IT WAS ABOUT A YEAR AGO THAT THE COUNTY RESIDENTS WERE INTERVIEWING CANDIDATES FOR THE THREE OPEN BOS SEATS.

ONE OF THE QUESTIONS WAS ABOUT INDUSTRIAL COMMERCIAL SOLAR SITES IN OUR COUNTY, AND THE THREE SUPERVISORS SELECTED ALL STATED THAT THEY WERE NOT FOR ANYMORE INDUSTRIAL COMMERCIAL SOLAR SITES IN OUR COUNTY, UNLESS IT WAS IN THE AREAS CURRENTLY ZONED FOR INDUSTRIAL COMMERCIAL BUSINESS.

INDUSTRIAL COMMERCIAL SITES ADJACENT TO FAMILY HOMES IS NOT ACCEPTABLE.

REMEMBER THE ISSUES WITH RIVES ROAD AND THE HOME VALUES.

RESIDENTIAL SOLAR IS NOT THE SAME OR EQUAL TO INDUSTRIAL COMMERCIAL SOLAR SITES.

THE TIME IS NOW TO REVISE OUR POLICY BEFORE THE NEXT LEGISLATION SESSION.

WE NEED TO BE PROACTIVE ON THIS ISSUE INSTEAD OF GIVING UP ON IT.

IN JANUARY, RESIDENTS STARTED ASKING FOR OUR CURRENT SOLAR POLICY TO BE REVISED.

WE ARE CONTINUING TO ASK OUR ELECTED BOARD MEMBERS TO LISTEN TO US.

WE HAVE A GROUP OF RESIDENTS READY TO TACKLE THIS ISSUE.

THE PLANNING ZONING AND BOS TELL PEOPLE EVERY DAY WHAT THEY CAN AND CANNOT DO WITH THEIR PROPERTY.

WE WANT PRINCE GEORGE COUNTY TO CONTINUE TO EMBRACE THIS RURAL CHARACTER.

I HAVE A FEW ADDITIONAL QUESTIONS FOR THE BOARD.

WE NEED AN UPDATE ON THE WASTEWATER CAPACITY AGREEMENT WITH HOPEWELL.

I SEE THERE ARE A FEW SUBDIVISIONS HEADED TO THE PLANNING COMMISSION AND THE BOS.

WE HAVE THE SCHOOL'S WATER AND SEWER TO SUPPORT THESE DEVELOPMENTS.

ALSO, WHERE WE ARE WITH SINGLE DISTRICT MEMBERS AND TERM LIMITS. ONE OTHER LAST THING.

I SUGGEST THAT PRINCE GEORGE COUNTY ESTABLISH A PUBLIC ACCESS PORTAL TO SAVE MONEY AND HASSLE TO RESIDENTS AND THE COUNTY BECAUSE THERE'S NO NEED TO SEARCH AND CHARGE FOR INFORMATION THAT HAS ALREADY BEEN PRODUCED TO SOMEONE ELSE.

THE POLICY OF FOIA IS TO PROMOTE INCREASED AWARENESS BY ALL PERSONS OF GOVERNMENTAL ACTIVITIES.

A PUBLIC BODY MAY MAKE REASONABLE CHARGES NOT TO EXCEED ACTUAL COST INCURRED.

I'M THE DEPUTY DIRECTOR AT THE VIRGINIA ASSOCIATION OF COUNTIES, AND IT'S MY PRIVILEGE TO BE HERE WITH YOU TONIGHT TO CELEBRATE YOUR SUCCESS AND TO PRESENT YOU WITH A VACO ACHIEVEMENT AWARD.

WE'RE VERY GRATEFUL FOR PRINCE GEORGE COUNTY'S SUPPORT AND PARTICIPATION IN VACO.

WE KNOW YOU ALL ARE VERY FAMILIAR WITH OUR ORGANIZATION, BUT JUST TO PROVIDE A LITTLE BIT OF BACKGROUND ABOUT US FOR THOSE WHO MAY NOT BE AS FAMILIAR.

WE WERE FOUNDED IN 1934 TO SERVE AND SUPPORT YOUR EFFORTS AS COUNTY OFFICIALS.

WE SUPPORT COUNTIES THROUGH OUR STATE AND FEDERAL ADVOCACY WORK, OUR EDUCATIONAL PROGRAMS, MEMBER SERVICES, AND COMMUNICATIONS EFFORTS.

A LITTLE BIT ABOUT THE ACHIEVEMENT AWARD PROGRAM.

WE ESTABLISHED THIS ACHIEVEMENT AWARD PROGRAM IN 2003.

ITS GOAL IS TO RECOGNIZE COUNTIES THAT HAVE ADOPTED INNOVATIVE APPROACHES TO PROVIDING PUBLIC SERVICES.

THE VOLUNTEERED JUDGES THIS YEAR, WHO SPENT A LOT OF TIME SIFTING THROUGH A LOT OF GREAT PROGRAMS. THEY FOLLOWED SEVERAL GUIDING PRINCIPLES WHEN SELECTING WINNERS, INCLUDING WHETHER A PROGRAM OFFERS AN INNOVATIVE SOLUTION TO A PROBLEM, A SITUATION, OR THE DELIVERY OF SERVICES, WHETHER THE PROGRAM PROMOTES INTERGOVERNMENTAL COOPERATION OR COOPERATION WITH PRIVATE ENTERPRISE IN ADDRESSING A PROBLEM OR SITUATION, AND WHETHER THE PROGRAM PROVIDES A MODEL THAT OTHER LOCAL GOVERNMENTS CAN LEARN FROM OR IMPLEMENT IN THEIR OWN LOCALITIES.

THE ACHIEVEMENT AWARD PROGRAM HAS ALWAYS BEEN COMPETITIVE AND THAT WAS DEFINITELY THE CASE THIS YEAR.

WE HAD RECORD PARTICIPATION IN 2024.

WE HAD 145 ENTRIES THIS YEAR.

OUR JUDGES HAD A REALLY DIFFICULT JOB, BUT THEY MANAGED TO SELECT 45 WINNERS FROM 32 COUNTIES.

YOU ALL ARE PART OF THAT 31% OF WINNING ENTRIES.

I'M ALSO PROUD TO SAY THAT THIS IS PRINCE GEORGE COUNTY SIXTH ACHIEVEMENT AWARD.

YOU ALL HAVE A TRACK RECORD OF EXCELLENCE THAT WE WANT TO RECOGNIZE AND CELEBRATE AS WELL.

TONIGHT, IT'S MY GREAT HONOR TO PRESENT YOU WITH A 2024 VACO ACHIEVEMENT AWARD FOR THE CAPITOL REGION MILITARY ALLIANCE, AND BECKY MCDONOUGH IS HERE TO TALK A LITTLE BIT MORE ABOUT THE PROGRAM.

IF YOU'VE LIVED IN THIS AREA FOR VERY LONG, YOU KNOW THAT CREATING A RELATIONSHIP WITH A MILITARY INSTALLATION IS DIFFICULT BECAUSE THE CONSTANT TRANSFER OF PEOPLE.

I'VE BEEN IN MY JOB NOW FOR 25 YEARS, AND I'VE TRIED OVER AND OVER TO DEVELOP THOSE RELATIONSHIPS THAT WOULD RESULT IN IMPACTFUL PROJECTS AND COLLABORATIVE EXPERIENCES.

UNTIL NOW, WE'VE NOT HAD A WAY TO DO THAT, THANKS TO THE DEDICATION OF THE CIVILIAN AID TO THE SECRETARY OF THE ARMY, MIKE FLANAGAN, AND THE LEANING IN OF PRINCE GEORGE COUNTY LEADERSHIP AND YOUR SUPPORT OF THE BOARD OF SUPERVISORS, WE WERE ABLE TO FAST TRACK THE CREATION OF WHAT'S CALLED A MILITARY AFFAIRS COUNCIL THAT WE'VE NAMED CARMA OR CAPITOL REGION MILITARY ALLIANCE.

IT WAS LAUNCHED ON FEBRUARY 1ST.

IT'S ALREADY BEEN RECOGNIZED BY THE GENERAL ASSEMBLY.

YOU'VE ALREADY SPOKEN BEFORE THE STATES MILITARY CAUCUS.

IT'S RECOGNIZED BY THE DEPARTMENT OF DEFENSE.

NOW WE CAN BE CONFIDENT THAT ANY ACTIVITIES OR PROJECTS THAT WE WISH TO UNDERTAKE THAT INVOLVE THE MILITARY AND THE LOCAL COMMUNITY THAT IT WILL GET THE ATTENTION OF THE GOVERNMENT, THE DEPARTMENT OF DEFENSE, AND THE NEIGHBORING COMMUNITIES BECAUSE IT'S BEEN SANCTIONED AND ADOPTED.

I JUST CONGRATULATE THE COUNTY FOR GOING FOR THIS RECOGNITION.

WE'RE ONE OF FOUR MILITARY AFFAIRS COUNCILS IN THE STATE OF VIRGINIA, AND OUR REGIONS NEVER HAD ONE, SO PIONEERS. CONGRATULATIONS.

THERE IS A RESOLUTION POSTED ON THE AGENDA.

IT WAS POSTED TODAY.

FOIA DOES NOT REQUIRE, NOR ARE THERE ANY OTHER LEGAL REQUIREMENTS AS TO WHEN ITEMS MUST BE POSTED ON THE AGENDA OR WHAT HAS TO BE INCLUDED.

HOWEVER, I WOULD LIKE TO POINT OUT THAT IN RESPONSE TO YOUR E MAIL ON THURSDAY AT INQUIRING ABOUT THIS TOPIC, AT 7:45 LAST NIGHT, I SENT YOU THE SAME INFORMATION THAT WAS SHARED WITH THE BOARD ABOUT THIS TOPIC AND SAID THAT THESE ARE BASICALLY THE HIGH POINTS.

YOU HAD ORIGINALLY ASKED FOR EVERYTHING, AND I POINTED OUT THAT THERE WOULD PROBABLY BE A CHARGE BECAUSE HAVING TO PULL EVERYTHING SINCE THE COUNTY'S BEEN NEGOTIATING FOR WELL OVER A YEAR WOULD REQUIRE SOME STAFF TIME TO PUT THAT TOGETHER.

I WOULD SAY THAT STAFF, MYSELF INCLUDED, REALLY WORK HARD TO TRY TO SHARE INFORMATION WITH YOU.

A LOT OF TIMES YOU HAVE QUESTIONS.

I THINK THAT'S GREAT.

WE LOVE AND INVOLVED CITIZENRY.

BUT I GUESS IT'S UNFORTUNATE THEN WHEN IT COMES ACROSS AS CRITICISM, GIVEN THE SIGNIFICANT QUANTITY OF TIME.

I'D LIKE TO GIVE KUDOS AGAIN TO OUR LAW ENFORCEMENT.

THEY'VE HAD SOME BUSY WEEKS, BEEN UPTICKING VEHICLE ACCIDENTS.

WE STARTED HAVING A CLEAN COMMUNITY DAY IN 2008.

IT WAS ORIGINALLY CALLED THE HOUSEHOLD HAZARDS WASTE DAY OR AMNESTY DAY AND PRINCE GEORGE COUNTY CITIZENS.

SO WE'VE BEEN HAVING THIS FOR 16 YEARS.

ON THIS DAY, THE RESIDENTS CAN DISPOSE OF HOUSEHOLD HAZARDOUS WASTE, TIRES, SHREDDING, AND CERTAIN UNWANTED ITEMS WITHOUT CHARGE.

BUSINESSES ARE NOT PERMITTED TO DISPOSE OF ITEMS AND WE HAVE TWO LOCATIONS THAT WE DO THIS AT.

>> WE DO IT AT THE POLICE STATION, AND WE DO IT AT THE PRINCE GEORGE CONVENIENCE CENTER ON UNION BRANCH ROAD.

THE POLICE LOCATION, WE JUST TAKE MOSTLY TIRES, SHREDDING, HOUSEHOLD WASTE.

ANY OTHER STUFF HAS TO GO TO THE UNION BRANCH.

THE TRAFFIC NUMBERS THROUGH THE POLICE PARKING LOT HAS NOT INCREASED A LOT.

IT'S BEEN STEADY AND THROUGH THE YEARS.

HOWEVER, IN THE PAST FEW YEARS, WE'VE SEEN A SUBSTANTIAL INCREASE IN THE TRAFFIC AT UNION BRANCH.

WE'VE ALSO SEEN AN INCREASE IN, LIKE, BOX TRUCKS, DUMP TRUCKS AND LARGE UTILITY SIZE TRAILERS LOADED WITH ALL DIFFERENT TYPES OF MATERIALS TO BE DUMPED ON THAT DAY.

THIS IS CALLS. LAST YEAR, I KNOW WE RECEIVED COMPLAINTS BECAUSE THERE WAS A THREE MILE BACK REPORTED THREE MILE BACKUP GETTING INTO THE UNION BRANCH.

ALSO WITH THE ACCESS GOING INTO THE UNION BRANCH, IT'S HARD FOR THE TRUCKS TO TAKE THEM TO TAKE THE DUMPSTERS OFF SITE ONCE THEY GET FULL, THEN THEY CAN'T GET BACK TO THE LOCATION.

SO IT MAKES IT HARD ON THE STAFF THERE BECAUSE THEY HAVE TO TRY TO GET, PILE STUFF UP AND THEN LOAD AND THEN LOAD IT AND ALL.

BECAUSE THERE'S BEEN SUCH A LONG WAIT LINE IN CONVENIENCE, WE'VE ACTUALLY HAD TO HOLD IT OVER BECAUSE NOBODY WANTS TO SIT IN LINE FOR 3 HOURS AND THEN WE SHUT IT OFF AT 4:00 AND THEN SAY, ALL RIGHT, EVERYBODY'S GOT TO GO HOME.

SO WHAT WE DID LAST YEAR, WE WENT TO THE END OF THE LINE AT THE TIME IT WAS SUPPOSED TO CLOSE AND SAY, YOU'RE THE LAST GUY, AND IF ANYBODY PULLS UP BEHIND, YOU TELL THEM THAT NOBODY ELSE WILL BE TAKEN.

SO THE WAY WE WERE ABLE TO SERVICE EVERYBODY THAT WAS IN LINE AT ON TIME.

THE TOTAL COST FOR THE EVENT COST US $34,316.79.

SO THE COST TO THE COUNTY WAS $11,316.86.

LIKE I SAID, THE ISSUES THAT WE HAVE CONCERNS THAT IS A LONG BACKUP OF VEHICLES AT UNION BRANCH CAUSING DELAYS FOR THE TRANSFER OF TRUCKS.

THERE'S NO PLAN AND TO IMPROVE THE ENTRANCE TO UNION BRANCH ROAD TO HANDLE THE VOLUME OF THE TRAFFIC FOR THIS ONE DAY.

SO WHAT WE HAVE IS THREE OPTIONS.

OPTION 1 IS TO KEEP HAVING IT LIKE WE'VE BEEN HAVING IT NORMALLY, AND AT THE TWO LOCATIONS.

WITH THE POLICE DEPARTMENT JUST TAKING THE SPECIAL ITEMS AND THE UNION BRANCH LOCATION TAKING ALL ITEMS. WE'RE THE ONLY LOCALITY THAT DOES THIS IN THE RICHMOND AREA.

WE BELONG TO THE CENTRAL VIRGINIA WASTE MANAGEMENT ASSOCIATION, AND I SAID ON THAT BOARD, A LOT OF LOCALITIES HAVE TIRES, THEY'LL TAKE TIRES, OR THEY TAKE ELECTRONICS, OR THEY TAKE MATTRESSES, CERTAIN DAYS OF THE YEAR.

BUT WE'RE THE ONLY ONES THAT ACTUALLY DO A [INAUDIBLE] THAT ALL THE TRASH ON THAT DAY AND [INAUDIBLE] COUNTY IS PAYING FOR.

SO IF YOU TAKE IT TO UNION BRANCH, NO MATTER WHAT IT IS, WE DON'T CHARGE THAT DAY.

THE PROVIDER CHARGES US FOR THE TONNAGE, AND THAT'S WHERE THE COSTS COME FROM, BUT WE DON'T CHARGE THE RESIDENTS FOR THAT DAY.

OPTION 1 IS TO CONTINUE HAVING IT THE WAY THAT WE'VE BEEN HAVING IT.

OPTION 2 WOULD BE TO JUST HAVE IT AT ONE LOCATION LIKE HERE AT THE POLICE DEPARTMENT AND KEEP GOING LIKE WE DO WITH THE TIRES OR THE THE SHREDDING AND THE HOUSEHOLD WASTE ONLY.

THE ASSESSED VALUE FOR MOST PROPERTIES REMAINED UNCHANGED FROM THE PREVIOUS FISCAL YEAR 2024.

THE ASSESSED VALUE FOR SOME PROPERTIES DIFFER FROM THE PREVIOUS YEAR, IF ONE OR MORE OF THE FOLLOWING CHANGES HAVE OCCURRED.

IF THERE WAS NEW CONSTRUCTION OF A BUILDING, DWELLING, ADDITION, ETC, IF THERE WAS A CHANGE IN THE LAND, SUCH AS REZONING, SPECIAL EXCEPTION, OR AN ACREAGE CHANGE, FOR EXAMPLE, A SPLIT, CONSOLIDATION, BOUNDARY LINE ADJUSTMENT OR RECORDED PLATE.

FOR PROPERTIES IN LAND USE, IF THERE WAS A CHANGE IN THE LAND USE CATEGORY, SUCH AS AGFORESTRY, OR HORTICULTURE, CORRECTIONS WERE NEEDED AS SOME INCORRECT CALCULATIONS OF THE LAND USE VALUES AND THE DEFERRED VALUES WERE DISCOVERED.

I MEET THE STATE REQUIREMENTS TO SIGN THE LANDBOOK AS ASSESSOR FOR FISCAL YEAR 2025.

ON THE AGENDA THIS EVENING, IS A RESOLUTION TO ASSIGN AN APPRAISER FROM VISION TO BE THE ASSESSOR FOR FISCAL YEAR 2026.

OUR OFFICE HAS BEEN WORKING VERY CLOSELY WITH VISION TO UPDATE THE ONLINE DATABASE WITH THE 2025 ASSESSMENT VALUES.

WE'RE HOPING TO HAVE THIS COMPLETED AS SOON AS POSSIBLE.

NOW ON TO FISCAL YEAR 2026, WHICH COVERS THE PERIOD FROM JULY 1, 2025 THROUGH JUNE 30, 2026.

THE ASSESSOR'S OFFICE IS WORKING CLOSELY WITH THE VISION PROJECT STAFF IN THE EFFORT TO UPDATE AND CORRECT THE CAMA SYSTEM.

WE CONSTANTLY ARE IN TOUCH WITH THEM AND HAVE MONTHLY MEETINGS AND SEVERAL MEETINGS IN BETWEEN.

VISION DATA COLLECTORS AND APPRAISERS ARE WORKING INDEPENDENTLY OF THE ASSESSOR'S OFFICE TO COMPLETE THE REASSESSMENT FOR FISCAL YEAR 2026.

VISION CURRENTLY HAS ONE APPRAISER AND TWO DATA COLLECTORS DOING SITE VISITS THROUGHOUT THE COUNTY FOR THE PURPOSE OF COLLECTING AND VERIFYING DATA.

REGARDING THE FIRST TASK LISTED, INCOME AND EXPENSE SURVEYS WERE MAILED TO COMMERCIAL PROPERTY OWNERS BY VISION ON OCTOBER THE 7TH.

VISION WILL SEND THE DATA SURVEYS TO RESIDENTIAL PROPERTY OWNERS IN EARLY TO MID NOVEMBER.

A BREAKDOWN OF THE TASK AND THE TIMELINES CAN BE FOUND ON THE NEWLY CREATED VISION REASSESSMENT WEBSITE, WHICH I WILL PROVIDE INFORMATION ON SHORTLY.

SINCE THE REASSESSMENT WILL BE COMPLETED AFTER JANUARY 1, 2025, THE COUNTY WILL BE REQUIRED TO FILE AN EXTENSION WITH THE PRINCE GEORGE COUNTY CIRCUIT COURT.

THEN ON AUGUST 8TH, GOVERNOR GLENN YOUNGKIN ANNOUNCED AN AWARD OF $10 MILLION IN VBRSP GRANTS TO PRINCE GEORGE TO CONSTRUCT A FIVE MILLION GALLON PER DAY PUMP STATION AND A FORCE MAIN THAT WOULD DISCHARGE TO THE HOPEWELL WATER RENEWAL FACILITY.

COMBINED WITH POTENTIAL DEVELOPER CONTRIBUTIONS, THERE'S A POTENTIAL FOR $15 MILLION IN FUNDING FOR INCREASED WASTE WATER CAPACITY TO SERVE THE SOUTHPOINT BUSINESS PARK AND CROSS POINT CENTER.

TO UPDATE YOU ON THE STATUS OF THE PROJECT.

THE BOARD, PREVIOUSLY, AWARDED THE ENGINEERING SERVICES BACK IN NOVEMBER OF 2022, AND THE DESIGN OF THE GRAVITY INTERCEPTOR AND THE PUMP STATION THAT WILL SERVE THIS PROJECT IS ABOUT 90% COMPLETE.

THE FORT MAIN IS CURRENTLY ON HOLD UNTIL WE CAN ENSURE THAT HOPEWELL CAN IN FACT MEET THE ALLOCATION REQUIREMENTS THAT ARE NECESSARY TO SEND THE WASTEWATER TO THEIR FACILITY.

SOME OF THE COMMITMENTS THAT THE VDP DOES REQUIRE TO SERVE THIS PARTICULAR SITE IS TO COMMIT TO SUPPLY AND TREAT TWO MILLION GALLONS PER DAY OF WATER AND WASTEWATER AT THIS SITE.

THIS REQUIRES THE FOLLOWING PROJECTS TO BE COMPLETED, WHICH ONE OF THEM IS THE RIVER ROAD TANK AND PUMP STATION, AND THE RIVER ROAD TRANSMISSION MAIN PROJECT TO SUPPLY THE TWO MILLION GALLONS PER DAY OF WATER TO THE SITE.

THE RIVER ROAD TANK AND PUMP STATION WILL BE DISCUSSED LATER TODAY, GIVE AN OPPORTUNITY TO AWARD THAT PROJECT.

THEN A COMMITMENT TO COMPLETE THIS FIVE MILLION GALLON PER

WE'RE EFFECTIVELY CALLING IT NOW THE ROUTE 156 REGIONAL PUMP STAT AND ENFORCE MAIN.

FINALLY, THERE'S ALSO GOING TO BE AN AGREEMENT THAT'S NECESSARY WITH THE CITY OF HOPEWELL AND THE HOPEWELL RENEWAL THAT ALLOWS THE COUNTY TO CONVEY A MINIMUM OF TWO MGD.

THAT'S THE REQUIREMENT OF THE GRANDS TWO MGD.

BUT WE ARE SEEKING FIVE MILLION GALLONS PER DAY BECAUSE THIS FACILITY, THIS PROJECT IS SUPPOSED TO MEET OUR FUTURE 30-YEAR GROWTH PLAN.

SO WE'RE LOOKING FOR FIVE MILLION GALLONS PER DAY OF CAPACITY AT THE HOPEWELL WATER RENEWAL.

THAT'S WHY WE'RE SEEKING FIVE FROM THEM.

THIS AGREEMENT MUST BE IN PLACE BY APRIL 1ST OF 2025.

FINALLY, AN AGREEMENT BETWEEN THE COUNTY AND THE SILVERMAN GROUP.

THEY ARE THE DEVELOPER OF THIS PARTICULAR PROPERTY THAT THE PROJECT IS TO SERVE.

THEY ARE TO RESERVE 100 ACRES OF LAND FOR A SALE OPPORTUNITY AT AN AGREED UPON PRICE FOR THE PRIORITY SECTORS FOR AT LEAST THREE YEARS AFTER THE EXECUTION OF THE PERFORMANCE AGREEMENT, AND THAT PERFORMANCE AGREEMENT IS GOING TO BE WITH VDEP, WHICH IS REQUIRED TO HAVE THAT PERFORMANCE AGREEMENT, AMONG OTHER THINGS, WILL DEFINE ALL THE WASTEWATER AND WATER CAPACITIES THAT ARE NECESSARY FOR THAT SITE.

FINALLY, THERE IS A POTENTIAL TO TRY TO FAST TRACK THIS PROJECT..

THE VDP IS REQUESTING THAT WE HAVE IN PLACE, IF NECESSARY, ANY TYPE OF MEASURES ALLOW US TO DO JUST THAT ANY TYPE OF PROCUREMENT METHODS, EITHER DESIGN BUILD, ENGINEERING PROCUREMENT, CONSTRUCTION TYPE, EPC TYPE PROCUREMENT THAT ALLOWS THE PROCESS TO MOVE FASTER.

TYPICALLY, YOU DO THAT WHEN YOU'RE BEHIND IN DESIGN OR DESIGN HASN'T STARTED.

A LOT OF OUR DESIGN HAS STARTED, SO THERE MAY NOT BE A NEED FOR THAT IF WE CAN FINISH THE FORCE MAIN DESIGN IN RELATIVELY QUICK FASHION.

OF COURSE, THE VDP REQUIRES US BECAUSE THEY ARE LOOKING FOR A RETURN ON THEIR INVESTMENT AS SOON AS POSSIBLE.

THEY WANT TO SEE THE NEW JOBS COMING HERE TO THE COUNTY..

THE UPDATE FROM YESTERDAY'S CONVERSATIONS, WE HAVE NOT YET COMMITTED TO ACCEPTING THESE GRANT FUNDS FROM EDP, IN PART BECAUSE WE STILL NEED TO MAKE SURE THAT HOPEWELL CAN SUPPLY THE WASTEWATER CAPACITY THAT PRINCE GEORGE NEEDS.

WE DO KNOW HOPEWELL.

BASED ON THESE DISCUSSIONS THAT WE'VE HAD, THEY ARE VERY SUPPORTIVE IN TRYING TO GIVE US THE ALLOCATION, AND THEY ARE WORKING TOWARDS THAT END.

CURRENTLY, THEY DO FEEL MORE COMFORTABLE ABOUT TWO MGD VERSUS THE FIVE MGD.

BUT AGAIN, FROM OUR STANDPOINT TO MEET OUR FUTURE REQUIREMENTS, WE ARE DEFINITELY SEEKING THE FIVE MGD.

OUR MAIN CONCERNS ARE WITH HOPEWELL'S CURRENT CAPACITIES.

WE BASED ON THE 1995 AGREEMENT FOR THE HOPEWELL WATER RENEWAL FACILITY, HOPEWELL HAS A CERTAIN CAPACITY THAT'S AVAILABLE TO THEM.

RIGHT NOW, WE BELIEVE THAT THEY'VE USED ALL OF THAT CAPACITY AND OTHER AGREEMENTS AND OTHER COMMITMENTS THEY'VE MADE TO NOT ONLY THE COUNTY, BUT ALSO PORT GREG ADAMS, THE FEDERAL CORRECTION CENTER, AS WELL AS VIRGINIA AMERICAN WATER AND OTHERS.

THERE NEEDS TO BE SOME STUDY TO MAKE SURE THAT ANY AGREEMENTS THAT THEY HAVE IN PLACE ARE STILL VALID, THAT THEY ARE NOT SEEKING TO GET ANY ADDITIONAL CAPACITY OR ALLOCATIONS OF THAT PLANT FROM ANOTHER MEMBER OF THAT PLANT.

AGAIN, THE 1995 AGREEMENT THAT ADDRESSES THE PLAN ALLOCATION EXPIRES IN JULY OF 2025, AND HOPEWELL HAS REQUESTED THAT WE TRY TO EXTEND OUR APRIL 1ST DEADLINE TO TRY TO ALLOW THEM TIME TO MODIFY THAT AGREEMENT TO ADDRESS THESE CAPACITY CONCERNS.

WE HAVE REACHED OUT TO EDP AND MADE THAT REQUEST.

WE'LL HAVE FURTHER CONVERSATIONS WITH THEM NEXT WEEK TO SEE WHAT REQUIREMENTS MAY BE, IF THEY DO ALLOW US TO EXTEND IT.

VERY COMPLEX PLANT.

IT'S NOT YOUR TYPICAL TREATMENT PLANT THAT YOU SEE EVERYDAY ON THE SIDE OF THE ROAD.

IT'S A COMPLEX SYSTEM.

VERY FEW OF OUR LARGEST REVENUE SOURCES HAVE HAD ANY MATERIAL COLLECTION.

OUR FIRST HALF OF REAL PROPERTY TAXES WILL NOT BE DUE UNTIL DECEMBER THE 5TH, WITH THE SECOND HALF BEING DUE ON NEXT JUNE.

THE SAME IS TRUE FOR PERSONAL PROPERTY TAXES.

ALL OF THAT REVENUE IS DUE JUNE 5TH OF 2025.

VERY LITTLE HAS BEEN COLLECTED, VERY SIMILAR TO WHERE WE WERE ON A PERCENTAGE BASIS FOR THE PAST TWO FISCAL YEARS, BETWEEN 5.5-5.6%.

NO ALARM BELLS, NO NEGATIVE TRENDS THUS FAR.

EXPENDITURES, SIMILAR STORY.

WE HAVE EXPENDED ABOUT 26% OF OUR AMENDED GENERAL FUND BUDGET, NO ALARM BELLS, NO PARTICULAR AREAS OF CONCERN.

AGAIN, VERY SIMILARLY POSITIONED TO THE SAME TIME THE LAST TWO FISCAL YEARS BY FUNCTIONAL AREA, WHICH ARE PUBLIC SAFETY, COMMUNITY DEVELOPMENT, OPERATIONS, FINANCIAL SERVICES, SOCIAL SERVICES, OUR CONSTITUTIONAL OFFICES, ADMINISTRATION, AND THEN OUR OTHER CATEGORIES, TRANSFERS, AND CONTINGENCIES.

WE HAVE SEEN SOME IMPROVED COLLECTION PERCENTAGES IN BOTH OUR WATER AND SEWER CHARGES.

WE DO INCUR SOME OF OUR OPERATING EXPENSES EARLY IN THE YEAR, AND WE DO RUN A SMALL DEFICIT TYPICALLY THIS TIME OF YEAR.

WE ARE IN A POSITIVE NET POSITION FOR OUR NON-OPERATING COLLECTIONS AND CAPITAL PROJECT SPENDING.

WE HAVE A NET NON-OPERATING INCOME OF JUST OVER 1.2 MILLION, SLIGHTLY LESS THAN WHERE WE WERE THE SAME TIME LAST YEAR.

WE DO HAVE A POSITIVE CHANGE IN NET POSITION OF JUST OVER 1.1 MILLION IN OUR UTILITY PROGRAM.

CAPITAL PROJECTS.

AGAIN, I'M GOING TO SKIP TO THE NEXT SLIDE TO GIVE YOU AN UPDATE ON SOME OF OUR MORE NOTABLE CAPITAL PROJECTS.

AS WE MENTIONED TO THE BOARD, DURING THE JUNE 30TH QUARTERLY FINANCIAL REPORT, THE CIRCUIT COURT ROOM RENOVATION IS COMPLETE.

WE WILL BE COMING TO YOU AT SOME POINT IN THE FUTURE TO TALK ABOUT POSSIBLY USING SOME COST SAVINGS FROM THAT PARTICULAR CAPITAL PROJECT TO DO A FEASIBILITY STUDY AND COST ESTIMATE FOR A COURTHOUSE EXPANSION.

JEFFERSON PARK, OUR FIRE STATION IMPROVEMENTS.

THE BOARD APPROVED RENOVATIONS OR IMPROVEMENTS TO THAT BUILDING WERE COMPLETED, AND THE BOARD DID APPROVE A TRANSFER BACK TO OUR BOND HOLDING ACCOUNT OF $43,008 AT YOUR FIRST OCTOBER MEETING, STATION 8 ELECTRICAL UPGRADES ARE UNDERWAY.

FRAZIER ELECTRICAL IS ON SITE AND I BELIEVE MR. SIMMONS SAID THAT THE TARGET DATE FOR COMPLETION OF THE SCHEDULED WORK IS THE SECOND WEEK OF NOVEMBER.

THE FUEL FOCUS SYSTEM, MALFUNCTION THAT WAS OCCURRING ON SOME OF THE SENSORS HAS BEEN REMEDIES, AND THAT SYSTEM HAS BEEN WORKING AS IT IS INTENDED TO WORK FOR THE LAST SEVERAL WEEKS.

KEY VALET, SINCE I UPLOADED THIS INTO BOARD DOCS BY OUR AGENDA DEADLINE, IT HAS BEEN COMPLETED.

THE PROGRAMMING IS DONE.

WE HAVE GIVEN OUR DEPARTMENTS WHOSE VEHICLES WILL MOVE FROM AN ASSIGNED STATUS TO A POOL STATUS UNTIL OCTOBER THE 28TH TO TURN THEIR PERMANENTLY ASSIGNED VEHICLE INTO THE GARAGE, AND IT WILL BECOME A POOLED VEHICLE.

OUR DEPARTMENTS HAVE RECEIVED TRAINING ON THE KEY VALET PROGRAM SO THAT THEY KNOW HOW TO CHECK OUT A POOLED VEHICLE FOR USE.

SCOTT PARK ROAD IMPROVEMENTS ARE COMPLETE.

WE DID ACTUALLY RECEIVE AN INVOICE FROM THE VENDOR LAST WEEK.

WE'RE WORKING ON GETTING WIRING INSTRUCTIONS FROM THAT VENDOR.

WE DO HAVE ONE FINAL PART TIME WAGE PAYMENT TO MAKE TO OUR PART TIME PERSON WHO HELPED US MANAGE THAT PROJECT ON HALLOWEEN.

WE WILL SEE WHAT IS LEFT IN THAT CAPITAL PROJECT.

MR. GEBRE AND OR MR. STOKE MAY HAVE A REQUEST TO USE THOSE SAVINGS FOR OTHER TOURISM INITIATIVES.

THERE IS ACTUALLY, THERE ARE NO OPEN PURCHASE ORDERS REMAINING.

ALL THE OPEN PURCHASE ORDERS HAVE BEEN CLOSED, AND THERE IS 595,000 ARE JUST UNDER THAT REMAINING IN THE PROJECT.

WE ARE REQUESTING LATER THIS EVENING TO TRANSFER $559,082.94 TO THE GENERAL FUND TO MAKE OUR FIRST REQUIRED MAINTENANCE CONTRACT PAYMENT WITH THAT PROJECT SAVINGS.

WE DO EXPECT THAT BILL FROM L3 HARRIS NEXT MONTH.

SCHOOL CAPITAL PROJECTS.

I HAVE BEEN IN COMMUNICATION WITH PATRICK BARNES.

WE DID RECEIVE THE FINAL PAY APPLICATION FOR MIDDLE ROAD ELEMENTARY SCHOOL ON OCTOBER THE 10TH.

THERE WILL BE 25,000 REMAINING IN THAT PROJECT.

I BELIEVE HE IS WORKING WITH CURRENT ADMINISTRATION TO DETERMINE IF THEY HAVE A NEED FOR THAT PROJECT SAVINGS.

THE HIGH SCHOOL HVAC UPGRADES REMAIN ONGOING, AND I HAVE REQUESTED STATUS UPDATES ON THEIR ROOF MAINTENANCE AND RESTROOM AND LOCKER ROOM RENOVATIONS, AND I HOPE TO HEAR SOMETHING FROM SCHOOL ADMINISTRATION SOON.

WE ARE SLIGHTLY LOWER IN LODGING TAX COLLECTIONS THAN WE WERE IN SEPTEMBER OF LAST YEAR.

WE HAVE BUDGETED 850,000 ANNUALLY IN OUR TRANSIENT OCCUPANCY TAXES, OUR LODGING TAXES, AND WE ACTUALLY COLLECTED OVER 995,000 LAST YEAR.

WE ARE COMFORTABLE WITH THE AMOUNT THAT WE HAVE BUDGETED.

WE ARE STILL WAITING FOR A GRANT REIMBURSEMENT THAT WAS ACCRUED TO THE PRIOR YEAR.

THAT'S WHY YOU SEE AN ODD NEGATIVE REVENUE NUMBER AND THAT LAST LINE ITEM IN THE REVENUE.

TOURISM EXPENDITURES ARE SLIGHTLY HIGHER THAN THEY WERE THE SAME TIME LAST YEAR, PRIMARILY DUE TO DIXIE WORLD SERIES, WAGES FOR PART TIME STAFF, AS WELL AS SOME SPORTS TOURISM EXPENDITURES THAT WERE EXPENDED RELATIVE TO THE DIXIE WORLD SERIES.

ECONOMIC DEVELOPMENT.

WE ARE A LITTLE BETTER THAN WHERE WE WERE LAST YEAR WITH OUR MEALS TAX COLLECTIONS, AND OUR ACTIVITY IS SLIGHTLY HIGHER DUE TO THE RECEIPT OF A TRANSFER FROM THE GENERAL FUND TO MEET SOME REBATE OBLIGATIONS FROM AN INDUSTRIAL EXPANSION, BUT WE ARE RUNNING A SURPLUS REVENUE OVER EXPENDITURES.

WE ARE ON TARGET WITHIN ECONOMIC DEVELOPMENT.

OUR PROFFER ACTIVITY, ZERO HAS BEEN COLLECTED THUS FAR THIS FISCAL YEAR, AND 122,000 REMAINS IN PROFFER BALANCES.

OUR RED FLEX, WHICH IS OUR SCHOOL BUS CAMERA.

WE HAVE COLLECTED A WOPPING $36.79 THIS YEAR SO FAR.

BUT AGAIN, THAT IS NOT A REVENUE MAKER.

IT IS DESIGNED TO IMPROVE STUDENT SAFETY.

OUR COLLECTIONS HAVE BEEN DOWN SINCE COVID QUITE FRANKLY.

OUR HEALTH INSURANCE RESERVE BALANCE ON SEPTEMBER 30TH IS 1.26 MILLION, WHICH IS SLIGHTLY LESS THAN IT WAS ON JUNE 30.

COMPARATIVELY, CLAIMS DURING THE LAST FISCAL YEAR, DID EXCEED OUR PREMIUMS COLLECTED, AND AS THE BOARD IS AWARE, WE DID INCREASE THE CONTRIBUTION FOR HEALTH INSURANCE FOR FY 25 AND HOPES THAT THE PREMIUMS WOULD COVER CLAIMS COSTS.

AS OF SEPTEMBER 30TH, THE SCHOOLS HAVE A DEFICIT BALANCE OF $82,232.38.

I MENTIONED TO THE BOARD ON SEPTEMBER 30TH THAT WE WOULD LIKE TO OFFICIALLY STOPPED TRACKING SCHOOL ACTIVITY WITHIN THE HEALTH FUND.

THEY DID SEPARATE AND GO TO THE LOCAL CHOICE ON JULY 1ST OF 2022.

SO THEY HAVE BEEN OUT OF THE JOINT HEALTH INSURANCE FOR OVER TWO YEARS.

INDUSTRIAL SEWER, THE FIRST GOAL OF 1.1 IS BY 2028, 55% OF NEW AND EXISTING BUSINESSES IN PRINCE SORGE PLANNING AREA WILL HAVE ACCESS TO ADEQUATE SEWER SYSTEM THAT MEETS THEIR NEEDS.

CURRENTLY, OUR UTILITY AND ENGINEERING DEPARTMENT IS UPDATING THE UTILITY MASTER PLAN.

THIS PLAN HELPS TO ENSURE THAT DEVELOPERS WHEN THEY'RE BUILDING UTILITY INFRASTRUCTURE THAT IT'S BUILT IN A WAY THAT SUPPORTS LONG TERM GOALS FOR THE COUNTY AND NOT JUST THAT SINGLE DEVELOPMENT PROPERTY.

SO MAKING SURE THAT THE UTILITY WATER LINES ARE LARGE ENOUGH TO SUSTAIN IF SOMEONE ELSE BUILDS ANOTHER HOUSE THAT ADDS ON LATER THAT IT WOULDN'T HAVE TO BE UPGRADED LATER.

SO THE UTILITY MASTER PLAN DEALS WITH.

THAT'S JUST A SMALL PORTION OF IT, BUT THAT'S HOW THAT IMPACTS THIS GOAL.

THAT'S ANTICIPATED TO BE COMPLETED IN MARCH OF 2025.

THIS WAS EXTENDED, JUST SO YOU KNOW, I THINK LAST TIME WE HAD IT IS AUGUST OF 2024 TO BE COMPLETED, BUT IT IS STILL PROGRESSING.

ROUTE 156 OR THE BLACKWATER SWAMP REGIONAL PUMP STATION WITH A CONNECTION TO HOPEWELL.

WE JUST HAD AN UPDATE THIS EVENING ON WHERE THAT'S GOING, BUT POTENTIALLY WE'RE PENDING AGREEMENT BETWEEN PRINCE GEORGE COUNTY AND HOPEWELL.

ALSO, THE SOUTH POINT BUSINESS PARK FEST MAIN REALIGNMENT PROJECT HAS BEEN COMPLETED AND IS OPERATIONAL.

FOR RESIDENTIAL WATERS, THE SECOND GOAL OF 1.2 BY 2028, 52% OF RESIDENTS AND PRINCE GEORGE PANNING AREA WILL HAVE ACCESS TO ADEQUATE SEWER SYSTEMS THAT MEET THEIR NEEDS.

AGAIN, THE SAME PROJECTS APPLY TO THIS ONE, THE BLACKWATER SWAMP OR ROUTE 156 REGIONAL PUMP STATION WITH CONNECTION TO HOPEWELL.

WE'VE GOT THAT GOING ON WITH DISCUSSIONS PENDING AND THEN THE UTILITY MASTER PLAN IMPACTS THIS AS WELL.

FOR INDUSTRIAL WATER, CURRENTLY, THE UTILITY AND ENGINEERING DEPARTMENT, AGAIN, THE UTILITY MASTER PLAN IS STILL GOING ON.

THEN WE'VE GOT THE RIVER ROAD TANK AND BOOSTER STATION WITH A CONNECTION TO THE APPOMATTOX RIVER WATER AUTHORITY.

WE RECEIVED BIDS FOR THE TANK AND BOOSTER STATION ON OCTOBER 10, AND THE TRANSMISSION MAIN BIDS ARE TO BE OPENED ON OCTOBER 24TH.

FOR RESIDENTIAL WATER, WE'VE GOT THE TEMPLE AVENUE 24 INCH WATER LINE AT THE APPOMATTOX RIVER CROSSING.

THAT ONE HAS RECEIVED THE GRANT FOR 960,000 AND THIS WILL BE READVERTISED LATER THIS MONTH.

WE HAVE MIDDLE ROAD TANK AND BOOSTER STATION OFF ROUTE 156 WITH A CONNECTION TO VIRGINIA AMERICAN, THAT'S IN THE DESIGN PHASE.

CURRENTLY, THAT'S ALL THAT'S BEEN FUNDED HERE IS THE DESIGN PHASE.

PUBLIC MEETINGS WERE HELD ON SEPTEMBER 30TH TO REVIEW DRAFT CHAPTERS FOR CHAPTER 2 AND 3, AND THAT VIDEO IS AVAILABLE ONLINE THROUGH PLANNING AND ZONING WEBSITE AS WELL.

THE COUNTY ZONING AND SUBDIVISION ORDINANCE UPDATE IS TARGETED TO BEGIN BY FY 26, IMMEDIATELY FOLLOWING THE ADOPTION OF THE COMPREHENSIVE PLAN.

IT GOES BACK TO THE SUMMER OF 23, AND IN AUGUST OF 23 A NOTICE OF POTENTIAL EMINENT DOMAIN WAS SENT TO THE PROPERTY OWNER.

HAVING MADE NO PROGRESS, IN JULY OF '24, THE COUNTY PAID FOR AN APPRAISAL OF THE PROPERTY AND THE APPRAISAL REVIEWED 24 ACRES OF THE WHOLE PARCEL AND PROVIDED US WITH A DOLLAR AMOUNT OF ABOUT $50,000 AN ACRE.

SOME OF THE REQUESTED EASEMENT IS IN AN EXISTING DOMINION EASEMENT ALREADY.

ANOTHER PART OF THE EASEMENT IS IN THE SETBACK LINE, WHICH IS NOT AN AREA WHERE ANYBODY COULD DO ANYTHING WITH IT.

SOME OF THE SOILS ARE NOT REALLY USABLE FOR DEVELOPMENT.

THEY HAVE BEEN USED FOR DUMPING OF TRASH AND GARBAGE AND THINGS LIKE THAT IN THE PAST.

BUT BASED ON THE APPRAISAL THAT THE COUNTY GOT, WE MADE AN OFFER IN SEPTEMBER OF $41,448.

THAT IS BASED ON 33% PER ACRE OF THE VALUE OF THE PARTS THAT ARE IN THE DOMINION EASEMENT AND THE SETBACK AREAS, AND 50% OF THE PER ACRE VALUE FOR THOSE OUTSIDE OF THOSE TWO CONSTRAINTS.

THE RESPONSE FROM VULCAN WAS, NO, WE REALLY WANT $100,000.

OVER TIME, THE AMOUNT OF MONEY THAT THEY WANT FOR THIS EASEMENT HAS GONE UP.

WHAT I REALLY WANT TO MAKE CLEAR TO THE BOARD AND THE CITIZENS IS THAT EMINENT DOMAIN IS NOT SOMETHING THAT IS EVER TAKEN LIGHTLY.

IT IS AN ABSOLUTE LAST RESORT.

OUR OPTIONS HERE ARE TO RE-ENGINEER THE WATER PROJECT, WHICH IS HUNDREDS OF THOUSANDS OF DOLLARS, AND THAT'S JUST TO RE-ENGINEER.
