I ACTUALLY ATTENDED ONE OF THE MEETINGS DUE TO A REZONING IN MY NEIGHBORHOOD INITIALLY AND BECAME INTERESTED AND THEN HAD SOME ZONING ISSUES IN OUR NEIGHBORHOOD THAT I HAD TO WORK CLOSELY WITH THE COUNTY WITH.

SO I ACTUALLY DO COMPLIANCE FOR PHARMACEUTICAL COMPANY FOR A LIVING.

LOVE LAW. SO I FOUND THIS IS A GOOD OPPORTUNITY TO BE ABLE TO SERVE WITH THE COMMUNITY.

BUT THIS IS THE REQUEST OF HB PROPERTY ASSOCIATES LLC TO CONDITIONALLY REZONE APPROXIMATELY 20 ACRES FROM M-1 LIGHT INDUSTRIAL LIGHT INDUSTRIAL TO M-2 GENERAL INDUSTRIAL.

THE PURPOSE OF THIS REZONING IS TO ALLOW OVERFLOW TRACTOR TRAILER PARKING FOR E COMMERCE FULFILLMENT TRANSPORTATION SERVICES.

THE PROPERTIES AT THE END OF CORPORATE ROAD, WHICH IS ACCESSED OFF OF REEVES ROAD WITHIN THE CITY OF PETERSBURG.

OF COURSE, THE PROPERTIES IN PRINCE GEORGE COUNTY, IT'S JUST ACCESSED OFF OF THE PART OF THE ROAD THAT GOES THROUGH REEVES ROAD THAT GOES THROUGH PETERSBURG.

THE PROPERTY IDENTIFICATION NUMBER IS IN THIS INFORMATION HERE.

AND THE FUTURE LAND USE MAP INDICATES THE PROPERTY IS PLANNED FOR INDUSTRIAL DEVELOPMENT.

ON THIS SLIDE, YOU CAN SEE THE LOCATION MAP THAT WAS MAILED TO THE ADJACENT PROPERTY OWNERS AND THE PROPERTIES OUTLINED IN RED.

YOU CAN SEE HOW THE THE ROAD THAT GOES TO THE NORTH ENDS UP IN THE CITY OF PETERSBURG.

AND THIS IS ALSO ALONG THE INTERSTATE 95 RAMP.

YOU CAN SEE IN THE TOP RIGHT THE LOCATION WITHIN THE COUNTY ALONG INTERSTATE 95.

ON THIS SLIDE, YOU CAN SEE AN AERIAL VIEW.

PROPERTY AT THE TIME THAT THIS WAS TAKEN WAS COVERED WITH TREES.

AND THE PROPERTY TO THE NORTH WAS RECENTLY REZONED.

I MENTIONED THAT AGAIN FOR A SIMILAR THAT WAS RECENTLY RESUMED FOR SIMILAR SIMILAR PURPOSE.

ON THIS SLIDE IS ALSO THE SATELLITE OR AERIAL VIEW.

FARTHER OUT AND YOU CAN SEE HOW SEE WHERE IT IS IN RELATION TO REEVE'S ROAD GOING THROUGH THE CITY OF PETERSBURG AND ACROSS THE INTERSTATE.

THIS SLIDE, YOU CAN SEE THE PROPERTY AGAIN, THE LIGHT COLOR HERE IS THIS IS THE ZONING MAP.

THE LIGHT COLOR HERE IS LIGHT INDUSTRIAL.

THE DARKER GRAY COLOR IS GENERAL INDUSTRIAL.

AND THEN THE THE YELLOW COLOR IS RESIDENTIAL AGRICULTURAL.

SO THIS PROPERTY IS PROPOSED TO BECOME THE SAME COLOR AS THE ONE ABOVE IT.

AND THAT'S FOR M-2 INDUSTRIAL.

THIS SLIDE IS THE COMPREHENSIVE PLAN FUTURE LAND USE MAP.

IT SHOWS THAT IT'S PLANNED FOR INDUSTRIAL USES MOSTLY BECAUSE IT'S ALREADY ZONED INDUSTRIAL.

THE RED COLOR AROUND IT IS COMMERCIAL.

AND THE THE OTHER COLOR THERE IS COMMERCIAL OR INDUSTRIAL.

SO THIS WHOLE AREA IS REALLY PLANNED FOR INDUSTRIAL UNTIL YOU GET ON THE OTHER SIDE OF SOUTH CRATER ROAD, INDUSTRIAL OR COMMERCIAL UNTIL YOU GET ON THE OTHER SIDE OF THE SOUTH CRATER ROAD. A SUMMARY OF THIS, THE PROPERTY WAS ORIGINALLY ZONED INDUSTRIAL IN 1984.

THERE WERE NO PARTICULAR CONDITIONS ON THAT CHANGE TO THE PROPERTY, TO THE ZONING, THE ADJACENT PROPERTY THAT SAYS TO THE SOUTH IT'S TO THE NORTH THAT WAS RECENTLY REZONED FOR THIS WITH THE SAME USE AND LAND USE IN MIND.

SO IT WAS ALSO ZONED TO M-2.

SORRY, THE WORDING THERE IS A LITTLE WRONG.

IT WAS ZONED TO M-2 AND THEY ALSO HAD PLANS FOR TRACTOR TRAILER SPACES ON ON THAT PROPERTY AS THEIR INITIAL USE AFTER IT'S IT WAS REZONED . ON THIS PROPERTY THE PLANS FOR OVERFLOW TRACTOR TRAILER PARKING AGAIN FOR E COMMERCE THESE ARE THESE WOULD BE SEASONAL MOSTLY THE TRAILERS THE NUMBER OF TRAILERS ON THE PROPERTY WOULD FLUCTUATE BETWEEN HOLIDAY SEASONS.

IT'S JUST REALLY A STORAGE LOCATION FOR TRAILERS WHEN WHEN THEY'RE NOT ON THE ROAD OR AT A WAREHOUSE.

THE CONCEPTUAL PLAN SHOWS 303 PARKING SPACES AND ALSO A STORMWATER MANAGEMENT POND TO COLLECT THE RAINWATER RUNOFF.

THE APPLICANTS DID A TURN LANE WARRANT ANALYSIS AS PART OF THE APPLICATION, AND THEY PROJECTED THAT THIS WOULD GENERATE FOUR TRUCK TRIPS DURING THE MORNING AND THE SAME NUMBER DURING THE PEAK THE PM PEAK HOURS.

ACTUALLY THAT'S DURING PEAK HOURS IN THE MORNING AND PEAK HOURS IN THE EVENING.

BUT BASED ON THOSE THOSE PROJECTED NUMBERS, IT WOULDN'T REQUIRE ANY TURN LANE ON BACK UP ON REEVES ROAD.

THERE'S NO STRUCTURES PLANNED FOR THIS.

IT'S JUST A PARKING LOT AT THIS TIME.

AND SO THERE'S NO NEED FOR PUBLIC WATER AND SEWER TO BE EXTENDED TO THE PROPERTY.

THIS COULD CHANGE IN THE FUTURE IF THE PLANNED USE OF THE PROPERTY CHANGES TO SOMETHING ELSE AND THEY WOULD HAVE TO GO THROUGH A SITE PLAN PROCESS.

AND AT THAT TIME, THE NEW BUILDING MAY NEED TO CONNECT TO PUBLIC WATER.

BUT THESE APPLICANTS DON'T HAVE ANY PLANS FOR THAT AT THIS TIME.

THEY DID SOME IN A PROFFER STATEMENT.

WE'LL GET TO THE TWO PROFFERS IN A MINUTE.

THIS IS A CONCEPTUAL MAP.

IT SHOWS TRACTOR TRAILER PARKING SPACES AND A STORMWATER MANAGEMENT POND IN THE MIDDLE.

AND THE PLANNING AND ZONING STAFF REVIEWED COMMENTS.

WE JUST NOTED THE ZONING CASE NUMBER FROM 1984.

AGAIN, THERE WERE NO CONDITIONS ON THAT.

THE PROPOSED INITIAL USE OF THIS PROPERTY WOULD BE A FALL UNDER WHAT THE WHAT THE ZONING ORDINANCE CALLS A TRUCK TERMINAL.

EVEN THOUGH THERE'S NO BUILDING, IT WOULD STILL FALL UNDER THAT USE BECAUSE OF THE STORAGE OF A BUNCH OF TRUCKS, TRUCK TRAILERS ON THERE.

SO THIS USE WOULD BE PERMITTED BY RIGHT IF THE LAND IS REZONED TO M-2.

THE EXPECTED IMPACTS OF THE REZONING AND THE PROPOSED USE, WHAT KIND OF IMPACTS WOULD THAT HAVE ON ADJACENT PROPERTIES AND ROADWAYS? WELL, THERE WOULD BE THE ADDITIONAL TRUCK TRAFFIC ON REEVES ROAD AND CORPORATE ROAD, MOSTLY WITHIN THE CITY OF PETERSBURG.

OBVIOUSLY, THAT GOES THROUGH PRINCE COUNTY AS WELL.

BUT AS WE SAW, THERE'S NOT A LOT OF TRIPS IN AND OUT OF THIS PROPERTY.

SO IT'S NOT A SIGNIFICANT IMPACT ON THE ON THE TRUCK TRAFFIC ON THE ROAD FOR THIS PARTICULAR USE.

THE APPLICANT DID A TURN LANE STUDY AND THEY ALSO PROVIDED THAT TO CITY OF PETERSBURG AND AND THEY THE CITY OF PETERSBURG AND PAUL HENSON WITH VDOT REVIEWED THAT AND CONCLUDED THAT AGAIN TURN LANES WERE REQUIRED BASED ON WHAT THEY WERE PROJECTING.

AND VDOT ALSO HAD A COMMENT ABOUT POTENTIAL FOR A ROAD MAINTENANCE AGREEMENT.

BUT MOST OF THIS ROAD IS AGAIN WITHIN THE CITY OF PETERSBURG, AND THERE'S A PORTION THAT IS A PRIVATE,

PRIVATE ROAD, BUT MOST OF IT'S IN THE CITY OF PETERSBURG.

THIS APPEARS TO BE COMPATIBLE WITH THE FUTURE LAND USE MAP AGAIN, IT'S COLORED COLOR FOR INDUSTRIAL.

IT'S BEEN ZONED INDUSTRIAL READY.

THIS IS JUST UP ZONING IT JUST A BIT.

AND THEN WHEN WE LOOK AT THE PROFFERS, YOU'LL SEE IT'S NOT A PRETTY INSIGNIFICANT CHANGE BECAUSE THEY'RE MOSTLY JUST REZONING IT FOR THIS PARTICULAR USE.

THIS PARTICULAR USE THE TRUCK TERMINAL WILL BE COMPATIBLE WITH THE SURROUNDING USES AND THERE WOULD BE MINIMAL IMPACT ON COUNTY SERVICES FOR THIS BY THIS REZONING BECAUSE THERE'S NO NO EXTENSION OF PUBLIC WATER AND SEWER.

AND IF THERE WAS GOING TO BE A BUILDING LIKE THAT IN THE FUTURE, THEN THAT WOULD BE HANDLED AT THAT TIME AND IT WOULD BE THE DEVELOPER'S RESPONSIBILITY TO EXTEND THAT INFRASTRUCTURE. SO OTHER DEPARTMENTS AS AS WE MENTIONED, VDOT NOTED THAT THE MAIN ACCESS ROAD IS IN THE CITY OF PETERSBURG AND CROSSES ONE ADJACENT PROPERTY, THE CITY OF PETERSBURG DID NOT ASK ASK FOR A ROAD MAINTENANCE AGREEMENT. SO VDOT HAS ULTIMATELY HAS NO OBJECTION TO THIS REZONING APPLICATION.

AND THE UTILITIES DEPARTMENT FOR PRINCE GEORGE COUNTY, THEY NOTED THAT, AGAIN, THERE'S NOTHING NEEDED AT THIS TIME.

IT WOULD BE THE DEVELOPER WOULD HAVE TO WORK THAT OUT.

THE PROPERTY OWNER AT THE TIME THAT IT'S NEEDED, THAT'S A FIGURE THAT OUT IN THE FUTURE, THE WATER WOULD BE PROVIDED BY THE CITY OF PETERSBURG AND THE SEWER WOULD BE PROVIDED BY PRINCE GEORGE COUNTY.

AGAIN, THE PROPERTY OWNER WOULD HAVE TO WORK WITH THE TWO ENTITIES TO TO INSTALL THE INFRASTRUCTURE, CONNECT TO THE SYSTEMS. THE PROFFER CONDITIONS. THEY THE APPLICANT PROFFERED TWO CONDITIONS.

MAINLY THE FIRST ONE IS PROHIBITING CERTAIN USES WHICH WOULD OTHERWISE BE PERMITTED BY RIGHT IN THE M-2 ZONING DISTRICT.

I DIDN'T PUT THE LIST HERE.

IT'S IN THE DRAFT ORDINANCE.

THEY PROFFERED OUT MOST OF THE MOST OF THE M-2 PERMITTED USES.

SO ESSENTIALLY THIS IS MOSTLY JUST A REZONING JUST TO ALLOW A TRUCK TERMINAL.

IT WOULD ALSO ALLOW ALL THE USES THAT ARE PERMITTED IN THE M-1 ZONING DISTRICT.

IT'S UP ZONING.

IT ALLOWS WHAT'S ALREADY THERE.

PLUS TRUCK TERMINAL.

THERE'S THEY PROFFERED TO KEEP A NATURAL BUFFER, A 20 FOOT WIDE LANDSCAPE BUFFER ALONG THE FRONTAGES OF THE PROPERTY THAT ABUT A RIGHT OF WAY.

OKAY. AND THAT WOULD THAT WOULD HAVE THAT WOULD BE REVIEWED AT THE TIME OF A SITE PLAN.

AND THEY PROFFERED TO PRESERVE TREES IN THAT BUFFER AREA AND AND ELSEWHERE ON THE PROPERTY WHERE PRACTICAL. SO THOSE ARE THE TWO MAIN PROFFERED CONDITIONS, AGAIN, PROHIBITING CERTAIN USES AND MAINTAINING SOME BUFFER, SOME VEGETATED BUFFER AREAS. ALL RIGHT.

STAFF RECOMMENDATION IS APPROVAL OF THIS REQUEST, AND THAT'S BASED ON THE CONSIDERATIONS THAT ARE LISTED THERE.

IT SEEMS TO BE COMPATIBLE WITH THE EXISTING AND SURROUNDING USES.

IT'S CONSISTENT WITH THE COMP PLAN.

IT ADJOINS THE PROPERTY THAT'S USED FOR THE SAME PURPOSE AND ZONED THE SAME WAY THAT THEY'RE ASKING FOR.

VDOTS CONCERNS WERE ADDRESSED.

IF THERE IS A CHANGE TO THE SITE IN THE FUTURE THAT WOULD INVOLVE A NEW BUILDING, IT WOULD REQUIRE SITE PLAN AND EVEN FOR THIS USE IT WILL REQUIRE A SITE PLAN AND THE THE ON SITE DETAILS SUCH AS EROSION AND SEDIMENT CONTROL AND STORMWATER RUNOFF AND LIGHTING AND ANYTHING LIKE THAT WOULD BE HANDLED DURING THE ADMINISTRATIVE SITE PLAN PROCESS.

SO THAT SHOULD BE COVERED.

WE DIDN'T RECEIVE ANY FEEDBACK FROM ADJACENT PROPERTY OWNERS, NEGATIVE OR POSITIVE.

WE DID ALL THE REQUIRED ADVERTISING ABOUT THIS.

AND STAFF SUPPORTS THE APPLICANT'S PROFFERED CONDITIONS, SO WE RECOMMEND APPROVAL WITH THOSE PROFFERED CONDITIONS.
