ALONG THE WAY, HIS LEADERSHIP POSITIONS WERE TROOP GUIDE, TROOP LIBRARIAN, TROOP INSTRUCTOR, PATROL LEADER, AND ASSISTANT SENIOR PATROL LEADER, AND WHEREAS CHRISTIAN EARNED 37 MERIT BADGES DURING HIS SCOUTING CAREER.

HE ALSO HAD THE OPPORTUNITY TO ATTEND THE FLORIDA NATIONAL HIGH ADVENTURE SEA BASE.WHEREAS CHRISTIAN WORKED WITH THE CHURCH OF THE SACRED HEART GARDEN COMMITTEE FOR HIS EAGLE PROJECT.
BEFORE HIS PROJECT, THE COMMITTEE LAID HIS HAND TO PULL A HEAVY WATER HOSE, 200 FEET TO REACH THE GARDEN.
CHRISTIAN'S PROJECT INCLUDED DESIGNING AND INSTALLING AN IRRIGATION SYSTEM TO BRING FRESH WATER TO THE MEDITATION GARDEN.
HE AND FATHER JOE GOLDSMITH WORKED WITH THE COUNTY BUILDING PERMIT OFFICE, TO OBTAIN THE NEEDED PERMITS.
HE AND HIS TEAM TRENCHED OVER 200 FEET, AND DROVE UNDER A DRIVEWAY TO REACH THE GARDEN.
HE AND HIS TEAM INSTALLED PVC PIPING AND ATTRACT TRACER WIRE, FOR POSSIBLE LOCATION EFFORTS IN THE FUTURE.
THEY ALSO REPLACED THE DIRT RECEDED THE DISTURBED AREA, AND WHEREAS CHRISTIAN IS GRADUATING SENIOR THIS YEAR, CONGRATULATIONS, HE WILL ATTEND VIRGINIA STATE UNIVERSITY IN THE FALL.
MAJOR IN COMPUTER ENGINEERING, AND WHEREAS CHRISTIAN PHILPOT DEDICATED, CONSCIENTIOUS, PARTICIPATION, AND LEADERSHIP IN COMMUNITY, AND HUMANITARIAN ACTIVITIES ARE RECOGNIZED AND SALUTED.

THEIR GOALS ARE TO DEVELOP UP TO 56 TOWNHOUSES, AND THEY'VE PROPOSED INSIDE OF THE CITY OF HOPEWELL TOWNHOUSES AND ALSO MULTIFAMILY BUILDINGS AND RECREATIONAL AMENITIES.
THOSE ARE SHOWN ON THE CONCEPTUAL PLAN.
FOR THE WHOLE COMMUNITY, THOSE WOULD INCLUDE PAVILION AND PICKLEBALL COURT, PLAYGROUND, DOG PARK, OPEN SPACE, AND A PEDESTRIAN TRAIL.
AS I MENTIONED, THERE'D BE PUBLIC ROADS PROVIDING THE ACCESS.
THIS IS A REQUEST TO REZONE APPROXIMATELY NINE ACRES AND THERE ARE PROFFERS.
THE COUNTY'S STAFF REVIEWED THIS, AND THE PLANNING DEPARTMENT HAD SOME NOTABLE COMMENTS FOR THE BOARD AT THIS STAGE WOULD BE THAT THE EFFECT OF APPROVING THIS REQUEST WOULD BE TOWNHOUSES WOULD BE PERMITTED AND ANY OTHER TYPE OF HOUSING WOULD REQUIRE REZONING THE PROPERTY.
IF YOU WERE TO DENY THE REQUEST, THIS PROPERTY COULD STILL BE DEVELOPED WITH RESIDENTIAL SINGLE FAMILY OR DUPLEX TYPE HOUSING.
THAT'S ALLOWED BY RIGHT AND THE ZONING THAT'S ALREADY ON THAT PROPERTY.
THIS IS GENERALLY CONSISTENT WITH THE COMPREHENSIVE PLAN TO REZONE THIS.
IF THIS IS APPROVED, THEN THEY WOULD STILL NEED TO GO THROUGH A DETAILED SITE PLAN REVIEW AND PLAT REVIEW TO CONFIRM THAT THEY MEET ALL OTHER REMAINING REQUIREMENTS.
VDOT NOTED THAT A CHAPTER 527 TRAFFIC IMPACT ANALYSIS IS NOT REQUIRED.
BASICALLY THE LARGEST SCALE TRAFFIC IMPACT ANALYSIS IS NOT REQUIRED BY DEFAULT, BASED ON THE AMOUNT OF TRAFFIC THAT WOULD BE GENERATED.
NOW, THAT SAID THEY DID DO A TRAFFIC IMPACT ANALYSIS JUST A LOWER LEVEL.
THEY STUDIED VARIOUS INTERSECTIONS, AND THEY DID THAT FOR THE REZONING REQUEST IN HOPEWELL, BUT THAT ALSO INCLUDED THE ONE OF THE INTERSECTIONS THAT WOULD BE AFFECTED IN PRINCE GEORGE.
THAT STUDY SHOWED THAT NO TRAFFIC OR INTERSECTION IMPROVEMENTS WERE WARRANTED INSIDE OF PRINCE GEORGE.
ANY OTHER QUESTIONS ABOUT THAT, THE APPLICANT IS HERE TO ANSWER.
OTHER COMMENTS, WATER SERVICE WOULD BE PROVIDED BY VIRGINIA AMERICAN WATER SO NOT PRINCE GEORGE FOR THAT PART.

AS I MENTIONED, PROVIDED INSIDE OF HOPEWELL AND INSIDE OF PRINCE GEORGE, AND THAT WOULD INCLUDE A TRAIL THROUGHOUT THE PROPERTY AND SOME OPEN SPACE INSIDE OF PRINCE GEORGE COUNTY.
THEY WOULD CREATE A PROPERTY OWNER ASSOCIATION, THAT WOULD MAINTAIN ALL OF THOSE RECREATIONAL AMENITIES.

THEY'VE OFFERED $3,500 CASH PROFFER, WHICH WOULD BE PAID ON A PER UNIT BASIS PRIOR TO FINAL SIGN OFF OF THE CONSTRUCTION OF THE BUILDINGS.JUST A REMINDER THAT CASH PROFFERS ARE A VOLUNTARY CONTRIBUTION TOWARD CAPITAL COSTS GENERATED BY DEVELOPMENT.
AS I MENTIONED, THERE WOULD BE IMPACT TO SCHOOLS AND FIRE EMS, AND OTHER COUNTY SERVICES THAT PROVIDE SERVICES TO CITIZENS.
THE AMOUNT THAT THEY HAVE OFFERED IS APPROXIMATELY 20% OF THE AMOUNT SUGGESTED BY THE COUNTY'S CASH PROFFER POLICY.
PLANNING COMMISSION RECOMMENDS APPROVAL, SUBJECT TO THE PROFFERS THAT ARE IN YOUR STAFF REPORT.
THEIR VOTE WAS FIVE TO ONE, FOLLOWING A PUBLIC HEARING.

IF ONE HOME IS USING 400 GALLONS PER DAY, 100 HOMES IS USING 40,000 GALLONS PER DAY AND THEN SO ON.
YOU'RE USING A LOT MORE WATER WITHIN A BIGGER NEIGHBORHOOD.
YOU HAVE LARGER PIPES AND THE LARGEST PIPE THAT WE HAVE IN OUR DISTRIBUTION SYSTEM IS 16 INCHES, BUT THE MAJORITY OF THEM ARE 12 INCHES, AND AS YOU GET INTO THE NEIGHBORHOODS, THEY SHRINK DOWN TO EIGHT INCHES.

WE ARE THE ENTERPRISE FUND, SO WE DO NOT USE TAX FUNDS TO FUND THE PROJECTS THAT WE HAVE ONGOING.
THERE HAVE BEEN PROJECTS IN THE PAST THAT WE COUNTY INITIATIVES THAT DID USE TAX FUNDS, AND THERE COULD BE A TIME IN THE FUTURE THAT COULD HAPPEN AGAIN, AND WE WILL WORK WITH THE BOARDS SHOULD THAT BE A NEED.
BUT TYPICALLY, MOST UTILITIES ARE ENTERPRISE FUNDS AND FUNDED SOLELY OFF OF OPERATING REVENUES.

WE ARE A MEMBER OF A FIVE MEMBER WATER AUTHORITY CALLED THE APPOMATTOX RIVER WATER AUTHORITY, AND VIRGINIA AMERICAN WATER COMPANY THEIR PLANT IS LOCATED IN THE CITY OF HOPEWELL AND IT ALSO SERVES SOME OF THE CUSTOMERS HERE.
HAS A SERVICE AREA HERE IN THE COUNTY, AND THEY SERVE THOSE CUSTOMERS DIRECTLY.
LUNDE IS ALSO ANOTHER PRIVATE COMPANY.
THEY HAVE A WELL SYSTEM LOCATED ALONG UNION BRANCH NEAR THE CEDARWOOD SUBDIVISION, AND THEY ARE ANOTHER SOURCE OF WATER HERE IN THE COUNTY AS WELL.
BUT I WANT TO GO THROUGH THESE JUST VERY BRIEFLY.
WE DO HAVE FOUR WELL SYSTEMS. JUST A COUPLE OF YEARS AGO, I WOULD HAVE SAID SIX, BUT WE JUST RECENTLY HAD TWO EXTENSIONS OUT TO BEACHWOOD MANOR AND JORDAN ON THE JAMES AND RIVER'S EDGE, WHICH IN THAT RIVERS EDGE, BUT EAGLES PRESERVE AND CHAPEL CREEK.
WE ALSO MADE THE EXTENSION DOWN TO OUR FOOD LINE INDUSTRIAL SYSTEM.
WE TOOK THOSE TWO WELL SYSTEMS OFFLINE, AND THEY ARE NOW CONNECTED TO OUR CENTRAL WATER SYSTEM, WHICH IS THE APPOMATTOX RIVER WATER AUTHORITY SYSTEM.
THE CAPACITY THAT WE HAVE OF THOSE INDIVIDUAL WELL SYSTEMS VARIES, BUT IT'S TYPICALLY SET TO SERVE THE EXISTING CUSTOMERS.
THERE'S NOT A LOT OF ROOM FOR EXPANSION IN THOSE WELL SYSTEMS. WE GO THROUGH THE PERMITTING PROCESS WITH DEQ, AND THEY SET THOSE LIMITS BASED ON THE NEEDS THAT WE ACTUALLY HAVE TO SERVE THAT COMMUNITY.
SO EACH TIME WE GO THROUGH A PERMIT CYCLE, IF WE PROJECT MORE HOMES ARE GOING TO BE BUILT IN THE NEIGHBORHOOD, THEN WE WILL REQUEST THAT ADDITIONAL NEED FOR THOSE HOMES.
BUT TYPICALLY, IT IS VERY VERY SMALL CAPACITIES THAT WE WOULD NEED FOR THESE INDIVIDUAL WELL SYSTEMS. BUT THE AVERAGE DAILY USE THAT YOU CAN SEE HERE IS 117,000 GALLONS PER DAY, AND AGAIN, THAT IS THE TOTAL OF THE FOUR INDIVIDUAL WELL SYSTEMS AND THE NUMBERS FOR EACH ONE DOES VARY.
BUT BASED ON THE REMAINING CAPACITY, WE HAVE ROUGHLY 70,000 GALLONS OF CAPACITY REMAINING IN THOSE WELL SYSTEMS. THE APPOMATTOX RIVER WATER AUTHORITY.
AGAIN, THEY'RE THE ONLY SUPPLY OF OUR CENTRAL WATER SYSTEM.
WE WILL BE TALKING ABOUT HOW WE MIGHT BE EXPANDING THAT IN THE FUTURE WITH THE CONNECTION TO VIRGINIA AMERICAN WATER COMPANY.
BUT RIGHT NOW, WE GET THAT WATER FROM LAKE CHESDIN AND LAKE CHESDIN GETS ITS NAME FROM BEING ON THE BORDER OF CHESTERFIELD AND DINWIDDIE.
THEY TOOK THE TWO NAMES TO PUT IT TOGETHER AND GOT CHESDIN RESERVOIR.
RIGHT THERE AT THE RESERVOIR, THEY HAVE A TREATMENT PLANT, AND THAT PLANT HAS A CAPACITY OF 96 MILLION GALLONS PER DAY, AND THE PLANT ITSELF.
BUT RIGHT NOW THEY'RE ONLY PERMITTED UP TO 58 MILLION GALLONS PER DAY BY DEQ.
ONLY THE FIVE MEMBERS ARE ABLE TO USE THAT WATER, AND RIGHT NOW WE HAVE AN ALLOCATION FOR BILLING PURPOSES ONLY.
WE ACTUALLY DON'T HAVE A FORMAL AGREEMENT FOR ALLOCATION, BUT WE ARE CURRENTLY BEING BILLED FOR 2.69 MILLION GALLONS PER DAY.

RIGHT NOW, COLONIAL HEIGHTS HAS A TANK OVER ON THE OTHER SIDE OF THE TEMPLE AVENUE BRIDGE THAT DOES PROVIDE SOME OF THE SYSTEM PRESSURE FOR THE PRINT STORE SIDE AND WE TURN OUR PUMPS ON IT DRAWS THE PRESSURE DOWN ON THAT SIDE.
WE HAVE WHAT'S CALLED A LOW PRESSURE SYSTEM, WHICH IS WHY WE CAME BACK TO THE BOARD AND ASKED FOR SOME IMPROVEMENTS, WHICH IS THE TEMPLE AVENUE TANK AND BOOSTER STATION NOW KNOWN AS A RIVER ROAD TANK AND BOOSTER STATION, WHICH WILL ELIMINATE A MAJORITY OF THAT LOW PRESSURE ZONE AND PROVIDE US SOME MUCH MORE PUMPING CAPACITY TO BE ABLE TO FEED OUR SYSTEM.
FINALLY, AGAIN, VIRGINIA AMERICAN WATER WE ARE WORKING WITH THEM.
THEY SERVE ROUGHLY 9,3000 CUSTOMERS IN THE CITY OF HOPEWELL, BUT THEY SERVE ABOUT 770 OF PRINCE GEORGE COUNTY RESIDENTS, AND THEY ALSO SERVE THE RIVERSIDE REGIONAL JAIL.
THOSE COUNTY RESIDENTS ARE CUSTOMERS DIRECTLY WITH VIRGINIA AMERICAN WATER.
WE DO NOT BUY THE WATER AND THEN SERVE IT TO THOSE RESIDENTS.
THEY ACTUALLY PAY VIRGINIA AMERICAN DIRECTLY.
BUT WE ARE CURRENTLY WORKING WITH THEM TO REQUEST A ONE MGD CAPACITY OF THEIR PLANT TO BE ABLE TO SERVE US, AND WE'RE PLANNING ON TRYING TO BUILD A ONE MGD TANK AND BOOSTER STATION ALONG MIDDLE ROAD, WITH THE POTENTIAL OF EXPANDING THAT UP TO A THREE MGD STATION.

BUT WHAT'S INTERESTING I WANTED TO POINT OUT NOT ONLY IS THE REMAINING CAPACITY AN ISSUE THAT YOU SEE HERE, WE HAVE SIGNIFICANTLY LOW CAPACITY FOR ALMOST ALL OF OUR WATER SYSTEMS. BUT THE OTHER INTERESTING PART THAT I WANTED TO HIGHLIGHT, MAJORITY OF OUR CUSTOMERS ARE RESIDENTIAL, BUT YOU CAN SEE THAT THE COMMERCIAL AND INDUSTRIAL USE IS HIGHER THAN THE RESIDENTIAL USE.
IF YOU LOOK AT THOSE PERCENTAGES, SPECIFICALLY ON THE CENTRAL WATER SYSTEM, EVEN THOUGH 90% OF OUR CUSTOMERS ON THAT SYSTEM ARE RESIDENTIAL, THEY ONLY REPRESENT 38% OF THE ACTUAL USE OF THE WATER.
THAT MEANS OUR COMMERCIAL AND INDUSTRIAL AREAS ARE USING THE MAJORITY OF THAT WATER.
THEN ROUTE 301, THAT IS A COMMERCIAL ONLY SYSTEM.
RIGHT NOW, WE HAVE NO RESIDENTS ON THAT SYSTEM.
ANYTIME THAT WE DO ADD A RESIDENTIAL OR MORE THAN 15 RESIDENTIAL UNITS ON THERE, WE WILL HAVE TO TREAT THAT AS WHAT'S CALLED A COMMUNITY SYSTEM, WHICH INCREASES OUR SAMPLING REQUIREMENTS WITH THE STATE.

AGAIN, SAME THING, JUST SHOWING WHAT'S THE REMAINING CAPACITIES THAT ARE AVAILABLE IN EACH ONE OF THOSE.

WE HOPE TO HAVE THAT ONE DONE BY THE END OF 2025.
FINALLY, EVEN THOUGH THE DESIGN HAS NOT STARTED, WE HAVE GOTTEN THE PERMITS FOR THE LOCATION FOR A FUTURE WATER TREATMENT PLANT OFF THE APPOMATTOX RIVER.
WE KNOW WHERE THE INTAKE HAS BEEN PERMITTED OVER BY THE APPOMATTOX PARK, AND WE WOULD NEED TO EXTEND THE LINE AND PUMP IT OVER TO THE PROPERTY THAT THE COUNTY PURCHASED ON RIVER ROAD, WHICH IS THE SAME LOCATION WHERE THE RIVER ROAD TANK AND BOOSTER STATION IS BEING CONSTRUCTED, AND THAT SAME TANK AND BOOSTER STATION WILL BE UTILIZED FOR THE FUTURE PLANT.
AT THIS POINT, THAT PROJECT HAS NOT BEEN FUNDED.
WHEN IT DOES GET FUNDED, IT WILL TAKE US ABOUT 4-5 YEARS TO GO THROUGH DESIGN AND CONSTRUCTION PHASE.

WE ALSO HAVE A LOT OF WASTEWATER CUSTOMERS PRIMARILY BECAUSE WE

HAVE ALSO THE PRIVATE WATER SYSTEMS IN THE COUNTY THAT SERVE THEM THE PUBLIC WATER.THAT'S WHY WE HAVE TYPICALLY MORE WASTEWATER-ONLY CUSTOMERS THAN WE DO WATER-ONLY CUSTOMERS.
I WANT TO GO THROUGH MOST OF THESE.
THE THINGS I WANT TO HIGHLIGHT HERE ARE THE CAPACITIES FOR THESE SYSTEMS. WE BROKE THIS UP INTO WHERE THE WASTEWATER GOES.
WE ESSENTIALLY RIGHT NOW HAVE TWO WASTEWATER TREATMENT PLANTS AROUND US.
THAT'S THE SOUTH CENTRAL WASTEWATER AUTHORITY LOCATED IN PETERSBURG, AND IT'S OPERATED BY THE SAME AUTHORITY AS APPOMATTOX RIVER WATER AUTHORITY.
THEN THE OTHER TREATMENT PLANT IS LOCATED IN THE CITY OF HOPEWELL.
YOU CAN SEE HERE THAT WITH THE CITY OF HOPEWELL, WE HAVE A TWO MGD CAPACITY AGREEMENT WITH THEM THAT WE CAN SEND UP TO TWO MGD ON A DAILY BASIS.
WE HAVE MULTIPLE LOCATIONS THAT WE ARE CONNECTING TO THEIR WASTEWATER COLLECTION SYSTEM SO THAT WE CAN PIPE IT DIRECTLY TO THEIR PLANT.
THAT'S ONE AGREEMENT WITH MULTIPLE LOCATIONS WHERE THE SOUTH CENTRAL WASTEWATER PIECE, WE HAVE MULTIPLE AGREEMENTS WITH THE CITY OF PETERSBURG BECAUSE WE ACTUALLY SEND IT THROUGH THEIR CONVEYANCE SYSTEM TO GET TO THE SOUTH CENTRAL WASTEWATER AUTHORITY TREATMENT PLANT.
FOR EVERY LOCATION, WE HAVE SEPARATE AGREEMENTS WHICH IDENTIFY THE AMOUNT OF WASTEWATER WE CAN SEND ON A DAILY BASIS.
JUST TO HIGHLIGHT AGAIN, IF YOU COUNT THE NUMBER OF PUMP STATIONS, WE HAVE 26 PUMP STATIONS.
SO YOU'RE AWARE THAT'S A LOT OF PUMP STATIONS FOR THE VERY LITTLE GRAVITY SYSTEM THAT WE HAVE.
I MENTIONED THAT BECAUSE THAT'S TYPICALLY ON THE BASIS OF YOU ONLY BUILD WHAT YOU NEED FOR YOUR INDIVIDUAL NEIGHBORHOOD.
THAT IS TYPICALLY NOT THE WAY YOU WANT TO BUILD.
YOU WANT TO BUILD REGIONAL STATIONS AND HAVE PEOPLE BUILD THE GRAVITY SYSTEMS OUT.
THAT WAY WE KEEP OUR MAINTENANCE COSTS REALLY LOW.
WE ARE WORKING ON OUR MASTER PLAN THAT IS IDENTIFYING AREAS FOR REGIONAL PUMP STATIONS SO THAT WE CAN ELIMINATE THESE SMALL PUMP STATIONS THAT WE ARE CONSTANTLY MAINTAINING TO TRY TO KEEP UP WITH IN THAT WAY.
IT'S A LOWER COST FOR US TO MAINTAIN AND THE COST GETS PASSED ON TO THE DEVELOPER TO PUT THOSE IN AND NOT THE COUNTY.
FINALLY, THIS IS THE SYSTEM MAP SHOWING ALL THE DIFFERENT LOCATIONS WHERE WE CONNECT AND WHAT THEIR CAPACITIES ARE.
AGAIN, THESE CAPACITIES ARE BASED ON AGREEMENTS, NOT NECESSARILY INFRASTRUCTURE CONSTRAINTS.
THE MAIN ONE THAT WE WANT TO FOCUS ON HERE IS THE ONE THAT ACTUALLY SERVES THE SOUTH POINT CROSS POINT PARK.
THAT'S LOCATED IN THAT PINKISH-PURPLISH AREA THERE ON THE MAP NEAR THE CENTER THAT FLOWS DOWN TO THE ROUTE 460 LOCATION.
RIGHT NOW, WE HAVE AN AGREEMENT THERE FOR A ONE MGD WE'RE USING UP A GOOD PORTION OF THAT.
WE HAVE ROUGHLY 350,000 GALLONS PER DAY REMAINING, THAT'S AVAILABLE.
AS I GET INTO THE PROJECTS HERE, I'LL EXPLAIN MORE ABOUT THAT.
EVEN THOUGH WE HAVE THAT AVAILABLE, WE WEREN'T ABLE TO GET TO SEND IT THERE BECAUSE WE HAVE SOME SYSTEM CONSTRAINTS.
ONE OF THE PIPE CAPACITIES WAS THE 12-INCH GRAVITY LINE THAT GOES ALONG ROUTE 460 UNDERNEATH 295, AND THAT 12-INCH SEWER LINE WAS AT CAPACITY.
THIS BOARD VOTED TO REROUTE THE SEWER THAT'S COMING FROM THE BUSINESS PARK TO WHAT WE CALL THE SOUTH POINT BUSINESS PARK FORCE MAIN PROJECT THAT RECENTLY GOT COMPLETED THIS PAST WINTER.
THAT FREED UP THAT CAPACITY FOR THAT AREA SO NOW WE CAN GET A LITTLE BIT MORE FLOW.
WHICH IS NOT MUCH MORE, BUT IT'S A LITTLE BIT MORE TO ALLOW MORE DEVELOPMENT TO OCCUR IN THE PARK.
WHEN I SAY IT'S NOT MUCH MORE, IT'S ROUGHLY ABOUT 70,000 GALLONS PER DAY MORE, BUT WITH IMPROVEMENTS TO THE TWO EXISTING PUMP STATIONS IN THE PARK, YOU CAN POTENTIALLY GET UP TO ANOTHER 300,000 GALLONS PER DAY, MORE THROUGH THE PIPE THAT WE PUT IN.
THERE IS SOME POTENTIAL THERE TO GET THEM A LITTLE BIT OF FLOW.
BUT THAT'S VERY LIMITED, AND IT'S EVEN THEN AT A POINT WHERE YOU STILL WANT TO PLAN TO GET MORE CAPACITY BECAUSE ONE CUSTOMER CAN TAKE ALL THAT CAPACITY, AND THEN YOU'RE STILL LOOKING FOR MORE IMPROVEMENTS.
THAT WAS THE FIRST PROJECT ON THIS LIST.
THE NEXT ONE THAT WE'RE WORKING ON IS THE BLACKWATER REGIONAL PUMP STATION AND FORCE MAIN PROJECT.
THAT'S THE PROJECT THAT WE ESTIMATED AT $30 MILLION.
THAT'S A NEW GRAVITY INTERCEPTOR COMING DOWN THE BLACKWATER SWAMP WITHIN THE PARK, AND THE IDEA IS THAT WE'LL COLLECT EVERYTHING WITHIN THE BUSINESS PARK.
IT'LL ALSO COLLECT WASTEWATER FROM THREE OF OUR CURRENT EXISTING PUMP STATIONS AS WELL AS THE TWO PUMP STATIONS WITHIN THE PARK.
THERE'S FIVE PUMP STATIONS THAT WE HAVE THE POTENTIAL TO ELIMINATE WITH ONE NEW REGIONAL STATION AND AGAIN, REDUCING OUR MAINTENANCE COSTS IN THE FUTURE SIGNIFICANTLY.

RIGHT NOW THAT PROJECT INCLUDES A 10-MILE FORCE MAIN TO PUMP FROM THE PUMP STATION ALL THE WAY UP TO THE CITY OF HOPEWELL, AND WE'LL GET INTO MORE CONVERSATIONS ABOUT THIS PROJECT OR THE STATUS OF IT, WHICH WE DO HAVE SOME SIGNIFICANT CONCERNS ABOUT THIS PROJECT.WE'LL DISCUSS THAT HERE A LITTLE BIT LATER.
THE REASON WHY THE WASTEWATER TREATMENT PLANT IS LOCATED HERE IS BECAUSE OF THE CONCERNS THAT WE'RE HAVING WITH THE PUMP STATION GOING TO HOPEWELL.
VERY BRIEFLY, I'LL JUST SAY THAT THE CONCERNS WITH THE CITY OF HOPEWELL IS THE CAPACITY THAT IS AVAILABLE AT THE TREATMENT PLANT.
WE'VE ASKED THE CITY FOR FIVE MGD TO MEET OUR FUTURE NEEDS AT THAT PLANT AND BASED ON THE INFORMATION WE HAVE AVAILABLE, WE'RE NOT SURE THAT THEY HAVE THAT CAPACITY.
THEY ARE HIRING A CONSULTANT TO STUDY THAT CAPACITY, AND THEN THEY WILL COME BACK AND LET US KNOW WHAT THAT IS.
BUT WE'LL GET BACK INTO THAT IN JUST A MINUTE.
BUT IF WE DON'T HAVE THAT, I WANT TO THROW THIS IN HERE, WHICH IS INFORMATION WE PROVIDED BEFORE A COUPLE OF YEARS AGO, WE WERE DISCUSSING OUR OPTIONS.

THE VIRGINIA ECONOMIC DEVELOPMENT PARTNERSHIP, OR VEDP, THROUGH ITS VIRGINIA BUSINESS READY SITES PROGRAM, WE CALL IT VBRSP, THEY PROVIDE GRANT OPPORTUNITIES FOR SITE DEVELOPMENT TO ESTABLISH A POOL OF POTENTIAL SITES ACROSS THE COMMONWEALTH THAT ARE WELL PREPARED, AND POSITION FOR SELECTION AND ECONOMIC DEVELOPMENT.
THE BOARD AUTHORIZED THE STAFF TO APPLY FOR A VBRSP GRANT ON 12 DECEMBER, 2023, TO ASSIST WITH FUNDING OF THE BLACKWATER REGIONAL PUMP STATION, WITH A CONNECTION TO DISCHARGE THE WASTEWATER AT THE HOPEWELL WATER RENEWAL FACILITY, WITH AN ESTIMATED COST OF 30 MILLION, AS MR. HOLTON HAD DISCUSSED EARLIER.
THE DESIGN FOR THE BLACKWATER REGIONAL PUMP STATION IS NEARLY 90% COMPLETE, EXCLUDING THE DESIGN EFFORTS FOR THE FORCE MAIN.
ON APRIL 5TH, 2024, PRINCE GEORGE COUNTY SUBMITTED AN OFFICIAL REQUEST TO THE HOPEWELL WATER RENEWAL FACILITY FOR AN ADDITIONAL FIVE MILLION GALLONS A DAY OF WASTEWATER FLOW.
IN AN EMAIL RESPONSE, HOPEWELL STATED THAT THEY HAD REACHED OUT TO A CONSULTANT TO SEE IF THEY COULD DO A STUDY ON PLANT CAPACITY AND ALLOCATIONS.
ADDITIONALLY, THE EMAIL MENTIONED FACILITY ISSUES THAT MAY IMPACT LOAD CAPACITY.
AS MR. HOLTON MENTIONED, HOPEWELL WATER RENEWAL FACILITY CAPACITY INFORMATION IS NOT ANTICIPATED TO BE AVAILABLE, UNTIL AFTER THE VBRSP SUBMISSION.
DUE TO THE POTENTIAL LACK OF CAPACITY AT HOPEWELL WATER RENEWAL FACILITY, THE VBRSP STAFF IS REQUESTING INFORMATION ON THE BOARD'S WILLINGNESS TO CONSIDER A WASTEWATER TREATMENT PLANT AS A PROJECT ALTERNATIVE.

THE GENERAL FUND BUDGET AS INTRODUCED AND THAT WE ARE ASKING FOR APPROVAL TONIGHT WAS $74,022,972.
IT IS $1,302,617 OR 1.79% MORE THAN YOUR CURRENT FY24 ADOPTED GENERAL FUND BUDGET.
[NOISE] THE TOTAL FY25 BUDGET, INCLUDING ALL FUNDS AND SCHOOLS AS INTRODUCED AND THAT WE ARE REQUESTING FOR ADOPTION IS $162,651,134, AND IS $8,011,828 HIGHER OR 5.18% HIGHER THAN YOUR CURRENT YEAR BUDGET.
AGAIN, THE GENERAL FUND BUDGET INCREASED BY 1.3 MILLION.
SCHOOL BUDGET, ALL FUNDS IS INCREASING BY 6.255 MILLION, PREDOMINANTLY BECAUSE OF INCREASED STATE FUNDING.
THERE IS A REDUCTION IN THE TOTAL UTILITY FUND BUDGET OF 1,056,000 AND CHANGES TO OUR INTERFUND TRANSFERS OF 2.1 MILLION A REDUCTION.
SO AGAIN, JUST TO RECAP, THE CALENDAR YEAR 2023, FY24 ASSESSED REAL ESTATE VALUES ARE BEING USED FOR THE BUDGET.
THERE ARE NO CHANGES TO THE TAX RATES.
YOU DID HAVE THAT PUBLIC HEARING AND ADOPT THE TAX RATES ON APRIL 9TH, THERE WAS AN INCREASE IN TIER 2 AND TIER 3 UTILITY RATES WITH LARGER INCREASES TO COMMERCIAL UTILITY CUSTOMERS THAT YOU APPROVED ON APRIL 23RD, FOLLOWING A PUBLIC HEARING.

WELL, UPON LOOKING AT IT, I SAID, YES, BECAUSE OVER HALF OF THAT TWO TENTHS OF AN ACRE, IS EITHER 35 OR 40% BUILDING SETBACK LINE FROM THE STREET OR THE ROAD, PRINT WHAT IS IT JEFFERSON PARK THAT YOU CAN'T BUILD ON ANYWAY, IT GOES ALL THE WAY ACROSS THE FRONT.
THERE WAS APPROXIMATELY I THINK, 4,000 SQUARE FEET THAT WAS USABLE.

UNDERSTANDABLY IT'S BEEN SHUT DOWN SINCE THEN, DUE TO SAFETY ISSUES.
THIS GRANT APPLICATION WOULD ALLOW US TO WORK WITH DOMINION ENERGY AND FUND THE BURIAL OF THOSE POWER LINES AROUND THAT AREA.
IT ISN'T AN AREA THAT DOMINION ENERGY HAS IDENTIFIED AS A HIGH COST AREA FOR REPLACEMENT OF UTILITY LINES DUE TO STORMS AND TREES TOPPLING OVER THEM.
IT'S ALREADY IN A PLANNED AREA.
THERE'S A BENEFIT ECONOMICALLY AND AS WELL FOR THOSE RESIDENTS FOR INCREASED RESILIENCY.
CURRENTLY UNDER THIS, AGAIN, WE'VE BEEN WORKING WITH DOMINION ENERGY TO DEVELOP THE PROJECT SCOPE AND SCHEDULE.

FORT GREGG-ADAMS SOLDIERS ARE CURRENTLY TRAVELING TO FORT BARFOOT, WHICH IS ADDING COST AND TIME TO THEIR TRAINING AND MISSION.
THAT WOULD SUPPORT MILITARY TRAINING AND REDUCE THEIR COSTS IN TIME.
EASEMENT WORK IS THE AREA OF CONSTRUCTION READINESS, BUT I WOULD ANTICIPATE WE GET PRETTY GOOD POINTS.
DOMINION ENERGY HAS PROVIDED A REALLY GOOD SCOPE OF WORK IN DETAIL.

SINCE 2003, THE REPI PROGRAM HAS HELPED FUND COST SHARING PARTNERSHIPS BETWEEN THE MILITARY SERVICES, PRIVATE CONSERVATION ORGANIZATIONS, STATE AND LOCAL GOVERNMENTS TO PROMOTE COMPATIBLE USE IN THE VICINITY OF DOD INSTALLATIONS AND RANGES.
THE INITIAL SUBMISSION DATE ON THIS ONE IS JUNE 10TH.
IF IT'S ACCEPTED, A FULL SUBMISSION WOULD BE DUE 12TH AUGUST.
NATIONAL FUNDING AMOUNT IS 30 MILLION.
THERE ARE NO CAPS FOR INDIVIDUAL PROJECTS.
THEY'RE REALLY JUST INVITING OPPORTUNITIES TO SEE WHAT'S MOST ATTRACTIVE.
I'M TOLD THAT USUALLY THE LOWER COST AMOUNT PROJECTS, BUT THIS WOULD BE CONSIDERED ONE OF THOSE FOR THEIR GRANT FUNDS ARE USUALLY KIND OF GET THE LEFTOVER FUNDING FROM THOSE LARGER PROJECTS.
WE'VE BEEN TOLD IT'S FAVORABLE FOR SMALLER PROJECTS TO SUBMIT.
LAST YEAR, THERE WERE ONLY 40 APPLICATIONS FOR GRANTS UNDER THIS GRANT FUNDING.
AGAIN, THESE ARE JUST REALLY GREAT COMMUNITY OPPORTUNITIES.
THEY'RE NOT AS COMPETITIVE AS TYPICAL GRANT APPLICATIONS THAT YOU'D HAVE TO APPLY FOR THESE TYPES OF COSTS.
AGAIN, IT'S A PARTNERSHIP THAT'S REQUIRED.
A LOCAL OR STATE GOVERNMENT PARTNER WOULD HAVE TO SUBMIT THE APPLICATION, AND AGAIN, IT HAS TO BENEFIT THE MILITARY, SO IT'S THE SAME CONCEPT HERE.
THESE ARE THE SECTIONS OF THE APPOMATTOX RIVER TRAIL.
THE COST FOR PHASE 1 PLANNING, WHICH IS WHAT WE'VE IDENTIFIED.
THE AVAILABILITY OR PENDING APPROVAL OF THE BOARD, POTENTIAL AVAILABILITY OF TOURISM FUNDS FOR THE COST YEAR.
THE PHASE 1 WOULD INCLUDE PLANNING, STAKEHOLDER MEETINGS, REGULATORY AGENCY PROJECT REVIEW, FEASIBILITY STUDY, AND SURVEY.
THEN THE NEXT PHASE OF PLANNING IS ABOUT 90,000 OR 95,000.
WE WOULD WORK ON THAT ONE AT A DIFFERENT LATER DATE, AND WORK TO IDENTIFY DIFFERENT PARTNERS AND FUNDING AT ANOTHER TIME, PROBABLY NEXT YEAR.
BUT FOR THIS YEAR, THAT'S WHAT WE ARE ABLE TO FACILITATE, POTENTIALLY PENDING BOARD APPROVAL.

WE KNOW THAT OUR NORMAL PROCESS, THE MILK-ON PROCESS WILL NOT GET US TO A REGIONAL FIRE TRAINING CENTER OR TRAINING CENTER THAT WE NEED.
WE'RE FAR OUT, AND I KNOW THERE'S A NEED ACROSS THE REGION.
IT'S SOMETHING THAT COMES UP IN OUR CIVIL MILITARY COUNCIL QUITE A BIT.
WE SEE THIS AS A UNIQUE OPPORTUNITY.
NOW, I KNOW THERE IS SOME POTENTIAL THAT OUT GRANT WOULD BE DELAYED OR CAUSE THE NOT READY FOR CONSTRUCTION.
I WOULD SAY, WE'RE AT 90% DESIGN, WHICH I THINK WE'RE PROBABLY AHEAD OF THE GAME ON SOME OTHERS, AND WE FUNDED THE DESIGN FUNDS ON THAT.
I THINK WE COULD SQUEEZE A LITTLE BIT ON THE OUT GRANT.
I DO THINK THERE'S POTENTIAL FOR THAT.
OBVIOUSLY, THERE'S A LOT OF GOOD UTILITY FOR OUR TEAM.
RIGHT NOW THEY'RE DRIVING 45 MINUTES AWAY TO A FACILITY THAT IS SUB PAR.
BUT I THINK THERE'S ALSO MUTUAL BENEFIT BASED ON WHAT WE DO FOR MUTUAL SUPPORT ACROSS THE REGION.
VARYING THE POWER LINES FOR DROP ZONE OPERATIONS, I THINK THERE IS A VALUE ASSOCIATED WITH GETTING THE MILITARY BENEFIT OF GETTING DROP ZONE OPERATIONS BACK AGAIN.
I WOULD SAY BEYOND WHAT WE USED TO DO, JUST WHAT WE USED TO DO WITH SOLDIERS DROPPING FROM PARACHUTE, IF YOU LOOK AT THE FUTURE ON AUTONOMOUS SYSTEMS, WE GOT TO HAVE ABILITY TO USE DIFFERENT DROP ZONES TO HAVE PRECISION DROPS NEARBY.
WE COULD PROBABLY ANTICIPATE SOME OF THOSE DROPS IN THE FUTURE.
WILL BE UNMANNED DROPS, AND WE GOT TO BE ABLE TO HIT TARGETS PRETTY PRECISELY, JUST LIKE WE WOULD IN THE PACIFIC.
HAVING BARFOOT AS A BIG DROP ZONE IS OF A VALUE.
HAVING SOMETHING NEARBY IS A GREAT MILITARY VALUE, AND SOMETHING THAT WE SUPPORT, AND I CAN SPEAK FOR MAJOR GENERAL DONAHUE WHO ALSO SUPPORTS THESE PROJECTS.
THE LAST PROJECT, THE REPI PROJECT, I THINK IS A REALLY BIG WIN FOR QUALITY OF LIFE, BUT IT IS THE BEGINNING OF A LOT OF POTENTIAL REPI PROJECTS THAT WOULD HELP US ON THE BOUNDARIES OF OUR INSTALLATION.
WE'RE REALLY JUST TRYING TO GET THAT STARTED ON THE REPI SIDE.
WE SEE MANY COMING IN THE FUTURE.
THIS IS WHERE BARFOOT HAS DONE A REALLY GOOD JOB ON THEIR COMPATIBLE USE ZONES.
ESSENTIALLY, ALMOST THE ENTIRE PORTION OF BARFOOT IS IN COMPATIBLE USE, AND THEY'VE DONE A REALLY EXCELLENT JOB.
WE'RE LOOKING TO REPLICATE SOME OF THAT.
