I WANTED TO COME HERE AGAIN AND TALK ABOUT THE ASSESSMENT ISSUES AND LAND USE.

I'LL START WITH THE FIVE PARCELS THAT I'M PERSONALLY FAMILIAR WITH, AND I'VE SEEN ENORMOUS INCREASES, AND THEN SPEAK ON AS MANY ISSUES AS I HAVE TIME TO ADDRESS.

WE'RE SEEING WE HAVE ONE PARCEL, ONE ACRE, THAT'S RAISED UP $30,000.

ONE PARCEL, 32 ACRES, IS GONE UP $83,200.

FIVE PARCELS ON ONE FARM THAT CONSISTS OF 36 ACRES.

IT'S UP $111,000.

ONE PARCEL, THAT'S 97 ACRES, IS UP $159,000, AND ANOTHER PARCEL THAT'S 187 ACRES, IS UP $404,700.

THIS IS AN ABSOLUTE ABSURD INCREASE IN PROPERTY VALUE.

I DON'T HAVE A PROBLEM WITH THE APPEALS PROCESS.

I KNOW WE'VE HAD A LOT OF PEOPLE TALK ABOUT APPEALS, AND YOU NEED TO GET TO APPEAL THE ASSESSOR'S OFFICE AND APPEAL THE BOARD OF EQUALIZATION, AND THEN YOU CAN EVEN GO TO THE CIRCUIT COURTS.

I'VE GOT AN ISSUE WITH THE WAY THESE ASSESSMENTS HAVE BEEN DONE.

THERE HAVE BEEN NUMEROUS ERRORS IN THESE ASSESSMENTS.

WE'VE SEEN ALMOST 2000 PROPERTIES THAT HAVE INCREASED BETWEEN 10 PERCENT AND 10,000 PERCENT, AND IT AMOUNTS TO $225 MILLION PLUS INCREASED ASSESSMENTS FROM '24-'25.

FIVE ACRES IS NOW BEING VALUED AT $80,000 WITHOUT ANY ACCURATE DATA TO JUSTIFY, AND NUMEROUS INACCURATE ENTRIES IN COMPARISON PRICING HAVE BEEN FOUND IN JUST A SMALL SAMPLE OF DATA REVIEWED.

THESE ARE THE KIND OF MISTAKES THAT CAN CAUSE CLASS ACTION LAWSUITS, THESE ARE THE KIND OF MISTAKES THAT CAN CAUSE TREMENDOUS AMOUNT OF HEARTACHE FROM THESE CITIZENS.

IT'S GOT TO BE ADDRESSED.

WE'VE ASKED FOR EXTENSIONS, WE'VE ASKED FOR UNDERSTANDING FROM THE BOARD.

WE'VE SPOKE TO THE COUNTY ATTORNEY, WE HAVE DONE EVERYTHING THAT WE CAN AND NOW WE ARE RELYING ON THE BOARD TO GET THIS DONE PROPERLY.

KING WILLIAM COUNTY REFUSED AN ASSESSOR'S ASSESSMENTS IN 2021 FOR INACCURATE DATA.

THIS INACCURATE DATA HAS BEEN GIVEN TO THE COUNTY, IT'S BEEN GIVEN TO ALL THE BOARD MEMBERS, AND NOTHING IS BEING DONE WITH IT.

EITHER EXTEND THE DEADLINE, OR REFUSE THE ASSESSMENTS AND GO BACK TO THE OLD ASSESSMENTS UNTIL ACCURATE DATA CAN BE ENTERED.

THAT'S THE RIGHT THING TO DO, AND THAT'S WHAT WE'RE ASKING THE BOARD TO DO.

YOU ALL HAVE GOT TO STAND BEHIND YOU ALL'S OFFICE, AND DO WHAT CAN BE DONE TO FIX THESE ISSUES.

I'VE BEEN TELLING YOU FOR THREE YEARS THAT THIS ASSESSMENT PROCESS MAKES NO SENSE, AND THIS HAS COME TO THIS.

THANKS TO THE ATTORNEY'S RELEASE OF THE EXCEL DATA SPREADSHEET, WE CAN DO A LITTLE BIT BETTER ANALYSIS OF THIS DATA.

THERE ARE ABOUT 700 PROPERTIES ACROSS THE COUNTY THAT ACTUALLY SHOW NO CHANGE IN VALUE, BUT THAT'S BECAUSE SOMEBODY MANUALLY ADJUSTED TO CORRECT THE ASSESSMENT, WHICH IS A CONFLICT OF A CLAIM OF ASSESSOR'S OFFICE WHEN THEY SAY THEY DON'T DO INDIVIDUAL ASSESSMENTS, THEY DO IT BY A MASS ASSESSMENT BATCHES.

THERE ARE SOME LOTS THAT WERE OVERTAXED LAST YEAR, AND THAT'S WHY THEIR LAND VALUE HAD TO BE BROUGHT DOWN THIS YEAR BECAUSE OF THIS BLANKET ASSESSMENT THIS YEAR.

YOU HAVE ACTUALLY ABNORMALITIES WHERE YOU HAVE PARCELS THAT HAVE THEIR LAND VALUE PORTION DECREASED BY 10,000 AND 45,000.

BUT THEN THEY GO AND PICK UP 700 PROPERTIES, AND ONE BY ONE, INCREASE THE BUILDING VALUE ON THAT PROPERTY TO MAKE SURE THAT THE CHANGE TOTAL IS ZERO PERCENT.

THAT IS A MANUAL PICKING OF 700 PROPERTIES TO MAKE SURE THAT IT LOOKS LIKE IT'S A ZERO CHANGE TO COVER UP THE FACT THAT THE PROPERTIES WERE OVERTAXED LAST YEAR ALREADY.

THERE ARE TWO PROPERTIES THAT HAD THEIR LAND VALUE CUT BY 45, 50 PERCENT. THE COUNTY HAS A PARCEL OF 25 ACRES THAT HAS ITS LAND VALUE DECREASED BY 25 PERCENT.

I GUESS THE LAND VALUE IS GOING DOWN BY THAT MUCH ON SOME PROPERTIES.

THERE ARE UNDEVELOPED PROPERTIES OF FIVE ACRE.

THEY ARE ASSESSED AT 80,000, BUT THEY WERE SOLD FOR 55,000 AND 65,000,

THEY WERE SOLD ON THE MARKET, UNDEVELOPED, AND ARE STILL UNDEVELOPED, BUT THEY ARE ASSESSED TODAY AT 80,000.

IT MAKES NO SENSE.

I'M HERE TONIGHT TO DISCUSS THE COUNTY ASSESSMENTS, AS ARE MOST OF THE OTHER PEOPLE IN THE ROOM TONIGHT.

I AM CURRENTLY A REALTOR WITH PRINCE GEORGE REALTY AND RECENTLY CELEBRATED MY 21ST YEAR AS A LICENSED REALTOR.

I THOUGHT I UNDERSTOOD ASSESSMENTS VERSUS APPRAISALS, BUT I'M SLOWLY STARTING TO QUESTION MY YEARS OF EXPERIENCE.

APPARENTLY, THE APPRAISAL CLASS I TOOK IN ORDER TO RECEIVE MY BROKER'S LICENSE IS NO LONGER VALID BECAUSE NOW ASSESSMENTS ARE CONSIDERED 100 PERCENT APPRAISED VALUE.

[NOISE] GOING FORWARD, A REALTOR WILL NO LONGER NEED TO CONDUCT A CMA, AND APPRAISERS WILL NO LONGER NEED TO APPRAISE THE PROPERTY, WE WILL JUST USE THE PROPERTY CARDS FROM THE ASSESSOR'S OFFICE AND HAVE OUR 100 PERCENT APPRAISED VALUE.

I UNDERSTAND THAT A REQUEST WAS PRESENTED TO THE BOARD MEMBERS TO ADD A TOPIC TO TONIGHT'S AGENDA.

THE REQUEST WAS TO DISCUSS A ONE-WEEK EXTENSION FOR RESIDENTS TO FILE APPEALS WITH THE ASSESSOR'S OFFICE.

KEEP IN MIND, THIS WAS ONLY A REQUEST FOR DISCUSSION, NOT AN APPROVAL.

I WAS ADVISED THAT THE REQUEST FOR DISCUSSION WAS DENIED.

I HAVE HEARD OVER AND OVER THAT A ONE-WEEK EXTENSION WOULD NOT CHANGE ANYTHING.

IN MY OPINION, ALLOWING A ONE-WEEK EXTENSION WOULD GIVE ALL RESIDENTS THE REASSURANCE THAT OUR BOARD MEMBERS DO CARE ABOUT ITS RESIDENTS AND THAT THEY'RE GOING TO DO EVERYTHING IN THEIR POWER TO SHOW UNITY AND SOLIDARITY FOR THE BETTERMENT OF OUR COUNTY.

A ONE-WEEK EXTENSION WOULD ALLOW EVERYONE THE ABILITY TO ATTEND MR. GORDINEER'S MEETING ON MARCH 6TH, AND POSSIBLY AVERT MANY APPEALS BEING FILED, NOT TO MENTION, AVOID MANY PHONE CALLS AND EMAILS COMING INTO THEIR OFFICE.

THERE ARE TOO MANY DISCREPANCIES AND UNKNOWN SURROUNDING THIS NEW AGENDA AND RESIDENTS DESERVE MORE TRANSPARENCY FROM THE COUNTY OFFICIALS.

FOR INSTANCE, ON THE COUNTY FACEBOOK PAGE TODAY, IT MENTIONS THAT THE DEADLINE FOR APPEALS WITH ASSESSOR'S OFFICE IS MARCH 1ST.

BUT IT IMMEDIATELY AFTERWARDS STATES THAT THE APPEALS RECEIVED AFTER MARCH 1ST WILL STILL BE REVIEWED BY THE OFFICE STAFF BEFORE BEING PRESENTED TO THE BOARD OF EQUALIZATION.

SO IS THERE A DEADLINE? ONE LAST COMMENT OR SUGGESTION.

I WOULD DARE SAY THAT MOST OF THE RESIDENTS IN OUR COUNTY ARE NOT AWARE OF THE ISSUES SURROUNDING THIS MATTER.

THE COUNTY CURRENTLY PUTS OUT A NEWSLETTER VIA MAIL THAT IS BASICALLY WORTHLESS BY THE TIME IT REACHES THE RESIDENTS.

THE COUNTY ALSO USES SOCIAL MEDIA AT TIMES, WHICH IS GREAT FOR THOSE ON SOCIAL MEDIA, BUT WE HAVE A LARGE GROUP OF RESIDENTS THAT DO NOT HAVE SOCIAL MEDIA OR HAVE THE KNOWLEDGE OR ABILITY TO USE A COMPUTER OR SMARTPHONE.

I WOULD SUGGEST THAT THE COUNTY NEWSLETTER BE ISSUED MONTHLY OR BI-MONTHLY TO EACH RESIDENT WITH UPCOMING BOARD OF SUPERVISOR TOPICS AND ALL OTHER COUNTY EVENTS.

LET THE RESIDENTS DECIDE IF THEY WOULD LIKE TO OPT OUT OF RECEIVING THE NEWSLETTER VIA MAIL, OR BETTER YET, ALLOW RESIDENTS TO RECEIVE THE NEWSLETTER VIA EMAIL.

I PRAY THAT EACH ONE OF YOU WILL TAKE TO HEART WHAT I'VE SAID TONIGHT.

THAT'S THREE ACRES SEPARATED INTO FIVE PARCEL, $255,000.

SOMETHING'S WRONG WITH THAT.

THERE ARE EXISTING UTILITIES THAT NEED TO BE RELOCATED AS WELL AS THERE WILL BE SOME LINES FROM DOMINION THAT WILL BE LOCATED IN THE AREA.

HERE'S A SOUTHEASTERN VIEW OF THE PROPERTY, THAT'S A SOUTHWESTERN VIEW.

THESE ARE TWO OF THE DETAILS THAT VDOT HAS PROVIDED IN TERMS OF APPROXIMATE LOCATIONS.

VDOT HAS VALUED THIS EASEMENT AT $550.

THEY DID INITIALLY REQUEST THAT THE BOARD WAIVE ANY COMPENSATION FOR THE EASEMENT.

I EXPLAINED TO VDOT THAT THAT WOULD BE UP TO THE BOARD, AND SO THEY HAVE PROVIDED THEIR ANALYSIS OF $550 OF WHAT THE EASEMENT IS WORTH.

THIS IS A RESOLUTION TO AWARD CONTRACT FOR GASOLINE AND DIESEL FUEL PRICES TO BARKSDALE OIL INCORPORATED.

COUNTY CURRENTLY CONTRACTS OR USES A STATE CONTRACT WHERE MANSFIELD OIL IS THE CONTRACTED VENDOR THAT TRANSITIONED FROM CORALS PETROLEUM IN JULY OF 2022.

ON JANUARY 6TH, MANSFIELD IMPLEMENTED AN ADDED FREIGHT AND DELIVERY CHARGE WITH LITTLE TO NO NOTICE AS TO FOLKS THAT WERE USING THAT STATE CONTRACT.

THE FLAT FEE ADDITIONS WERE DEPICTED IN THIS AGENDA ITEM, WHICH WAS POSTED TO BOARD DOCS.

THERE WAS EITHER A $150 FLAT FEE, A $250 FLAT FEE, OR A $400 FLAT FEE DEPENDING ON THE NUMBER OF GALLONS AND THE METHOD OF DELIVERY.

THE ESTIMATED ADDITIONAL COST TO THE COUNTY IS UP TO $35,000 ANNUALLY USING THE SIMILAR MAKE UP OF

FUEL DELIVERIES THAT WE HAVE RECEIVED DURING THE LAST CALENDAR YEAR.

FUEL CONTRACTS ARE TYPICALLY BASED ON A DIFFERENTIAL OR A MARKUP OF THE OPIS WEEKLY RACK AVERAGE BECAUSE OF THE FLUCTUATION IN FUEL PRICING.

THAT IS A TYPICAL CONTRACT.

UPON REALIZING THAT THIS DELIVERY CHARGE HAD BEEN IMPLEMENTED, OUR PROCUREMENT OFFICER BEGAN RESEARCHING OTHER COOPERATIVE CONTRACTS.

AFTER EXAMINING THOSE AVAILABLE COOPERATIVE CONTRACTS, WE RECOMMENDED AWARDING TO BARKSDALE OIL, A LOCAL COMPANY THAT THE COUNTY HAS DEALT WITH IN THE PAST.

THE DIFFERENTIAL IS A LITTLE HIGHER, HOWEVER, IF WE ARE ABLE TO AVOID A MINIMUM CHARGE THAT WE HAVE BEEN PAYING SINCE WE HAVE BEEN CONTRACTED WITH MANSFIELD, WE FEEL LIKE WE WILL BREAKEVEN, BUT WE WILL SAVE UP TO $35,000 IN ADDITIONAL FREIGHT CHARGES.

SO THAT IS OUR RECOMMENDATION THAT WE AWARD THE CONTRACT USING PETERSBURG'S COOPERATIVE CONTRACT TO BARKSDALE OIL AS SOON AS PRACTICABLE, BUT NO LATER THAN MARCH 15TH, IF MR. TALMAGE AND MR. SIMMONS CAN MAKE THAT TRANSITION HAPPEN.

THE ASSESSOR'S OFFICE, AS I UNDERSTAND IT, SET UP A PROCESS TO TALK WITH CITIZENS ABOUT CONCERNS AND QUESTIONS ABOUT ASSESSMENTS TO HOPEFULLY MINIMIZE THE NUMBER OF CASES THAT MIGHT NEED TO GO TO THE BOARD OF EQUALIZATION.

THAT'S FOR THE BENEFIT OF THE CITIZENS, AS WELL AS TO REDUCE THE DOCKET OF THE BOARD OF EQUALIZATION.

THE MARCH 1 DEADLINE WAS SET TO BALANCE THE WORKLOAD OF THE OFFICE AND TO ALLOW FOR THINGS TO BE PROCESSED IN AN ORDERLY MANNER.

THAT BEING SAID, THE ASSESSOR AND HIS STAFF ARE WELL AWARE THAT THERE ARE A NUMBER OF PEOPLE WHO HAVE CONCERNS ABOUT VARIOUS ISSUES REGARDING THE ASSESSMENTS.

I DON'T THINK THAT ANYONE WILL BE TURNED AWAY IF THEY COME ON MARCH 2ND OR MARCH 5TH AND SAY, HEY, I DON'T UNDERSTAND MY ASSESSMENT OR, I HAVE THIS ISSUE WITH IT, CAN WE PLEASE TALK ABOUT IT? THE OTHER THING IS THAT IN TERMS OF THE APPLICATION, THE POINT OF THE APPLICATION ON THE LEVEL OF THE ASSESSOR IS REALLY JUST FOR THE ASSESSING OFFICIAL TO HAVE AN IDEA OR AN UNDERSTANDING OF WHAT THE DISPUTE IS AND HOW TO ADDRESS THE QUESTIONS THAT A TAXPAYER MIGHT HAVE OR MAKE A CORRECTION IF THAT IS WARRANTED.

I WOULD BE VERY SURPRISED IF AN APPEAL APPLICATION WERE REJECTED BECAUSE IT DIDN'T HAVE ALL OF THE RIGHT INFORMATION OR ALL OF THE ATTACHMENTS.
