CERTAINLY. GREAT TO SEE ALL OF YOU TOGETHER HERE TONIGHT.

THIS IS ONE OF OUR MILESTONE EVENTS IN THE DEVELOPMENT OF THE UPDATE OF THE COUNTY'S COMPREHENSIVE PLAN.

WE'RE JUST A FEW MONTHS IN WORKING WITH THE COUNTY'S CONSULTANTS FROM THE BERKELEY GROUP AND TONIGHT THE CONSULTANTS ARE HERE TO PROVIDE A BRIEF BRIEFING TO THE BOTH BODIES TO HAVE DISCUSSION AND SOME ADDITIONAL QUESTIONS THAT WILL BE POSED TO YOU.

SO WITHOUT TAKING ANY LONGER UP HERE MYSELF, I'M GOING TO INTRODUCE MISS CATHERINE REDFERN AND MR. BENJAMIN TRIPP FROM THE BERKELEY GROUP.

BENJAMIN AND I ARE THE PROJECT LEADS FROM THE BERKELEY GROUP FOR THE PRINCE GEORGE'S COUNTY 2045 COMPREHENSIVE PLAN UPDATE, AND WE ARE VERY EXCITED TO HAVE PARTNERED WITH THE COUNTY TO HELP YOU ALL UPDATE THIS PLAN.

IT'S A VERY IMPORTANT PROJECT AND WE ARE READY TO GET UNDERWAY.

SO THE PURPOSE OF OUR MEETING TONIGHT IS REALLY IT'S THIS IS AN ORIENTATION AND HOUSEKEEPING MEETING.

THIS IS A FIRST IN A SERIES OF WORK SESSIONS THAT WE WILL HAVE WITH PLANNING COMMISSION AND A FEW WITH BOARD OVER THE COURSE OF THE PLANNING PROCESS.

OUR OBJECTIVES HERE ARE FIRST TO REALLY COME TOGETHER AND UNDERSTAND WHAT A COMPREHENSIVE PLAN IS, COVER EXACTLY WHAT THE PROCESS IS THAT WE'VE DESIGNED TO UPDATE PRINCE GEORGE'S COMPREHENSIVE PLAN, TALK SPECIFICALLY ABOUT HOW WE'RE GOING TO ENGAGE THE PUBLIC, THE COMMUNITY AT LARGE, IN THIS PROCESS.

AND THEN I'LL HAND IT OVER TO BENJAMIN.

HE'LL TALK ABOUT SOME OF THE DATA THAT WE'VE GATHERED SO FAR, AND THEN WE WANT TO SPEND SOME TIME HEARING FROM YOU ALL.

WHAT ARE THE ISSUES AND OPPORTUNITIES, THE KEY ASSETS AND CHALLENGES FROM YOUR PERSPECTIVE THAT WE NEED TO CONSIDER AS WE'RE EMBARKING ON THIS PROJECT? SO LET'S START AT THE BEGINNING.

WHAT IS A COMPREHENSIVE PLAN? SO I LIKE TO THINK OF A COMPREHENSIVE PLAN AS A COMMUNITY'S ROADMAP FOR THE FUTURE.

IT IS AN OFFICIAL ADOPTED PUBLIC POLICY DOCUMENT THAT PROVIDES LONG RANGE POLICY DIRECTION FOR A VARIETY OF TOPICS SUCH AS TRANSPORTATION, LAND USE, HOUSING, ECONOMIC DEVELOPMENT.

A COMP PLAN SHOULD DESCRIBE THE FUTURE VISION OF WHERE PRINCE GEORGE WANTS TO BE IN THE NEXT 10, 15, 20 YEARS AND IT SHOULD SERVE AS A DECISION MAKING GUIDE FOR YOU, ALL THE PUBLIC OFFICIALS FOR PRINCE GEORGE COUNTY.

NOW THAT SAID, IT IS NOT REGULATION, AT LEAST NOT THE WAY YOUR ORDINANCES ARE REGULATION, BUT IT SHOULD PROVIDE THE FRAMEWORK OR THE FOUNDATION FOR UPDATING THOSE REGULATORY

TOOLS. THE COUNTY'S AUTHORITY IN RESPONSIBILITY FOR UPDATING AND ADOPTING A COMPREHENSIVE PLAN COMES DIRECTLY FROM STATE LAW.

THE CODE OF VIRGINIA MANDATES MUCH OF WHAT GOES INTO A COMPREHENSIVE PLAN, AS WELL AS THE PROCESS AND HOW THE PLAN IS ADOPTED.

I WANT TO TAKE A MINUTE TO POINT OUT THAT IN YOUR MEETING PACKET, YOU HAVE A VARIETY OF MATERIALS THAT SUPPORT THE PRESENTATION TONIGHT.

THERE IS A ONE PAGE HANDOUT, I GUESS IT'S A TWO PAGE HANDOUT CALLED THE GUIDE TO COMPREHENSIVE PLANNING.

THIS IS A QUICK OVERVIEW OF WHAT A COMPREHENSIVE PLAN IS.

THIS IS A GREAT DOCUMENT TO SHARE WITH YOUR CONSTITUENTS.

IF THEY HAVE A QUESTION ABOUT WHAT THIS PROCESS IS, IT'S A GREAT QUICK GUIDE.

THERE IS ALSO IN SOME OF THE ONLINE MATERIALS THAT WE SHARED, AN APA VIRGINIA APA DOCUMENT CALLED THE TOOLKIT VIRGINIA'S PLANNING TOOLKIT.

THAT'S A MUCH LONGER, MORE TECHNICAL DOCUMENT.

THAT'S MAYBE THE ONE YOU WANT TO READ WHEN YOU'RE HAVING TROUBLE SLEEPING AT NIGHT.

BUT IT IS THERE, AND IT HAS EVERYTHING YOU NEED TO KNOW ABOUT COMPREHENSIVE PLANNING AND PLANNING IN VIRGINIA.

SO WHAT DOES A COMPREHENSIVE PLAN DO? IN A LOT OF WAYS, THE WAYS THE PROCESS FOR UPDATING THE COMPREHENSIVE PLAN IS JUST AS IMPORTANT AS THE DOCUMENT ITSELF.

IT BRINGS THE COMMUNITY TOGETHER AND FORCES US TO ASK THE QUESTION AS A GROUP, AS A COMMUNITY, WHAT DO WE VALUE? WHAT'S IMPORTANT TO US, AND WHAT DIRECTION DO WE WANT THE FUTURE OF THE COUNTY TO TAKE? UNDERSTANDING THAT, WE CAN THEN SET A VISION, AND WE CAN SET A GOAL AND STRATEGIES FOR HOW WE'RE GOING TO REACH THAT FUTURE.

AND MOST IMPORTANTLY, IT HELPS US DETERMINE HOW WE'RE GOING TO GET THERE.

IT IDENTIFIES IMPLEMENTATION STRATEGIES.

WHAT ARE THE SPECIFIC STEPS THAT WE CAN TAKE TO REACH THE PRINCE GEORGE OF 2045? AND IN MANY WAYS, THAT QUESTION IS THE MOST IMPORTANT QUESTION THAT WE ASK THROUGHOUT THIS PLANNING PROCESS, BECAUSE A PLAN ONLY WORKS AFTER ALL, IF YOU CAN USE IT.

SO WE NEED TO MAKE SURE THAT WE'RE BUILDING IN ACTIONABLE, SPECIFIC STEPS THAT THE COUNTY CAN ACHIEVE TO REACH THAT VISION.

SO WHAT DOES A COMPREHENSIVE PLAN ADDRESS? I THINK THE NAME GIVES IT AWAY.

IT IS COMPREHENSIVE. IT ADDRESSES JUST ABOUT EVERYTHING THAT GOES INTO MAKING THE PLACES THAT WE CALL HOME.

NOW, THE BACKBONE OF MOST COMPREHENSIVE PLANS IN VIRGINIA ARE THE TRANSPORTATION AND LAND USE CHAPTERS, BUT IT LOOKS AT JUST ABOUT EVERYTHING AND AGAIN, MUCH OF WHAT GOES INTO THE COMPREHENSIVE PLAN IS MANDATED BY STATE CODE, PARTICULARLY THOSE HOUSING ITEMS, TRANSPORTATION AND LAND USE ITEMS. BUT THAT DOES NOT MEAN THAT THESE ARE ONE SIZE FIT ALL PLANS.

THEY ARE COMMUNITY PLANS, AND THEY SHOULD REFLECT THE COMMUNITY THAT THEY'RE WRITTEN FOR A KEY PART OF THAT UPDATE PROCESS IS, OF COURSE, THEN WORKING WITH YOU ALL TO DETERMINE, OKAY, WHICH OF THESE ITEMS, WHICH OF THESE TOPICS ARE LOOKING AT, AND SPECIFICALLY WHAT ARE WE LOOKING AT WITHIN EACH OF THESE SO THAT WE CAN MAKE SURE WE'RE CRAFTING THE BEST POSSIBLE PLAN FOR THE COUNTY? WHAT ARE THE PARTS OF THE PLAN? HOW DOES THE PLAN COME TOGETHER? THIS IS THE VERY BASIC STRUCTURE OF A COMPREHENSIVE PLAN.

IT HAS A VISION STATEMENT, WHICH DESCRIBES WHAT PRINCE GEORGE IS GOING TO LOOK LIKE IN THE NEXT 10, 15, 20 YEARS.

THAT VISION STATEMENT IS SUPPORTED BY A SERIES OF PLANNING PRINCIPLES, WHICH BASICALLY SAYS, HOW ARE WE GOING TO PLAN AS A COMMUNITY? HOW ARE WE GOING TO MAKE DECISIONS? WHAT'S IMPORTANT TO US? THOSE ELEMENTS THEN ARE SUPPORTED BY THOSE PLANNING TOPICS THAT WE MENTIONED LAND USE, TRANSPORTATION, HOUSING AND EACH OF THOSE TOPICS HAS A GOAL STATEMENT WITH SUPPORTING OBJECTIVES AND THEN SPECIFIC STRATEGIES.

EACH OF THOSE STRATEGIES IS THEN COMBINED INTO THE IMPLEMENTATION PLAN OR ACTION PLAN FOR THE FOR THE COMPREHENSIVE PLAN AND THIS IS REALLY ONE OF THE MOST IMPORTANT PARTS OF THE DOCUMENT.

THIS IS THE WORK PLAN THAT SAYS HOW WE'RE GOING TO GET FROM POINT A TO POINT B, OR IF YOU WANT TO CONTINUE THE ROADMAP METAPHOR FROM EARLIER, THESE ARE YOUR TURN BY TURN DIRECTIONS, RIGHT? IT LISTS THE SPECIFIC PROJECTS WHO'S GOING TO DO THEM AND WHEN.

SO WHAT IS THE RELATIONSHIP OF THE COMP PLAN TO THE COUNTY'S OTHER PLANS AND ORDINANCES? AS WE MENTIONED, THE COMP PLAN SHOULD PROVIDE A FRAMEWORK FOR THEM, RIGHT? IT'S AN OVERARCHING FRAMEWORK THAT COORDINATES ALL OF THESE OTHER ENDEAVORS.

PLANNING ENDEAVORS THAT THE COUNTY UNDERTAKES.

A GOOD COMPREHENSIVE PLAN SHOULD SET THE STAGE FOR FISCAL RESPONSIBILITY BY COORDINATING WITH YOUR CIP AND YOUR ANNUAL BUDGET PROCESS TO MAKE SURE THE PROJECTS WE'VE LISTED IN THE COMP PLAN ARE REFLECTED IN THOSE DOCUMENTS, OR VICE VERSA.

IT ALSO SETS THE STAGE FOR SOUND AND COST EFFECTIVE PLANNING AND DECISION MAKING BY MAKING SURE THAT OTHER PLANS YOUR ORDINANCES, YOUR SUBDIVISION ORDINANCES, THEY ARE ALL TALKING TO THE COMPREHENSIVE PLAN SO THAT WE'RE MAKING COORDINATED, EFFICIENT DECISIONS.

SO WHO USES THE PLAN?

WELL, IT IS A COMMUNITY PLAN AND IT SHOULD BE USED BY JUST ABOUT EVERYONE IN THE COMMUNITY.

YOUR CITIZENS AND YOUR DEVELOPERS SHOULD BE USING THE PLAN TO BETTER UNDERSTAND THE COUNTY'S ASSETS, VISIONS, YOUR DEVELOPMENT PRIORITIES.

PLANNING COMMISSION COUNTY STAFF SHOULD BE USING THE PLAN AND REVIEWING ZONING AND DEVELOPMENT APPLICATIONS, REALLY STRIVING FOR CONSISTENCY IN DECISION MAKING.

BOARD OF SUPERVISORS SHOULD BE USING THE PLAN TO MAKE DECISIONS ON BUDGETS AND PRIORITIES AND OTHER CAPITAL PROJECTS, AND YOUR REGIONAL PARTNERS, LIKE PDC AND OTHER ORGANIZATIONS, ARE GOING TO USE THIS TO HELP UNDERSTAND WHAT THE LOCAL PRIORITIES HERE ARE HERE IN PRINCE GEORGE AND THEN ADVOCATE FOR FUNDING, UNDERTAKE OTHER STUDIES, ETC.. SO WHY DO WE NEED TO UPDATE THE PLAN? YOU ALL HAVE A PLAN RIGHT NOW.

WHY DO WE NEED TO UPDATE IT? WELL, JUST AS COMMUNITIES ARE NOT STATIC, COMPREHENSIVE PLANS ARE NOT STATIC OR THEY SHOULD NOT BE STATIC.

AND PRIORITIES IN THE FISCAL LANDSCAPE CHANGES.

SO JUST AS STRATEGIES MIGHT BE ACHIEVED, OTHERS MIGHT NEED TO BE TWEAKED OR ADJUSTED TO ALLOW FOR ANY COURSE CORRECTION AND MAKING SURE THAT THE PLAN MEETS THE NEEDS OF PRINCE GEORGE TODAY, AS WELL AS THE PRINCE GEORGE OF THE FUTURE AND OF COURSE, VIRGINIA CODE SAYS THAT WE MUST LOOK AT THESE DOCUMENTS AT LEAST EVERY FIVE YEARS TO ALLOW FOR THAT COURSE CORRECTION AND AS I MENTIONED BEFORE, ONE OF THE THINGS THAT WE BUILD INTO ALL OF OUR DOCUMENTS IS THAT IMPLEMENTATION MATRIX.

IT'S THIS WORK LIST OF PROJECTS AND STRATEGIES WITH WHO'S GOING TO DO THEM WHEN RESOURCES TO GET THEM DONE.

SO THAT BECOMES YOUR CHECK IN EVERY FIVE YEARS, OR BEST PRACTICE EVERY YEAR TO MAKE SURE THAT YOU ARE ON THE RIGHT TRACK.

SO PAUSE THERE. ARE THERE QUESTIONS ABOUT COMPREHENSIVE PLANNING IN GENERAL? THE IMPORTANCE OF IT. NO.

OKAY, THEN LET'S MOVE ON TO THE SPECIFIC UPDATE PROCESS FOR THIS PROJECT.

SO THE SLIDE THAT YOU SEE ON THE SCREEN CORRESPONDS WITH THE.

I CAN. SO THIS IS JUST THE ONE SLIDE VERSION OF WHAT IS A MULTI-PAGE DOCUMENT.

BUT THE PROCESS FOR UPDATING PRINCE GEORGE'S COMPREHENSIVE PLAN BREAKS DOWN ROUGHLY INTO THREE PHASES AND WE ARE CURRENTLY IN PHASE ONE OF THE PROJECT INPUT AND DATA GATHERING. WE'VE COMPLETED A DIAGNOSTIC OF THE CURRENT COMPREHENSIVE PLAN, WHICH BENJAMIN WILL TALK ABOUT IN A LITTLE BIT.

WE'VE DEVELOPED DRAFT MARKETING AND OUTREACH MATERIALS, AND WE'VE CONDUCTED A TOUR OF THE COUNTY AND STAFF INTERVIEWS.

THIS FIRST PHASE DATA GATHERING IS REALLY ABOUT IDENTIFYING CURRENT CONDITIONS TODAY IN PRINCE GEORGE, SO THAT WE CAN IDENTIFY THOSE KEY ISSUES AND OPPORTUNITIES AND PLANNING NEEDS.

OF COURSE, WE DO THAT THROUGH THE DIAGNOSTIC BY LOOKING AT EXISTING PLANS.

WE DO IT BY TALKING TO STAFF, PERFORMING DATA ANALYSIS.

SO WE'RE PULLING DEMOGRAPHIC DATA CURRENTLY AND THEN REACHING OUT TO THE COMMUNITY AT WHOLE THAT COMMUNITY ENGAGEMENT ITEM, YOU SEE AND THAT'S DONE THROUGH A PUBLIC SURVEY, THROUGH PUBLIC WORKSHOPS AND FIVE FOCUS GROUPS AND I'LL COME BACK TO THOSE.

WE'LL TALK ABOUT THOSE IN A LOT MORE DETAIL.

SO AT THE END OF THIS FIRST PHASE, INPUT AND DATA GATHERING, WE WILL HAVE A BASELINE CONDITIONS ANALYSIS THAT WILL INCLUDE DEMOGRAPHIC DATA, EXISTING CONDITIONS DATA AND A SUMMARY OF PUBLIC ENGAGEMENT.

BASICALLY WHAT WE HEARD FROM THE COMMUNITY THROUGH THE SURVEY WORKSHOPS AND FOCUS GROUPS.

FROM THERE, WE'LL MOVE ON TO THE DRAFTING PHASE AND THIS SLIDE IS VERY MISLEADING.

DRAFTING IS THE LONGEST PHASE IN THE PROCESS, BUT IT'S JUST A LITTLE TEENY TINY BAR UP THERE.

WE WILL HAVE FIVE WORK SESSIONS WITH THE PLANNING COMMISSION THROUGHOUT THE DRAFTING PHASE AND THEY WILL BEGIN ON IN JULY.

THEY'LL BE THE FOURTH MONDAY, I BELIEVE, WHICH IS ONE OF YOUR REGULAR WORK SESSIONS, AND THEY'LL BE EVERY OTHER MONTH.

THOSE DATES ARE IN THE MEETING MATERIALS THAT YOU HAVE BEFORE YOU.

AT EACH OF THOSE WORK SESSIONS, WE WILL BE REVIEWING 1 TO 2 DRAFT CHAPTERS AND WORKSHOPPING THAT CONTENT WITH THE PLANNING COMMISSION.

WE HAVE A MIDWAY CHECK IN WITH THE BOARD OF SUPERVISORS, TENTATIVELY SCHEDULED FOR ABOUT DECEMBER OF THIS YEAR, WHERE WE'LL COME BACK TO YOU AND REPORT ON WHAT PROGRESS HAS BEEN MADE, WHAT WE'VE HEARD, AND WHAT WE HAVE ACCOMPLISHED.

AFTER ALL OF THE CHAPTERS ARE DRAFTED, WE MOVE INTO THE REVIEWING AND REFINING PHASE, PHASE THREE OF THE PROJECT AND THIS IS WHERE WE SUBMIT THE COMPILED PLAN BOTH TO DEQ, THE VIRGINIA DEPARTMENT OF ENVIRONMENTAL QUALITY, VDOT, THE VIRGINIA DEPARTMENT OF TRANSPORTATION, AND THEN PUBLISH THE PLAN FOR COMMENT FROM THE COMMUNITY AT LARGE AND THAT'S DONE BOTH THROUGH ONLINE COMMENT FORMS. SO THE PLAN WILL BE POSTED ONLINE.

PEOPLE CAN ENTER AN ONLINE COMMENT, IT GOES INTO A DATABASE THAT WE HAVE, AND IT'LL ALSO BE DONE THROUGH A PUBLIC OPEN HOUSE WHERE WE COME TOGETHER IN PERSON.

PEOPLE CAN LOOK AT THE PLAN, THEY CAN LOOK AT POSTERS, THEY CAN ASK QUESTIONS OF STAFF, THEY CAN ASK QUESTIONS OF YOU AND THEN GIVE THEIR FEEDBACK ON THE PLAN, MAKING SURE THAT WE HEARD THEM RIGHT THROUGH COMMUNITY ENGAGEMENT, THAT WE DRAFTED THE PLAN CORRECTLY, AND THEN MAKING ANY ADJUSTMENTS AS NECESSARY.

AND THEN OF COURSE, FROM THERE WE MOVE INTO THE ADOPTION PHASE.

SO THERE'LL BE PUBLIC HEARINGS, FORMAL PUBLIC HEARINGS FOR THE PLAN.

AGAIN, ANOTHER OPPORTUNITY FOR THE PUBLIC TO COMMENT ON THE DOCUMENTS.

START TO FINISH. THIS IS ABOUT A 20 MONTH PROCESS, MAYBE A LITTLE BIT LONGER THAN 2020 MONTHS, WITH THE FIRST FULL DRAFT OF THE PLAN AVAILABLE ABOUT THIS TIME NEXT YEAR.

POINT OUT THAT OUR CONTRACT WITH THE COUNTY ALSO INCLUDES A CONCURRENT DIAGNOSTIC OF THE ZONING AND SUBDIVISION ORDINANCE, FIRST WITH FOR COMPLIANCE WITH STATE CODE AND PLANNING BEST PRACTICES, AND THE RESULTS OF THAT DIAGNOSTIC WILL BE PRESENTED TO THE BOARD IN MAY AND THEN PLANNING COMMISSION.

YOU WILL HEAR THE RESULTS AT YOUR FIRST WORK SESSION IN JULY.

AFTER THE COMP PLAN IS DRAFTED, WE'LL THEN REVISIT THAT DIAGNOSTIC AND LOOK AT YOUR ZONING AND SUBDIVISION ORDINANCES AGAIN TO ENSURE THAT THEY ARE TALKING TO THE NEW COMPREHENSIVE PLAN TO MAKE SURE THE TWO DOCUMENTS ARE TALKING TOGETHER.

AND WE'LL MAKE ANY RECOMMENDATIONS FOR UPDATING ZONING AND SUBDIVISION ORDINANCES BASED ON THE NEW COMPREHENSIVE PLAN.

WE DON'T HAVE THE POLICE TO MONITOR THESE TYPES OF THINGS.

SO LIKE FOR EXAMPLE, YEARS AGO, ANYBODY COULD BUY LAND AND DIVIDE IT INTO FIVE ACRES.

IT DIDN'T MATTER, BUT IT WAS CAUSING THESE MASS SUBDIVISIONS POPPING UP EVERYWHERE.

SO THEY CHANGED THE RULES.

WELL, NOW WE'RE HAVING REPEATED EXEMPTIONS BECAUSE FAMILIES ARE TRYING TO DIVIDE THEIR FARMS TO THEIR CHILDREN AND CAN'T BECAUSE WE'VE RESTRICTED IT SO MUCH THAT IT'S PREVENTING THE FAMILY USE OF THE FARMS OR, YOU KNOW, CITIZENS AND NEIGHBORHOODS ARE UPSET BECAUSE THINGS HAVE BEEN APPROVED AND PASSED, THAT PEOPLE HAVE BEEN HELPED TO OBTAIN, YOU KNOW, GOALS OF WHAT THEY'RE TRYING TO DO, AND NOBODY'S DOING BACKGROUNDS OR SEARCHES TO SEE THAT RIGHT OF WAYS THAT HAVE BEEN IN PLACE FOR 200 YEARS ARE BEING VIOLATED.
