THAT'S NOT MR. BROWN.

HE NEVER LEFT. FOR EACH OF THEM.

THERE'S A LOT OF BUZZ OUT THERE.

TO CHAIR WAYMACK AND THE HONORABLE MEMBERS OF THE BOARD AND TO THOSE IN-PERSON AND VIRTUAL.

GOOD EVENING. MY NAME IS TARA ROBINSON.

I FORTUNATELY, I'M NOT JEFF BROWN.

I AM THE ASSOCIATE DIRECTOR OF GOVERNMENT RELATIONS HERE AT RICHARD BLAND COLLEGE.

AND I HAVE I THINK I'VE BEEN IN THE ROOM WITH MOST OF YOU ALL AT EVENTS, BUT I DON'T THINK I'VE HAD THE OFFICIAL TIME TO JUST KIND OF INTRODUCE MYSELF.

SO. LONG STORY SHORT, I GREW UP IN ASHLAND WITH MY GRANDMOTHER.

AND THE INTERESTING THING ABOUT MY GRANDMOTHER, SHE WAS BORN IN 1931, AND SHE TOOK ME IN WHEN SHE WAS 65 AND I WAS TWO.

AND THIS THIS WOMAN, SHE HAD NO DEGREE.

SHE ONLY WENT AS HIGH AS THE FIFTH GRADE BECAUSE SHE HAD TO WORK AT HOME ON THE FARM.

BUT BY THE GRACE OF GOD, SHE WAS ABLE TO RAISE A YOUNG MAN LIKE MYSELF TO GO ON TO THE COLLEGE OF RICHARD BLAND.

AND UNFORTUNATELY, MY FIRST DAY AT RICHARD BLAND COLLEGE, MY GRANDMOTHER PASSED AWAY.

AND THAT WAS PROBABLY ONE OF THE HARDEST THINGS I HAD TO GO THROUGH AS A YOUNG MAN.

AND BUT I AM THANKFUL THAT I HAD A LOVING COMMUNITY AT RICHARD BLAND COLLEGE THAT PUSHED ME TO EXCEL TO GREATER HEIGHTS.

AND WHILE ON CAMPUS, I RAN INTO AN INDIVIDUAL WHO DID NOT LOOK LIKE ME, WHO SAW SOMETHING IN ME.

HE ENCOURAGED ME TO APPLY TO THE COLLEGE OF WILLIAM AND MARY, EVEN THOUGH I HAD ALREADY HAD THREE ACCEPTANCE LETTERS TO THREE OTHER COLLEGES.

I DID SO AND WENT ON AND GRADUATED AND MAJORED IN PUBLIC POLICY.

AND I SPENT THE LAST FIVE YEARS WORKING FOR THE MAYOR OF RICHMOND.

AND SO I SHARE ALL OF THAT BECAUSE I WAS VERY EXCITED AND HAPPY WHEN RICHARD BLAND COLLEGE REACHED OUT TO ME JUST THE END OF LAST YEAR TO ASK IF I COULD JOIN THEIR TEAM AND BE ON THEIR GOVERNMENT RELATIONS TEAM.

AND SO THAT IS HOW I GOT HERE TODAY.

AND SO I'M JOINED HERE WITH MY COLLEAGUE, JEFF BROWN, WHO'S DIRECTOR OF SPECIAL PROJECTS AND OPERATIONS.

AND WE HAVE BEEN WORKING ON BUILDING OUT OUR GOVERNMENT RELATIONS TEAM.

AND SO WHAT WE'VE DONE IS WE DECIDED TO REINTRODUCE OURSELVES TO THE COUNTY AND SHARE ALL THE INNOVATIVE PROGRAMS AND PROJECTS THAT WE HAVE BEEN WORKING ON.

AND SO, WITHOUT FURTHER ADO, I WILL GO INTO THE POWERPOINT.

SO THE COLLEGE WAS FOUNDED IN 1960 AND ESTABLISHED UNDERNEATH THE COLLEGE OF WILLIAM AND MARY AS A BRANCH.

AND SO, AS OF TODAY, RICHARD BLOUNT COLLEGE IS THE ONLY TWO YEAR COLLEGE OR ONLY COLLEGE STILL GOVERNED BY A FOUR YEAR INSTITUTION.

AND SO SINCE 1960, WE THE COLLEGE HAD STARTED OFF AS TRADITIONAL SCHOOL.

AND UNDER THE LEADERSHIP OF OUR CURRENT PRESIDENT, DEBBIE SEIDEL, WE HAVE BEEN NATURALLY EVOLVING AND CULTIVATING PARTNERSHIPS TO CHANGE HOW EDUCATION IS DONE AND HOW IT'S DELIVERED.

AND SO WE WE DISTINGUISH OURSELVES BY BEING THE COMMONWEALTH'S ONLY SELECTIVE TWO YEAR RESIDENTIAL COLLEGE.

A LOT OF PEOPLE, I'M PRETTY SURE YOU ARE FAMILIAR, BUT A LOT OF PEOPLE DO NOT KNOW THAT WE DO HAVE DORMS AND WE HAVE THE CAPACITY TO HOUSE AT LEAST 500 PLUS STUDENTS.

AND SO CHANGING AND AS WE'VE BEEN EVOLVING, WE'VE BEEN ACTIVELY SEEKING OUT PARTNERSHIPS.

AND YOU WILL SEE THREE KEY CORE POPULATIONS WE'VE BEEN TARGETING.

WE'VE LOOKED AT THE HIGH SCHOOL POPULATION THROUGH DUAL ENROLLMENT CLASSES WITH HIGH SCHOOL STUDENTS.

AND THEN WE'VE ALSO BEEN WORKING ON GROWING OUR CORE POPULATION.

THESE ARE THE STUDENTS THAT HAVE JUST GOT OUT WITH A HIGH SCHOOL DIPLOMA.

AND I'LL GO MORE INTO ABOUT WHAT OUR PROGRAM IS AND HOW THAT AFFECTS OUR STUDENTS AND ALSO THE UNIVERSITY CENTER PARTNERSHIP.

AND THEN WE'VE BEEN FOCUSING ON HOW DO WE BUILD OUT AND TAP INTO OUR ADULT OUR ADULT POPULATION, THOSE 24 AND UP THAT MAY HAVE SOME CREDITS BUT HAVE NOT COMPLETED A DEGREE. AND THAT'S THROUGH OUR RBC, VCU JOINT SCHOOL FOR TECHNICAL AND PROFESSIONAL STUDIES.

AND LASTLY, WE HAVE BEEN LOOKING AT REGIONAL AND ECONOMIC DEVELOPMENT EFFORTS AS WELL THROUGH VR AND VDP.

AND SO WHERE DOES THAT LEAVE US? WE BELIEVE THAT WE ARE AN IDEAL PLACE WHERE YOU CAN GET A QUALITY FIRST AND SECOND YEAR EDUCATION AND GO ON TO RECEIVE A BA.

ALL RIGHT, HERE ARE OUR CORE VALUES.

THIS IS WHAT MAKES RICHARD BLAND SO UNIQUE AND WHY WE STAND OUT, AS I THINK ONE OF THE KEY ONES TO HIGHLIGHT IS OUR FRIENDLY FAMILY ENVIRONMENT.

AS I SPOKE OF IN MY STORY, A LOT OF PEOPLE KNOW THE CAMPUS AS A SMALL KNIT COMMUNITY WHERE YOU GET TO KNOW YOUR PROFESSORS AND THE STAFF THAT'S THERE AND THEY'RE WILLING TO BEND OVER BACKWARDS TO HELP YOU.

AND OBVIOUSLY THAT'S GOING TO BUILD YOUR CONFIDENCE AND PRODUCE A HIGH QUALITY JUST, YOU KNOW, CITIZENS FOR SOCIETY.

HERE'S JUST A GLANCE OF OUR DEMOGRAPHICS.

A THIRD OF OUR INCOMING STUDENTS EVERY YEAR, FIRST GENERATION COLLEGE STUDENTS LIKE MYSELF.

OVER HALF OF OUR STUDENTS ARE OF COLOR, AND SOMETHING THAT MAKES US REALLY STAND OUT IS OUR FULL TIME PROFESSOR RATE.

OVER THREE FOURTHS OF OUR PROFESSORS ARE FULL TIME.

AND SO IF YOU LOOK AT OTHER TWO YEAR COMMUNITY COLLEGES ACROSS THE BOARD, NORMALLY YOU WILL NOT SEE A PERCENTAGE AS HIGH AS THAT.

THEY USE A LOT OF ADJUNCT PROFESSORS.

AND FOR ME, EVEN IF YOU LOOK AT OUR FIRST YEAR GPA, I THINK IF YOU WRAP ALL THIS UP, I THINK THE STATS WILL SHOW AND PROVE WHY STUDENTS CHOOSE TO BE AT RICHARD BLAND COLLEGE.

WE HAVE SPORTS AT RICHARD BLAND COLLEGE.

THIS IS AN EXCITING PART OF CAMPUS TO GET STUDENTS ACTIVE AND ENGAGE.

SOME OF THE HIGHLIGHTS ARE BASEBALL.

WE'RE GROWING OUR BASEBALL PROGRAM THIS FALL.

WE WILL HAVE WE JUST BROUGHT ON WOMEN'S BASKETBALL AND ALSO WOMEN'S CROSS COUNTRY AND TRACK.

WE HAVE BEEN EMBARKING ON OUR GLOBAL STUDENT SUCCESS PROGRAM.

SO THROUGH AN INTERNATIONAL RECRUITING FIRM, NAVITAS, WE HAVE BEEN BRINGING ON INTERNATIONAL STUDENTS TO CAMPUS, WHICH HAS JUST BEEN CHANGING JUST THE FABRIC OF OUR COMMUNITY AND ENHANCING THE LIFE OF OUR STUDENTS AND ALSO ALLOWING INTERNATIONAL STUDENTS TO INTERACT WITH US.

AND SO THIS FALL WE'VE BROUGHT ON A LITTLE BIT OVER TWO DOZEN INTERNATIONAL STUDENTS FROM OVER, I BELIEVE, TEN DIFFERENT COUNTRIES.

AND THE PRESIDENT HAS A GOAL OF 400 INTERNATIONAL STUDENTS THROUGH THE DOORS OF RICHARD ALLEN COLLEGE BY 2025.

WE HAVE.

SO WHAT WE'VE BEEN WORKING ON FOR CAPITAL PROJECTS, WE HAVE OUR ACADEMIC INNOVATION CENTER.

THIS WILL BE BUILT OFF AS AN EXTENSION FROM OUR LIBRARY.

THIS IS A BUILDING THAT WILL BE 200 PLUS SQUARE FEET, THAT WILL HOUSE MORE LEARNING SPACES, MORE OPPORTUNITIES FOR RESEARCH AND COLLABORATION AT THE COLLEGE.

ALL RIGHT. LET'S LOOK AT SOME OF THE TRENDS IN HIGHER ED.

TIME. SO THE NATIONAL STUDENT CLEARINGHOUSE RESEARCH CENTER, THEY PUT OUT SOME DATA ABOUT STUDENT ENROLLMENT DECLINING FOR THE PAST DECADE.

AND SO, OBVIOUSLY, WITH A STRONG ECONOMY, HIGH SCHOOL STUDENTS ARE GETTING OUT AND BEING ABLE TO FIND GOOD PAYING JOBS.

AND ESPECIALLY WITH MINIMUM WAGE RISING, STUDENTS ARE HOPPING RIGHT IN.

THE DEMOGRAPHICS ARE SHIFTING.

WE'RE NOTICING THAT JUST AS WE LOOK AT HIGH SCHOOL GRADUATES, WE HAVE A SMALLER POOL OF STUDENTS TO PICK FROM.

AND THEN OBVIOUSLY THE COST IT IS SOMEWHAT PROHIBITIVE FOR SOME.

AND THAT'S A REASON TO NOT GO INTO DEBT AND STILL GET OUT AND GET A JOB THAT WOULD PRODUCE INCOME RIGHT AWAY.

ALL RIGHT. THE RICHMOND TIMES DISPATCH CAME OUT WITH AN ARTICLE THIS YEAR HIGHLIGHTING ENROLLMENT AT VIRGINIA COLLEGES ACROSS THE COMMONWEALTH.

AND AS YOU WILL NOTICE, YOU'LL LOOK AT PLACES LIKE RADFORD SINKING BY 23% IN ENROLLMENT.

VCU HAS BEEN DROPPING.

AND EVEN IF YOU LOOK ACROSS TWO YEAR COMMUNITY COLLEGES, THERE'S BEEN A DROP OF 14%.

BUT AT THE VERY BOTTOM, YOU WILL SEE THAT RICHARD BLAND COLLEGE, WE HAVE BUCKED THE TREND GROWING BY 21%, IN LARGE PART BY OUR OUR NEXT PROGRAM IS DUAL ENROLLMENT.

SO THROUGH DUAL ENROLLMENT, THESE HIGH SCHOOL STUDENTS, THEY HAVE THE ABILITY TO OBTAIN COLLEGE CREDITS OR WORK TOWARDS ACTUALLY GETTING AN ASSOCIATE'S DEGREE.

AND SO THERE ARE THREE WAYS THAT STUDENTS CAN OBTAIN DUAL ENROLLMENT CREDITS.

NUMBER ONE, VIRTUALLY, WE'VE BEEN TAPPING INTO OUR HOME SCHOOL MARKET.

AND SO ANYWHERE WHERE A STUDENT MAY HAVE WI FI, THEY CAN TAKE VIRTUAL DUAL ENROLLMENT COURSES.

AND WE ALSO HAVE RBC CAMPUS.

SO THESE HIGH SCHOOL STUDENTS CAN ACTUALLY COME ON CAMPUS AND SIT IN CLASSES WITH OUR PROFESSORS AND OTHER STUDENTS TO OBTAIN THOSE CREDITS.

OR THE LAST OPTION IS HIGH SCHOOL CAMPUS STUDENTS CAN ACTUALLY STAY ON, STAY ON THEIR HIGH SCHOOL CAMPUS AND TAKE COURSES BY THEIR TEACHERS THAT ARE CREDENTIALED TO TEACH COLLEGE LEVEL WORK.

SO HERE'S SOMETHING THAT WAS MENTIONED EARLIER.

THIS IS A BIG THING THAT DISTINGUISHES US.

THIS IS OUR GUIDED PATHWAYS FOR SUCCESS.

SO EVERY STUDENT THAT COMES TO RICHARD BLAND, THEY GET A LEARNER MENTOR WHEN THEY FIRST COME IN.

THIS IS AN ADVISOR AND A PERSON THAT WILL WATCH OVER AND SHEPHERD THE STUDENT THEIR ENTIRE JOURNEY AT THE COLLEGE.

SO THEY WILL HELP THEM PUT TOGETHER THEIR COURSEWORK AND THEIR CLASSES.

BUT WHAT'S REALLY NEAT ABOUT THIS SYSTEM WITH OUR GPA IS THAT IT'S DATA DRIVEN.

SO THESE LEARNER MENTORS KNOW WHEN STUDENTS ARE GOING TO CLASS, THEY KNOW WHEN THEY'RE FAILING CLASSES, THEY KNOW WHEN THEY'RE DOING BAD ON TEST.

AND WHAT THEY WILL DO IS THEY WILL STEP IN AND PROVIDE INTERVENTIONS.

THEY WILL BRING IN THE STUDENT AND FIGURE OUT WHAT IS GOING ON.

IS THEIR PERSONAL PROBLEMS GOING ON.

THAT WAY WE CAN BRING IN OUR CARES TEAM, WHICH WILL BRING WRAPAROUND SERVICES TO FIGURE OUT IS THERE SOMETHING THE COLLEGE CAN DO TO HELP OUR STUDENT BE SUCCESSFUL? AND OBVIOUSLY, AS A RESULT OF THAT, THEY TAKE FEWER CREDITS, LOWER STUDENT DEBT, AND THEN WE ALSO GET THE GRADUATE MORE STUDENTS TO GO ON TO FOUR YEARS.

OK. AN EXCITING PARTNERSHIP IS OUR UNIVERSITY CENTER.

THIS IS AN AMAZING PARTNERSHIP WITH VSU.

VIRGINIA STATE UNIVERSITY AND VIRGINIA WESLEYAN UNIVERSITY.

SO AS OF TODAY, RICHARD BLANK COLLEGE THROUGH THIS PARTNERSHIP WILL BE THE ONLY TWO YEAR COLLEGE IN THE COMMONWEALTH PROVIDING AN OPTION FOR STUDENTS TO GET FOUR YEAR DEGREES FROM VCU OR VW.

AND WHAT'S BETTER? TO ME, THE BEST PART ABOUT IT IS THE PRICE.

SO IF YOU LOOK AT A TYPICAL YEAR OF COLLEGE AND FEES AT VIRGINIA WESLEYAN UNIVERSITY, YOU SEE THAT IT'S $22,500.

WE HAVE WORKED OUT WITH THE AGREEMENT WITH VW THAT WE WILL CHARGE RBC TUITION TO GET A FOUR YEAR DEGREE FROM VW ALONG WITH VSU. SO THE 40 $100 PRICE TAG IS WHAT WE WILL BE CHARGING OUR STUDENTS THAT WANT TO RECEIVE A FOUR YEAR DEGREE FROM VW OR VSU.

WE HAVE LAUNCHED OUR FIRST FEDERATION FOR ADVANCED MANUFACTURING EDUCATION.

ACROSS ACROSS THE COUNTRY, THERE ARE ABOUT THREE DOZEN CHAPTERS.

WE HAVE THE ONLY ONE IN VIRGINIA.

AND THROUGH THIS PARTNERSHIP, STUDENTS GET ENROLLED IN WHAT WE CALL A EARN AND LEARN MODEL.

SO AS YOU CAN SEE ON THE SCREEN, WE HAVE 12 COMPANIES THAT WE HAVE PARTNERED WITH.

AND SO STUDENTS WILL GO TO CLASS TWO DAYS OUT OF THE WEEK AND THEN THE OTHER THREE AT THREE DAYS OF THE WEEK, THEY WILL BE WORKING WITH ONE OF THESE COMPANIES, GAINING INVALUABLE WORK EXPERIENCE.

AND SO AS A RESULT OF THIS, STUDENTS GET TO COME OUT WITH LITTLE TO NO DEBT BECAUSE THEY'RE AT A JOB BEING PAID.

AND THEN ALSO THE EMPLOYER KNOWS THAT THEY HAVE A RELIABLE AND TRUSTWORTHY CANDIDATE OR AN EMPLOYEE TO COME ON BOARD.

AND SO RIGHT NOW, WE'VE JUST KICKED OFF THIS PROGRAM IN SPRING OF 2021, AND THESE ARE ADVANCED MANUFACTURING, EDUCATION JOBS.

AND SO THE AVERAGE SALARY WE'RE LOOKING AT WHEN THEY GET OUT IS ABOUT 55,000.

ALL RIGHT. SO WE HAVE WHAT WE CALL THE INNOVATION PARK AT THE COLLEGE.

AND SO WORKING WITH OUR MASTER PLAN, PARTNERING WITH VR, WE HAVE FOUND 185 ACRES THAT ARE UNDERUTILIZED ON OUR CAMPUS BECAUSE WE WE HAVE ABOUT 750 ACRES OF LAND.

AND SO WITH THIS UNDERUTILIZED LAND, WE ARE WORKING ON PUBLIC PRIVATE PARTNERSHIPS FOR OUR INNOVATION PARK.

AND SO, YOU KNOW, RECENTLY WE COULDN'T SAY IT, BUT THE FIRST TENANT WE'VE BEEN LOOKING AT IS GOING TO BE IN THE UNMANNED AERIAL SYSTEMS, AND SO WE NOW CAN TALK ABOUT IT.

SO A FEW WEEKS AGO, WE HAD AN EXCITING ANNOUNCEMENT WITH THE GOVERNOR.

AND AS YOU CAN SEE, OUR PRESIDENT, THE RICHARD LAND TEAM, WE ANNOUNCED A PARTNERSHIP WITH DRONE UP.

DRONE UP HAS RECEIVED A $500 MILLION CONTRACT WITH WALMART TO BE THEIR DELIVERY SERVICE PROVIDER OF PACKAGES.

AND SO THROUGH DRAWN UP, HERE'S A PICTURE OF WHAT A TYPICAL DRONE UP DRONE WOULD LOOK LIKE.

AND SO THEY WILL BE RESPONSIBLE FOR DROPPING OFF ALL THE PACKAGES FOR WALMART.

AND THEY'VE PARTNERED WITH THE COLLEGE TO BUILD WHAT THEY CALL THEIR FACILITY.

THEY'VE INVESTED $20 MILLION TO BUILD A TEMPORARY FACILITY AND ALSO THEY'RE PLAYING ON IN THE NEXT 18 MONTHS BUILDING A PERMANENT RESEARCH AND DEVELOPMENT FACILITY.

AND SO THEY WILL BE TRAINING ALL OF THEIR DRONE PILOTS ON OUR CAMPUS AND SHIPPING THEM OFF THROUGHOUT THE COUNTRY TO SUPPLY THE WAL-MARTS.

AND SO HERE IS A PICTURE OF WHAT THE HUB AND THEIR TEMPORARY FACILITY LOOKS LIKE RIGHT NOW ON THE RIGHT HAND SIDE.

AND THEY ALSO HAVE THE AIR TRAFFIC CONTROL.

AND SO AS OF TODAY, THEY'VE ALREADY BUILT THE FACILITY OUT AND WE'RE VERY EXCITED ON CAMPUS.

THERE'S A LOT OF BUZZ AROUND THIS AS.

ALL RIGHT. SO OUR LAST PARTNERSHIP IS OUR VIRTUAL SCHOOL OF TECHNICAL AND PROFESSIONAL STUDIES.

THIS IS WITH VIRGINIA STATE UNIVERSITY, AND THIS IS HOW WE TARGET THE ADULT POPULATION MARKET.

SO FOR THOSE 24 AND UP, THEY MAY HAVE SOME CREDITS, THEY MAY HAVE, BUT THEY HAVE NOT COMPLETED A DEGREE.

AND SO THROUGH THIS PARTNERSHIP, THIS ONLINE SCHOOL, WE WILL BE OFFERING MICRO CREDENTIALS, CREDENTIALS AND ALSO A PATHWAY TO GET AN ASSOCIATE'S DEGREE.

AND SO THE NEAT THING ABOUT THIS PARTNERSHIP IS THAT YOU COULD HAVE A STUDENT, YOU CAN HAVE A FAMILY COME IN, THE STUDENT GETS ENROLLED AT RICHARD RICHARDSON COLLEGE.

AND THEN YOU ALSO HAVE A PARENT THAT ALSO GETS ENROLLED IN OUR VIRTUAL SCHOOL OF TECHNICAL PROFESSIONAL STUDIES.

AND SO NOW YOU HAVE A FAMILY THAT IS LEARNING AND GROWING ALL AT ONCE.

AND SO IN CONCLUSION, THE COLLEGE IS EVOLVING INTO A NEW MODEL FOR HIGHER EDUCATION BY DISTINGUISHING ITSELF THROUGH INNOVATIVE PARTNERSHIPS THAT PRODUCE THE BEST EDUCATIONAL RETURNS ON INVESTMENTS FOR ITS STUDENTS.

WE RECEIVED MONETARY DONATIONS AND SUPPLIES FROM CHURCHES, PRIVATE ORGANIZATIONS, INDIVIDUALS, AND LAST BUT NOT LEAST, JOHN RANDOLPH FOUNDATION AND US FOUNDATION.

THE CHEERLEADERS YOU CAN SEE ON THE RIGHT AND THE FOOTBALL PLAYER SORTED AND PACKED BACKPACKS.

HOWEVER, THE APPLICANT IS REQUESTING TO INSTALL AN ENTRANCE ONTO AN EXISTING UNNAMED ACCESS ROAD THAT IS LOCATED OFF OF ROUTE 460. THAT IS A PRIVATE ACCESS AND STAFF DOES NOT HAVE ANY REGULATORY CONTROL OVER THAT.

SO WE HAVE LET THE APPLICANT KNOW THAT HE WOULD HAVE TO COME TO AN AGREEMENT WITH THE USERS OF THAT ROAD AND THE OWNER OF THAT ROAD. IT IS ACTUALLY THE ROAD THAT IS THE PROPERTY IS OWNED BY THE CITY OF PITTSBURGH.

IT'S THE ROAD THAT GOES TO THE FORMER JAIL, PETERSBURG JAIL.

IT GOES TO THE CRATER DETENTION CENTER CENTER, AS WELL AS THE CRATER JUSTICE ACADEMY.

HE WOULD HAVE TO WORK.

NOW STIPULATIONS WITH THE OWNERS OF THAT AS FAR AS ROAD MAINTENANCE AND YES, ROAD MAINTENANCE AND TO BE PART OF THEIR AGREEMENT TO USE THAT ACCESS THE PROPERTY DOES BORDER THAT ROAD.

THE APPLICANT DID AT ONE POINT REQUEST ACCESS FROM THE CITY OF PETERSBURG FOR THAT ROAD, ACCESS TO THAT PRIVATE ROAD.

AND WE HAVE REQUESTED THAT HE PROVIDE A NEW PERMISSION GRANTING ACCESS BEFORE HE USES THAT.

AGAIN. THE ADJACENT USES ARE LOW DENSITY RESIDENTIAL FARM.

THE EXPECTED IMPACTS BACK TO THE TRUCK, TRUCK TRAFFIC AND NOISE.

THE MITIGATION PUT FORWARD THROUGH THE CONDITIONS INCLUDE THE EXISTING BUFFERS THAT WERE PART OF THE ORIGINAL REQUIREMENTS, THE NOISE THROUGH THE COUNTY NOISE ORDINANCE AS WELL AS SOME OTHER CONDITIONS.

WE AT THE PUBLIC HEARING WITH THE PLANNING COMMISSION, WE DID HAVE ONE QUESTION FROM A NEARBY RESIDENTS CONCERNING ANY POTENTIAL BURNING OPERATIONS AND TO TO LET THE BOARD KNOW THIS IS NOT ANY THIS IS NOT APPROVAL FOR ANY BURNING OPERATIONS.

THE APPLICANT HAS NO INTENTION OF THAT.

THESE STATIONS WERE ORIGINALLY INSTALLED BACK IN THE 1980S, AND THEY ARE STILL OPERATING WITH THEIR ORIGINAL PUMPS, BELIEVE IT OR NOT.

IT KIND OF SPEAKS TO THE ABILITY OF OUR OUR MAINTENANCE STAFF, EVEN KEEP KEEPING THINGS RUNNING VERY WELL FOR FOR VERY LONG TIME WITH THEIR SKILLS.

UNFORTUNATELY, IT'S BECOMING VERY DIFFICULT TO FIND PARTS TO AS THESE CERTAIN PARTS FAIL.

WHEN WE DO CALL UP THE DAKOTA PUMPS, THEY ALMOST LAUGH AT US BECAUSE THEY DON'T HAVE THEM ON THE SHELF NO MORE OR THEY'RE JUST AMAZED THAT IT'S STILL AN OPERATION.

SO WE ARE RECOMMENDING THAT WE MOVE FORWARD TO REPLACE THESE TWO STATIONS.

WE ARE WORKING WITH GORMAN RUPP TO IDENTIFY THE COSTS.

GOMER RUPP HAS BECOME OUR ESSENTIALLY OUR SOLE SOURCE TYPE OF PUMP THAT WE WERE TRYING TO USE WITHIN THE COUNTY TO MAKE SURE THAT WE HAVE NOT ONLY THE THE SPARE PARTS ON A SHELF AVAILABLE FOR ANY TYPE OF PUMP STATION, BUT ALSO ALLOWS OUR STAFF TO BE WELL TRAINED ON WHAT THEY'RE WORKING ON INSTEAD OF HAVING MULTIPLE DIFFERENT PUMPS TO WORK ON AND NOT BEING FAMILIAR WITH ANY OF THEM.

SO WE HAVE STANDARDIZED OUR PUMPS TO BE GORMAN RUPP PUMPS FOR THESE LARGER STATIONS.

WE DO HAVE OTHER PUMPS FOR OUR SMALLER SUBMERSIBLE STATIONS, BUT FOR ANY LARGE STATIONS SUCH AS THESE, WE ARE MAKING IT A STANDARD TO USE.

GORMAN RUPP TEN CAVA AS THE VENDOR FOR GORMAN RUPP AND YOUR PACKAGE, YOU SHOULD HAVE A SOLE SOURCE OF THAT FROM GORMAN ERUPTED IDENTIFIES TEN CARVER MACHINERY COMPANY AS THE THE SOLE SOURCE FOR FOR THOSE NEEDING THOSE TYPE OF SERVICES HERE IN VIRGINIA.

WE DID RECEIVE A PROPOSAL FROM TEN CAVA AND IN THERE THEY OFFER UP TWO PUMP AND CLOSED PUMP STATIONS.

SO THEY'RE GOING TO COME IN WITH THE CRANE AND ESSENTIALLY DROP THE STATION DOWN ON A NEW CONCRETE PAD AND WE JUST HAVE TO WIRE IT UP.

EVERYTHING'S BEEN PRE ENGINEERED AND TESTED AND THEY'RE THEIR FACILITIES.

SO ONCE WE GET IT HERE, WE CAN ALMOST START IT RIGHT UP, BUT VERY LITTLE DOWNTIME.

SO IT ALLOWS US A LOT OF FLEXIBILITY IN THEIR PROPOSAL.

THERE'S A COST FOR ONE AND A COST FOR TWO, ESSENTIALLY A 5% SAVINGS FOR ORDERING TWO AT THE SAME TIME.

SO WE'RE TRYING TO TAKE ADVANTAGE OF THAT.

AGAIN, BOTH BOTH PUMPS ARE THE SAME AGE INSTALLED AROUND THE VERY SAME TIME.

WE DO FEEL IT'S WORTHY OF REPLACING BOTH THESE STATIONS NOW BECAUSE WE ARE HAVING ISSUES WITH BOTH.

WE DO RECOMMEND THE USE OF ARPA FUNDS FOR THE FUND.

THIS COST WE'VE BEEN WORKING WITH FINANCE TO WORK OUT THAT APPROPRIATION OF FUNDS TO USE FOR THIS PROJECT, WHICH WOULD BE TWO PROJECTS.

WE DO ANTICIPATE BOTH PROJECTS TO COST ABOUT 300,000 IN TOTAL FOR A TOTAL OF 600 FOR BOTH, WHICH IS THE OTHER ADDITIONAL COSTS OUTSIDE OF THESE PUMPS WILL BE THE POURING OF THE PAD AND HIRE AN ELECTRICIAN TO WIRE EVERYTHING UP, MAKE SURE EVERYTHING'S WORKING RIGHT.

SO WE'LL HAVE SOME OTHER COSTS ASSOCIATED WITH THIS PROJECT AS WELL.

BUT IF WERE THE PROJECT WILL ALLOW US TO ENSURE THAT WE HAVE CONTINUED WASTEWATER SERVICE FOR ALL OF OUR CUSTOMERS.

ALL RIGHT. SO WHAT IS THE OPIOID SETTLEMENT? IT IS A LEGAL SETTLEMENT WITH THE COUNTRY'S THREE LARGEST WHOLESALE DRUG DISTRIBUTORS AND A MAJOR OPIOID MANUFACTURER IN RESPONSE TO THE OPIOID EPIDEMIC.

THESE COMPANIES WERE ACCUSED BY STATE, CITIES AND COUNTIES OF PLAYING A SIGNIFICANT ROLE IN FUNNELING A FLOOD OF OPIOID PAINKILLERS TO COMMUNITIES ACROSS THE UNITED STATES.

THE DRUGS LED TO THE OVERDOSE DEATHS OF MORE THAN 500,000 PEOPLE BETWEEN 2009 AND 2019, ACCORDING TO THE CENTERS FOR DISEASE CONTROL AND PREVENTION.

30% OF SETTLEMENT FUNDS RECEIVED WILL BE ALLOCATED TO VIRGINIA CITIES AND COUNTIES, AND AT LEAST HALF OF THE FUNDS WILL BE SPENT ON COMMUNITY BASED OPIOID PREVENTION, TREATMENT AND RECOVERY EFFORTS.

THE AMOUNT EACH LOCALITY RECEIVES IS BASED ON SPECIFIC LOCAL METRICS, SUCH AS THE NUMBER OF EMERGENCY ROOM VISITS, OVERDOSE DEATHS, AND THE VOLUME OF OPIOID PRESCRIPTION DRUGS THAT WERE RECEIVED IN EACH LOCALITY.

SO HOW DOES THE OPIOID SETTLEMENT IMPACT PRINCE GEORGE COUNTY? PRINCE GEORGE COUNTY JOINED THE SETTLEMENT ALLOCATION MOU WITH THE OFFICE OF THE VIRGINIA ATTORNEY GENERAL AND WILL RECEIVE DISTRIBUTIONS IN 2022 AND FOR THE NEXT 16 YEARS. PRINCE GEORGE COUNTY RECEIVED ITS FIRST DISTRIBUTION OF OPIOID SETTLEMENT FUNDS ON JULY 29, 2022, AND THE AMOUNT OF $14,272.89 WITH TWO ADDITIONAL PAYMENTS EXPECTED AT THE TIME OF PREPARING THIS PRESENTATION, WE WERE NOT SURE OF THE AMOUNTS OF THOSE TWO SUBSEQUENT PAYMENTS.

HOWEVER, AS OF LATE FRIDAY, WE LEARNED THAT PRINCE GEORGE COUNTY WILL RECEIVE PAYMENTS IN THE AMOUNT OF $15,000.11 AND $57,140.71 IN LATE SEPTEMBER.

PRINCE GEORGE COUNTY FINANCE HAS ESTABLISHED A NEW SPECIAL REVENUE FUND TO ACCOUNT FOR THE OPIOID SETTLEMENT FUNDS IN ACCORDANCE WITH GUIDANCE RECEIVED FROM THE VIRGINIA AUDITOR OF PUBLIC ACCOUNTS.

SO HOW CAN LOCALITIES USE OPIOID SETTLEMENT FUNDS? GUIDANCE IN THE FORM OF A 15 PAGE LIST OF REMEDIATION USES HAS BEEN PROVIDED TO LOCALITIES.

WHAT THIS GUIDANCE SAYS IS THAT PRIORITY SHALL BE GIVEN TO THE FOLLOWING ABATEMENT STRATEGIES.

DISTRIBUTION OF NALOXONE, ALSO KNOWN BY ITS BRAND NAME NARCAN, OR OTHER FDA APPROVED DRUGS TO REVERSE OPIOID OVERDOSES.

MEDICATION ASSISTED TREATMENT COMMONLY REFERRED TO AS MAT DISTRIBUTION AND OTHER OPIOID RELATED TREATMENT.

PREGNANT AND POSTPARTUM WOMEN TREATMENT FOR NEONATAL ABSTINENCE.

ABSTINENCE SYNDROME FOR BABIES EXPOSED TO OPIATES WHILE IN THE MOTHER'S WOMB.

EXPANSION OF WARM HANDOFF PROGRAMS BY CREATING SMOOTHER TRANSITIONS FROM ONE TREATMENT PROVIDER TO THE NEXT.

TREATMENT FOR INCARCERATED POPULATIONS AND PREVENTION PROGRAMS. THE GUIDANCE LISTS THREE MAJOR OPIOID ABATEMENT AREAS, INCLUDING TREATMENT, PREVENTION AND OTHER STRATEGIES.

THE FIRST AREA IS TREATMENT.

TREATMENT OF OPIOID USE DISORDER.

SUPPORT TO PEOPLE IN TREATMENT AND RECOVERY.

CONNECTIONS TO CARE, MEANING MATCHING THOSE IN NEED WITH THE CORRECT RESOURCES.

ADDRESSING THE NEEDS OF CRIMINAL JUSTICE INVOLVED PERSONS, AND ADDRESSING THE NEEDS OF PREGNANT OR PARENTING WOMEN, INCLUDING, AS MENTIONED BEFORE, BABIES WITH NEONATAL ABSTINENCE SYNDROME.

THE SECOND AREA IS PREVENTION PREVENTION OF OVERPRESCRIBING OPIOIDS, PREVENTION OF MISUSE OF OPIOIDS, AND PREVENTION OF OVERDOSE OVERDOSE DEATHS, AND THE INCREASE OF HARM REDUCTION. THE LAST AREA INCLUDES OTHER STRATEGIES, SUCH AS WORKING WITH FIRST RESPONDERS, FOR EXAMPLE, MAKING SURE THEY'RE FULLY EQUIPPED TO WORK THE FRONT LINES OF THE OPIOID EPIDEMIC.

LEADERSHIP PLANNING AND COORDINATION.

SO SYSTEMIC PERSPECTIVE HOW COMMUNITIES CAN BEST FIGHT THE OPIOID EPIDEMIC.

AND LASTLY, TRAINING AND RESEARCH OPPORTUNITIES.

STAFF RECOMMENDATIONS.

RIVERSIDE CRIMINAL JUSTICE AGENCY, WHICH SERVES PRINCE GEORGE, SURREY AND HOPEWELL, HAS REACHED OUT TO OUR OTHER TWO LOCALITIES TO DETERMINE IF THERE IS INTEREST IN POOLING FUNDS FROM ALL THREE LOCALITIES IN ORDER TO PROVIDE A LARGER IMPACT TO ALL OF OUR COMMUNITIES.

COUNTY AND CITY LEADERSHIP IS CURRENTLY DISCUSSING THIS WITH THEIR RESPECTIVE BOARD AND COUNCIL, AND PRINCE GEORGE HAS OFFERED TO SERVE AS THE FISCAL AGENCY.

IF AGREED, OUR COUNTY ATTORNEY WILL ASSIST IN CREATING AN MOU FOR BOARD AND COUNCIL APPROVAL FROM THE THREE LOCALITIES.

TO DATE, WE HAVE NOT RECEIVED A RESPONSE FROM HOPEWELL.

HOWEVER, SURREY HAS AUTHORIZED PRINCE GEORGE TO SUBMIT AN MOU FOR THEIR REVIEW AT THEIR MOST RECENT BOARD MEETING.
