WE HAVE STILL SOME DECISIONS THAT HAVE TO BE MADE AT THE HIGHEST LEVELS OR SOME OF THE HIGHER LEVELS OF THE ARMY.

BUT WE WILL BRIEF THE SECRETARY OF THE ARMY NEXT WEEK.

WE ANTICIPATE SHE'LL APPROVE THAT WE'LL HAVE A 27TH OF APRIL EVENT TO REDESIGNATE FORT LEE TO FORT GREGG-ADAMS. FORT GREGG-ADAMS THERE'S TWO NAMESAKES THERE IT'S NOT ONE NAME.

IT'S LIEUTENANT GENERAL ARTHUR GREGG AND LIEUTENANT COLONEL CHARITY ADAM.

I'M GOING TO SPEND A LITTLE TIME TALKING EACH OF THOSE AND WHY THEY WERE CHOSEN.

THAT'S PART OF DELIBERATE PROCESS THAT WE WENT THROUGH WITH THE NAMING COMMISSION AND WE ENGAGE COMMUNITY ON THIS AS WELL.

LIEUTENANT GENERAL ARTHUR GREGG IS A LIVING MEMBER.

HE'S THE ONLY LIVING MEMBER.

THERE'S EIGHT, NINE INSTALLATIONS TOTAL ACTUALLY THAT ARE CHANGING THEIR NAMES AS PART OF DOD.

THREE IN THE COMMONWEALTH.

FORT PICKETT IT'S CHANGING, THEY'RE GOING TO HAVE A CEREMONY ON THE 24TH THAT'S BEEN APPROVED.

FORT A.P. HILL WE'RE NOT SURE WHEN THAT'S HAPPENING.

MAYBE AS LATE AS NOVEMBER AND US IN APRIL.

THREE IN THE COMMONWEALTH AND MANY OTHERS.

BUT WE'RE THE ONLY ONE THAT HAS A LIVING MEMBER THAT IS THE NAMESAKE.

LIEUTENANT GENERAL ARTHUR GREGG IS 94 YEARS YOUNG.

HE IS AN AWESOME MEMBER OF THE COMMUNITY.

THE KEG AND HE DID IT WITH ALL THE VIM AND VIGOR EXPECTED OF A GENTLEMAN OF HIS STATURE.

LET ME TELL YOU A LITTLE BIT ABOUT GENERAL GREGG.

HE WAS ONE OF THE FIRST.

WHEN HE WAS PROMOTED THREE-STAR HE WAS THE HIGHEST RANKING AFRICAN-AMERICAN IN ARMY.

WHEN HE RETIRED IN 1981, HE WAS THE HIGHEST-RANKING OFFICER IN HIS BRANCH AS A LOGISTICIAN.

HE'S GOT A CONNECTION TO FORT LEE WAY BACK.

THAT ONE QUICK STORY I THINK IT IS REALLY RELEVANT.

WHEN WE'RE GOING TO DO THE VENT WE'RE GOING TO DO AT THE LEE CLUB WHICH WE NAMED THE GREGG ADAMS CLUB.

HE ENTERED THE ARMY AFTER WORLD WAR II.

AT THAT TIME IT WAS A SEGREGATED ARMY AND HE WASN'T ALLOWED TO USE THE LEE CLUB. WE'VE COME A LONG WAY.

THERE'S STILL LOTS TO BE DONE AS FAR AS WHAT WE DO FROM RACE WITHIN OUR ARMY.

BUT HE TELLS A GREAT STORY ABOUT THAT AND HE HAS BEEN A PART OF OUR COMMUNITY FOR A LONG TIME.

THERE'S A LOT OF THINGS UP OVER AT ALU WHICH THE ARMY LOGISTICS UNIVERSITY WHICH WILL BE CHANGING TO ARMY SUSTAINMENT UNIVERSITY.

THAT'S ANOTHER TOPIC, A GOOD ONE.

BUT HE'S BEEN A FRIEND OF THE COMMUNITY FOR A LONG TIME.

HOPEFULLY YOU GET A CHANCE TO MEET HIM.

WE'VE BEEN BLESSED JUST TO GET TO KNOW HIM A LITTLE BIT.

THE OTHER NAME SEC I WANTED TO HIGHLIGHT IS LIEUTENANT COLONEL CHARITY ADAMS. PROBABLY NOT KNOWN BY TOO MANY.

BUT IF YOU DIDN'T KNOW SOME OF THE HISTORY OF FORT LEE BEFORE THAT IT WAS CAMP LEE.

IT WAS THE HOME OF THE WOMEN'S AUXILIARY CORPS.

WE HAVE A WOMEN'S ARMY MUSEUM, WE'RE VERY PROUD OF.

WE HIGHLIGHT A LOT OF THE ICONOCLASTS, SOME OF THE FIRST WITHIN THE ARMY.

ONE OF THEM WAS CHARITY ADAMS. SHE WAS THE FIRST FEMALE BATTALION COMMANDER IN WORLD WAR II.

SHE HAPPENED TO BE THE FIRST AFRICAN AMERICAN TOWN COMMANDER AS WELL.

SHE'S A VERY SHARP, BRIGHT INDIVIDUAL.

SHE WAS THE COMMANDER OF THE 6888TH POSTAL BATTALION.

WHAT THEY DID WAS THEY WENT IN AND SORTED OUT THE MAIL THAT WAS BACKED UP FOR THREE YEARS DURING WORLD WAR II.

A MISSION THAT THEY THOUGHT WAS GOING TO TAKE ONE TO TWO YEARS SHE DID IN SIX MONTHS WITH HER TEAM.

HER STORY IS GOING TO BE CAPTURED ON A NETFLIX DOCUMENTARY HERE SHORTLY.

I THINK IT'S COMING OUT MAYBE THIS SUMMER.

WE'RE SUPER-EXCITED THE WAY THAT GENERAL SIMERLY CAPTURES THAT.

BECAUSE LIEUTENANT GENERAL ARTHUR GREGG WILL BE PART OF THAT CEREMONY, IT'S GOING TO BE MORE FOCUSED ON THE EVENT, THE NAME CHANGE, AND HONORING SOME OF THE FAMILIES INVOLVED, AS WELL AS CELEBRATING WITHIN THE COMMUNITY.

THE LAST NAME THAT I WANT TO HIGHLIGHT THAT'S CHANGING IS OUR BRIDGE.

THAT WAS PART OF THE ORDINANCE ISLAND THAT WAS BUILT DURING BRAC, THE BASE REALIGNMENT AND CLOSURE.

GOLD STAR REPRESENTS THE FAMILIES THAT HAVE LOST LOVED ONES IN COMBAT.

BUT I FIRST WANT TO GET STARTED OFF WITH THE CURRENT SCHEDULE WHERE WE'RE AT RIGHT NOW IN THE PROCESS AND AS WE KNOW WE AWARD THIS PROJECT EARLY LAST YEAR.

WE'RE ABOUT THE ONE-YEAR MARK NOW, AND WE'RE STILL EXPECTING THIS TO BE COMPLETED BY THE END OF THIS CALENDAR YEAR.

BUT JUST TO SHOW YOU WHERE WE'RE AT, WE'RE HOPING BY THE TIME ALL THE METERS ACTUALLY ARRIVE, OR IF THAT IS THE LEAD TIME RIGHT NOW IS WE'RE WAITING ON METERS TO ARRIVE.

WE EXPECT THOSE TO ARRIVE IN OCTOBER AND GET THEM STARTED TO BE DEPLOYED OUT.

BY THE END OF THE FISCAL YEAR, WE SHOULD BE AT SUBSTANTIAL COMPLETION AND DOING SOME FINAL CLEAN UP EARLY INTO JANUARY OF 2024.

AT THE VERY END THERE, YOU SEE SOME ADJUSTMENTS AND CHANGE ORDERS AND MY CONVERSATIONS WITH OUR VENDOR.

WE DON'T EXPECT ANY CHANGE ORDERS OUT IN THE FIELD UNLESS THERE'S SOMETHING THAT'S COMPLETELY OUT OF THE ORDINARY THAT WE DON'T EXPECT.

THOSE VENDORS ALREADY BEEN AND VISITED EVERY SINGLE METER, DONE A SURVEY OF EACH LOCATION.

WE'VE GONE THROUGH A FINAL SCOPE OF WORK, AND I'LL ALSO ADDRESS THAT HERE TOWARDS THE END AS WELL.

EVERYTHING IS SO FAR ON UNDER BUDGET INCLUDING THE ADDITIONAL THINGS THAT WE ARE REQUESTING FOR THEM TO ACCOMPLISH.

AT THIS POINT, WE DON'T EXPECT ANY ADDITIONAL ADJUSTMENTS OR CHANGE ORDERS AFTER THIS FINAL SCOPE OF WORK.

BACK TO THE POLE CONVERSATION.

THIS IS THE TYPE OF EQUIPMENT WE'RE GOING TO BE PUTTING UP ON THESE POLES.

WE HAVE THESE DATA COLLECTOR UNITS ALSO KNOW DCU FOR SHORT, THAT WILL BE MOUNTED TO 32-35 FOOT POLES.

THAT'S TO ALLOW THEM TO GET ENOUGH ANTENNA HEIGHT ABOVE THE TREE LINE, SO ALL THE METER INFORMATION WILL BE COLLECTED HERE.

THAT INFORMATION THEN GETS RELAYED THROUGH THE NETWORK BACK TO THIS COUNTY OFFICE SO THAT WE'D BE ABLE TO GET ALL THE METER INFORMATION HERE WITHOUT HAVING TO GO OUT INTO THE FIELD TO READ A METER.

SOME OF THESE UNITS ARE ALREADY INSTALLED ON OUR ELEVATED TANKS.

THAT WORK HAS ALREADY BEEN COMPLETED.

THERE WILL BE FOUR MORE POLES THAT'LL BE MOUNTED.

THAT IT'S NOT GOING TO BE ON COUNTY PROPERTY THAT WE'RE WORKING WITH EITHER V DOT TO HAVE THEM INSTALLED WITHIN THE RIGHT-OF-WAY OR ON PRIVATE PROPERTY SHOULD V DOT DELAY US WITH ANY ISSUES WHERE WE'LL HAVE TO GET AN EASEMENT FROM THOSE PRIVATE PROPERTY OWNERS.

I'M WANT TO GO THROUGH THE SIX PROPERTIES REAL QUICK AND WHERE WE'RE PROPOSING TO PUT THESE.

THE FIRST ONE IS AT THE JORDAN ON THE JAMES WELL LOT.

WE FEEL THAT THIS IS A GOOD LOCATION.

THEY WILL COLLECT ALMOST ALL THE METERS THERE.

JORDAN ON THE JAMES WOULD BE ABLE TO RELAY THAT INFORMATION BACK TO THE OFFICE.

THE NEXT ONE IS BEECHWOOD PARK NEAR THE BASEBALL FIELD OR SOFTBALL FIELD AT THE PARK.

IF YOU CAN SEE RIGHT THERE IN RIGHT FIELD JUST BEYOND THE FENCE LINE, IS WHERE WE'RE PROPOSING TO PUT THIS POLE.

WE'VE TALKED TO DIRECTOR KEITH RUSSELL AND HE'S LOCATE THE LOCATION OF THIS POLE AS WELL.

WE FEEL THAT THIS IS YOUR LOCATION ONCE TO COLLECT THIS ENTIRE NEIGHBORHOOD, INCLUDING RIVER'S EDGE AS WELL, IT'D BE RECEIVED FROM THIS LOCATION.

ACTUALLY, RIVER'S EDGE WE'LL GET TO IN A MINUTE.

BUT THIS ALLOW US TO TAKE CARE OF ONE GIANT LOCATION TO BE RECEIVED BACK TO THE OFFICE.

THIS WILL BE ANOTHER LOCATION WHERE WE HAVE.

THIS LOT IS THE NEW PROPERTY THE COUNTY JUST PURCHASED FOR THE FUTURE LOCATION OF A WATER TREATMENT PLANT.

THERE'S AN AREA THAT'S SOMEWHAT ALREADY CLEAR TO GET ACCESS TO IT.

WHERE THIS POLE IS GOING TO GO IS CURRENTLY OUT OF THE LOCATION OF WHERE THE TEMPO AVENUE TANK AND BOOSTER STATION IS GOING TO BE.

THAT'S GOING TO BE LOCATED UP NEAR THE FRONT OF THE PROPERTY.

AFTER THAT TANK AND BOOSTER STATION IS CONSTRUCTED, AND WE DO MOVE TOWARDS GETTING A WATER TREATMENT PLANT, THAT EQUIPMENT PROBABLY RELOCATED TO THE TOP OF THE TANK THAT WE'RE BUILDING NOW.

THIS IS DOWN IN DISPUTANTA.

A COMPANY, TWO FIRE STATION AND THE APPOMATTOX REGIONAL LIBRARY.

OF COURSE, THEY HAD TO GIVE A PROPOSAL WITHOUT SEEING THE SITES.

NOW THEY'VE DONE THE SITE SURVEY, THEY GOT BETTER METER INFORMATION.

THERE HAS BEEN AN INCREASE IN THE NUMBER OF METERS THAT WE'RE ASKING THEM TO INSTALL BECAUSE THE NEW NEIGHBORHOODS HAVE COME ONLINE SINCE WE'VE AWARDED THIS CONTRACT.

WE'VE ALSO ADDED THE INSTALLATION COST OF THOSE TEMPLES ONTO THE VENDORS THAT HAVE US DOING IT OURSELVES.

THEY HAD TOTALLY CONTROL OF THE PROJECT AND THE PROJECT TIMELINE.

I DIDN'T WANT ANY RESPONSIBILITIES OF THEM BEING SLOWED DOWN, SO WE ASKED THEM TO TAKE THAT ON.

IN THE CONTRACT I THOUGHT THAT WAS THEIR RESPONSIBILITY, BUT IT WAS OBVIOUSLY THE COUNTY'S RESPONSIBILITY TO PURCHASE AND INSTALL THE POLES.

THEY'VE TAKEN THAT ON AS PART OF THEIR CONTRACT.

THE COMMERCIAL METER TYPES, WE LISTED EVERYTHING AS TURBINE METERS IN THE CONTRACT NOT KNOWING HOW MANY WERE COMPOUND METERS.

THIS IS ALL BASED OFF THE SOFTWARE WE HAVE, ALL THE DATA WE HAVE IN OUR ASSET MANAGEMENT.

WE'RE LEARNING THAT WE HAVE A LOT MORE COMPOUND METERS THAN WE DO TURBINE METERS, AND WHAT THAT MEANS IS THAT INSTEAD OF A TURBINE METER, WHICH CAN READ HIGH AND LOW FLOW, WE HAVE TWO METERS INSTEAD OF ONE METER.

ONE READS HIGH FLOW, ONE READS LOW FLOW, SO WE HAVE TO REPLACE TWO INSTEAD OF JUST THE ONE.

THAT'S THEREFORE, INCREASING THE COST BECAUSE OF ADDITIONAL METERS AND ADDITIONAL HEADS ON THOSE METERS AND SO ON.

ALL OF THAT'S BEEN APPROVED WITH THE VENDOR TO MOVE FORWARD WITH THAT CONTINGENCY LINE ITEM.

AGAIN, WE'VE GOT 31 ALMOST $32,000 REMAINING.

BUT WE DON'T EXPECT ANYTHING TO USE UP THE REST OF THOSE FUNDS AT THIS POINT.

THE PICTURE TO THE RIGHT, THE ACTUAL EQUIPMENT IS GOING TO GO UNDER THE METER BOX.

THERE ARE A LOT OF METER BOXES OUT THERE THAT HAVE STAINLESS STEEL LIDS OR DUCTILE IRON LIDS THAT WE CANNOT FIND A SUITABLE PLASTIC LID FOR.

WE'RE GOING TO KEEP THOSE STAINLESS STEEL LIDS IN PLACE AND THEY WOULD DRILL THROUGH THAT STAINLESS STEEL IN PLACE, THOUGH THE PICTURE THAT'S ON THE BOTTOM HAS THAT ANTENNA THAT WILL STICK OUT OVER TOP OF THE LID, AND THAT WAY, THE INFORMATION CAN PASS THROUGH THAT STAINLESS STEEL LEAD THROUGH THAT ANTENNA TO THE EQUIPMENT ON THE POLES.

THEN FINALLY, THE GOLF COURSE, DRIVE FORCE MAIN EASEMENT.

THEY WERE ALSO WORKING ON THE PRIVATE EASEMENT THAT'S GOING TO SERVE THE HOME AND THE BACK.

RECENTLY WE'VE DONE SOME MAINTENANCE ON THAT TANK AND THE VENDOR THAT CAME OUT THAT DID PERFORM THAT MAINTENANCE, THERE ARE SOME EQUIPMENT AT THE TOP OF THE TANK THAT PREVENTED THEM TO GET ADEQUATE ACCESS.

THAT VENDOR WORK WITH VERIZON WIRELESS TO RE-INSTALL THAT EQUIPMENT.

THE INVENTORY MUST INCLUDE ALL THE PIPE MATERIALS FOR BOTH THE PUBLIC SIDE AND FOR THE PRIVATE SIDE OF THE CUSTOMER SIDE OF THE SERVICE LINE.

WE'VE BEEN WORKING WITH CORNWELL ENGINEERING GROUP WHO IS ASSISTING US TO MAKE AN APPLICATION TO THE DRINKING WATER STATE REVOLVING FUND, WHICH IS ADMINISTERED BY THE VIRGINIA DEPARTMENT OF HEALTH, AND THEY HAVE HELPED US TO COME UP WITH SOME COSTS THAT THE POTENTIAL COST OF THIS AS WELL, WE PROJECT IT'S GOING TO COST ABOUT $100,000 TO DO THIS INVENTORY WORK, WHICH WILL INCLUDE NOT ONLY THE FIELDWORK TO POSSIBLY POTHOLE EVERY SERVICE LINE BUT AS WELL AS DOING SOME RESEARCH OF OUR DOCUMENTS TO SHOW WHEN THINGS WERE INSTALLED THAT MIGHT FURTHER PROVE THAT THERE'S NO LEAD, AS YOU MAY KNOW, ANYTHING AFTER 1988 AND WOULD LEAD SERVICE LINES WERE BANNED.

THAT WOULD HELP US IF WE HAVE ANY NEW SERVICE LINES THAT WERE INSTALLED AFTER THAT.

THAT WILL ALLOW US TO ENSURE THAT WE ARE ABLE TO SUPPLY THEM WATER AT THE TIME THEY NEED IT.

CURRENTLY, THE WAY THE PROCESS WORKS, THEY CAN COME IN AND GET THEIR BUILDING PERMIT, BUILD A HOME, AND FIVE MONTHS LATER, OR MAYBE LONGER, COULD BE EVEN SHORTER WE MAY ALREADY BE OUT OF WATER CAPACITY DUE TO THE VOLUME OF PERMITS THAT WE'RE SEEING COMING THROUGH.

TO PROTECT THE COUNTY AND PROTECT THESE HOMEOWNERS FROM BUILDING AND LOSING MONEY AND NOT HAVE IT WATER AVAILABLE ONCE THE HOUSE IS BUILT.

WE'RE RECOMMENDED AT LEAST AT THIS PERIOD OF TIME TO ALLOW US TO REQUIRE THE CONNECTION FEE AT THE TIME OF BUILDING PERMIT SO THAT WE CAN ASSURE THEM THAT WATER WOULD BE AVAILABLE AT THAT AND ONCE THEIR HOME IS BUILT.

AS YOU KNOW, WATLON ELEMENTARY SCHOOL HAS CLOSED AND WE THE ELECTORAL BOARD IT'S RECOMMENDED WE MOVE TO SACRED HEART CHURCH, AND THE RESOLUTION WAS PRESENTED TO YOU ON JANUARY THE 10TH, 2023.

WE DID LOOK AT ADDITIONAL LOCATIONS AND THE WELLNESS CENTER HAS BEEN BROUGHT UP TO US BY A COUPLE OF THE VOTERS AND RESIDENTS IN THIS AREA.

WE LOOKED AT THAT AS A CONSIDERATION, ALSO.

JEFFERSON PARK 205, MOVING IT DIRECTLY ACROSS THE STREET TO NEW MIDDLE ROAD ELEMENTARY SCHOOL.

THE ELECTORAL BOARD HAS RECOMMENDED WE MOVE TO THIS, BECAUSE OF THE SAFETY REASONS THAT MR. WITTEN HAD JUST SAID.

WE WANT TO THANK FAITH BAPTIST CHURCH, BECAUSE FAITH BAPTIST CHURCH HAS BEEN REALLY GOOD TO US.

THEY'VE BEEN ACCOMMODATING, COOPERATING IN THE SYSTEM FOR YEARS.

MOVING, WE'RE SAD, BUT WE KNOW THIS IS THE BEST THING, IT'S BEST FOR THE TRAFFIC WHEN YOU'RE GOING DOWN THAT STEEP HILL AND ALSO FOR OUR VOTERS WHO HAVE TO WALK.

ESPECIALLY IF THE WEATHER IS BAD, IT'S VERY STEEP AND IT'S HARD TO REALLY PARK.

MOVING ACROSS THE STREET IS EASY.

ONE PLACE THAT PLACE, SO IT'S NOT THE VOTERS ARE GOING TO GET CONFUSED.

THE RESOLUTION WAS PRESENTED AGAIN ON JANUARY THE 10TH, 2023.

I AM PROVIDING COMMENTS REGARDING CONSIDERATION TO MOVE THE JEFFERSON PARK VOTING PRECINCT FROM ITS CURRENT LOCATION AT FAITH BAPTIST CHURCH TO THE NEWLY OPENED MIDDLE ROAD ELEMENTARY SCHOOL.

I'VE HAD THE PRIVILEGE OF WORKING PRINCE GEORGE ELECTIONS AS AN ELECTION OFFICER FOR OVER 30 YEARS AND THE JEFFERSON PARK PRECINCT FOR THE LAST SIX AS CHIEF ELECTION OFFICER.

WHILE FAITH BAPTIST CHURCH HAS BEEN VERY GENEROUS IN PROVIDING SPACE FOR OUR ELECTIONS, WE EXPERIENCED A NUMBER OF CHALLENGES WITH THIS SPACE.

THESE CHALLENGES INCLUDE SAFETY, TRAFFIC FLOW, PARKING, AND ADA COMPLIANCE ARE RESULTING LIABILITY CONCERNS FOR PRINCE GEORGE COUNTY.

WHILE FAITH BAPTIST IS LOCATED ON MIDDLE ROAD, THE ACTUAL VOTING LOCATION IS OUT OF SIGHT AT THE BACK OF THE BUILDING.

THIS PRESENTS A SECURITY RISK FOR VOTERS, ELECTION WORKERS, AND EVEN CAMPAIGN WORKERS.

PRINCE GEORGE LAW ENFORCEMENT IS VERY SUPPORTIVE WITH PRECINCT VISITS DURING ELECTION DAYS.

HOWEVER, SHOULD AN EMERGENCY SITUATION OCCUR THE PLACE AND OTHER FIRST RESPONDERS WOULD BE CHALLENGED IN RESPONDING TO THE SITE DUE TO LIMITED VISIBILITY AND ACCESS.

EFFORTS HAVE BEEN MADE TO DIRECT TRAFFIC IN ONE DIRECTION FLOW DUE TO THE LIMITED SIZE OF THE BACK PARKING AREA.

IT PROVIDES IMMEDIATE ACCESS TO PRECINCT AND ENTRANCE DOORS.

TWO DIRECTION FLOW IS DANGEROUS FOR VOTERS DRIVING IN TO THE SITE AND FROM THE SITE.

PARKING REPRESENTS ITS OWN SET OF CHALLENGES.

THE BACK OF THE BUILDING PROVIDES ONLY 11 REGULAR PARKING SPOTS AND TO HANDICAP SPOTS.

VOTERS PULL INTO SPOTS, BUT HAVE DIFFICULTY BACKING OUT DUE TO THE LIMITED SIZE OF THE LOT AND ONGOING TRAFFIC FLOW.

VOTERS CAN PARK IN UPPER PARKING LOT.

HOWEVER, THEY MUST WALK DOWN A HILL [NOISE] ON EITHER SIDE FOR AN EXTENDED DISTANCE.

ONE STEP HAS SEVERAL STEPS TO NAVIGATE AND THE OTHER IS AN OPEN LOT WITH NO SIDEWALK.

OUR HANDICAPPED VOTERS HAVE ONLY TWO DESIGNATED SPOTS AVAILABLE FOR PRECINCT ACCESS.

SHOULD THIS SITE BE AUDITED FOR ADA COMPLIANCE, I BELIEVE EXCEPTIONS WOULD BE NOTED AND REMEDIES REQUIRED.

THE JEFFERSON PARK PRECINCT HAS 3,276 REGISTERED VOTERS.

FAITH BAPTIST CHURCH IS BUILT FOR FAR FEWER PEOPLE, AND EVEN LESS IN THE FELLOWSHIP HALL USED FOR ELECTION PURPOSES.

IMAGINE THE BUILDING AND PARKING ISSUES MENTIONED IF WE EXPERIENCED A 50 PERCENT TURNOUT ON ELECTION DAY, 1,638 VOTERS OVER 13 HOUR PERIOD.

A LARGER TURNOUT WOULD EXASPERATE THE PROBLEMS EVEN MORE.

A NEW WRINKLE FOR OUR PRINT STORAGE VOTERS HAS BEEN THE RECENT MOVE THE COURT'S PRECINCT TO ABUNDANT LIFE CHURCH ALSO LOCATED ON MIDDLE ROAD.

WE NOW HAVE VOTERS FROM BOTH COURTS AND JEFFERSON PARK CONFUSES TO THEIR VOTING LOCATION, OFTENTIMES VISITING THE WRONG CHURCH ON MIDDLE ROAD AND THE RESULT WE GET ARE VERY UNHAPPY VOTERS.

PRIOR TO ME MOVING TO THE JACKSON PARK PRECINCT, I WAS CHIEF ELECTION OFFICER FOR TEMPLETON LOCATED SOUTH ELEMENTARY SCHOOL.

SCHOOLS ARE MULTI-USE BUILDINGS THAT SERVE ELECTIONS WELL.

THEY HAVE CLEAR VISIBILITY FOR SAFETY CONCERNS, WELL-DESIGNED PARKING LOTS FOR HEAVY TRAFFIC FLOW, SUFFICIENT PARKING, AND EASY ACCESS FOR HANDICAP NEEDS.

MIDDLE ROAD ELEMENTARY SATISFIES ALL OF THOSE NEEDS.

I RECOMMEND APPROVING MIDDLE ROAD ELEMENTARY AS A NEW SITE FOR JEFFERSON PARK VOTING PRECINCT IN TIME FOR OUR UPCOMING PRIMARY ELECTION ON JUNE 20TH.

THIS WILL PROVIDE AN OPPORTUNITY FOR ELECTION STAFF, ELECTORAL BOARD MEMBERS, WORKERS, AND VOTERS TO EXPERIENCED A NEW LOCATION PRIOR TO A GENERAL ELECTION.

GIVEN THAT ON NOVEMBER 2023 AND NOVEMBER 2024 ELECTIONS ARE ANTICIPATED TO HAVE LARGER VOTER TURNOUT, THE JUNE PRIMARY IS OUR CHANGES TO ENSURE A SUCCESSFUL MOVE TO A NEW LOCATION.

OUR GOAL IS TO PROVIDE A GOOD VOTING EXPERIENCE FOR PRINCE GEORGE VOTERS.

MOVING JEFFERSON PARK TO MIDDLE ROAD ELEMENTARY, SOONER RATHER THAN LATER, IS THE RIGHT CHOICE T FULFILL THIS GOAL. THANK YOU, GENTLEMEN.

THE POPULATION BELOW THE 295, THIS AREA HERE WHICH IS SPARSE, IS 410.

IF YOU USE THOSE SAME PERCENTAGES BASED ON OUR REGISTERED VOTERS IN THAT AREA, WE'RE SAYING 23,082 VOTERS ARE ABOVE 295 AND 125 VOTERS ARE BELOW 295.

APPROXIMATELY 2,400 OF OUR VOTERS ABOVE THAT LINE.

NO, WALTON IS THAT THE 295 JUNCTION, SACRED HEART IS THAT THE 295 JUNCTION.

THAT MEANS WHEN PEOPLE GO TO WALTON BY MISTAKE, THEY ONLY HAVE 1.5 MILES TO GET TO THEIR NEW PRECINCT.

THEY DO NOT HAVE TO GO 5.1 MILES DOWN 460 TO GET TO THE PRECINCT A WELLNESS CENTER.

SACRED HEART IS OUTSIDE OF THE REEVES BOUNDARIES AND SO IS THE WELLNESS CENTER.

BOTH ARE OUTSIDE OF THE BOUNDARIES BUT ACCORDING TO THE CODE, BECAUSE IT'S CLOSE BY WITHIN THE REACH OF THAT PRECINCT, WE CAN HAVE IT OUTSIDE THE BOUNDARY WITH RESPECT TO SACRED HEART IS A 300 FT ACROSS TO 460.

IT'S NOT A LOT OUT OF THE BOUNDARIES.

THE LOCATION HAS GOOD PARKING AND IT'S ACCESSIBLE FOR HANDICAPPED.

IT IS LOCATED BETWEEN TWO TRAFFIC SIGNALS, WHICH WILL REDUCE POTENTIAL OF SAFETY CONCERNS.

THOSE TWO TRAFFIC SIGNALS ALLOW THE TRUCK TRAFFIC THAT SOME PEOPLE ARE CONCERNED ABOUT TO BE STOPPED AND WHEN THEY TURN RIGHT, LEFT, OR JUST GOING STRAIGHT, THEY HAVE TO SLOW DOWN.

THE VOTERS MAY EXIT BEHIND 7-ELEVEN.

YOU DO NOT HAVE TO COME OUT OF SACRED HEART AND MAKE A LEFT TURN ONTO 460. YOU CAN.

THE OTHER CONCERN IS ENVIRONMENTAL SUPPRESSION.

IF WE WERE TO SELECT ANOTHER LOCATION THAT HAD FIVE PERCENT OF THE POPULATION, I WILL THINK WE MIGHT HEAR IN PRINCE GEORGE'S COUNTY THAT WE JUST SET UP A SITUATION WITH VOTER SUPPRESSION.

WHEN YOU HAVE 95 PERCENT OF YOUR VOTERS HAVE TO TRAVEL AN ADDITIONAL 5.1 MILES, WHICH IS 15 MORE MINUTES WHEN THERE'S NO TRAFFIC.

WHEN YOU GET TO 156 AFTER YOU PASS SACRED HEART LEAVING WALTON, YOU HAVE TO MAKE A LEFT ON 156.

WHEN YOU MAKE A LEFT TURN ON 156, IF YOU'RE BEHIND A TRUCK, YOU HAVE A BLIND SPOT.

IF YOU DECIDE THAT YOU WANT TO TELL THAT TRUCK, CHANCES ARE THE LIGHTEST QUICK, YOU WILL HAVE A MAJOR ACCIDENT THERE.

IT'S TWO LANES OF 460 TRAFFIC, TWO LANES OF TRUCKS, TWO LANES OF PEOPLE, AND COMING 55, 65 MILES PER HOUR.

MY PREFERENCE IS TO RELOCATE REEVES TO THE WELL APPOINTED CENTRAL WELLNESS CENTER.

WHILE I REALLY APPRECIATE THE EFFORTS OF OUR ELECTORAL BOARD, ALONG WITH OUR REGISTRAR, THE PREVIOUS PLANS TO RELOCATE THE SACRED HEART MAY HAVE APPEARED TO BE THE BEST OPTION LONG AGO, HOWEVER, THERE IS A BETTER LOCATION TODAY.

THE CENTRAL WELLNESS CENTER HAS UNDERGONE EXTENSIVE RENOVATION, IS A DESIGNATED SITE FOR CATASTROPHIC EMERGENCY COUNTYWIDE, HAS A GENERATOR, LOCKER ROOM, AND SHOWER FACILITIES.

OF PARTICULAR NOTE IS THE SEPARATE INGRESS AND EGRESS, WHICH IS FAR SUPERIOR TO THE ENTRANCE TO SACRED HEART.

FOR ALL THESE REASONS, IT IS AN OUTSTANDING OPTION FOR THE NEW REEVES ZONING DISTRICT FOR MANY YEARS TO COME.

MOVING A PRECINCT WHICH COULD POTENTIALLY REMAIN IN PLACE FOR 50 YEARS SHOULD BE THOUGHTFULLY AND CAREFULLY CONSIDERED FOR FUTURE GROWTH.

THE FIRST OPTION SHOULD ALWAYS BE COUNTY-OWNED LOCATIONS AS OPPOSED TO PRIVATELY OWNED OR RELIGIOUS PROPERTIES.

WHILE I ADMIT, THE WELLNESS CENTER IS TECHNICALLY OUTSIDE THE BOUNDARIES OF THE REEVES DISTRICT, SO TO IS A SACRED HEART LOCATION.

BOTH SIDES COMPLY WITH VIRGINIA CODE 24.2-309, WHICH STATES, "THE GOVERNING BODY MAY SELECT A POLLING PLACE WITHIN ONE MILE OF THE BOUNDARIES OF THAT PRECINCT IF IT IS SUITABLE, IF IT'S SUITABLE POLLING PLACE IS NOT AVAILABLE WITHIN THAT PRECINCT".

NO OTHER REASONABLE LOCATION EXISTS WITHIN THE BOUNDARIES OF THE VOTING PRECINCT.

SACRED HEART IS LOCATED IN THE HEART OF A GROWING COMMERCIAL DISTRICT, DOMINATED WITH INCREASED TRAFFIC, INCLUDING FREQUENT TRACTOR TRAILERS.

AS WE KNOW, ROUTE 460 IS HEAVILY TRAVELED AND THE 7-ELEVEN COMMERCIAL TRAFFIC CONTRIBUTES TO CONGESTION AND ACCIDENTS, WHICH WILL ONLY INCREASE IN THE FUTURE.

IF WE'RE GOING OUTSIDE OF A VOTING PRECINCT, THE SITE SHOULD BE THE BEST LOCATION TO SERVE THE NEEDS OF THE GENERAL PUBLIC.

THE DECISION TO MOVE THE JEFFERSON PARK VOTING PRECINCT TO MIDDLE ROAD ELEMENTARY IS AN EXAMPLE OF A WELL APPOINTED, PUBLICLY OWNED STRUCTURE WHICH WILL SERVE OUR RESIDENTS FOR MANY YEARS TO COME.

SOME RESIDENTS MAY EXPERIENCE AN INCREASE OF A FEW MILES TO REACH THE WELLNESS CENTER THAT IS TRIP.

IT'S COMPARABLE TO THE RECENT MOVE OF THE COURTS PRECINCT TO ABUNDANT LIFE ON MIDDLE ROAD.

I WOULD ASK WHERE WERE THE CONCERNS FOR VOTER SUPPRESSION WHEN MOVING TO THE COURTS PRECINCTS? WHERE WERE THEY? THERE IS NO SUCH DATA WHICH SUPPORTS VOTERS WOULD REFUSE TO DRIVE A FEW MILES FURTHER.

I WANT TO ALSO JUST MENTION SOMETHING THAT HASN'T BEEN DISCUSSED AND THAT'S EARLY VOTING.

TO SUGGEST THAT EARLY VOTING WOULD NEGATE ADDITIONAL TRAFFIC GOING TO SACRED HEART IS ALLOWED UNDER THE LAWS OF THE COMMONWEALTH TODAY, BUT IT'S NOT PERMANENTLY ENSHRINED IN OUR CONSTITUTION AD WITH POLITICAL LEANINGS, IT IS SUBJECT TO THE CHOPPING BLOCK AND WOULD HAVE BEEN IF NOT FOR THREE VOTES THIS YEAR.

I TOTALLY AGREE WITH WHEN WE PICK A POLLING LOCATION, IT NEEDS TO HAVE THAT CONSIDERATION OF WHAT'S GOING TO BE RIGHT FOR YEARS TO COME.

I'VE HEARD THE STATEMENTS MADE ABOUT THE AREA DOWN AT THE CWC.

I AM FULLY AWARE OF HOW MUCH WE HAVE INVESTED IN THAT BUILDING TO BRING UP ALL OF THE ADA CONCERNS.

NEW ELECTRICAL, THE GENERATOR, SO IF THE POWER GOES OUT, WE CAN STILL SUPPLY POWER IF THAT SHOULD HAPPEN DURING AN ELECTION.

I UNDERSTAND THE CONCERN WITH 460 IN FRONT OF THE FOOD LION.

BUT I PERSONALLY THINK IN THE LONG RUN THAT THE CWC AS A BETTER LOCATION, IT'S COUNTING OWN BUILDING.

I JUST FEEL LIKE THAT I UNDERSTAND THE WHOLE THING OF A CERTAIN PERCENTAGE OF THE VOTERS LIVE OFF OF THE 295 PIECE OF IT AND A SMALLER PERCENTAGE.

IT'S MAKING SURE THAT WE PROVIDE THE BEST FACILITY SAFETY WISE, TRAFFIC WISE, AND EVERYTHING FOR ALL OF THOSE VOTERS IN THAT REEVES PRECINCT.

I WOULD SURELY HAVE A CONCERN WITH PEOPLE COMING DOWN.
