EACH LOCAL ELECTED OFFICIAL MUST COMPLETE THE TRAINING WITHIN TWO MONTHS AFTER ASSUMING LOCAL ELECTED OFFICE AND THEREAFTER AT LEAST ONCE DURING EACH CONSECUTIVE PERIOD OF TWO CALENDAR YEARS.

SO I REALIZE THE LAST TIME WE GAVE THIS TRAINING WAS THE VERY END OF 2020.

SO IT'S CRAZY HOW TIME FLIES.

BUT DURING COVID IT WAS KIND OF LIKE A BLUR.

SO THAT'S WHY WE'RE HERE TONIGHT.

24 INTRODUCED GENERAL FUND BUDGET.

THIS TOPIC IS ONE WORTHY OF FUTURE DISCUSSIONS DURING THIS PROCESS.

DEBT SERVICE, THERE WILL BE A $215,000 REDUCTION IN THE GENERAL FUND TRANSFER TO THE DEBT SERVICE FUND FOR FY 24 TO ELIMINATE THE IMPACT OF THE VALUE OF COUNTY VEHICLES AND SCHOOL BUSSES FROM THE AMOUNT CONTRIBUTED FOR RESERVES.

THE FOLLOWING REOCCURRING CAPITAL PURCHASES ARE PROPOSED AN UPGRADE TO OFFICE 365 AT A COST OF 64,800 NEOGOV LEARN A COUNTYWIDE ONLINE TRAINING PLATFORM $15,000.

AND BOARD DOCS FOR $8,225 AN ELECTRONIC SYSTEM FOR BOARD AGENDAS.

PUBLIC UTILITIES ENTERPRISE FUND THAT SELF-SUPPORTING SERVES 4562 CUSTOMERS.

THE TOTAL INTRODUCED UTILITIES BUDGET FOR FY 24 IS ABOUT 12.4 MILLION.

THE UTILITIES BUDGET IS 5.1 MILLION LESS THAN THE ADOPTED FY 23 BUDGET DUE TO THE ELIMINATION OF LARGE ONE TIME CAPITAL PROJECTS FUNDED BY THE UTILITY CASH RESERVES.

FOR FY 24.

THE WATER AND SEWER PROPOSED USER CHARGES WILL BOTH INCREASE BY 5%.

THE WATERLINE WILL SERVE JORDAN ON THE JAMES EAGLE PRESERVE, BEECHWOOD MANOR AND CHAPEL CREEK AND ALLOW THE EXISTING WELL SYSTEMS THAT SERVE THOSE COMMUNITIES TO GO AWAY OR BE DECOMMISSIONED.

WHEN THIS PROJECT WAS AWARDED ON FEBRUARY 14TH, YOU APPROVED AN AWARD OF CONTRACT TO WALTER SEVERE FOR 5.281 MILLION.

THE LARGEST FUNDING SOURCE FOR THIS PROJECT IS THIS FEDERAL GRANT.

THE $3.2 MILLION EPA COMMUNITY GRANT.

THERE IS A 20% LOCAL MATCH ON THAT GRANT OF 800,000, AND THESE MATCHING DOLLARS WILL COME FROM THE UTILITIES ADOPTED CURRENT YEAR BUDGET OF 250,000 AND UTILITY CASH RESERVES.

THAT APPROPRIATION WAS APPROVED ON FEBRUARY 14TH.

THE THE PARKS AND RECREATION DEPARTMENT CURRENTLY HAS THREE TENNIS COURTS AT TEMPLE PARK THAT WERE CONSTRUCTED WELL OVER 20 YEARS AGO.

SINCE 2009, THE DEPARTMENT HAS OVERSEEN THREE COURT REPAIR OF LARGE CRACKS.

THE COURT CURRENTLY.

THE COURTS CURRENTLY ARE LINED FOR BOTH TENNIS AND PICKLEBALL.

HOWEVER. GIVEN THE ROUGH PATCH WORK, THEY ARE VALUELESS FOR PICKLEBALL.

PICKLEBALL IS ONE OF THE FASTEST GROWING SPORTS AND EXTREMELY POPULAR WITH LOCAL PLAYERS.

THE DEPARTMENT IS PROPOSING THE TOTAL RENOVATION OF THE TEMPLE COURTS.

TENNIS COURTS INC.

WOULD PERFORM THE RENOVATION OF THE COURTS.

THEY DID ALL THE RENOVATIONS FOR THE CHESTERFIELD COURTS.

UM, THE WORK WOULD INCLUDE MILLING AND CEMENTING OF EXISTING ASPHALT GRADING, COATING, PAINTING, INSTALLING NEW POLES, NETS AND INTERIOR FENCING BETWEEN COURTS.

THE RENOVATED FACILITY WOULD FEATURE FOUR PICKLEBALL COURTS AND ONE TENNIS COURT.

WHICH. WHAT SHOULD WE BE ABLE TO SEE IN JUST A SECOND? WE CAN SEE IT NOW.

THE WINDSCREENS WOULD WOULD BE PURCHASED FROM LISCO SPORTS AND IS REALLY NECESSARY OUT OF TEMPLE BECAUSE IT IS IT IS QUITE WINDY.

THE TOTAL FOR THE ENTIRE PROJECT IS 2800 AND I'M SORRY, 284,338. AND THE RECOMMENDED FUNDING SOURCE IS TOURISM FUND BALANCE.

PRINCE GEORGE FIRE MS DEPARTMENTS REQUESTED FOR APPROVAL FOR THE PRINCE GEORGE FIRE MS DEPARTMENT TO APPLY FOR A RESCUE SQUAD ASSISTANCE FUND GRANT.

MY UNDERSTANDING WE HAD APPLIED FOR THIS BEFORE AND IT'S ACTUALLY HELPED PAY FOR SOME OTHER AMBULANCES THROUGH THE OFFICE OF MS. THE THIS GRANT HELPS PROVIDE A 5050 MATCH TOWARDS PURCHASING THAT OF A NEW AMBULANCE, WHICH WE BELIEVE IS CRITICAL TO OUR DEPARTMENT'S CONTINUED SUCCESS. THE TOTAL COST OF THE AMBULANCE IS $371,822, BUT IF AWARDED, THE GRANT WOULD PROVIDE 185,911 AS PART OF THE 5050 AND THE COUNTY WOULD BE REQUIRED TO MATCH THIS AMOUNT.

AND THE FUNDING RECOMMENDATION WOULD COME FROM THE PRINCE GEORGE APPARATUS REPLACEMENT FUND, WHICH IS WITHIN THE COUNTY CIP FUND FOR THE 2% TAX MRS DREWRY WAS EVER TO ABLE TO LET ME KNOW AS OF FEBRUARY 28TH, THE APPARATUS FUND CURRENTLY HAS $314,000 IN IT, SO WE WOULD PULL, IF APPROVED, THAT 181 OUT OF THAT TO HELP OFFSET THIS OTHER COST THAT WE ARE PLANNING TO TARGET A UNIT FOR REPLACEMENT.

WE HAVE TWO OF THEM IN MIND.

BUT RIGHT NOW WE'RE LOOKING AT A 2015 FORD 50 WITH 137,000 MILES ON IT.

THE SECOND ONE WE'RE LOOKING AT HAS 150,000 MILES ON IT.

BUT THIS ONE SEEMS TO BE COSTING US THE MOST IN MAINTENANCE CURRENTLY, WITH THE LACK OF MODERN SAFETY FEATURES THAT ENHANCE PROTECTION FOR PATIENTS AND PERSONNEL ON BOARD.

WE BELIEVE BY REPLACING THIS NEW AMBULANCE, WE CAN ENJOY THE BENEFITS OF DECREASED MAINTENANCE, BETTER FUEL ECONOMY, NEWER TECHNOLOGY IN THE VEHICLES AND DECREASE DECREASE OUR DOWNTIME OF AMBULANCES.

RIGHT NOW, AS AS THE OLDER FLEET STARTS TO BREAK DOWN WITH THE NEWER AMBULANCE WILL COME EQUIPPED WITH, LIKE I SAID, THE LATEST SAFETY EQUIPMENT MEETS MOST OF THE RECENT STANDARDS AND TECHNOLOGY ENHANCING QUALITY OF CARE PROVIDED TO THE PATIENT DURING TRANSPORT AND BY PURCHASING A NEW AMBULANCE.

THROUGH THIS GRANT PROCESS, WE CAN RECEIVE A MORE FUEL EFFICIENT VEHICLE THAN WE CURRENTLY HAVE NOW.

MR STOKE AND I DID COME UP WITH A SLIGHT PLAN ON HOW I WOULD DO THIS IN THE FUTURE BY DOING THIS ONE.

WHAT WE ARE LOOKING TO DO IS WITH THIS PARTICULAR AMBULANCE, AS YOU GUYS KNOW, WE PURCHASED ONE SO FAR UNDER ME.

THERE WAS ONE PURCHASE RIGHT BEFORE ME.

THOSE TWO AMBULANCE BOXES ARE PRETTY MUCH SIMILAR.

THE LAST ONE WE PURCHASED IS PRETTY MUCH GOING TO BE OUR PROTOTYPE ON THE GO FORWARD.

SO WITH THIS ONE PLUS ONE MORE, WE WERE GOING TO BE ABLE TO OFFSET OUR COSTS BY 25% BY JUST REBOUNDING THOSE FOR THE NEXT COUPLE OF YEARS BECAUSE THEY ARE THEY ARE VERY WELL BUILT BOXES.
