ABOUT SOME DRUG COURT FUNDING.

GOOD EVENING TO THE MEMBERS OF THE PRINCE GEORGE BOARD OF SUPERVISORS, THE COUNTY ADMINISTRATOR, OTHER STAFF AND MEMBERS OF THE PUBLIC.

I'M HERE TONIGHT TO PROVIDE YOU WITH AN UPDATE OF CONCERNING DRUG COURT.

I NEED TO POINT THIS. OKAY.

ONCE IT COMES UP. OKAY.

AND AS YOU KNOW, DRUG COURT WAS ESTABLISHED IN 2002.

AND. WE HAVE BEEN DOING A LOT LATELY, AND I JUST WANTED TO PROVIDE YOU WITH AN UPDATE.

I'M WAITING FOR THAT SLIDE TO COME UP.

OKAY. THE LIGHTS OVER THERE.

YES. AND BASICALLY, THE PROGRAM IS FUNDED THROUGH THE THROUGH A GRANT FROM THE VIRGINIA STATE SUPREME COURT, AS WELL AS LOCAL FUNDING FROM PRINCE GEORGE COUNTY.

THE STAFFING UPDATE WE HIRED A DEDICATED PROBATION OFFICER FOR DRUG COURT.

HER NAME IS KIMBERLY GREG AND MYSELF.

I AM THE DRUG COURT COORDINATOR.

YOLANDA HINES AND I BEGAN WORKING FOR THE COUNTY APRIL 1ST.

WE PARTNERED WITH BRIGHTVIEW TO PROVIDE OUTPATIENT TREATMENT SERVICES FOR OUR CLIENTS, AND THAT HAPPENED BACK IN FEBRUARY [INAUDIBLE], WHO HAD BEEN OUR PREVIOUS PROVIDER, CLOSED AND WE SELECTED BRIGHTVIEW TO PROVIDE SERVICES TO OUR CLIENTS.

AND I'LL GET INTO A LITTLE LATER WHY I'M HERE TONIGHT, BUT I'D LIKE YOU TO MAKE NOTE OF OUR NEW LOGO FOR OUR HOPEWELL PRINCE GEORGE SURRY DRUG COURT, WHICH IS THAT LITTLE BUTTERFLY.

OUR MOTTO IS A CHANCE FOR CHANGE.

AND THAT'S WHY WE CHOSE IT.

THE TEAM VOTED ON IT, AND THAT'S WHAT WE WENT WITH.

WE HAVE UPDATED OUR WEBSITE TO INCLUDE AN ATTORNEY REFERRAL FORM AS WELL AS SOME OTHER RESOURCES FOR THE PUBLIC SHOULD THEY NEED TO UTILIZE IT.

OUR DRUG COURT TEAM, AS YOU SEE, IS HONORABLE.

EDWARD TOMKO IS THE JUDGE THAT HANDLES DRUG COURT.

WE MEET EVERY MONDAY AT 4:00 PM TO HAVE ONE ON ONE MEETINGS WITH OUR CLIENTS REGARDING THEIR STATUS IN DRUG COURT.

AND WHAT'S UNIQUE ABOUT US, WE PROVIDE INTENSIVE SUPERVISION, DRUG TREATMENT, DRUG TESTING, COMMUNITY SERVICE AND EMPLOYMENT.

ALL OF THE CLIENTS IN OUR PROGRAM ARE REQUIRED TO PERFORM 20 HOURS OR MORE OF COMMUNITY SERVICE IF THEY ARE NOT EMPLOYED.

SO WE BELIEVE IN KEEPING THEM BUSY BECAUSE IDLE TIME IS TROUBLE TIME, SO WE TRY TO KEEP THEM BUSY.

WE ALSO TRY TO WORK ON LIFE SKILLS AND WHEN THEY FINISH THE PROGRAM, WE TRY TO FOLLOW UP WITH AFTERCARE BECAUSE, YOU KNOW, THAT'S SOME OF THE HARDEST TIMES FOR A RECOVERING ADDICT IS WHEN TREATMENT IS OVER AND THEY'RE SENT OUT TO THE PUBLIC AND THEIR WHOLE LIFE CHANGES.

THAT'S WHEN A LOT OF TIME WE HAVE RELAPSES.

IF I COULD INTERRUPT YOU.

I'M JUST CURIOUS ABOUT THE 20 HOURS.

IS THAT IN A WEEK OR A MONTH OR JUST? 20 HOURS A WEEK.

OKAY. AND THAT'S ON AVERAGE.

MOST OF THE TIME IT'S MORE THAN THAT.

LIKE IN PHASE ONE AND TWO, THEY CAN PERFORM UP TO 30 HOURS.

SOME OF THEM DO A LITTLE BIT MORE.

OKAY. I JUST WAS CURIOUS IF THE 20 HOURS FOR THE WHOLE TERM OR.

AND AS YOU SEE, OUR CURRENT POPULATION IS LARGELY PRINCE GEORGE.

WE'RE ABOUT EQUAL WITH MALES AND FEMALES.

SOME OF OUR STRATEGIC FOCUS FOR THE PROGRAM IS TO IMPROVE PUBLIC SAFETY, TO REDUCE RECIDIVISM, TO INTEGRATE EVIDENCE BASED PRACTICES INTO OUR PROGRAM, TO INCREASE PROGRAM EFFECTIVENESS BY USE OF DATA ANALYSIS, AND TO ENSURE

ORGANIZATIONAL EXCELLENCE THROUGH OUTSTANDING ADMINISTRATION AND OVERSIGHT OF OUR PROGRAM.

SOME OF THE GOALS WE HAVE FOR THE FUTURE IS TO INCREASE INPATIENT TREATMENT SLOTS.

A LOT OF TIMES, ESPECIALLY WHEN WE GET CLIENTS DIRECTLY FROM JAIL, THEY NEED TO GO INTO INPATIENT TREATMENT TO DEAL WITH SOME OF THE ISSUES THAT MAY HAVE NOT BEEN ADDRESSED IN JAIL.

AND THIS IS ALSO HELPFUL WHEN THEY HAVE COMPLETELY DESTROYED THEIR LIFE AND AND DON'T HAVE FAMILY DEPEND ON.

THIS GIVES THEM SOME OPPORTUNITY TO GET THEMSELVES TOGETHER.

WE PROVIDE INTENSIVE CASE MANAGEMENT, SUPERVISION SERVICES, RECOVERY SUPPORT SERVICES, STATE OF THE ART EQUIPMENT.

AND I ACTUALLY IF IT'S OKAY, I'LL HAND THIS OUT TO YOU JUST SO YOU'LL KNOW WHAT I'M TALKING ABOUT.

THANK YOU. NOW RIVERSIDE CRIMINAL JUSTICE SYSTEM ACTUALLY ALREADY USES THIS GRAM IN A TOUCHPOINT SYSTEM.

THIS GRAM IS AN ALCOHOL MONITOR THAT IS PLACED ON THE ANKLE AND IT ACTUALLY DETECTS METABOLIZED ALCOHOL FROM THE SWEAT GLANDS AND IT IS MONITORED 24/7 IF THE PERSON DRINKS.

OUR SYSTEM IS NOTIFIED AND THE PROBATION OFFICER IS NOTIFIED AS SOON AS POSSIBLE TO LET THEM KNOW THAT WE HAVE A NOTIFICATION OF ALCOHOL USE.

THE NEXT THING YOU SEE IN THAT HANDOUT IS THE TOUCH POINT.

THAT IS A SYSTEM THAT WE USE TO CHECK CURFEWS IN PHASE ONE AND TWO.

THEY ARE REQUIRED TO BE IN THE HOUSE BETWEEN 9 P.M.

AND 5:30.

AND IT'S A WEB BASED PROGRAM THAT'S DONE ON THEIR SMARTPHONE.

AND IF THE PROBATION OFFICER WANTS TO SEE THAT THEY'RE WHERE THEY'RE SUPPOSED TO BE, SHE SENDS A MESSAGE.

AND THE APP ACTUALLY TAKES A PICTURE OF THEM.

AND IT ALSO NOTATES THE GPS LOCATION.

SO YOU KNOW THAT THEY'RE ACTUALLY HOME.

AND THE THIRD TECHNOLOGY THAT I PASSED OUT TO YOU IS THE GEO STATUS ANKLE MONITOR, WHICH I HAVE HERE.

IT IS RELATIVELY NEW TECHNOLOGY, BUT I HAVE USED IT PREVIOUSLY.

WE USE IT ON INDIVIDUALS WHO HAVE A HISTORY OF FAILURE TO APPEAR AND MAYBE DON'T HAVE STABILIZED HOUSING. IT'S A GREAT WAY TO AVOID PEOPLE FROM ABSCONDING FROM THE PROGRAM BECAUSE THAT HAS BEEN A PROBLEM AND WE CAN TRACK THEM ANYWHERE IN THE WORLD WITH THIS DEVICE.

WE CAN PLACE A PARAMETER AROUND THEIR HOUSE IF THEY'RE SUPPOSED TO BE IN THE HOUSE BETWEEN 9 AND 5:30.

IF THEY STEP OUTSIDE OF THAT PARAMETER, I GET A TEXT MESSAGE NOTIFYING ME.

I GO I ACCESS A WEB BASED PROGRAM TO MAKE SURE THAT IT'S ACTUALLY A LEGITIMATE VIOLATION.

AND THEN WE CAN TAKE ACTION AGAINST THAT PERSON.

IT'S VERY LIGHT AND IT COMES IN THREE SIZES.

AND AS I SAID, IT'S WIRELESS.

YOU JUST CLICK THE CHARGER ON IT AND IT GOES AROUND THE ANKLE.

AND ONCE IT'S CHARGED, AFTER ABOUT TWO HOURS, THEY CAN JUST TAKE IT OFF AND THEY CAN WALK AROUND WITH IT, THEY CAN SWIM WITH IT, THEY CAN BATHE WITH IT AND EVERYTHING.

AND IT'S MADE OF TITANIUM.

SO THEY CAN'T JUST CUT IT OFF AND TAKE OFF LIKE INDIVIDUALS HAVE BEEN KNOWN TO DO.

I'M LOOKING TO ENHANCE OUR RISK NEEDS ASSESSMENT, SCREENING, TRANSPORTATION HAS BEEN AN ISSUE.

I WILL BE LOOKING FOR SOME GRANT FUNDING TO ADDRESS THAT TEMPORARY EMERGENCY HOUSING.

AS YOU KNOW, IT'S NOT A PLACE IN THE UNITED STATES THAT IS NOT EXPERIENCING HOUSING PROBLEMS. AND YOU CAN IMAGINE IT'S EVEN HARDER FOR A PERSON IN THIS SITUATION.

SO I WILL BE LOOKING FOR FUNDING FOR THAT AS WELL.

SOBER LIVING HOUSING.

I DON'T THINK WE HAVE ANYTHING CURRENTLY IN THIS AREA.

MOST OF THE PEOPLE IN OUR PROGRAM THAT LIVE IN SOBER HOUSING ARE IN CHESTERFIELD AND RICHMOND, AND WE'RE LOOKING TO EXPAND THAT.

WE ALSO NEED TO HIRE A PEER SUPPORT SPECIALIST TO BE A MENTOR TO THAT PERSON FROM THE TIME THEY'RE PLACED IN THE PROGRAM TILL THEY GRADUATE.

SPECIAL COMMUNITY SERVICE PROJECTS.

I AM LOOKING TO EXPAND SOME OF OUR COMMUNITY DEVELOPMENT, REACH OUT TO SOME OF THE NONPROFITS TO SEE IF WE CAN HELP OUT WITH ANY SPECIAL PROJECTS. AND WE ALSO LIKE TO HAVE SOME RETREATS AND OUTINGS FOR THE CLIENTS IN THE PROGRAM BECAUSE WE LIKE TO ENCOURAGE SOCIALIZATION, BUT IN THE RIGHT WAY.

WE TEACH ABOUT WE TEACH OUR CLIENTS ABOUT PEOPLE, PLACES AND THINGS CHANGING THE PEOPLE THEY HANG OUT WITH, THE PLACES THEY GO AND THE THINGS THAT THEY DO, AND THAT'S HOW THEY CHANGE THEIR LIFESTYLE.

BUT MOST IMPORTANTLY, THE REASON WHY I'M HERE TONIGHT IS BECAUSE I WANT TO LOOK AT SOME FUNDING THAT OUR PROGRAM WILL NEED IN THE FUTURE.

AND I AM A FIRM BELIEVER IN NOT PUTTING IT ON THE BACK OF TAXPAYERS.

SO WHAT BROUGHT ME HERE TONIGHT IS THAT WE HAVE AN OPPORTUNITY TO TO APPLY FOR THIS SOIL GRANT THROUGH THE DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES.

THIS WAS A GRANT THAT WAS PREVIOUSLY PROVIDED TO [INAUDIBLE].

BUT YOU KNOW, WHEN THEY CLOSED IN FEBRUARY OF 2023, THE GRANT MONEY WENT AWAY.

THEY USED IT TO PAY FOR STAFFING AND SOME OF THE ADDITIONAL COSTS FOR OUR CLIENTS.

WE ARE LOOKING TO USE IT TO PROVIDE WRAPAROUND SERVICES FOR INDIVIDUALS THAT ARE NOT COVERED BY INSURANCE.

AND THE NEED FOR THIS IS IS CRUCIAL BECAUSE AS WE COME OUT OF THE HEALTH CARE HEALTH CRISIS, WE FIND THAT INDIVIDUALS THAT WERE RECEIVING MEDICAID MAY NOW BECOME INELIGIBLE FOR IT, BUT THEY STILL HAVE TO RECEIVE THESE SERVICES.

SO THIS GRANT WILL ASSIST US IN DOING SO.

AND I GUESS THAT'S IT.

DO WE HAVE ANY QUESTIONS? WHEN YOU SAID SOMETHING ABOUT HAVING A MENTOR FOR THESE PEOPLE, YOU'RE TALKING FOR A MENTOR FOR EACH ONE OR SOMEONE TO FILL THAT ROLE THAT CAN BE A MENTOR FOR THE GROUP.

SO WHEN I MENTIONED THAT, THAT'S MORE FOR SOMEONE THAT'S FIRST COMING OUT OF JAIL AND THEY'RE TRYING TO FIGURE OUT HOW TO GET THROUGH THE PROGRAM, THE TREATMENT FACILITY PROVIDES PEER SUPPORT SPECIALISTS THAT HELP THEM WITH THE TREATMENT, BUT SOMETIMES YOU HAVE SOMEONE THAT COMES OUT AND THEY DON'T KNOW HOW TO APPLY FOR SOCIAL SERVICES, HOW TO LOOK FOR HOUSING, HOW TO APPLY FOR A JOB.

THAT'S FOR THE PHASE ONE INDIVIDUALS.

OKAY. IT WOULD BE A PERSON, NOT A PERSON FOR EACH.

NO, SIR.

WHEN YOU MENTIONED HIRING POSITIONS, WHAT HAPPENS IF THE GRANT MONEY DOESN'T SHOW BACK UP THE FOLLOWING TIME? WELL, JUST LIKE MY POSITION, MY POSITION IS GRANT FUNDED.

SO IF IT'S NOT.

IF IT GOES AWAY, SO DOES THE POSITION.

IT'S NOT MUCH YOU CAN DO ABOUT IT, BUT THERE IS A LOT OF FUNDING OUT THERE AVAILABLE, ESPECIALLY WITH ADDICTION.

AND I PLAN TO CONTINUE TO SEEK NEW GRANTS SO THAT WE WON'T HAVE THAT ISSUE.

ALSO, WITH THE PROVISIONS WE HAD UNDERSTOOD AT THE TIME IN OUR DISCUSSIONS AND WRITTEN DOCUMENTATION FROM VDOT THAT NO TURN LANES AT THE TIME WOULD BE REQUIRED.

THIS WOULD REQUIRE US RUNNING THREE SERVICE FROM PRINCE GEORGE DRIVE DOWN BAKER STREET.

WE KNOW THERE'S PUBLIC WATER SEWER UTILITIES AT THE SITE.

AND THEN IN APRIL, I DON'T HAVE ALL THE 60 PERCENT DOCUMENTS, BUT WE PREPARED AND DISCUSSED WITH DEAN 60% DESIGN DEVELOPMENT DOCUMENTS.

AT THAT TIME, WE TALKED ABOUT THERE BEING AT LEAST 125FT OF NATURAL BARRIERS BETWEEN THE PROPERTIES AND WHAT WAS TO BE BUILT.

IF YOU ACTUALLY LOOK AT THE FIRST SUBMITTAL OF THE 527 TR THAT WAS SUBMITTED WHEN THEY INITIALLY PROPOSED OVER 5000 TRIPS, THERE WERE SIGNIFICANT IMPACTS TO THE INTERSECTION OF BULL HILL AND FOR 60 AND OBVIOUSLY THE INTERSECTION I MEAN THE EXCUSE ME, THE INTERSTATE RAMPS COMING OFF OF 95 PREDOMINANTLY.

THIS IS A TRUCKING CENTER.

SO YOU'RE LOOKING AT 200 TRUCKS PER HOUR AT THE PEAK HOUR.

SO YOU'RE TALKING ABOUT A TRUCK EVERY 20S COMING IN AND OUT OF THIS SITE.

THEY'RE EITHER GOING TO 295 OR THEY'RE GOING TO 95.

SO YOU HAVE TO SO SO THEIR SOLUTION, WHEN VDOT MADE SIGNIFICANT COMMENTS ABOUT THE LACK OF SIGHT DISTANCE AT THE INTERSECTION OF THE INTERCHANGE, THEIR OWN ANALYSIS ACTUALLY INDICATED THAT THE INTERCHANGE WAS INSUFFICIENT TO HANDLE CURRENT TRAFFIC, MUCH LESS ANY ADDITIONAL TRAFFIC, AND THAT THE BULL HILL INTERSECTION GOES FROM A FAIRLY PASSABLE LEVEL OF SERVICE TO A CATASTROPHIC LEVEL OF SERVICE.

SO THEIR SOLUTION WAS TO ACTUALLY REDUCE THEIR TRIP GENERATION BY CHANGING THEIR LAND USE CODES TO REDUCE IT FROM 5000 TRIPS TO THE PRESENT 3300.

SO WHAT THIS DOES IS ACTUALLY REDUCES THE IMPACT SLIGHTLY, BUT IT ALLOWS THEM TO MAKE THE ARGUMENT THAT VDOT IS NO LONGER ALLOWED TO LOOK AT OFF SITE IMPACTS BECAUSE VDOT CAN NOW ONLY LOOK AT SITE IMPACTS.

SO THAT'S HOW WE END UP WITH OUR LEFT AND RIGHT TURN LANE AT THE INTERSECTION AT THE ACTUAL SITE ITSELF.

SO WHAT REALLY NEEDS TO HAPPEN HERE IS THE STAFF SHOULD HAVE REQUIRED AND CAN REQUIRE AND THE BOARD CAN REQUIRE THEM TO ACTUALLY PERFORM A TRAFFIC STUDY LOOKING AT OFF SITE IMPACTS AND COULD MAKE THEM DO THAT IN ACCORDANCE WITH THE CHAPTER 527 REGULATIONS, EVEN THOUGH IT WOULD NOT FORMALLY BE A CHAPTER 527 REGULATION.

AND THOSE PROFFERS SHOULD THEN REFLECT ACTUALLY ADDRESSING THE IMPACTS, PARTICULARLY TO THE INTERCHANGE.
