ALL RIGHT, GOOD EVENING, CHAIR WAYMACK BOARD MEMBERS. MR. STOKE AND MR. WHITTEN, IT'S MY PLEASURE TO PRESENT TO YOU THE QUARTERLY REPORT FOR THE QUARTER ENDED JUNE 30TH OF 2022.

IT TAKES A WHILE TO DO THIS ONE BECAUSE WE HAVE SO MANY THINGS THAT HAPPEN IN JULY AND AUGUST THAT WE END UP ACCRUING BACK TO JUNE.

SO WE'D LIKE TO GIVE YOU THE MOST UP TO DATE INFORMATION THAT WE CAN.

SO THIS IS A PRELIMINARY YEAR END REPORT.

WAIT FOR THE, AND I DID PUT AN UPDATED POWERPOINT AT YOUR PLACES.

THERE WERE JUST A FEW UPDATED NUMBERS THAT I WANTED TO PROVIDE TO YOU.

MORE TIMELY INFORMATION, AND ONE CORRECTION.

SO REVENUES, WE ENDED THE YEAR IN A VERY GOOD POSITION.

WE COLLECTED ABOUT 7.9% MORE THAN OUR ADOPTED BUDGET NET OF FUND BALANCE.

SO AGAIN, WE COLLECTED 68.36 MILLION AND OUR AMENDED BUDGET WAS 63.3 MILLION NET OF PLANNED FUND BALANCE USE.

WITH THAT PLANNED FUND BALANCE USE, IT WAS 67.34 MILLION.

SO WE COLLECTED A MILLION MORE THAN BUDGETED.

JUST TO REMIND THE BOARD, THESE WERE OUR PLANNED USES OF FUND BALANCE FOR FY 22.

THE SCHOOL DIVISION AND COUNTY BOTH CARRIED OVER PURCHASE ORDERS AT THE END OF FY 21.

WE HAD SOME GRANTS AND DONATION AND INSURANCE AMOUNTS THAT WERE ALSO CARRIED FORWARD.

YOU APPROVED $220,000 FOR THE PURCHASE OF A CHILLER AND THE SCHOOL DIVISION REQUESTED CARRYOVER OF 776,000 FOR THE ELEMENTARY SCHOOL PROJECT AND ANOTHER 793,000 FOR CONSTRUCTION AND PROGRESS PROJECTS. THE GARAGE EXPANSION.

THE BOARD DID CASH FUND A MILLION OF THAT PROJECTS THAT'S CURRENTLY UNDERWAY AND APPROVED $128,000 FOR THE DESIGN OF A SECOND CONVENIENCE STATION.

SO BECAUSE WE COLLECTED MORE THAN WE PLANNED DURING THE YEAR OR MORE THAN WAS BUDGETED, WE ACTUALLY DID NOT TAP INTO FUND

BALANCE. WE HAD SUFFICIENT REVENUES TO COVER THESE $4 MILLION WORTH OF APPROPRIATIONS.

EXPENDITURES. WE ALSO ENDED IN A VERY GOOD POSITION.

OUR AMENDED BUDGET WAS 67.3 MILLION AND OUR EXPENDITURES WERE 64.9.

SO WE ARE ROUGHLY UNDERSPENT BY 4%.

SO THOSE BOTTOM FIGURES, WHICH WERE A LITTLE DIFFICULT TO READ ON THE SCREEN, OUR REVENUES EXCEEDED OUR EXPENDITURES BY 3.48 MILLION. ONCE WE BACK OUT WHAT HAS BEEN RESERVED OR REAPPROPRIATED FOR FY 23 2.7 MILLION IS ON UNRESERVED FUND BALANCE ADDITION.

THE SCHOOL DIVISION COLLECTED A MILLION MORE THAN THEY EXPENDED.

THEY ALSO RESERVED 187,000 FOR POS, SO THEY WILL BE CONTRIBUTING 812,000 TO FUND BALANCE.

SO IT'S VERY GOOD NEWS.

SO YOUR BEGINNING FUND BALANCE WAS 33.4 MILLION.

WITH THE EXCESS REVENUES OVER EXPENDITURES, WE'RE PROJECTING 36.5 MILLION NET OF THE SCHOOL CARRY FORWARD FOR PURCHASE ORDERS.

THEY ALSO THE BOARD APPROPRIATED FUND BALANCE TO COVER SOME OF THE ELEMENTARY SCHOOL PROJECT A COUPLE OF YEARS AGO AND THEY AGREED TO REPAY IT OR LEAVE THAT AMOUNT IN FUND BALANCE OVER A TWO YEAR PERIOD.

SO THEY WOULD OWE ANOTHER 376,000 TO MAKE WHOLE FUND BALANCE FOR THAT APPROPRIATION TO THE PROJECT, WHICH WOULD LEAVE THEM 436,000 TO PUT TOWARDS ANOTHER USE.

JUST TO MENTION THE SCHOOL HEALTH FUND, AS YOU KNOW, THE SCHOOL DIVISION DID CHANGE FROM THE COMBINED SELF INSURANCE PROJECT PRODUCT TO THE LOCAL CHOICE, AND CURRENTLY OR AT YEAR END THEY WERE RUNNING A DEFICIT IN THE HEALTH FUND OF ABOUT 117,000, AND THAT NUMBER HAS GROWN TO ABOUT 628,000 AS OF LAST FRIDAY.

SO THEY KNOW THEY'RE GOING TO LIKELY HAVE TO SHORE THAT UP OVER TIME.

SO THEY ARE AWARE OF THAT, AND JUST TO MENTION TO THE BOARD, THERE ARE SOME INITIATIVES THAT ARE CURRENTLY PLANNED FOR USING FUND BALANCE.

ONE IS THE CIRCUIT COURT ROOM RENOVATION, WHICH IS CURRENTLY OUT TO BID.

THE OTHER IS CONVENIENCE STATION NUMBER TWO, WHICH YOU HAVE APPROVED DESIGN ONE.

WE ALSO HAD PLANNED ON BORROWING FOR THE VEHICLES AND SCHOOL BUSSES THAT WERE PURCHASED IN FY 22.

WE DID NOT SUBSEQUENTLY DO A BORROWING OR DO NOT PLAN TO DO A BORROWING THIS YEAR.

SO WE WILL PROBABLY BE PUTTING ALL THREE OF THESE ON A FUTURE AGENDA TO ASK FOR AN APPROPRIATION FROM FUND BALANCE WHEN THOSE PROJECTS ARE BID AND AWARDED AND WHEN WE WE NEED TO MAKE WHOLE THE VEHICLE PURCHASES.

SO JUST TO MENTION A FEW NOTABLE ITEMS AND REVENUE.

REAL PROPERTY TAX REVENUES ARE BUDGETING WAS FAIRLY ACCURATE.

WE COLLECTED WITHIN 0.84% OF WHAT WAS BUDGETED.

WE BUDGETED 26.2 MILLION AND COLLECTED 26.45, INCLUDING DELINQUENT TAXES.

AS THE BOARD IS AWARE, THE GROWTH AND ASSESSED VALUES AT JANUARY 1 OF 22 BECAUSE OF THE MARKET, YOU DID APPROVE A FOUR CENT REDUCTION IN THE REAL PROPERTY TAX RATE FOR FY 23 AND THE TAX RATE WAS REDUCED TO $0.82 FROM 86.

FOR THOSE REAL ESTATE TAX BILLS THAT WILL BE DUE ON DECEMBER 5TH OF 22 AND JUNE 5TH OF 23.

SO THE REAL PROPERTY TAXES FOR FY 23 ARE THOSE TWO COLLECTION DATES.

WE HAVE BEGUN TESTING THE LAND BOOK IMPORT PROCESS TO PREPARE THOSE BILLS, AND THIS LANE IS WORKING WITH MR. [INAUDIBLE] TO RECONCILE THE LAND BOOK TO WHAT WAS IMPORTED INTO A TEST ENVIRONMENT IN MUNIS.

THAT IS GOING VERY WELL, AND WE HOPE TO HAVE THAT RESOLVED IN THE NEXT COUPLE OF WEEKS.

PUBLIC SERVICE CORPORATION TAXES.

WE COLLECTED 32.7% MORE THAN WHAT WE BUDGETED.

WE DID INCREASE THE BUDGET FOR FY 23 MOBILE HOMES, TAXES, SIMILAR STORY, AND THOSE THREE TAXES ARE COLLECTED AT THE REAL PROPERTY TAX RATE.

PERSONAL PROPERTY.

WE COLLECTED ABOUT 37% MORE THAN WE BUDGETED, AND THIS TAX WORKS A LITTLE DIFFERENTLY THAN THE REAL PROPERTY TAXES.

THE ACTIONS THAT YOU TOOK LAST SPRING IMPACTED THE BILLS THAT WERE DUE JUNE 5TH OF 22 OR JUNE 24TH OF 22.

THE BOARD TOOK ACTION TO REDUCE THE TAX RATE BY $0.35.

YOU ALSO ELIMINATED THE MOTOR VEHICLE LICENSE FEE SO THAT REVENUE FELL SHORT BY 705,000, AND WHEN THOSE TWO NUMBERS ARE COUPLED TOGETHER, THERE'S ABOUT A $2.8 MILLION EXCESS.

THAT'S A CULMINATION OF NOT ONLY THE INCREASE IN VALUES, BUT IT'S PROBABLY NEW PROPERTY AS WELL AS BILLING FOR PART OF THE YEAR PRORATION.

SO STATE SALES TAX.

WE HAVE SEEN A STEADY RISE IN OUR SALES TAX FIGURES UNTIL FY 22.

WE COLLECTED VIRTUALLY THE IDENTICAL SAME AMOUNT AS WE DID IN 21 4.3 MILLION, AND THAT IS WHAT WE HAVE BUDGETED FOR FY 23.

SO THAT REVENUE, THERE'S PROBABLY NOT A LOT OF OUR GROWTH OPPORTUNITY IN FUTURE YEARS UNLESS WE HAVE MORE RETAIL SALES BUSINESS LICENSE FEE.

WE BUDGETED CONSERVATIVELY DUE TO COVID.

HOWEVER, WE COLLECTED 40% MORE THAN WE BUDGETED AND THERE IS POSSIBLY AN OPPORTUNITY TO INCREASE THAT IN FY 24.

LODGING TAXES THEY'RE VERY HEALTHY 63% MORE THAN WE BUDGETED.

POSSIBLE ROOM FOR GROWTH AND MACHINERY AND TOOLS CAME IN AS EXPECTED.

PERMITS AND PLANNING FEES.

MS. WALTON'S OFFICE HAS BEEN BUSY.

AS YOU'RE AWARE, 46% MORE IN PERMIT FEES THAN WHAT WAS BUDGETED, AND WE ARE AGAIN HAVE CONSERVATIVELY BUDGETED FOR FY 23.

EMS TRANSPORT, PARKS AND REC FEES, AS WELL AS PENALTY AND INTEREST, WE ARE IN A PERIODS OF RECOVERY.

SO THOSE ARE AGAIN, WE BUDGETED VERY CONSERVATIVELY DUE TO PANDEMIC IMPACTS FOR 2020 AND WE COLLECTED MORE.

OKAY, SO YOU EXTENDED THE DEADLINE OR OFFERED WAIVER OF PENALTY AND INTEREST ON MOST OF YOUR TAXES THROUGH AUGUST AND PEOPLE DID TAKE ADVANTAGE. THIS IS A BIT OF A BUSY SLIDE, BUT THEY DID TAKE ADVANTAGE TO A SIMILAR EXTENT AS THEY DID IN THE SUMMER OF 2020.

THERE ARE A FEW AREAS WHERE WE DID FALL SHORT.

ONE IS OUR CREDIT CARD CONVENIENCE FEE.

AS YOU WERE AWARE, WE BUDGETED AS IF WE WERE GOING TO IMPLEMENT THAT ON JULY ONE, BUT THAT IMPLEMENTATION WAS DELAYED BY A COUPLE OF MONTHS.

OUR INTEREST ON INVESTMENTS, WE'RE ACTUALLY BOOKING NEGATIVE REVENUE BECAUSE OF ONE PARTICULAR INVESTMENT SOURCE, STATE COMMUNICATIONS TAXES. WE HAVE SEEN A STEADY DECLINE IN THIS REVENUE FOR A NUMBER OF YEARS.

SO CHILDREN'S SERVICES ACT REVENUE.

WE STILL HAVE A LITTLE BIT TO BOOK.

WE ALSO ARE FINE TUNING OUR REAL ESTATE AND PERSONAL PROPERTY TAX REVENUES.

WE'RE LOOKING AT OUR DETAILED ACCOUNTS RECEIVABLE TO MAKE SURE THAT OUR REVENUES ARE IN BALANCE AND WE MAY HAVE A COUPLE OF MINOR, MINOR ADJUSTMENTS.

WE ALSO ARE SEEING STILL A LITTLE TRICKLE OF INVOICES FOR FY 22.

WE HAD TWO COME ACROSS LAST WEEK THAT WERE LESS THAN 200 AND TOTAL.

SO WE STILL HAVE SOME ADJUSTMENTS THAT ARE BEING MADE FOR FY 22.

UTILITIES, AGAIN, WE ENDED THE YEAR ON A POSITIVE NOTE.

WE ARE SHOWING AN OPERATING INCOME.

UNTIL WE POST THE DEPRECIATION AND THEN WE WILL SHOW A SIMILAR LOSS.

WE DON'T TYPICALLY BUDGET FOR DEPRECIATION BECAUSE IT IS AN ACCOUNTING ENTRY AND OUR DEPRECIATION FOR FY 22 IS JUST OVER 917,000. WE DID FINISH THAT CALCULATION AND BOOK THAT ENTRY ON FRIDAY OF LAST WEEK.

SO OVERALL, NON NON OPERATING INCOME IS 1.5 BEFORE SOME FINAL ADJUSTMENTS ARE MADE, AND OUR CHANGE IN THAT POSITION IS 2.2 MILLION.

CAPITAL PROJECTS, THE LARGEST CAPITAL PROJECTS THAT ARE UNDERWAY.

OUR PUBLIC SAFETY RADIO PROJECT CONTINUES TO BE UNDERWAY AND IS IN THE RAMP UP PHASE, WE ARE HOPING, QUITE SOON.

MR. HALTOM'S ROUTE 156 AND FOOD [INAUDIBLE] WATER SYSTEM AND EXTENSION PROJECTS ARE UNDERWAY.

ROUTE 56 IS ESSENTIALLY COMPLETE I THINK WITH JUST [INAUDIBLE] TO PAY.

THE ASSESSOR SOFTWARE WAS A RECENTLY COMPLETED THE COUNTY GARAGE EXPANSION IS CURRENTLY UNDERWAY AND OF COURSE THOSE THAT ARE SHADED IN THE PURPLE COLOR

ARE RELATED TO THE PUBLIC SAFETY IMPROVEMENTS THAT YOU PLAN ON MAKING WITH FUNDS ORIGINALLY BORROWED FOR A NEW JEFFERSON PARK FIRE STATION, WE ARE CURRENTLY AWAITING A PIECE FOR THE CREW BUILDING ELECTRICAL UPGRADES AND WE ARE.

WE PUT ON HOLD THE RENOVATION OF JEFFERSON PARK FIRE STATION BECAUSE THE BIDS WERE SO FAR OUT OF THE LINE FROM WHAT WE HAD BUDGETED.

FIRE AND EMS EQUIPMENT HAS BEEN PURCHASED TO A VERY SMALL AMOUNT.

THE CIRCUIT COURT ROOM RENOVATION IS ACTUALLY OUT FOR BID NOW, AND CONVENIENT STATION TWO, IS IN DESIGN, AS IS TEMPLE AVENUE, TANK AND PUMP STATION.

SCHOOL CAPITAL PROJECTS ARE HIGHLIGHTED HERE.

OF COURSE, THE MOST SIGNIFICANT IS THE NEW MIDDLE ROAD ELEMENTARY SCHOOL, WITH SOME OTHER MINOR PROJECTS THAT ARE JUST COMPLETED.

THE TECHNOLOGY BLEACHER IS COMPLETE.

FIRE ALARM REPLACEMENT HAS NOT YET BEGUN, AND WATER INTRUSION AT J.J.

MOORE IS IN THE WRAP UP PHASE.

THEY ARE CURRENTLY RENOVATING SOME RESTROOMS AND LOCKER ROOMS AND THEIR SECONDARY SCHOOLS AS WELL.

THE TOURISM FUND.

VERY POSITIVE RESULTS.

WE HAVE A FAVORABLE REVENUE OVER EXPENDITURES OF $478,700.

OUR REVENUE EXCEEDED BUDGET BY 62%.

THIS, AGAIN, IT WAS THE ROLLS ROYCE PROPERTY AND DOES CONTAIN THAT MANUFACTURING FACILITY.

IT ALSO INCLUDES SOME SURROUNDING PROPERTY THAT WAS GOING TO BE FOR SOME OF THE ROLLS ROYCE VENDORS ROLLS, AS YOU ARE AWARE, ROLLS ROYCE HAD RECENTLY CLOSED AND HAS NOW SOLD THE PROPERTY AND THE APPLICANT WISHES TO REZONE FROM THE I-2 GENERAL INDUSTRIAL TO M-2 GENERAL INDUSTRIAL, AND THESE TWO USES THE I-2 IS IN USE THAT IS NO LONGER IN OUR ZONING ORDINANCE.

IT WAS IN PLACE AT THE TIME THAT ROLLS ROYCE CAME TO PRINCE GEORGE, SO IT WAS THE APPROPRIATE TITLE FOR THAT DISTRICT THAT I-2 DISTRICT IS NOW IN TODAY'S ZONING ORDINANCE CALLED M-2.

THE APPLICANT ORIGINALLY JUST ASKED TO MODIFY SOME OF THE CONDITIONS UNDER THE ZONING, IT'S STAFF'S RECOMMENDATION TO UPDATE IT TO THE CURRENT TERM OF M-2.

SO THERE'S NOT REALLY A DIFFERENCE BETWEEN I-2 AND M-2.

IT'S AN OLD CODE VERSUS A NEW CODE, AND I DID WANT TO MAKE THAT DISTINCTION FOR THE BOARD AND FOR THE PUBLIC AS WELL.

I BELIEVE THERE WAS SOME QUESTION RAISED ABOUT THAT AT THE PLANNING COMMISSION MEETING.

SO I-2 WAS THE OLD NAME.

M-2 IS THE NEW NAME.

ROLLS ROYCE HAD DONE VERY RESTRICTIVE ZONING THAT DEALT WITH THEIR MANUFACTURING AND THEIR VENDORS, AND IN YOUR PACKET IS A COPY OF THAT RESTRICTIVE ZONING THAT ALLOWED ONLY A VERY LIMITED NUMBER OF USES IN ON THEIR PROPERTY.

THIS REZONING WILL REMOVE THOSE RESTRICTIONS AND ALLOW THE PROPERTY OWNER TO MARKET THIS PROPERTY TO A WIDER BASE OF INDUSTRIAL USERS.

THIS IS A CONCEPTUAL PLAN OF WHAT THEIR FUTURE BUILD OUT MAY LOOK LIKE.

THIS AGAIN HAS BEEN UTILIZED IN THE PAST FOR INDUSTRIAL PURPOSES FOR THE GAS TURBINE ENGINE FACILITY.

THIS NEW OWNER WOULD LIKE TO MARKET THE EXISTING BUILDING TO NEW OWNERS OR TENANTS AS WELL AS THE SURROUNDING BUILD [INAUDIBLE] SUIT SITES.

THE PROPOSED REZONING IS CONSISTENT WITH THE PLAN BECAUSE OF THE FUTURE LAND USE MAP DESIGNATION FOR INDUSTRIAL AND IT IS AN INDUSTRIAL USE TO AN INDUSTRIAL USE.

OTHER STAFF REVIEW COMMENTS TO THE VIRGINIA DEPARTMENT OF TRANSPORTATION REVIEWED THIS, AND VDOT HAS INDICATED THAT THEY CAN SUPPORT THE AMENDED PROFFER INCLUDED IN THE 911 REVISION.

THERE IS ONE OF YOUR CONDITIONS PUTS A LIMIT ON TOTAL SQUARE FOOTAGE ALLOWED TO BE BUILT BEFORE A TRAFFIC IMPACT ANALYSIS HAS TO BE DONE.

WE NORMALLY CALL THAT A TIA, SO THERE IS A THRESHOLD THAT THE TIA WILL KICK IN AT, AND THIS CONDITION HERE INCLUDED IN THE RECOMMENDED CONDITION JUST IDENTIFIES THAT SQUARE FOOTAGE NUMBER, AND THAT IS FOR THE APPLICANT'S KNOWLEDGE AS WELL AS AS THE BOARDS, TO KNOW THAT ONCE THEY REACH THAT SQUARE FOOTAGE, THEY WILL HAVE TO DO A TIA, WHICH COULD LEAD TO FUTURE ROAD IMPROVEMENTS OR TURN LANES, THINGS LIKE THAT.

UTILITIES DEPARTMENT HAS INDICATED, AS WE'RE WELL AWARE, THE ONLY AVAILABLE CAPACITY FOR THE PROPERTY IS AT THE EXISTING BUILDING, BUT WE ARE TAKING STEPS TO IMPROVE THAT, THE APPLICANT IS WELL AWARE OF THE RESTRICTIONS THAT EVEN WITH THE REZONING FUTURE SPEC BUILDINGS AND OCCUPIED BUILDINGS ARE BASED ON THE AVAILABLE UTILITIES. ECONOMIC DEVELOPMENT IS SUPPORTIVE OF THIS PROJECT AS WELL, AND THE PROPERTY IS LOCATED IN OUR ENTERPRISE ZONE. STAFF AND THE PLANNING COMMISSION DO RECOMMEND APPROVAL SUBJECT TO THE APPLICANT'S PROFFERED CONDITIONS AND THE RECOMMENDED CONDITIONS BY STAFF.

THE PLANNING COMMISSION, AS YOU ARE AWARE, THIS BOARD PACKET, IS PREPARED FOR YOU IN ADVANCE, BUT THE PLANNING COMMISSION DID MEET ON SEPTEMBER 22ND AND DID RECOMMEND APPROVAL.

HERE IS A GENERAL SUMMARY OF STAFF'S RECOMMENDATION FOR THE APPROVAL.

SO A HIGHLIGHT OF THE PROFFERS IN THE CONDITIONS THAT THE FIRST ONE IS THE SQUARE FOOTAGE LIMIT BEFORE THE TIA HAS TO BE PERFORMED IN THAT IS ACCEPTABLE TO VDOT.

THEY WILL HAVE DEVELOPMENT STANDARDS AND THE USES LISTED WILL NOT BE BUILT AT THIS SITE.

EVEN THOUGH THEY ARE ALLOWED IN M-2.

THEY HAVE PROFFERED THESE OUT AND THAT LIST INCLUDES CORRECTIONAL FACILITY, LANDFILL, LANDFILL, SANITARY, MEATPACKING AND SAWMILL, SCRAP AND SALVAGE SERVICES.

SO SOME OF THE USES THAT YOU MAY NOT WANT TO SEE IN YOUR INDUSTRIAL PART, THEY HAVE IDENTIFIED AND PROFFERED THOSE OUT , AND AGAIN, THIS IS THEIR CONCEPTUAL LAYOUT FOR THE FUTURE, AND I'D BE HAPPY TO ANSWER ANY QUESTIONS.

THOSE ARE THE SAME SEVEN ENGINEERING FIRMS THAT ARE CURRENTLY ON OUR CONTRACT AS WELL, AND THIS TERM'S FOR A ONE YEAR PERIOD, AND WE ARE ALLOWED TO EXTEND THOSE OR RENEW THOSE FOR THREE MORE YEARS AT CONSECUTIVE ONE YEAR TERMS. IT'S BEEN A WHILE SINCE WE'VE TALKED ABOUT THE FIBERS, A LITTLE BIT OF AN OVERVIEW HERE AND FEEL FREE TO STOP ME AT ANY TIME IF YOU'VE GOT SOME QUESTIONS.

SO BASICALLY BETWEEN ALL OF OUR BUILDINGS NOW, MOST OF THEM HAVE A 24 STRAND FIBER CABLE AND THAT'S SPLIT UP BETWEEN 12 STRANDS OF MULTIMODE AND 12 STRANDS OF SINGLE MODE FIBER. NOW, EACH STRAND OF FIBER HAS TO WORK WITH ANOTHER STRAND TO FORM A PAIR IN ORDER TO MAKE A CONNECTION.

SO AS WE'RE SAYING HERE, BASICALLY, MOST OF OUR BUILDINGS RIGHT NOW HAVE THE POTENTIAL FOR UP TO SIX CONNECTIONS IN MULTIMODE FIBER AND SIX CONNECTIONS IN SINGLE MODE.

SO AS THE BOARD IS AWARE, WE DID SOME TESTING ON THE FIBER AND TEST ALL THESE INDIVIDUAL STRANDS QUITE A FEW MONTHS BACK HERE.

SO JUST SHARING WITH YOU SOME OF THE RESULTS OF THAT TESTING.

SO RIGHT ON THIS SHEET, YOU CAN SEE WE TESTED A TOTAL OF 192 STRANDS BETWEEN ALL OF OUR BUILDINGS AND THE MAJORITY OF THOSE DID FAIL TESTING. NOW, FAILURE IN THIS CASE DOESN'T NECESSARILY MEAN THAT IT'S NOT PASSING LIGHT ON SOME CASES THEY STILL ARE, BUT THE LIGHT THAT'S BEING PASSED IS NOT AT THE LEVEL THAT WE WOULD DEEM TO BE OPTIMAL FOR USAGE, AS IN THE NOTES HERE AS WELL.

AT LEAST 46 OF THOSE STRANDS HAD A COMPLETE FAILURE OR 100% LIGHT LOSS, AND THEY ARE COMPLETELY UNUSABLE.

SO WE'VE GOT A GOOD CHUNK OF FIBER THAT DOES NEED SOME WORK TO WRAP THAT UP OR MAYBE SUMMARIZE THAT A LITTLE BIT.

YOU CAN SEE HERE ALL OF THE 12 POTENTIAL CONNECTIONS FROM BUILDING TO BUILDING.

MOST OF THESE ONLY HAVE ONE, TWO OR THREE THAT ARE ACTUALLY USABLE FOR FIBER.

SO WHAT WE'RE BRINGING FOR YOU TODAY IS A RECOMMENDED PLAN FOR GETTING THIS ALL TAKEN CARE OF, USING THE AVAILABLE ARPA FUNDING THAT WE HAVE FOR US.

SO BASED ON DISCUSSIONS WITH WITH THE FOLKS WHO'VE DONE THE TESTING AND THEIR ENGINEERS, THEY DO BELIEVE THAT WE DON'T NECESSARILY NEED TO REPLACE ALL OF THE FIBER IN OUR BUILDINGS. WHAT THEY'RE RECOMMENDING IS THAT THEY BELIEVE MOST OF THE PROBLEMS EXIST AT THE PANEL SIDE.

SO HERE'S A PICTURE OF ONE OF OUR FIBER PANELS THAT I'M REFERRING TO.

YES, WE DO HAVE A LOT OF OLD STYLE CONNECTORS HERE.

THEY DON'T USE THESE TYPE OF FIBER CONNECTORS ANYMORE BECAUSE THEY'RE NOT QUITE AS GOOD AS WHAT'S BEING PUT OUT TODAY, BUT ALSO, THE COMPANY BELIEVES THAT BY CLIPPING THESE OFF AND RE TERMINATING THE FIBER IN THESE PANELS WITH THE NEW CONNECTORS THAT ARE UP TO DATE, THAT'S GOING TO RESOLVE MOST OF THE LIGHT ISSUES WE HAVE NOW.

NATURALLY THERE COULD BE SOME LINGERING ISSUES STILL AFTER WE DO THIS, BUT THERE'S A PRETTY STRONG BELIEF FROM THEIR PART THAT REPLACING THESE THESE PANELS WILL FIX MOST OF WHAT WE HAVE GOING ON.

SO THAT'S ONE OF THE BIGGEST PRIORITIES OF THE LIST OF EVERYTHING THAT WE GIVE TO YOU IS GETTING THIS DONE FOR ALL THE BUILDINGS AROUND CAMPUS.

THE OTHER ONE OF THE OTHER ITEMS WE HAVE ON THERE IS HANDHOLE DOCUMENTATION.

SO THIS IS JUST A PICTURE OF ONE OF THE MANY HANDHOLES IN THE GROUND AROUND OUR COMPLEX WHERE THE FIBER RUNS OR MAKES TURNS AND JUNCTIONS AND SO FORTH, AND WE DON'T HAVE A LOT OF GOOD DOCUMENTATION ON THIS.

SO PART OF WHAT WE'D LIKE THE COMPANY TO DO AS WELL AS TO TO GO HERE, DRAW US A BETTER MAP, LET US KNOW WHERE EVERYTHING IS PROPERLY, GO INTO THESE HOLES AND LABEL EVERYTHING. KNOWING WHERE EVERYTHING IS AND WHERE THOSE HANDHOLES ARE IS GOING TO GIVE US A BETTER PICTURE FOR GETTING GOOD ESTIMATES AND DIALING THOSE ESTIMATES IN FOR WHAT THOSE OTHER COSTS COULD BE.

ALL RIGHT, NEXT ITEM I WANT TO TALK ABOUT REAL QUICK IS REDUNDANCY AROUND THE COMPLEX HERE.

SO WHEN I STARTED AT THE COUNTY JUST A COUPLE OF YEARS AGO NOW, FOR AN EXAMPLE, THE POLICE DEPARTMENT DID NOT HAVE A DIRECT CONNECTION BACK TO ADMIN, WHICH IS OUR PRIMARY

HUB. INSTEAD, THEY WERE GOING THROUGH THE COURTS.

SO NATURALLY THAT'S A SINGLE POINT OF FAILURE THAT AFFECTED TWO DIFFERENT BUILDINGS.

IF POWER WENT OUT, OR IF A SWITCH WENT DOWN AT THE COURTHOUSE, THE POLICE BUILDING LOST ALL THEIR CONNECTIVITY AS WELL.

IN THE LAST YEAR, WE'VE TAKEN ADVANTAGE OF AN EXISTING FIBER CONNECTION THAT RAN DIRECTLY FROM ADMIN TO THE POLICE BUILDING.

SO NOW THEY HAVE DIRECT CONNECTIVITY BACK TO OUR ADMIN, BUT THE OLD PATH THAT THEY USED TO TAKE THROUGH THE COURTHOUSE IS NOW CONFIGURED TO BE A FAILOVER PATH.

SO IF ONE OF THOSE LINES FROM ADMIN ACROSS THE PARKING LOT OVER HERE WERE TO GET CUT, BOTH OF THOSE BUILDINGS NOW HAVE TWO DIFFERENT DIRECTIONS TO WHICH THEY CAN STILL MAINTAIN CONNECTIVITY AND PRODUCTIVITY.

SO I JUST WANTED TO HIGHLIGHT THAT IS JUST ONE OF THE THINGS THAT WE HAVE DONE WITH THAT SINCE THAT FIBER PATH WAS AVAILABLE, AND WE'VE DONE THE SAME THING BETWEEN ADMIN, THE TOWER AND OUR EMERGENCY COMMUNICATIONS CENTER.

AGAIN, THEY HAD A ONE PATH CONNECTION BACK TO ADMIN FOR THEIR NETWORK CONNECTIVITY, AND THAT HAPPENED TO BE ONE OF THE WORST FIBER PATHS THAT WE HAD ON OUR TESTING.

SO AGAIN, WE DID SOME WORK TO TAKE ADVANTAGE OF THESE OTHER EXISTING FIBER PATHS TO NOW GIVE A REDUNDANT FAILOVER PATH THAT USES THE TOWER TO GET BACK TO ADMIN.

SO AGAIN, WE'VE GOT A LOOP FOR SOME REDUNDANCY WITH MULTIPLE SITES NOW TO HELP PROTECT AGAINST PROBLEMS. SO PART OF WHAT WE'RE ASKING FOR HERE AS WELL AND PART OF THIS CONTRACT IS TO CREATE MORE OF THESE LOOPS THROUGHOUT THE COMPLEX.

THERE'S A 16 INCH LINE THAT COMES ALL THE WAY DOWN JEFFERSON PARK TO THAT FIRST ROUNDABOUT RIGHT THERE AT FORT LEE, AND THEN FROM THERE IT COMES DOWN, REDUCES DOWN TO A 12 INCH AND COMES ALL THE WAY DOWN TO THE SECOND ROUNDABOUT WHERE THE WATERLINE SPLITS DOWN COURTHOUSE.

WELL, BOTH DIRECTIONS ON COURTHOUSE ONE TOWARDS 295, ONE TOWARDS 460, AND THAT CHOKING POINT DOES NOT ALLOW US TO GET THE FULL 2 MILLION GALLONS PER DAY.

SO THEY'RE REQUESTING THAT WE ACTUALLY DO THE WORK NOW TO AT LEAST THE ENGINEERING WORK NOW TO GO OUT AND DESIGN THIS PIECE.

THIS DOES NOT HAVE TO BE CONSTRUCTED IMMEDIATELY, BUT IF WE HAVE THE FUNDS AVAILABLE AS PART OF THE PROJECT, OBVIOUSLY WE WOULD DO SO.

RIGHT NOW, WE'RE ONLY REQUESTING THE ADDITIONAL SERVICES FOR THE ENGINEERING.

THIS IS WW ASSOCIATES WHO IS LOOKING AT THE MODEL BASED ON CURRENT NEEDS THAT THEY SAY THAT WE CAN USE THE 16 INCH LINE THAT'S ALREADY THERE.

NOT HAVE TO DO IMPROVEMENTS ALL THE WAY DOWN.

SO THEY'RE JUST RECOMMENDING THESE IMPROVEMENTS HERE TO BE ABLE TO GET THE FULL 2 MILLION GALLONS PER DAY AT THE BUSINESS PARK.

SO THE MODEL WAS DONE CORRECTLY BEFORE THE RECOMMENDATIONS WERE 24 INCH LINES ALL THE WAY FROM TEMPLE AVENUE DOWN.

THEY LOOKED AT THIS MODEL MORE PRECISELY WITH MORE INFORMATION AND THEN SAY THAT THIS IS THE ONLY BOTTLENECK THAT THEY REALLY EXIST, AND I THINK WHEN WE HAD THESE DISCUSSIONS, THE PRIORITY WAS THE BUSINESS PARK BECAUSE WE'RE OUT OF WATER.

RIGHT. YEAH, I AGREE WITH THAT.

I GUESS WE'RE I'M STILL CONFUSED AS THE 2 MILLION.

IF OUR GOAL WAS 2 MILLION GALLONS TO THE BUSINESS PARK PER DAY.

SO WE WOULD PUT A 24 INCH IN HERE NOW TO MAKE SURE WE MEET ALL OF OUR FUTURE REQUIREMENTS, NOT JUST A 2 MILLION GALLONS PER DAY REQUIREMENT AT THE PARK.
