RWE DOES NOT HAVE OUR BEST INTEREST IN MIND, ONLY THEY ONLY CARE ABOUT THEIR SHAREHOLDERS.

THIS WOULD BE A 40-YEAR COMMITMENT THAT THE RESIDENTS OF PRINCE GEORGE DO NOT WANT TO COMMIT TO.

I URGE ALL THE BOARD OF SUPERVISORS TO ADHERE TO THE PLANNING COMMISSION'S UNANIMOUS DECISION TO FIND RWA NOT TO BE IN SUBSTANTIAL COMPLIANCE AND DENY THEIR REQUEST FOR AN EXEMPTION.

I WAS TOLD THAT THERE IS A 20-DEGREE TEMPERATURE CHANGE IN THE SOLAR FARM ITSELF.

THE SUPERVISORS BOARD OF SUPERVISORS SLOGAN IS EMBRACING ITS RURAL CHARACTER.

I'VE BEEN BRINGING IT TO THEIR ATTENTION.

I WAS WONDERING IF POSTING IT IN THE NEWSPAPER IS THE BEST FORM OF ADVERTISING.

BECAUSE NOBODY READS A NEWSPAPER ANYMORE.

FIRST OF ALL, I'VE KIND OF GONE OVER Y'ALL'S PROPOSAL FROM.

OR. EXCUSE ME, YOUR POLICY THAT WAS IN PLACE FOR THIS SOLAR FARM.

THEY'RE REQUESTING 506 ACRES, WHICH IS ACTUALLY ALREADY OVER 22.3 ACRES OVER WHAT IS ALLOTTED FOR THE SOLAR FARMS IN THE COUNTY OF PRINCE GEORGE.

SO, THEY'RE IN EXCESS WITH THAT.

I'M SURE YOU'LL SEE THAT ON THEIR APPEAL.

NUMBER THREE IN YOUR POLICY SAYS THAT PRINCE GEORGE IS DESIRED TO PROTECT, MAINTAIN AND IMPROVE THE QUALITY OF THE NATURE OF THE ENVIRONMENT.

THIS IS NOT GOING TO DO THAT.

LIVING BESIDE OF HIM, I CAN TELL YOU WE'VE ALREADY HAD LAND CLEARED IN THE AREA.

OUR WILDLIFE HAS ALREADY BEEN DISPLACED AND THIS WOULD BE ISSUES WITH POSING TO THE WETLANDS THAT ARE AROUND US.

WE HAVE SWAMP LAND ACROSS THE STREET BESIDE OF US ALL IN OUR AREA THAT COULD BE IMPACTED FOR DUCKS, GEESE THAT ARE, WE KNOW.

ARE THERE EAGLES THAT WE HAVE SEEN THERE? WE'VE ALSO GOT MANY OTHER WILDLIFE ANIMALS.

MY HUSBAND SEEING SOMETHING RUN ACROSS THE ROAD, WE ACTUALLY HAD TO GOOGLE IT AND FIGURE OUT WHAT IT WAS ONE DAY.

ALSO, 6.B WAS NO KETAMINE CADMIUM, SORRY.

IN THE PANELS AND ALL THE RESEARCH THAT I'VE DONE ON THE PANELS, THEY USE A COMBINATION OF CADMIUM, ARSENIC AND ALSO LEAD IN THEIR STUFF WHEN THEY'RE MADE. SO, I WOULD BEG YOU TO PLEASE ASK THEM, WHERE ARE THEY GETTING THEIR PANELS MADE? WHAT ARE THEY CONSISTENT OF? BECAUSE THAT DOES GO BACK TO THE CONSTITUTION WITH WHAT HE'S SAYING WITH WATER RUNOFF.

AND OUR WELLS ARE RIGHT THERE AT WHERE THE LAND IS PROPOSED.

MY LAND WOULD ACTUALLY BE RIGHT BESIDE OF THE PROPOSED, LITERALLY IN THAT FIRST SQUARE.

OURS IS THE FIRST HOUSE, AND THEY'RE RIGHT BESIDE OF US.

THERE'S THE NOISE THAT IT WILL BRING TO THE AREA.

THERE IS THE NOISE OF THE CONSTRUCTION, ADDITIONAL TRAFFIC TO THE AREA, WHICH WE'RE ALREADY REROUTED RIGHT NOW FOR THE CONSTRUCTION OF THE BRIDGE RIGHT AT THE BAKER'S POND AREA. SO, WE'RE ALREADY BEING REROUTED TO THWEATT, AND A LOT OF TRAFFIC IS PICKED UP THROUGH THE AREA.

LIGHTING THAT WILL BE THERE FOR THE FACILITY.

WHAT ARE THEY GOING TO DO ONCE THEY DECOMMISSION IT AFTER THE 40-YEAR PROJECT? I KNOW MOST PANELS DON'T LAST BUT 20 TO 25 YEARS, AND ALL THE RESEARCH THAT I'VE BEEN LOOKING AT KIND OF WRAP THIS UP, IT'S JUST NOT GOOD FOR US.

AND I IMPLORE YOU AS OUR BOARD AND TO PROTECT YOUR RESIDENTS, PLEASE VOTE NO WHEN IT COMES TO THIS APPEAL.

AND IN APRIL OF LAST YEAR, WE RECEIVED A LETTER FROM DOMINION POWER IN REFERENCE TO OPENING OUR PROPERTY UP FOR SOLAR PANELS.

OKAY, SO I CALLED IT WAS A FIRST-CLASS LETTER, SO I KNEW IT HAD SOME LEGITIMACY TO IT.

SO, I CALLED AND TALKED TO A SUPERVISOR AT DOMINION POWER TOO AND SPENT ABOUT 35 MINUTES ON THE PHONE WITH HIM ABOUT THIS.

AND SINCE I THINK A LOT OF THIS LAND IS FARM OR FIELDS, SO THAT'S PRETTY EASY.

THEY HAVE THREE PHASES THAT THEY HAVE TO GO THROUGH WITH PROPERTY.

SO, IF YOU HAVE WOODS THAT'S GOING TO TAKE THE LONGEST AMOUNT OF APPROVAL TIME ANYWHERE FROM 5 TO 7 YEARS.

OKAY. THE CONTRACT TO PAY WHOEVER OWNS THE PROPERTY IS FOR 15 TO 25 YEARS.

OKAY. NOW THEY'RE GOING TO COME IN AND THEY'RE GOING TO COMPLETELY REDO THE LAND BECAUSE THEY HAVE TO HAVE RUNOFF FOR WATER DRAINAGE, THAT SORT OF THING. THEY ALSO NEED TO MAKE SURE THEY'VE GOT ENOUGH POWER CABLES TO MAKE IT TO A SUBSTATION.

THEY ALSO LIKE TO TRY AND GET ONE MEGAWATT OF POWER PER 5 TO 7 ACRES PER YEAR.

AND THEN THE NEXT THING TO THINK ABOUT, I DON'T THINK THIS COUNTY WOULD HAVE ANY ISSUES AFTER THE 25 YEARS, BUT WHERE THOSE PANELS ARE NOT BIODEGRADABLE, WHERE DO THEY GO? WHERE ARE THEY TRANSPORTED TO DISPOSE OF? IT'S JUST LIKE THESE WINDMILLS THAT WE GOT THOSE BLADES AND EVERYTHING.

IT'S IN PART OF THE CONSTRUCTION OF THOSE WINDMILLS THAT WE HAVE IN TEXAS AND IN THE PLAINS STATES, AND OUT IN THE OCEAN, FOR THAT MATTER, AFTER THEIR 15 OR 25 YEAR LIFE. WHERE DO THOSE PANELS GO? AND THOSE BLADES, THEY'RE NON-BIODEGRADABLE.

SO, THEY GOT TO GO SOMEWHERE.

SO, I'M IN OPPOSITION TO THIS.

I WANT TO THROW THAT LITTLE BIT OUT THERE ABOUT THAT HALF-LIFE.

A CAPACITY OF 100MW.

THIS PROJECT WILL REQUIRE 227,000 OF THE PANELS.

THE GENTLEMAN WAS JUST TALKING ABOUT A QUARTER OF A MILLION PANELS FOR 100MW.

IT'LL ALSO REQUIRE 16 CONTAINER STRUCTURES.

AND THE COOLING EQUIPMENT, SO THE ENVIRONMENTAL FIRE HAZARDS ARE REAL.

COMPLETELY LEAVING THIS OUT OF THE APPLICATION IS FALSE AND MISLEADING.

BASICALLY, THE SITING POLICY SAYS THIS SOLAR FACILITY WITHIN THE PRINCE GEORGE PLANNING AREA SHOULD BE AVOIDED.

SHOULD BE AS A VERY SIMPLE PHRASE AS LIKE YELLING UPSTAIRS AT YOUR KIDS, YOU SHOULD BE DOING YOUR HOMEWORK.

IT SETS AN EXPECTATION, SHOULD BE VERY CLEAR WORDS.

LET'S LOOK AT THE WORD SUBSTANTIAL AS IN SUBSTANTIAL ACCORD.

CAMBRIDGE SAYS THAT MEANS LARGE IN SIZE, LARGE IN VALUE, OR VERY IMPORTANT, SUBSTANTIAL ACCORD.

TO ME AS AN ENGINEER MEANS THERE'S NO EMISSIONS OF ANY ESSENTIAL PART.

AND THEN IN JUNE, THE BOARD HEARD THIS REQUEST AND DECIDED TO POSTPONE IT AND ASKED FOR THE APPLICANT TO MEET WITH STAFF, TRY TO RESOLVE THE CONCERNS THAT CAME UP AND ASK FOR CRIME DATA.

AND THEN THE CASE WAS SUBSEQUENTLY ADVERTISED, BUT IT WAS POSTPONED AGAIN.

IT SAID THAT THE INTERSECTIONS THAT WERE STUDIED ARE PROJECTED TO OPERATE AT A SATISFACTORY LEVEL, AND THEREFORE NO IMPROVEMENTS ARE RECOMMENDED.

UTILITIES DEPARTMENT NOTED THAT THIS PROPERTY DOES NOT HAVE COUNTY WATER SEWER AVAILABLE, SO THEY'LL HAVE TO INSTALL A PRIVATE SYSTEM.

AND THEN, OF COURSE, THE HEALTH DEPARTMENT, THEY DIDN'T PROVIDE COMMENTS, BUT THIS THEY'LL HAVE TO SUBMIT.

THE OWNER WILL HAVE TO GET PERMITS FOR WHATEVER THEY'RE INSTALLING.

AT THE LAST BOARD OF SUPERVISORS MEETING, IT WAS REQUESTED THAT WE MEET WITH THE POLICE TO TALK ABOUT WHAT EXACTLY WE'RE PROVIDING FOR, INCLUDING THE FLOCK CAMERA SYSTEM FOR THE LICENSE PLATE READERS, WHICH WOULD BE THE FIRST, I BELIEVE, OF ITS KIND IN THE AREA THAT IN ADDITION TO VIDEO CAMERAS IN ALL PUBLIC SPACES AND SURVEILLANCE FOOTAGE BEING MADE AVAILABLE AT THEIR REQUEST TO BOTH LOCAL AND STATE POLICE, AND HAVING A SECURITY EMPLOYEE THERE ANY TIME IT'S OPEN FOR BUSINESS.

THERE WAS ALSO CONCERN REGARDING THE ADJACENT HOTEL AND MAKING SURE THAT'S SEPARATED FROM THIS BUSINESS.

AND SO, WE'RE PROVIDING FOR A SECURITY FENCE AND OPAQUE SIX FOOT MINIMUM SIX-FOOT HEIGHT FENCE AND PROVIDING FOR ENHANCED PARKING LOT LIGHTING AS REQUESTED BY THE CHIEF OF POLICE AND THE POLICE DEPARTMENT. SO OVERALL, I BELIEVE WE'VE CREATED THE PROPER CONDITIONS THAT HELP RESPOND TO SOME OF THE CONCERNS.

IN LIGHT OF THE CURRENT POLITICAL AND ECONOMIC ENVIRONMENT, I'M CONCERNED ABOUT INCREASED CRIME, POLLUTION, DRUG ACTIVITY, HUMAN TRAFFICKING, NOISE, AND THE LIGHTING WITHIN A TWO-MILE RADIUS.

THERE ARE TWO OTHER TRUCK STOPS IN THIS AREA, ONE AT COURTLAND AND ONE DOWN ON CRATER ROAD.

I'VE EXPERIENCED BEING WOKEN UP IN THE MIDDLE OF THE NIGHT WITH THEM TRYING TO MANEUVER, COME IN THE DRIVEWAY, BECAUSE THE MAPPING SYSTEM ON THE CELL PHONES ARE NOT ACCURATE AND UP TO DATE. TURNING AROUND IN THE MIDDLE OF THE YARD, HAVING TO GRASP AND RESEED THE YARD HAD TO MOVE MY MAILBOX TWICE, WHICH COST MONEY.

NOW IT'S ON A NEW LOCATION.

I'M CONCERNED ABOUT THE COUNTY'S CODE COMPLIANCE DEPARTMENT.

WHY HAVEN'T THEY GONE AND DONE SOMETHING ABOUT THE TRASH BUILD UP ON THIS PROPERTY? UM, IT'S AN EYESORE.

EVEN THE PLACE NEXT DOOR, THE OYO MOTEL.

I NOTICED WHEN I DID MY SURVEY OF THE BUILDINGS THAT THIS IS A GOOD LOCATION FOR THAT TYPE OF FACILITY.

THE IMPACT OF THE ADJACENT LAND USE, I THINK IS CONSISTENT.

BUT MORE IMPORTANTLY, IF WE PUT A INSTITUTIONAL LAND USE THERE, THAT'S A STABILIZING ELEMENT COMPARED TO MANY COMMERCIAL FACILITIES OR LAND USES THAT MAY EVENTUALLY OCCUR.

SO, DEVELOPMENT OF NEW INSTITUTIONS IN YOUR COUNTY, I THINK IS A VERY POSITIVE THING IN TERMS OF WORKING WITH MR. STEVE PARSONS, WHO IS THE CEO.

SO, I'M CONFIDENT THAT THE FACILITY ITSELF IS GOING TO BE UPGRADED.

I THINK MOST OF YOU ARE AWARE OF IT PHYSICALLY.

THE BUILDINGS THEMSELVES ARE STILL IN GOOD SHAPE.

WE ARE GOING TO REDUCE THE, YOU MIGHT CALL IT THE UNIT COUNT.

THE UNIT COUNTS.

WE WILL COMBINE HOTEL ROOMS TO FORM SEMINAR SPACES AND EMPHASIZING AGAIN THAT IT'S FOR 50 INDIVIDUALS FOR 30 DAYS. THERE ARE 20 CHILDREN AND THERE ARE TWO SCHOOL BUS STOPS WITHIN 200FT OF THE APPLICANT'S PROPERTY.

SO, TWO SCHOOL BUS STOPS.

SO, WE BELIEVE THAT THE PROPOSED USE IS INAPPROPRIATE IN THE B1 DISTRICT ADJACENT TO THIS EXISTING AFFORDABLE AREA. AND WE'RE HERE BECAUSE OF THE INTEREST OF OUR RESIDENTS, RESIDENTS OF THE COUNTY WHO ARE GENERALLY A VULNERABLE POPULATION.

WE'RE ESPECIALLY CONCERNED BECAUSE THIS SAME APPLICANT DURING THE PANDEMIC OPERATED PATIENT HOUSING ON THIS PROPERTY WITHOUT PERMITS ON, ON THEIR ON THEIR PROPERTY, THE PROPERTY THAT'S THE SUBJECT OF THE APPLICATION AND PATIENTS IN CRISIS FROM THAT FACILITY, THAT UNPERMITTED FACILITY ENTERED THE BEXLEY NEIGHBORHOOD.

AND THERE WERE INTERACTIONS IN THE BEXLEY COMMUNITY AMONG THOSE 140 PEOPLE, 20 CHILDREN AND NEAR THE BUS STOPS WHERE THERE NEEDED TO BE POLICE INTERVENTION AT THE REQUEST OF OUR NEIGHBORS.

POPLAR SPRINGS HAS BEEN AROUND FOR 40 PLUS YEARS, AND THEY COULDN'T GET A 15-YEAR-OLD KID TO STAY IN THEIR HOSPITAL.

THEY SAID THAT THEY HAVE INDUSTRIAL FLEX USERS READY TO GO INTO THE BUILDING.

THIS TYPE OF USE IS FEASIBLE AND DOABLE ON THE PROPERTY.

SO, THERE'S NO DISAGREEMENT THERE.

THERE COULD BE OTHER THINGS THAT YOU COULD CONSIDER FOR THAT PROPERTY, SUCH AS COMMERCIAL JUST COMMERCIAL RESIDENTIAL MIXED USES YOU CAN CONSIDER IN ANY OF THOSE.

BUT THEIR CLAIM IS THAT THEY HAVE INDUSTRIAL USERS READY TO GO.

SO. ANOTHER CLAIM WAS THIS WOULD, IF IT'S DEVELOPED AND REZONED AS PROPOSED, AND THE BIG BUILDING ON THERE WITH AN INDUSTRIAL FLEX USER THAT IT WOULD INCREASE THE ANNUAL REVENUE TO THE COUNTY SIGNIFICANTLY.

SO, AND THAT IS TRUE, IT WOULD GO FROM VACANT TO WELL-DEVELOPED THEN IT WOULD HAVE A SIGNIFICANT INCREASE IF, YOU KNOW, COUNTER EXAMPLE, YOU HAD RESIDENTIAL DEVELOPMENT ON THE PROPERTY, YOU WOULD HAVE MORE PROPERTY VALUE THERE AS WELL, BUT YOU WOULD HAVE AN INCREASED SERVICES FOR SCHOOLS AND FIRE AND EMS ETCETERA.

SAME THING AS IF IT WERE DEVELOPED FOR COMMERCIAL USE, THEN YOU'D HAVE MORE REVENUE.

IT'S REALLY A POLICY DECISION OF WHAT YOU WHAT YOU ENVISION OR WHAT THE COUNTY WANTS ON THAT IN THAT AREA.

ANOTHER CLAIM BY THE APPLICANT COMMERCIAL INDUSTRIAL USES, ALLOWING EITHER ONE OF THOSE PROVIDES GREATER FLEXIBILITY FOR THAT PROPERTY TO ACTUALLY BE DEVELOPED.

THEY TALKED ABOUT HOW THE PROPERTY IS AN ISLAND SURROUNDED BY MAJOR ROADS AND A SWAMP AND SUBSTANTIAL WETLANDS AROUND IT, KIND OF ON ITS OWN, AS IS THE POINT THERE.

AND THEY TALKED ABOUT IN THEIR APPLICATION THAT THE TRAFFIC WOULD BE MUCH HIGHER FOR A COMMERCIAL SHOPPING CENTER, WHICH IS CURRENTLY THE PLAN IN THE CONFERENCE PLAN FOR THAT PROPERTY, OR AT LEAST BUSINESS USES.

SO, THEY'RE TALKING ABOUT HOW THAT TRAFFIC WOULD BE MUCH HIGHER FOR THAT VERSUS AN INDUSTRIAL FLEX USER.

AND WITH THE SHOPPING PLAZA, FOR EXAMPLE, YOU WOULD HAVE A LOT OF CARS COMING IN.

IF IT'S SUCCESSFUL, YOU HAVE A LOT A GREATER NUMBER OF CARS IN THEORY.

THE TRUTH IS ACTUAL TRAFFIC COUNTS WILL VARY WIDELY DEPENDING ON WHAT ACTUALLY GOES INTO WHATEVER BUILDINGS ARE BUILT ON THE PROPERTY.

AND IF IT IF THIS CONFERENCE AND PLAN CHANGE WERE APPROVED, YOU'D HAVE A REZONING PROCESS IN WHICH YOU COULD CONSIDER WHAT TYPE OF USES YOU'RE OKAY WITH HAVING THERE AND WHAT KIND OF TRAFFIC IMPACTS THERE MIGHT BE FROM THOSE, SIMILAR TO WHAT WE CONSIDER WITH THE OTHER CASE TONIGHT, YOU HAVE THE OPPORTUNITY TO HAVE PROFFERS SUBMITTED BY THE APPLICANT TO RESTRICT CERTAIN USES, RESTRICT THE AMOUNT OF VEHICLES ALLOWED, THAT KIND OF THING.

IS THIS APPROPRIATE FOR POTENTIAL INDUSTRIAL LIGHT INDUSTRIAL USES VERSUS JUST ASKING FOR THE INDUSTRIAL ZONING OR ACTUALLY YOUR B1 ORDINANCE ACTUALLY ALLOWS FOR SPECIAL EXCEPTION, EVEN IN THAT CASE, FOR CERTAIN INDUSTRIAL USES.

WE THOUGHT IT BEST NOT TO ASK FOR THAT UNLESS WE GO THROUGH THE COMPREHENSIVE PLAN.

BUT WE ARE LOOKING FOR USERS FOR A FLEX SPACE, AND THE MARKET HAS CHANGED IN SUCH A WAY THAT RIGHT NOW WE HAVE TO BUILD A SPEC BUILDING BECAUSE THE USERS THAT ARE LOOKING TO GO INTO THESE SPACES WANT TO GET IN THERE WITHIN JUST A FEW MONTHS.

THEY JUST WANT TO DO THEIR TENANT FIT UP.

AND THE REALITY IS THAT THEY'RE LOOKING FOR MULTI BAY MULTIFUNCTIONAL SPACES THAT PROVIDE FOR RETAIL TYPE USES INVENTORY, LIGHT ASSEMBLY, OFFICE, SUPPLY CHAIN, LOGISTICS. AND I HAVE A LARGE LIST OF PEOPLE THAT ARE ACTUALLY IN THE MARKET.

SO, WE'VE PROVIDED A SAMPLE LIST OF PEOPLE THAT ARE OVER 30 USERS THAT ARE IN THE MARKET THAT WOULD NOT FIT INTO THE B1, BUT BECAUSE THE MARKET HAS CHANGED, THEY NEED THAT FLEXIBLE TYPE OF USE THAT WE HAVE PROVIDED.

AS YOU CAN SEE THE ASSESSED VALUE GOING A LITTLE OVER $1 MILLION, GOING UP TO ALMOST $61 MILLION WITH A TAX REVENUE OF A HALF $1 MILLION TO THE COUNTY.

AGAIN, THOSE ARE SIMILAR, SIMILAR PROJECTS THAT HAVE THAT KIND OF IMPACT.

AND FINALLY, I JUST WANTED TO STRESS WITH RESPECT TO THE COMPREHENSIVE PLAN THAT WE ARE ASKING FOR.

TODAY IS ONLY THE FIRST STEP.

AT THE PLANNING COMMISSION MEETING, THERE WERE SOME COMMENTS MADE ABOUT TRAFFIC AND IMPACT ON THE INTERSECTION AT COUNTY DRIVE AND COURTHOUSE ROAD, AND WE CAN ADDRESS THOSE.

AND WE KNOW WE HAVE TO ADDRESS THOSE IN THE ZONING CASE.

I CAN'T ADDRESS THEM TODAY.

RIGHT NOW, THE MARKET SAYS YOU'VE BEEN THERE 30 YEARS WITH RETAIL AND COMMERCIAL, AND WE DON'T FORESEE THAT CHANGING FOR ANOTHER NUMBER OF DECADES.

THAT'S JUST NOT THERE TODAY, AND IT'S NOT GOING TO BE THERE IN THE FORESEEABLE FUTURE.

WHAT THE MARKET IS CALLING FOR IS HEAVY JOBS WITH 600 PLUS JOBS AND GREAT ECONOMIC DEVELOPMENT OPPORTUNITY, BUT BUSINESSES THAT WANT TO COME INTO THIS AREA THAT ARE GOING TO SUPPORT THIS COMMUNITY AS WELL.

SO, WE WANT TO BE ABLE TO ADDRESS THOSE IMPACTS WHEN WE GET TO THE REZONING.

BUT AS I SAID, WE CAN'T DO THAT UNTIL WE GET TO THAT POINT.

SO, TO REITERATE A COUPLE OF POINTS, IN THE LAST FEW CASES, THERE'S NO RESIDENTIAL IN THE IMMEDIATE AREA.

WE'RE SURROUNDED BY A SWAMP AND ROADS.

THERE IS GOING TO BE ULTIMATELY PUBLIC WATER AND SEWER AS PART OF OUR PROPERTY CONDITIONS.

WE ANTICIPATE PRESENTING THAT IF WE WILL HOOK UP TO THE WATER AND SEWER WHEN IT BECOMES AVAILABLE, AND IT WILL BECOME AVAILABLE AS PART OF THE SYSTEMS THAT ARE PLANNED ALREADY FOR THE FROM THE COUNTY FOR PUBLIC WATER AND SEWER, AND THAT WE FEEL LIKE THIS HAS LESS IMPACT THAN THE CURRENT ZONING.

AS YOU MAY BE AWARE, WE ARE UNDER CONTRACT WITH UTILITY SERVICES GROUP.

THEY ARE PERFORMING OUR ARMY OR ADVANCED METERING INFRASTRUCTURE CONTRACT, WHICH INCLUDES TWO COMPONENTS, WHICH IS THE IMPLEMENTATION TO INSTALL ALL THE INFRASTRUCTURE AS WELL AS THE MAINTENANCE COST AS WELL.

THE FIRST STAGE OF THAT CONTRACT REQUIRES A FIELD INVESTIGATION, WHICH WE KNEW THERE WAS GOING TO BE SOME INCONSISTENCIES WITH OUR SCOPE OF WORK VERSUS WHAT WAS ACTUALLY OUT IN THE FIELD. UPON COMPLETION OF THAT FIELD INVESTIGATION, WE'VE IDENTIFIED SEVERAL THINGS THAT NEED TO BE UPDATED IN THE SCOPE OF WORK, INCLUDING THE NUMBER OF METERS.

WE INCLUDED NEW POLES THAT HAVE TO BE INSTALLED TO HOLD SOME OF THE EQUIPMENT, AMONG OTHER THINGS AS WELL.

SO, WE DID INCLUDE A 10% SCOPE IN THE AWARD OF THIS CONTRACT.

SO, WE'VE GOT THE COST COVERED.

BUT THAT COST THAT WE'RE LOOKING TO COVER IS $158,175 FOR THE IMPLEMENTATION COST, AND IT'S AN ADDITIONAL $4,975 FOR THE ANNUAL MAINTENANCE FEE.

THE ANNUAL MAINTENANCE FEE IS INCREASED BECAUSE WE ARE INCLUDING ADDITIONAL METERS, AS WELL AS THE ADDITIONAL INFRASTRUCTURE THAT'S NEEDED TO BE MAINTAINED.

EXCUSE ME. WE'VE THE SCHOOLS HAVE PROVIDED US A LOT OF INFORMATION ON EXCUSE ME.

THEY PROVIDE US SOME INFORMATION ON WHAT THEY HAD TO DO TO PERFORM THOSE MAINTENANCE REQUIREMENTS ON THAT PUMP STATION WHILE THEY'RE GOING THROUGH THAT MAINTENANCE ACTIVITY.

THEY HAD TO DO A PUMP AND HAUL OF ALL THE SEWAGE COMING OUT OF THAT STATION.

SO NONE OF THAT SEWER ACTUALLY CAME INTO OUR PUBLIC SYSTEM FOR US TO CONVEY OR EVEN PAY FOR TREATMENT.

SO THEREFORE, THEY'VE ASKED US TO LOOK AT THIS AS A HOLISTIC EVENT, BECAUSE IT DID HAPPEN OVER TWO DIFFERENT EVENTS, OVER MULTIPLE BILLING PERIODS.

SO WHAT WE ARE ASKING FOR TODAY IS TO ADVERTISE A PUBLIC HEARING, SINCE THIS IS AN EXEMPTION TO OUR ORDINANCE TO ALLOW THEM TO RECEIVE A CREDIT OF APPROXIMATELY $1,220 FOR THE AMOUNT OF WASTEWATER THAT DIDN'T ACTUALLY GET INTO OUR WASTEWATER STREAM, OUR WASTEWATER PIPES, EVEN THOUGH THEY DID PAY FOR IT.

WE'VE DISCUSSED HOLIDAY PAY, WHICH HAS BEEN A THING FOREVER.

I'VE BEEN HERE TEN YEARS. IT'S ALWAYS BEEN A THING, BUT IT'S JUST NEVER BEEN OUTLINED IN POLICY.

WHAT HOLIDAY PAY IS, WHO GETS IT.

SO, WE'VE JUST TALKED ABOUT THAT TO CLARIFY IN POLICY THAT IT'S A USE OR LOSE ACCRUAL EACH YEAR THAT'S GIVEN TO POLICE OFFICERS, CAREER FIRE AND EMS AND EMERGENCY COMMUNICATIONS OFFICERS.

THEY EARN IT AT THE BEGINNING OF THE YEAR, AND THEY EARN IT BECAUSE THEY'RE REQUIRED TO WORK THE HOLIDAYS WHERE MOST OF US ARE NOT.

SO, WE FRONTLOAD THAT TO THEM.

I'VE INCLUDED LANGUAGE IN PARAGRAPH TWO THAT WOULD ALLOW THESE EMPLOYEES, WHO WERE HIRED IN THE LAST QUARTER OF THE CALENDAR YEAR TO CARRY OVER THE HOLIDAY TIME, TO BE USED WITHIN THE FIRST SIX MONTHS OF THE NEW CALENDAR YEAR.

AND THAT'S PRIMARILY BECAUSE THE STAFF WE HAVE ON HAND HAS ALREADY REQUESTED THEIR VACATION DAYS, AND IT'S VERY HARD TO FLUCTUATE THROUGH THE TRAINING PROCESS FOR THOSE PEOPLE TO GET THAT HOLIDAY REPAY BACK.

SO, THE WAY WE HAVE IT WRITTEN, AND IT IS PER MEMO RIGHT NOW, SO WE'RE TRYING TO PUT IT INTO POLICY, IS TO ALLOW THOSE PEOPLE TO USE IT IN THAT FIRST SIX MONTHS, AND IF THEY DON'T, IT WOULD BE FORFEITED.

PARAGRAPH THREE WOULD STATE THAT A HOLIDAY REPAY IS ELIGIBLE TO BE PAID OUT UPON SEPARATION, AND THAT'S ONLY FOR ANY HOLIDAYS THAT WERE EARNED PRIOR TO THEIR SEPARATION. PARAGRAPH FOUR STATES THAT TO BE PAID THE HOLIDAY LEAVE, AND THIS INCLUDES ANY HOLIDAYS THAT THE EMPLOYEE MUST BE IN A PAID STATUS THE DAY PRECEDING AND THE DAY FOLLOWING THE HOLIDAY.

THERE ARE CHANGES JUST TO SOME CAPITALIZATION GRAMMAR IN SECTIONS 8.1 THROUGH 8.3 THAT I DON'T REALLY NEED TO HIGHLIGHT.

AS STATED PREVIOUSLY IN ONE OF THE POLICIES, DUE TO THE VOLUNTEERS BEING REMOVED FROM THE COUNTY'S GRIEVANCE POLICY, THIS IS JUST ANOTHER ONE THAT WE'RE TRYING TO TIDY UP, REMOVE THE VOLUNTEERS AND CREATE THE INTERNAL POLICY.

I DO WANT TO MENTION THAT BOTH OF THESE POLICIES WILL ROLL OUT TOMORROW, SIMULTANEOUSLY WITH WHAT WE'RE DOING NOW, AND WILL PRACTICALLY MIRROR EXACTLY WHAT WE'RE DOING IN COUNTY POLICY.

BUT IT'S REALLY TO GIVE THE VOLUNTEERS THEIR OWN POLICY AS WELL.

AND THEN IN SECTION ONE 10.2, NUMBER 13, IT REMOVES THE WORD FIRE AND EMS VOLUNTEERS SPECIFICALLY, BUT I DO WANT TO MENTION THAT NO OTHER CHANGES HAVE BEEN MADE TO THE POLICY IN REFERENCE TO THE WORD VOLUNTEER.

AND THAT'S BECAUSE IF YOU LOOK AT SECTION ONE 10.5, IT IS ABOUT COUNTY VOLUNTEERS, BUT IT'S NOT SPECIFIC TO FIRE AND EMS VOLUNTEERS.
