AS MR. BRESCO MENTIONED, THIS IS A REQUEST FOR A FAMILY DAYCARE HOME LARGE, AND THAT'S CODE LANGUAGE FOR HOME CHILDCARE FOR UP TO 12 CHILDREN AS A HOME OCCUPATION.
THE SUBJECT PROPERTY FOR THIS IS ON HARTHSIDE DRIVE, AND THE COMPREHENSIVE PLAN INDICATES THE PROPERTY IS PLANNED FOR RESIDENTIAL USES.
WE HAVE SOME MAPS THAT WILL SHOW WHEN THEY COME UP.
BUT THE APPLICANT WHO IS HERE TONIGHT ALREADY PROVIDES NOW THAT WE HAVE THE MAP.
THERE'S THE MAP OF THE LOCATION WITHIN THE COUNTY, AND THIS IS A RESIDENTIAL SINGLE FAMILY LOT IN THE NORTHWEST PART OF THE COUNTY.
YOU CAN SEE ON THIS SLIDE A CLOSER VIEW, AND THERE'S A PLAYGROUND OR PLAY AREA FENCED IN IN THE BACK YARD OF THE HOUSE.
I WAS JUST SAYING AND THERE'S THE ZONING MAP.
IT'S ZONED RESIDENTIAL AS ARE THE PROPERTIES AROUND IT.
DIFFERENT TYPES OF RESIDENTIAL.
ALL OF THE DAYCARE ACTIVITIES, IS MY UNDERSTANDING WOULD BE IN THAT MAIN ROOM ON THE BOTTOM RIGHT.
THE APPLICANT ALREADY PROVIDES CHILDCARE AT THE HOUSE FOR UP TO FOUR CHILDREN.
THAT'S SOMETHING THAT'S PERMITTED BY RIGHT IN THE CODE AT ANY HOUSE, AS LONG AS THEY HAVE A BUSINESS LICENSE.
BUT THEIR GOAL IS TO PROVIDE CARE FOR UP TO 10 CHILDREN.
THEY'LL OBTAIN A STATE LICENSE AND PROVIDE A STATE LICENSED CURRICULUM FOR THE CHILDREN WHILE THEY'RE THERE, NOT JUST CARING FOR THEM, BUT THERE'S ALSO INSTRUCTION INVOLVED.
AS I MENTIONED, THERE'S A SEPARATE WORDING FOR WHAT'S IN THE ACTUAL ZONING ORDINANCE, THAT'S THE FAMILY DAYCARE HOME LARGE, AND WE'VE PROVIDED THE DEFINITION THERE.
STAFF COMMENTS IN SUMMARY ARE THAT THIS APPEARS TO BE GENERALLY CONSISTENT WITH THE COMPREHENSIVE PLAN AND THE SURROUNDING AREA, AND THE IMPACTS ARE GENERALLY LIMITED TO VEHICLES PICK UP AND DROP OFF DURING PICK UP AND DROP OFF TIME PERIODS, AND THERE WOULD BE CHILDREN PLAYING IN THE BACK YARD DURING TIMES DURING THE DAY.
THE APPLICANT MUST BECOME LICENSED WITH THE VIRGINIA DEPARTMENT OF EDUCATION, AND THE HEALTH DEPARTMENT DURING THEIR REVIEW, THEY NOTED THAT THEY DO NOT APPROVE OR PERMIT HOME KITCHENS, WHICH IS SOMETHING THAT APPLICANT HAD MENTIONED WANTING TO DO.
THAT'S JUST A NOTE THAT'S NOT SOMETHING THAT THAT IS ALLOWED UNLESS THERE IS A CHANGE OF THE STATE CODE LATER.
THERE ARE ACTIONS REQUIRED IF THIS IS APPROVED, BEFORE THE ACTUAL UP TO 12 CHILDREN WOULD BE ALLOWED.
THEY'D HAVE TO GET UPDATED CERTIFICATE OF OCCUPANCY WITH THE BUILDING INSPECTIONS DEPARTMENT, AND THAT WOULD COME AFTER AN INSPECTION OF THE HOUSE TO MAKE SURE THAT ANY REQUIRED FACILITIES AND MAKE SURE THERE'S SUFFICIENT SPACE BASED ON THE NUMBER OF CHILDREN, AND IT WOULD MAKE SURE AHEAD OF TIME THAT THEY'VE GOT THAT DEPARTMENT OF EDUCATION LICENSE.
ALL OF THAT WOULD HAVE TO BE IN PLACE BEFORE THEY WOULD GET THEIR UPDATED CERTIFICATE OF OCCUPANCY SO THAT THEY COULD HAVE A STAMP OF APPROVAL TO USE THE BUILDING FOR WHAT THEY WANT TO DO.
THEN AFTER THAT, THEY CAN GET A COUNTY BUSINESS LICENSE.
NOW, WE DID PLACE A SIGN ON THE PROPERTY, AND WE, ADVERTISED THIS AS WAS REQUIRED BY THE LAW IN THE NEWSPAPER AND WITH LETTERS TO ADJACENT PROPERTY OWNERS.

WE HAVEN'T HEARD ANY COMMENTS FROM THE COMMUNITY ON THIS.EVERYTHING CONSIDERED STAFF'S RECOMMENDATION IS APPROVAL, SUBJECT TO RECOMMENDED CONDITIONS.

THEIR HOURS OF OPERATION, WHICH THE APPLICANT WAS IN AGREEMENT WITH THESE, WITH THAT IT WOULD BE 630-530 MONDAY THROUGH FRIDAY, WITH SOME EXTRA TIME ALLOWED FOR PICK UP AND DROP OFF.
THEN THEY WOULD HAVE THE OPTION TO HAVE ONE ADDITIONAL EMPLOYEE OTHER THAN THE OWNER OR THE BUSINESS OWNER, IF DESIRED.
THE OCCUPANTS OF THE HOUSE, AND IF THERE'S AN EMPLOYEE, THEY WOULD NEED TO PARK ON SITE, THAT WOULD ALLOW SPACE TO REMAIN IN THE STREET FOR THE CUSTOMER PICK UP AND DROP OFF AREAS WITHOUT HAVING MUCH IMPACT ON ANY NEIGHBORS.

THAT WAS THE PROJECT THAT'S PARTLY IN CITY OF HOPEWELL AND PARTLY IN PRINCE GEORGE.
THE BOARD DENIED THE TOWNHOUSE REZONING, BUT THE LAND IS STILL ZONED R2, AND THE APPLICANT PLANS TO PROCEED WITH A DUPLEX DEVELOPMENT.
THE BOARD ON MAY 28, ALSO HELD A PUBLIC HEARING AND DECIDED TO POSTPONE THE BARROW PIT REQUEST UNTIL THE NEXT MEETING, WHICH WAS JUNE 11.
ALSO ON THAT NIGHT, MAY 28, THEY APPROVED THEY ASKED STAFF TO BRING A REZONING REQUEST TO CORRECT A MAPPING AREA.
THEY ASKED STAFF TO BRING THAT TO THE PLANNING COMMISSION.
THAT'S COMING TO YOU NEXT MONTH IN JULY.
ALSO ON MAY 28, THE BOARD APPROVED A RESOLUTION TO ESSENTIALLY PAUSE ENFORCEMENT AGAINST ACTUALLY, AT THAT MEETING, IT LOOKS LIKE THEY CLARIFIED THAT THE ENFORCEMENT ACTION FOR REGARDING CHICKENS DID NOT APPLY TO ROOSTERS, SO THEY COULD THERE IS STILL CODE ENFORCEMENT REGARDING ROOSTERS.

ALSO THAT NIGHT. THE BOARD RECEIVED A REPORT FROM THE PLANNING DEPARTMENT FROM ME ON CHICKENS IN RESIDENTIAL ZONING DISTRICTS, AND THEY AGREED BY CONSENSUS FOR STAFF TO REVIEW WITH THE PLANNING COMMISSION, BASICALLY FOR THE PLANNING COMMISSION TO OBTAIN MORE CITIZEN INPUT BY WAY OF COMMUNITY MEETINGS, COMMUNITY INPUT.

STAFF OF THE COUNTY HAD ALSO PROVIDED INPUT DURING INPUT SESSIONS ON JUNE 12, AND THAT WAS COUNTY STAFF, BASICALLY THE SAME FORMAT AS THE PUBLIC WORKSHOPS JUST WITH SOME COUNTY STAFF.
ESSENTIALLY, THE INITIAL PUBLIC ENGAGEMENT PHASE HAS ENDED, AND THE SURVEY CLOSED AT THE BEGINNING OF THIS WEEK.
THE CONSULTANTS ARE ASSEMBLING THE FINAL TOUCHES ON THEIR SUMMARY OF THE PUBLIC'S INPUT.
THEY WILL BE BRINGING TO YOU THAT SUMMARY IN JULY 29, DURING THE SPECIAL WORK SESSION FOR THE PLANNING COMMISSION, AND THEY WILL ALSO BE PROVIDING A DRAFT CHAPTER 1 OF THE PLAN AND GIVING YOU INFORMATION ABOUT THE STEP WHAT THEIR FINDINGS ARE WITH THE COUNTY'S EXISTING ZONING ORDINANCE AND SUBDIVISION ORDINANCE.
