SO THE COUNTY INSTALLED NEW WELCOME SIGNAGE IN 2019 THROUGHOUT COUNTY LIMITS AND WELL DESTINATION AREAS, AND THIS CONSISTED OF NINE WELCOME SIGNS AND TWO INDUSTRIAL SIGNS.
AT THE TIME THERE WASN'T A DISCUSSION OF LONG TERM PLAN, LANDSCAPING OR MAINTENANCE FOR THE SIGNS.
AND TONIGHT I'LL BE GOING OVER WHICH SIGN WILL BE ABLE TO HAVE LANDSCAPING AND WHAT THEIR NEEDS ARE.

SO AS YOU COULD SEE FROM THE TRAFFIC COUNT, OUR SIGNS ARE BEING PARSED BY MANY PASSENGERS DAILY.
OUR DEPARTMENT HAS CREATED AN ADOPT A SIGN PROGRAM.
THIS PROGRAM WORKS WITH SPONSORSHIPS FROM BUSINESSES AND OR NON-PROFITS TO ENSURE THE SIGNS ARE UNIFORMED AND PRESENTED WELL.
MANY COMMUNITIES HAVE SIMILAR PROGRAMS TO HELP WITH THE APPEARANCES OF GOVERNMENT OWNED SPACES THAT HELPS WITH THEIR COMMUNITY APPEARANCES AS WELL. THE SPONSORSHIP WILL CONSIST OF FIVE YEARS FOR $5,000 AND THE FUNDS WILL GO INTO A TOURISM ACCOUNT IN OUR DEPARTMENT WILL SCHEDULE ANNUAL LANDSCAPING AND MAINTENANCE ON THE SIGN.
AS YOU CAN SEE FROM THE 3D RENDERING, THE SPONSORING BUSINESS WILL HAVE THE CHANCE TO PLACE A SPONSOR SIGN AT THEIR ADOPTED SIGN THAT THEY HAVE ADOPTED.
THIS WILL BE ORDERED THROUGH THE WEST VIEW COMPANIES.
THE WEST VIEW COMPANIES WAS THE COMPANY THAT THE COUNTY HIRED TO DESIGN AND INSTALL THE SIGNS BACK IN 2019, AND THE COLOR PALETTES WILL BE THE SAME FOR EACH SPONSORSHIP SIGN TO KEEP UNIFORMITY THROUGHOUT THE COUNTY.
WE HAVE FIELDED INTEREST THROUGHOUT THE BUSINESS COMMUNITY AND MANY BUSINESSES ARE EXCITED TO SPONSOR A SIGN THEY ACTUALLY LIKE THE HANDS OFF APPROACH THEY DON'T HAVE TO LANDSCAPE OR MAINTAIN THEIR ADOPTED SIGN, SO THEY'RE VERY INTERESTED.
WE HAVE IDENTIFIED THAT EIGHT SIGNS CAN BE LANDSCAPED, AS WE SAW IN THE PRESENTATION.
NOT ALL THE SIGNS CAN BE LANDSCAPED DUE TO THE FACT OF THE OBSTRUCTION OF CERTAIN FENCING AND OTHER PROHIBITED STRUCTURES NOT.
AND WE HAVE RECEIVED ADVICE FROM AN ARBORIST TO STICK TO THE DESIGN OF THE TRACTOR SUPPLY WELCOME SIGN BY HAVING FIVE KNOCK OUT ROSES IN THE BACK AND THE FIVE VARIETY IN THE FRONT WITH DARK BROWN MULCH.
THIS WILL REQUIRE MINIMUM MAINTENANCE THROUGHOUT THE YEAR AS THESE TWO FLOWERS ARE PERENNIALS.
EACH SPONSORSHIP WILL HAVE TO BE APPROVED BY THE BOARD OF SUPERVISORS.
AND MR. WHITTEN IS WORKING ON THE SPONSORSHIP AGREEMENT NOW.
AND FINALLY, OUR OFFICE WILL SOLICIT FOR OUR YEAR ROUND MAINTENANCE CONTRACT TO KEEP SIGNS WELL MAINTAINED AND LOOKING PRESENTABLE TO THE COMMUNITY AND VISITORS. AND OUR OFFICE WILL INSPECT SIGNS QUARTERLY TO ENSURE THE APPEARANCE ARE IN GOOD STANDARDS.

TODAY, IN THIS MOST RECENT YEAR, WE HAD 1285 PARCELS THAT ARE ASSESSED UNDER USE VALUE, WHICH REPRESENTS 9% OF THE PARCELS IN THE COUNTY.THIS COVERS 83,415 ACRES, WHICH IS 46% OF THE LAND AREA OF THE COUNTY.
EACH YEAR, PARTICIPANTS THAT RECEIVE THE BENEFIT OF LAND USE ASSESSMENTS ANNUALLY REVALIDATE.
THIS YEAR IS THE EVERY FIFTH YEAR WHERE THEY PAY A $10 FEE WITH THE VALIDATION, AS WELL AS PROVIDE JUSTIFICATION FOR WHY THEIR PROPERTY IS IN THE PROGRAM.
THAT INCLUDES PLANS, REPORTS FROM THE USDA ON AGRICULTURAL PRODUCTION AND IF THEY HAVE ARE COVERED BY A CONSERVATION EASEMENT.
THIS PAST YEAR, THE DEFERRED ASSESSMENT DUE TO LAND USE WAS AN ASSESSED VALUE OF 172 MILLION, JUST OVER $172 MILLION OF ASSESSED VALUE.
THAT RESULTS IN A DEFERRAL OF $1.4 MILLION IN TAX REVENUE.
EACH YEAR, THE STATE LAND EVALUATION AND ADVISORY COUNCIL ISSUES NEW VALUES FOR COUNTIES TO USE IF THEY CHOOSE.
AND MOST COUNTIES DO USE THOSE IN SOME FORM.
THIS YEAR THE VALUES WERE JUST RECENTLY APPROVED, AND THESE ARE THE VALUES AS PUBLISHED BY CELIAC.
AND THEN IN THE MOST RECENT YEAR, YOU DECIDED TO USE CELIAC RATES AS GIVEN.
SO IN THIS CHART THAT I'VE PROVIDED, THE TOP GROUP OF RATES ARE THE CELIAC RATES AS PROVIDED BY CELIAC.
AND IT SHOWS THE PERCENTAGE INCREASE FROM YEAR TO YEAR OVER THE LAST FIVE YEARS.
AND THEN THE LOWER GROUP OF RATES SHOWS THE CHANGE IN VALUES.
IF THE THREE YEAR AVERAGE WAS USED CONSISTENTLY FROM YEAR TO YEAR.
SO I GUESS THE MOST IMPORTANT ELEMENT HERE IS THE UPPER 2023 VALUES.
THOSE ARE THE CELIAC RATES AS GIVEN AND THEY ARE A AT LEAST FOR THE CROPLAND AND THE HORTICULTURE ARE RATHER SUBSTANTIAL INCREASES FROM LAST YEAR.
SLACK 20 APPROACHING 25% INCREASES AND THE FOREST LAND APPROACHING 20%.
AND THEN IN THE LOWER BOX JUST BENEATH THAT IN 20, THE LOWER 2023 VALUES WITH THE THREE YEAR AVERAGE, YOU'LL SEE THAT USING THAT THREE YEAR AVERAGE DEFINITELY MODERATES THE INCREASE THIS YEAR AND IT ACTUALLY JUST RESULTS IN EITHER A NOMINAL INCREASE IN FORESTRY AND FOR THE MOST PART FLAT OR JUST A VERY SLIGHT DECREASE WITH CROPLAND AND HORTICULTURAL.

AT THIS POINT, THE MAJORITY OF PROPERTIES THAT ARE IN THE OPEN SPACE CATEGORY IN THE LAND USE PROGRAM ARE PROPERTIES THAT ARE COVERED BY CONSERVATION AND HISTORIC PRESERVATION EASEMENTS.
AND THAT IS ONE OF THE REQUIREMENTS TO BE IN OPEN SPACE.
WHAT WE HAVE SEEN, THOUGH, IN OUR THE REVALIDATION THAT'S OCCURRING RIGHT NOW, WE'VE HAD A NUMBER OF PROPERTY OWNERS THAT CAN NO LONGER FIND PEOPLE TO FARM THEIR LAND AND THE PROPERTIES ARE JUST SITTING EMPTY.

OUR ADOPTED BUDGET IS JUST OVER 160 MILLION.
THEREFORE, ANY APPROPRIATION OF OVER 1.6 MILLION DOES REQUIRE A PUBLIC HEARING.

AS OF JUNE 30TH OF 2022, ONLY $290,210.38 OF THOSE BOND PROCEEDS HAD BEEN EXPENDED MOSTLY FOR ENGINEERING SERVICES AND A FEW SMALL PROJECTS.
THE UNEXPENDED BALANCE ON JUNE 30TH OF 2022 WAS $1,809,789.62.
