDERAL FUNDING, AS WELL AS REMOVING THE GRAVEL THAT WOULD BE LOCATED UNDERNEATH THE PIPE, AS WELL AS SOME REMOVAL OF MANHOLES FOR THE VALVES.

THERE ARE SOME OTHER MINOR ITEMS AS WELL.

WE REISSUED THAT BID ON OCTOBER 16TH AND BIDS THE SAME.

TWO BIDS CAME IN.

SAME TWO COMPANIES BID ON OCTOBER 31ST.

METRO INDUSTRIES WAS THE LOW BID FOR.

AS WE ALREADY MENTIONED, $10,937,835 AND THOSE BID RESPONSES FOR ARE INCLUDED IN YOUR BOARD PACKET.

WITH THIS, WE PLAN TO.

THE RECOMMENDED FUNDING FOR THE PROJECT WILL BE BOND PROCEEDS FROM A UTILITY FUNDS DEBT SERVICE WITH A PROJECTED BORROWING IN THE SPRING OF 2025. THE PRINCIPAL AND INTEREST COSTS ARE INCLUDED FOR A $30 MILLION BORROWING IN OUR ADOPTED BUDGET.

SO THERE IS NO FISCAL IMPACT BY DOING THIS USING THIS METHOD OF FUNDING.

TO GO INTO THAT BOND DEBT, WE WOULD NEED TO HAVE A PUBLIC HEARING TO APPROPRIATE THOSE PROCEEDS BECAUSE IT WILL EXCEED 1% OF THE ADOPTED BUDGET. SO THEREFORE, STAFF IS RECOMMENDING AS WELL AS OUR CONSULTANT DID PROVIDE A RECOMMENDATION TO AWARD TO METRO FOR $10,937,835 AND WE ALSO REQUEST THE AUTHORIZATION TO ADVERTISE A NOVEMBER 26TH PUBLIC HEARING TO CONSIDER THE APPROPRIATION OF THOSE FUTURE BOND PROCEEDS FOR THIS PROJECT.

YES, SIR. AS I COMMUNICATED TO YOU DURING THE QUARTERLY FINANCIAL REPORT FOR SEPTEMBER 30TH, AND ALSO FOR THE ONE GIVEN IN JUNE.

THE SCHOOL DIVISION WAS FORMALLY COMBINED WITH US ON OUR SELF-INSURED HEALTH INSURANCE PLAN.

THEY SEPARATED FROM THE PLAN IN JULY OF 2022.

OF COURSE, THERE IS CLAIMS RUNOFF FOR A SPECIFIC PERIOD OF TIME.

A COUPLE OF YEARS, THOUGH THERE CAN BE NO NEW SCHOOL MEDICAL CLAIMS THAT ARE POSTED AGAINST THE HEALTH FUND.

SO WE ARE ASKING TO APPROPRIATE FUND BALANCE A PORTION OF THE SCHOOL CARRYOVER FUNDING, IF YOU WILL, TO CLEAR UP THEIR ACCUMULATED DEFICIT THAT EXISTED OF 2024.

AND THAT DEFICIT TOTALED $82,232.38.

AGAIN, THAT WOULD DIMINISH WHAT THEY COULD COME FORWARD TO REQUEST AT A LATER TIME IF THIS IS APPROVED THIS EVENING.

THE AMOUNT THAT THEY CONTRIBUTED TO THE FUND BALANCE AT YEAR END WAS $3,077,974.62.

THEY DID REQUEST CARRY FORWARD FOR TWO PURCHASE ORDERS, THE LARGEST BEING FOR A HVAC PROJECT AT HARRISON ELEMENTARY AND THE OTHER FOR SUPERINTENDENT SEARCH COSTS, WHICH WERE ABOUT 914,000, WHICH LEAVES THEM ABOUT 2.1 MILLION, 2.16 MILLION OF CARRYOVER FUNDS THAT HAVE NOT YET BEEN RE-APPROPRIATED.

IF THIS IS APPROVED, THEY WOULD HAVE APPROXIMATELY 2,082,000 REMAINING THAT THEY COULD COME FORWARD AND REQUEST AT A LATER TIME.

SO THERE IS A RESOLUTION IN YOUR PACKET.

THIS WOULD ALSO KIND OF SETTLE THINGS.

WE WOULD NOT SEPARATELY TRACK ANY SCHOOL TRANSACTIONS, ANY CREDITS THAT COME FORWARD COME IN.

MOVING FORWARD WE WOULD NOT ALLOCATE ANY TO SCHOOLS.

SO WE ARE REQUESTING APPROVAL OF THIS APPROPRIATION AND TO CEASE WITH TRACKING SEPARATELY SCHOOL HEALTH ACTIVITIES.

I DID MEET WITH OUR GARAGE FLEET MANAGER AS WELL AS THE CHIEF AND MAJOR YOUNG TODAY AND MR. SIMMONS. MR. TALMADGE HAD AN OPPORTUNITY TO EXAMINE THE EQUIPMENT THAT WAS REMOVED FROM THE TOTALED VEHICLE.

AND IT IS SALVAGEABLE.

EVEN 29,200 WOULD COME FROM INSURANCE PROCEEDS AND THEN THE FUND BALANCE APPROPRIATION REQUEST WOULD BE FOR $19,800. SO THAT DOES REDUCE THE REQUEST BY $14,106 FOR THAT TOTALED VEHICLE.

THE GARAGE WOULD ALSO BUILD THAT VEHICLE IN HOUSE FOR PUTTING BACK IN THE FLEETS, BECAUSE THEY WOULD BE PUTTING IN EQUIPMENT FROM THE 2022 TOTAL VEHICLE.
