THANKS FOR THE OPPORTUNITY TO COME BACK AND GIVE YOU AN UPDATE ON THE COUNTY STRATEGIC PLAN.

AS YOU KNOW, MY NAME'S JEREMY STEPHENS.

I'VE GOT AN OPPORTUNITY TO SAY HELLO TO EACH OF YOU THIS EVENING, AND [INAUDIBLE] IS WITH ME.

YOU KNOW [INAUDIBLE] FROM OUR TIME TOGETHER IN MAY, AND WHAT WE'RE TRYING TO DO HERE TONIGHT IS GIVE YOU AN UPDATE AND A BRIEFING ON THE COUNTY STRATEGIC PLAN DEVELOPED BACK IN MAY. ACTUALLY, THE PROCESS WAS STARTED LAST DECEMBER, AND BEFORE WE BEGIN, I'D JUST LIKE TO TALK A LITTLE BIT ABOUT WHAT WE'RE GOING TO DO.

WE'RE GOING TO BE PRESENTING THE PLAN TO YOU, BUT WHAT I WOULD LIKE TO SAY IS YOU'RE PROBABLY GOING TO HAVE SOME QUESTIONS, BUT WHAT I WOULD ASK IS IF YOU HAVE QUESTIONS AS WE GO ALONG, IF WE CAN, BECAUSE I KNOW WE'VE GOT A HARD STOP AT SEVEN, AS I UNDERSTAND, MAKE A NOTE OF THOSE QUESTIONS AND WE WANT TO LEAVE SOME TIME TO ANSWER THOSE QUESTIONS. AND IF THEY NEED TO BE FOLLOW UP QUESTIONS, WE CAN GET YOU FOLLOW UP ANSWERS, BUT THAT WAY WE CAN MAKE IT THROUGH THE PRESENTATION TO SOME Q&A AT THE END.

SO OUR AGENDA FOR TONIGHT IS REALLY TO REVIEW THE PROCESS VERY BRIEFLY.

YOU ALL WERE PART OF THAT PROCESS, SO I DON'T WANT TO SPEND TOO MUCH TIME ON THAT, BUT I DO WANT TO REVIEW THE PROCESS THAT WE TOOK TO GET THE PLAN COMPLETED.

WE'RE ACTUALLY GOING TO PRESENT THE PLAN TO YOU.

AS IT STANDS, WE'RE GOING TO TALK ABOUT THE VISION OF THE COUNTY, THE MISSION STATEMENT, THE STRATEGIC PRIORITY AREAS OR AREAS OF FOCUS, AND THEN WITHIN WITHIN EACH OF THOSE AREAS, THE DATE SPECIFIC AND MEASURABLE STRATEGIC GOALS THAT YOU ALL DECIDED UPON ON MAY 14TH OR THEN GOING TO TALK ABOUT SOME OF THE NEXT STEPS, ACTIVITIES THAT HAVE BEEN UNDERWAY SINCE MAY, SORT OF THE IMPLEMENTATION PLANNING OR THE CREATION OF THE ROADMAPS FOR HOW TO ACHIEVE THOSE GOALS THAT YOU SAID WERE MOST IMPORTANT TO THE COUNTY OVER THE NEXT SEVERAL YEARS.

AND THEN WHAT TO EXPECT MOVING FORWARD FROM THIS PLAN, BECAUSE THESE ARE THE RESULTS THAT YOU SAID WERE MOST IMPORTANT.

SO YOU'VE GOT TO BE KEPT UP TO DATE ON HOW IT'S GOING.

SUCCESSES, CHALLENGES, ETC, AND ULTIMATELY THE IDEA IS TO TELL YOUR STORY IN TERMS OF IMPACT HERE IN PRINCE GEORGE'S COUNTY.

SO I'M GOING TO TAKE JUST A MINUTE AND TALK ABOUT WHAT A STRATEGIC PLAN MEANS TO A COMMUNITY AND WHAT IT MEANS TO AN ORGANIZATION, TO THE COMMUNITY. IT'S A PROMISE OF WHAT YOU ARE GOING TO TRY TO ACHIEVE FOR THEM.

IT'S NOT A GUARANTEE, BUT IT'S A SET OF RESULTS THAT YOU ARE GOING TO DEDICATE PEOPLE, RESOURCES AND PARTNERSHIPS TO ACHIEVE FOR THE COMMUNITY, AND AS YOU KNOW, THE WAY YOU WROTE, YOUR STRATEGIC PLAN IS FOCUSED ON THE COMMUNITY, ON THE PEOPLE WHO RECEIVE YOUR SERVICES AND WHO PAY FOR THOSE SERVICES.

RIGHT. THIS IS NOT A STRATEGIC PLAN THAT TALKS ABOUT WHAT YOU'RE GOING TO DO.

IT TALKS MORE ABOUT WHAT PEOPLE ARE GOING TO EXPERIENCE AS A CONSEQUENCE OF YOUR EFFORTS TO ACHIEVE THESE RESULTS.

SO FOR THE COMMUNITY, IT'S LIKE SAYING THIS IS WHAT WE ARE COMMITTING TO ACCOMPLISH FOR YOU.

WHETHER THAT'S BUSINESS, WHETHER THAT'S RESIDENTS OR WHETHER IT'S VISITORS IN SOME CASES AS WELL.

SO WHAT YOU'VE DONE IS TO DEVELOP THIS CLEAR PATH FORWARD AND THIS CLEAR SET OF RESULTS THAT YOU'RE GOING TO DO EVERYTHING YOU CAN WITHIN YOUR MEANS TO ACHIEVE FOR YOUR COMMUNITY.

AND WHAT DOES IT MEAN TO THE ORGANIZATION? WELL, WHAT LEADERS DO IS THEY ALIGN PEOPLE, THEY ALIGN RESOURCES, THEY ALIGN THE ORGANIZATION, AND THEY ALIGN PARTNERSHIPS TO ACHIEVE THESE RESULTS.

A STRATEGIC PLAN REALLY CALLS UPON YOU AS DECISION MAKERS TO REALLY PRACTICE DECISION DISCIPLINE, AND WHAT I MEAN BY THAT IS THERE'S A SET OF PRIORITIES, AND WITHIN THOSE PRIORITIES ARE THE STRATEGIC RESULTS, THE MEASURABLE RESULTS FOR CUSTOMERS THAT WILL GO THROUGH HERE IN JUST A FEW MINUTES, AND WHAT IT DOES IS IT HELPS YOU SAY YES TO THOSE THINGS THAT ALIGN TO THIS PLAN AND MAYBE NO TO SOME THINGS THAT AT THIS POINT IN TIME NEED TO WAIT BECAUSE YOU'RE FOCUSED ON THIS SET OF RESULTS.

RIGHT. SO IT CREATES DECISION DISCIPLINE FOR THE ORGANIZATION AND FOR DEPARTMENTS.

WHAT IT DOES IS IT GIVES THEM CLEAR DIRECTION ABOUT WHAT YOU, THE ELECTED LEADERS ARE SAYING ARE THE MOST IMPORTANT RESULTS TO ACHIEVE OVER THE NEXT SEVERAL YEARS, AND THAT ALLOWS THE ORGANIZATION TO RELAX AND MOVE, LEAN DIRECTLY INTO THOSE THINGS WHICH YOU FEEL ARE MOST IMPORTANT.

NOW, THERE ARE OTHER ENDURING FUNCTIONS THAT GOVERNMENT CONTINUES TO HAVE TO DO, BUT NOW THAT YOU HAVE SET THE PRIORITIES, RESOURCES AND PEOPLE AND PARTNERSHIPS AND THE ORGANIZATIONAL STRUCTURE CAN BEGIN TO MOVE FORWARD TO MAKE SURE THAT THOSE THINGS THAT YOU HAD DESIGNATED AS RESULTS GET ACHIEVED.

OH, THERE'S A QUOTE HERE, AND IT'S BY JEREMY'S FORMER BOSS A LONG TIME AGO IN IN NASHVILLE , AND THIS GOES TO THIS DECISION DISCIPLINE NOTION, AND THAT IS AND THIS IS BORNE OUT, IN OUR EXPERIENCE, THE HARDEST THING, AND THE MOST IMPORTANT THING FOR GOVERNMENT IS TO FOCUS ON RESULTS THAT MATTER AND STAY FOCUSED ON THOSE RESULTS.

SO STAYING THE COURSE OVER THE NEXT FEW YEARS TO INVEST IN AND SUPPORT THE ACHIEVEMENT OF THESE RESULTS IS VERY MUCH THE ROLE OF THE BOARD OF SUPERVISORS.

SO WHAT I'D LIKE TO DO NOW IS GO THROUGH THE VERY QUICKLY OVER THE NEXT FEW SLIDES, THE PROCESS THAT WE WENT THROUGH TOGETHER.

OKAY, THIS IS A SLIDE OF OUR PROCESS, AND I JUST WANT TO REMIND YOU, IF I CAN, ABOUT ALL THE WORK THAT WE DID ON THE FRONT END, THE PREPARATION. YOU KNOW, WHEN WE FIRST STARTED THIS IN DECEMBER, I CAME IN AND I INTERVIEWED THE BOARD OF SUPERVISORS INDIVIDUALLY.

I INTERVIEWED THE COUNTY ADMINISTRATOR.

WE HAD THREE FOCUS GROUPS WITH THE DEPARTMENT OF DIRECTORS, STAFF, CONSTITUTIONALLY ELECTED OFFICERS.

WE HAD A BUSINESS ROUNDTABLE OR A FOCUS GROUP, TWO COMMUNITY MEETINGS, ONE HERE AND ONE IN DISPUTANA AND THEN WE HAD A SURVEY THAT WENT OUT TO THE COMMUNITY, A LOT OF GOOD STAKEHOLDER INPUT ACTIVITIES, AND ALL OF THOSE THINGS WERE BROUGHT TO BEAR, IF YOU'LL REMEMBER, ON MAY 14TH, AND I THINK IT WAS IN DISPUTANA, AS WELL DOWN THERE, AND WE HAD A RETREAT AND WE LOOKED AT ALL THAT INFORMATION AND WE GROUP THOSE, THOSE, ALL THOSE ISSUES INTO FOUR DIFFERENT AREAS OR PRIORITY AREAS FOR THE COUNTY.

AND THEN FOR EACH AREA, WE DEFINED WHAT SUCCESS MEANS OVER THE NEXT SEVERAL YEARS HERE IN PRINCE GEORGE'S COUNTY, WE DEVELOPED STRATEGIC GOALS AND THAT WAS THE PROCESS ON THAT DAY, MAY 14TH, I'LL NEVER FORGET IT.

SATURDAY, MAY 14TH, IT RAINED AND STORMED.

I REMEMBER THAT, AND WE ATE REALLY GOOD, BUT WHAT I WANT YOU TO KNOW IS AFTER THAT PROCESS, YOU HAD A STRATEGIC PLAN, IN ESSENCE , BUT WE DID NOT HAVE AT THAT POINT IN TIME, A ROADMAP FOR EACH OF THOSE STRATEGIC GOALS, AND AS WE MOVE FORWARD, I WANT TO TELL YOU ABOUT THE HARD WORK OF YOUR DEPARTMENTS AND YOUR STAFF AND WHAT THEY'VE DONE TO GET THIS STARTED FOR YOU.

THIS IS A VISUAL HERE, THIS SLIDE, AND IT DOESN'T REALLY SHOW UP THE COLOR, BUT THAT IS THE BLUE OF PRINCE GEORGE COUNTY, IN CASE YOU'RE WONDERING, IS IT SHOWS THE DIFFERENT PHASES. WE STARTED THIS IN DECEMBER OF LAST YEAR DOING THE PREPARATION WORK.

YOU KNOW, OUR MEETING TOGETHER WAS ON MAY 14TH AND IN JUNE FROM JUNE 6 TO 9 THIS PAST SUMMER, WE SPENT A WEEK OF HARD WORK WORKING WITH YOUR DEPARTMENTS AND YOUR STAFF DEPARTMENTS, COLLABORATING TOGETHER, FOCUSING ON THESE STRATEGIC GOALS THAT YOU SAID WERE THE MOST IMPORTANT THINGS TO ACHIEVE.

AND THAT WAS THE PROCESS THAT WE WENT THROUGH TO DEVELOP THE STRATEGIC PLAN THAT WE'RE GOING TO PRESENT TO YOU TONIGHT.

SO WHAT'S THAT STRATEGIC PLAN LOOK LIKE? WELL, THERE'S A NUMBER OF COMPONENTS THAT WE'RE GOING TO TALK ABOUT, FOUR BIG AREAS.

THE FIRST IS YOUR VISION, RIGHT? THE FIRST IS YOUR VISION.

IF YOU GET OUT IN FRONT OF ALL THESE ISSUES THAT YOU'RE FACING, WHAT DOES YOUR COMMUNITY LOOK LIKE? WHAT IS THAT? RIGHT. WHAT'S YOUR MISSION STATEMENT? WHAT IS THE PURPOSE OF PRINCE GEORGE COUNTY GOVERNMENT? AND NOT ONLY WHAT IS THE PURPOSE, BUT YOUR CUSTOMERS, WHAT DO YOU WANT THEM TO EXPERIENCE, YOU KNOW, FROM THE WORK THAT YOU DO.

WE'RE GOING TO TALK ABOUT THE FOUR HIGH LEVEL PRIORITIES THAT WERE DEVELOPED OUR FOCUS AREAS, AND THEN WE'RE GOING TO TALK ABOUT THE MEASURABLE STRATEGIC GOALS OR SOMETIMES WHAT WE CALL STRATEGIC RESULTS, BECAUSE THAT'S WHAT YOU REALLY THESE ARE THESE ARE RESULTS THAT YOU'RE TRYING TO DELIVER FOR YOUR COMMUNITY, FOR YOUR CUSTOMERS THAT YOU SERVE. SO LET'S START BY THE VISION.

ALL RIGHT, LET'S START WITH THE VISION, AND I'M JUST GOING TO READ THIS TO YOU, AND AGAIN, YOU MAY HAVE QUESTIONS, BUT I'D ASK THAT YOU HOLD THOSE TO THE END.

THE MISSION OF PRINCE GEORGE COUNTY, VIRGINIA, IS TO PROVIDE HIGH QUALITY AND CUSTOMER FOCUSED PUBLIC SERVICES TO OUR RESIDENTS, BUSINESSES AND GUESTS SO THEY CAN EXPERIENCE A SAFE, ENJOYABLE AND THRIVING COMMUNITY.

OK, WHETHER WE'RE TALKING ABOUT DEVELOPMENT, PUBLIC SAFETY, I.T., WHATEVER IT MIGHT BE, HIGH QUALITY, CUSTOMER FOCUSED, AND YOU PROVIDE THESE TO RESIDENTS, BUSINESSES AND GUESTS.

SO WHAT? LET'S ASK THE SO WHAT QUESTION? THE SO WHAT QUESTION IS ANSWERED BY SO THEY CAN EXPERIENCE A SAFE, ENJOYABLE AND THRIVING COMMUNITY.

WE'RE GOING TO MOVE ON TO YOUR STRATEGIC PRIORITIES, MARK.

SO IF YOU THINK ABOUT THE PRIORITIES THAT ARE HERE INFRASTRUCTURE, ECONOMIC DEVELOPMENT, PROSPERITY, LAND USE AND DEVELOPMENT AND GOOD GOVERNANCE, YOU THINK ABOUT WHERE THOSE CAME FROM, WHERE THEY CAME FROM, ALL THAT INPUT THAT JEREMY MENTIONED FROM YOUR COMMUNITY, FROM YOUR ORGANIZATION, AND FROM YOU AS THE ELECTED OFFICIALS, AND THEY EMERGED WITH A GREAT DEAL OF CONSENSUS.

I KNOW YOU REMEMBER THIS, THAT WHEN YOU DID THE STRATEGIC PLANNING RETREAT, THERE WERE NO VOTES.

IT WAS ALL BASED ON CONSENSUS THAT YOU ALL DECIDED YOU COULD SUPPORT THESE PRIORITIES AND THE STRATEGIC RESULTS THAT WE'RE GOING TO GET TO IN JUST A MINUTE.

SO THESE ARE THE BIG, THEY'RE LIKE CHAPTER HEADINGS.

THESE ARE THE BIG AREAS THAT YOU WANT TO FOCUS ON, AND OF COURSE, OVER TIME, SOME OF THE RESULTS THAT YOU IDENTIFIED FOR EACH OF THESE ARE GOING TO GET ACHIEVED, AND IN A COUPLE OF YEARS, IF YOU REVISIT THE PLAN, WHICH WE RECOMMEND THAT YOU DO, YOU MIGHT ADD SOME NEW RESULTS OR DIFFERENT RESULTS WITHIN THOSE PRIORITY AREAS.

THEY WILL PROBABLY STAY FAIRLY STABLE OVER TIME.

SO WITHIN YOUR STRATEGIC PRIORITY AREAS WE HAVE STRATEGIC GOALS, AND I THINK I MENTIONED EARLIER THAT THESE ARE REALLY STRATEGIC RESULTS, AND WHY DO I SAY THAT? PARTIALLY BECAUSE THEY'RE DESIGNED TO DRIVE ACTION.

YOU KNOW, THERE ARE A LOT OF PLANS THAT GET DEVELOPED THAT ARE WHAT WE WOULD CALL AND WE TALKED ABOUT THIS ON MAY 14TH, STATEMENTS OF GOOD INTENTION, AND THEY THEY SOUND REAL GOOD, BUT THEY REALLY DON'T DRIVE ACTION.

HEY, WE'RE GOING TO DO OUR BEST TO DO THIS.

OKAY, WELL, WHAT DOES THAT MEAN? HOW CAN A DEPARTMENT ALIGN THEMSELVES TO THAT AND REALLY DO SOMETHING DIFFERENT?

AND I'M GOING TO TALK ABOUT THAT IN JUST A SECOND.

I'M GOING TO STEAL A LITTLE BIT OF YOUR THUNDER, I THINK.

THESE ARE ALSO COMPELLING AND ACHIEVABLE NOW DOES THAT MEAN THAT THEY'RE EASY? NO, AND I BELIEVE, YOU KNOW, THERE ARE SOME THINGS IN THIS PLAN THAT ARE NOT EASY, BUT THE ONE THING I WILL SAY IS THAT I THINK FOR THE FIRST TIME, PROBABLY IN 24 YEARS, YOU ALL HAVE ARE ALREADY MOVING ON THIS PLAN.

YOU KNOW, WE HAD THE OPPORTUNITY TO TALK TO YOUR COUNTY ADMINISTRATOR YESTERDAY, AND IT'S EXCITING TO HEAR THAT ON SOME OF THESE STRATEGIC GOALS THAT WE'RE GOING TO TALK ABOUT TONIGHT. YOU'RE ALREADY MOVING.

YOU'RE ALREADY MOVING.

THERE'S A LOT OF PLACES WHERE A PLAN WILL GET DEVELOPED, AND IT'S LET'S JUST SAY IT'S SORT OF IN DRAFT FORM.

IT'S NOT FORMALLY APPROVED, AND EVERYBODY'S WAITING.

LET'S JUST WAIT. LET'S JUST WAIT.

YOU HAVEN'T DONE THAT, AND I WILL TELL YOU, IT IS VERY IT IS A PLEASANT SURPRISE TO SEE THAT YOU GUYS ARE MOVING BECAUSE YOU SEE THE VALUE IN ACHIEVING THESE THINGS THAT YOU SAID ARE MOST IMPORTANT.

SO WHAT WE'RE GOING TO DO IS WE'RE GOING TO GO THROUGH THESE STRATEGIC GOALS WITH YOU.

NOW, WHAT WE'RE GOING TO DO IS WE'RE GOING TO PRESENT THEM TO YOU, AND THEN WHERE THERE'S AN UPDATE, WE'RE GOING TO ASK THE COUNTY ADMINISTRATOR TO JUMP IN AND TALK A LITTLE BIT ABOUT WHAT HAS HAPPENED ALREADY IN REGARDS TO SOME OF THESE THINGS THAT YOU SAID WERE MOST IMPORTANT.

SO IN A WAY, THIS BECOMES A BRIEFING FOR YOU TO REMIND YOU ABOUT THE CONSENSUS THAT WAS BUILT, POWERFUL CONSENSUS BUILT TO CREATE THIS PLAN AND WHAT'S ALREADY UNDERWAY.

SO IF YOU LOOK AT INFRASTRUCTURE, WHAT YOU'LL SEE IS TWO RESULTS RELATED TO THE SEWER SYSTEM AND TWO RESULTS RELATED TO THE WATER SYSTEM. ONE, AS YOU SEE, THE MEASURE IS BY 2028, FIVE YEARS FROM NOW, GIVEN THE RESOURCES THAT YOU'VE MADE AVAILABLE OR FOUND MADE AVAILABLE, 55% OF NEW AND EXISTING BUSINESSES WITHIN THE PRINCE GEORGE COUNTY PLANNING AREA, IT'S VERY SPECIFIC WILL HAVE ACCESS TO ADEQUATE SEWER SYSTEM THAT MEETS THEIR NEEDS BY 2028.

ALSO, 52% OF RESIDENTS IN PRINCE GEORGE'S COUNTY PLANNING AREA WILL HAVE ACCESS TO ADEQUATE SEWER SYSTEM THAT MEETS THEIR NEEDS.

AGAIN, RESULTS VERY FOCUSED ON WHAT THE CUSTOMER IN THIS CASE BUSINESSES AND RESIDENTS WILL BE ABLE TO EXPERIENCE.

THE NEXT TWO ARE ABOUT WATER ALSO BY 2028.

INCREASED DSS CASELOADS REQUEST IS COMING FOR A NEW COURTROOM DUE TO THE INCREASE OF CASES OVER THE COURTHOUSE AND TREMENDOUS AMOUNT OF NEW BUILDING PERMITS GOING THROUGHOUT THE COUNTY, BOTH IN THE PLANNING DISTRICT AND THE RURAL CONSERVATION AREA.

THIS IS HOW YOU BUILD CREDIBILITY IN GOVERNMENT BY TELLING THEM WHAT YOU'RE GOING TO ACCOMPLISH AND THEN SHOWING THEM, IN FACT, WHAT YOU ARE ACCOMPLISHING.

THIS IS HOW YOU BUILD STRENGTH IN THE RELATIONSHIP BETWEEN THE GOVERNMENT AND THE PEOPLE THAT YOU SERVE.

SO I REALLY WANT TO ENCOURAGE YOU TO THINK HIGHLY OF THIS STRATEGIC PLAN, TO USE IT AS A GREAT TOOL FOR BUILDING THAT RELATIONSHIP, THAT CREDIBILITY, AND DEMONSTRATING ACCOUNTABILITY BACK TO TAXPAYERS.

SO AS [INAUDIBLE] MENTIONED, WHAT HAPPENS AFTER [INAUDIBLE]? WHAT HAPPENS? IT'S LOGICAL QUESTION, RIGHT? WHAT WE HOPE HAPPENS IS IN THE FALL OF THIS YEAR, THE PLAN GETS FORMALLY APPROVED.

WE KNOW THAT'S NOT HAPPENING TONIGHT.

THAT'S OKAY, BUT SOMETIME THIS FALL, THE PLAN GETS APPROVED, FORMALLY APPROVED.

FOLLOWING THAT, THERE'S GOING TO BE AN ONGOING SCHEDULE RIGHT, FOR COMMUNICATION OF OF CHALLENGES AND ACHIEVEMENTS.

THESE IMPLEMENTATION TEAMS THAT ARE WORKING ON YOUR BEHALF TO ACHIEVE THESE STRATEGIC GOALS FOR THE COUNTY AND FOR THE COMMUNITY ARE GOING TO BE COMMUNICATING AND WORKING AND GOING ABOUT THEIR BUSINESS OF TRYING TO INFLUENCE THE ACHIEVEMENT OF THESE RESULTS, AND THE IDEA IS THAT ALL ALONG THE WAY, YOU'RE GETTING UPDATES, AND JUST AS A NOTE, THE FIRST OFFICIAL UPDATE IS TO BE DELIVERED TO THE COUNTY BOARD OF SUPERVISORS IN JANUARY OF 2023, AND THAT UPDATE WOULD BE A FORMAL UPDATE THAT SPEAKS TO ALL THE PROGRESS THAT'S BEEN MADE THERE IN THE SUMMER, AND THE FALL.

NOW, DOES THAT MEAN THERE'S NOT GOING TO BE ANY SORT OF INFORMAL UPDATES? NO. THERE'S GOING TO BE A LOT OF UPDATES.

RIGHT. WE'VE NEVER HAD A SITUATION AGAIN, AS [INAUDIBLE] SAID, WHERE WE'VE HAD UPDATES DURING THE ACTUAL BRIEFING SESSION HERE.

NOT ONLY AM I A RESIDENT OF PRINCE GEORGE, BUT I'M ALSO ONE OF MANY SYSTEM VOLUNTEERS FOR PRINCE GEORGE, FIRE AND EMS. I JOINED PRINCE GEORGE FIRE AND EMS BACK IN 2019.

I CHOSE TO BECOME ASSISTANT VOLUNTEER BECAUSE IT ALLOWED ME, AS AN EMS ONLY PROVIDER THE ABILITY TO RIDE WITH THE OUTSTANDING PROFESSIONALS THAT ARE STAFFED AT THE STATIONS FOR PROFESSIONAL PROVIDERS THAT ARE STAFF 24/7 AT THE [INAUDIBLE] STAFF STATION.

THIS OPTION BENEFITED ME BEST AS IT ALLOWED ME AS A YOUNG EMS PROVIDER TO HAVE STRONG MENTORS TO HELP ME GROW, SUCCEED AND OFFER THE BEST POSSIBLE CARE TO THE CITIZENS.

BEING AN ASSISTANT VOLUNTEER HAS BEEN THE MOST LOGICAL CHOICE AS IT OFFERS A BROADER AVAILABILITY TO VOLUNTEER.

DESPITE MY BUSY SCHEDULE AS A FULL TIME LEGAL ASSISTANT, BUSINESS OWNER, MOTHER OF TWO AND WIFE TO A PUBLIC PROFESSIONAL AS IT FACILITATES THE ACCESSIBILITY TO THE STAFF STATIONS AND CAREER PROVIDERS, NO MATTER THE TIME OR DAY AS THEY ARE ALWAYS AVAILABLE AND WILLING TO TEACH ME AND GUIDE ME.

HOWEVER, SINCE JOINING BACK IN 2019, I HAVE BEEN DENIED THE BENEFITS THAT THE SO CALLED STATION VOLUNTEERS RECEIVE FOR DOING WHAT I THOUGHT WAS THE SAME JOB.

I HAVE [INAUDIBLE] COUNTLESS HOURS AS A VOLUNTEER ON BOTH THE MEDICS AND THE ENGINES WITH THE CAREER STAFF HERE IN THE COUNTY.

HOWEVER, I HAVE BEEN TOLD BECAUSE I VOLUNTEER MY TIME WITH THE CREWS THAT CAN HELP ME 24 HOURS A DAY, THAT I WAS NOT ENTITLED TO THE TAX BREAKS THAT OTHERS MAY GET.

REGARDLESS, I STILL CHOSE TO VOLUNTEER MY TIME TO TAKE THE SIX MONTH EMT COURSE AND CONTINUE VOLUNTEERING MY TIME NOT ONLY AS AN EMT BUT AS A PROFESSIONAL PHOTOGRAPHER FOR THE FIRE AND EMS DEPARTMENT.

NOTWITHSTANDING THE REALITY THAT I AM STILL INELIGIBLE TO RECEIVE THE SAME BENEFITS AS OTHERS, I TRULY CHOOSE TO VOLUNTEER IN THESE WAYS IN ORDER TO HELP SERVE THE CITIZENS OF THE COUNTY I HAVE CHOSEN TO CALL HOME.

HOWEVER, BEING A PART OF THE GROWING NUMBER OF SYSTEM VOLUNTEERS HAS CREATED SOME HEARTACHE DUE TO THE FACT THAT WE ARE BEING DIFFERENTIATED AGAINST JUST BECAUSE WE CHOOSE TO RIDE WITH THE CAREER STAFF RATHER THAN AN INDIVIDUAL STATION.

HAVING HEARD THAT THERE WAS A NEW PROPOSED ORDINANCE, I DECIDED TO TAKE MYSELF TO MAKE MYSELF FAMILIAR WITH THE PROPOSED CHANGES.

I WAS EXTREMELY HAPPY TO SEE THE CHANGES THAT CHIEF BEEMAN HAS ATTEMPTED TO CONTINUE WITH THE UNIFICATION PROCESS OF WHAT APPEARS TO BE A STILL VERY BROKEN AND DIVIDED DEPARTMENT.

HAVING A LONG BACKGROUND IN HUMAN RESOURCES AND THE LEGAL FIELD, I HAVE EXAMINED THIS ORDINANCE FROM THE EYES OF NOT ONLY A PROFESSIONAL, BUT A CURRENT VOLUNTEER, AND I AM VERY PLEASED TO SEE THAT IT IS NOT ONLY GIVING EVERYONE THE SAME BENEFITS, BUT IT IS ALLOWING EVERYONE IN THE ORGANIZATION AN OPPORTUNITY TO HAVE A VOICE, NOT JUST WHAT APPEARS TO BE A SELECT FEW INDIVIDUALS THAT DO NOT REPRESENT THE ENTIRE ORGANIZATION AS A WHOLE.

IN ADDITION, UNRELATED BUT RELATED SECURITY PERSONNEL VIA GRANT WERE SECURED BY THE SCHOOL SYSTEM FOR JJ MOORE AND B CLEMENTS.

THERE WILL BE A GOLDEN SLEDGEHAMMER EVENT TOMORROW, WEDNESDAY, AUGUST 10TH AT 11:00 AM AT THE CONTINENTAL MOTEL AT EXIT 45. I JUST WANTED TO PROVIDE AN UPDATE.

WE'RE ALSO STILL LOOKING AT THE POSSIBILITY OF THE GREEN TEA AT MIDDLE AND JEFFERSON IS AN ALTERNATE OR A TEMPORARY SAFETY IMPROVEMENT THERE UNTIL SOME FUNDING CAN BE OBTAINED FOR THE PROPOSED ROUNDABOUT.

SO WE'RE LOOKING AT THE CAPACITY OF THE PIPE THERE, AND THEN TRAFFIC ENGINEERING COMPLETED THEIR REVIEW OF THE ADDITIONAL SHOULDER WIDENING THAT WE DID AT 106 156 AND ROUTE 10, WHERE WE ADDED THAT RIGHT SHOULDER PAVEMENT AND THEY PROVIDED US A COUPLE OF OPTIONS, AND AT THIS POINT WE'VE DECIDED TO REDUCE THE EXISTING THREE LANE WIDTH TO ACCOMMODATE TRUCK TRAFFIC AND MARK OUT A FORMAL RIGHT TURN LANE ONTO ROUTE 10.

SO THAT WILL THOSE ADJUSTMENTS WILL BE MADE IN THE COMING MONTHS, AS SOON AS WE CAN GET THE ERADICATION AND PAVEMENT MARKINGS LINED UP FOR THAT, AND THAT'S ALL I HAVE FOR TONIGHT.

ANOTHER PORTION THAT WE DISCUSSED LAST TIME WAS THE REPLACEMENT OF THE GENERATOR TO BE ABLE TO HAVE THE ENTIRE CIRCUIT COURTS ON BACKUP ON A BACKUP GENERATOR.

SO WITH THAT IN MIND, WE'LL KIND OF SHOW YOU SOME OF THE EXISTING CONDITIONS AGAIN, THE WORN CARPETS, THE INADEQUATE SPACE IN THE IN THE CURRENT JURY RAIL, AS WELL AS THE OUT OF DATE GENERATOR THAT'S ON THERE.

IT'S KIND OF BEYOND ITS LIFESPAN.

YOU CAN SEE ALSO THE TIRED AND WORN FINISHES THAT WE WERE TO REPLACE, AS WELL AS THE UNDERUTILIZED WITNESS ATTORNEY ROOMS. THE REFRESH IN THE LOBBY SPACE, THIS CERTAINLY BRINGS THIS INTO CONTEXT A LITTLE BIT MORE SO WITH WHAT WE'RE DOING INSIDE THE COURTROOM ITSELF. YOU CAN NOTICE THE WOOD PANELS THAT ARE ON THE ON THE ON THE WALL NOW AS WELL, IN ADDITION TO SOME UPDATED SEATING.

SO WE WERE KIND OF TASKED WITH HAVING THIS CLASSIC LOOK, BUT ALSO MAKE IT NOT FEEL SO WORN.

SO THAT INCREASE HAS GONE UP BY ABOUT $35,000.

AND THEN BEGINNING NEXT SCHOOL YEAR, WE'RE GOING TO START THE SCHOOL YEAR TWO WEEKS EARLY.

WE'RE GOING TO BEGIN TWO WEEKS PRIOR TO LABOR DAY.

AND THAT'S GOING TO PUT OUR CHILDREN ON THE SCHOOL BUSSES IN SOME OF THE HOTTEST PARTS OF THE SUMMER FOR A LONGER PERIOD OF TIME.

SO WHAT WE'D LIKE TO DO IS BEGIN TO PUT AIR CONDITIONING ON OUR BUSSES.

AND OVER TIME, THE I THINK WHAT WE HAD EXPECTED CHILDREN TO TOLERATE AND HOW THE SEASONS HAVE CONTINUED TO GET HOTTER HAVE MADE IT ALMOST UNBEARABLE SOMETIMES.

LAST SUMMER WE SENT OUR FOOTBALL TEAM TO, IN A WAY, PRACTICE AND SCRIMMAGE AND WE HAD SEVERAL OF OUR PLAYERS WHO WERE SICK AND SO THEY CANCELED WHEN WE GOT THERE BECAUSE THE HEAT HAD REALLY PUT THEM DOWN.

SO WE ARE AND WE'D LIKE TO BEGIN TO ASK FOR THAT MOVING FORWARD.

AND THE PRICE OF THE BUSSES THAT WE INCLUDE IN OUR CAPITAL IMPROVEMENT PLAN REQUEST FOR SCHOOL BUSSES, WE DON'T KNOW IF IT'S POSSIBLE THIS YEAR, BUT WE WILL HAVE OUR BUSSES FOR ABOUT 15 YEARS.

SO THE RECOMMENDATION, THE RECOMMENDED GRADE FOR THE POSITION IS A 316.

THE EMPLOYEE HAS WORKED TO TRAIN THE TECHNICIANS, MECHANICS AND HAS THE ABILITY TO DIAGNOSE AND REPAIR EVERYTHING WITHIN THE DEPARTMENT.

HE ALSO HAS THE ABILITY TO BUILD THE POLICE CARS, WHICH IS VITAL TO US.

THE SUPERVISOR POSITION WOULD OVERSEE SHOP OPERATIONS TO ENSURE THE EFFICIENCY IS MAINTAINED FOR TECHNICIANS AND MECHANICS AND WOULD CONTINUE TO AID IN THE IMPROVEMENTS TO PRODUCTIVITY AND THE VEHICLE TURNAROUND TIME, AND ESPECIALLY NOW WITH THE RENOVATIONS AND EXPANSION OF THE GARAGE.

MOST OF THESE COMPLAINTS ARE OR SOME OF IT.

SOMETIMES IT IS PREMISE PLUMBING.

WE DO WORK WITH OUR HOMEOWNERS TO TRY TO IDENTIFY THE SOURCE OF BROWN WATER, BUT THERE ARE TIMES WHERE IT IS ON THE PUBLIC SYSTEM AND THAT IS OCCURRING NOW, ESPECIALLY IN BEECHWOOD. THEY ARE EXPERIENCING BROWN WATER A LOT OF TIMES.

SOME OF THE PROBLEMS COULD BE IS THAT WE'RE NOT PROVIDING ADEQUATE FLUSHING.

THE PUMPS AND PUMPING FACILITIES THAT WE HAVE FOR SOME OF THESE SMALLER NEIGHBORHOODS JUST AREN'T ENOUGH TO BE ABLE TO PROVIDE THE VELOCITIES THROUGH THE WATER MAINS, TO REALLY SCOUR THE PIPELINES, TO GET RID OF ALL THE SEDIMENTS ON THE BOTTOM OR THE BIOFILM THAT MIGHT BE FORMING ALONG THE EDGES OF THE PIPES.

SO SOME TIME TO TIME, IT IS REQUIRED TO ACTUALLY USE SOME OTHER METHODS TO CLEAN THOSE WATER MAINS OUT AND MAKE SURE EVERYTHING'S CLEANED OUT.

AND WE ARE AT THAT POINT AND IN SEVERAL OF OUR NEIGHBORHOODS.

SO WE ARE SUGGESTING THAT WE USE A METHOD CALLED PIGGING.

THERE IS A METHOD THAT THE TYPICAL PIGGING METHOD, THE OLD PIGGING METHOD, THEY WOULD PUT IN SOME TYPE OF FOAM BULLET LOOKING DEVICE THAT YOU SHOVE INTO A HYDRANT AND YOU ESSENTIALLY USE YOUR WATER PRESSURE TO BLOW IT THROUGH THE LINE.

AND IT WAS SCOUR THE WALLS OF THE PIPE AND YOU HAVE SOME NICE BROWN BLACK CRUD THAT WOULD COME OUT THE OTHER SIDE.

IN THIS CASE, BECAUSE OF THE AGE OF THE SYSTEM AND BECAUSE OF WE DON'T REALLY WANT TO HAVE THAT PIG GET STUCK ON A 90 DEGREE TURN OR ANYTHING LIKE THAT.

AND WE HAVE TO EXCAVATE THE ROAD AND FURTHER DISRUPT OUR SERVICE TO OUR CUSTOMERS.

THERE'S NOW A METHOD CALLED ICE PIGGING.

INSTEAD OF SHOVING A A FOAM PIG IN, THEY NOW USE A SALT OR BRINE SOLUTION THAT THEY WILL FORM OVERNIGHT, THE NIGHT BEFORE, AND THEY WOULD SHOVE A TON OF ICE INTO THE SYSTEM AND THEN DO PRETTY MUCH THE SAME THING.

WE'LL USE OUR WATER PRESSURE TO PUSH IT THROUGH THE SYSTEM AND IT WILL SCOUR THE PIPES AND THE SAME RESULTS WILL HAPPEN.

GETTING THAT SLUDGE OFF THE BOTTOM OF THE PIPES.

NO POTENTIAL TO DAMAGE A WEAK SPOT.

WITH NO POTENTIAL OF SOMETHING GETTING STUCK.

STUCK. TO WHERE WE WOULD HAVE TO EXCAVATE THE ROAD OR TO REPAIR OR RETRIEVE ANY TYPE OF PIPES AND ANY TYPE OF PIPES.

WE HAVE SOME TRANSITE PIPE, WHICH IS, IF YOU'RE FAMILIAR WITH THAT, IS THAT'S ASBESTOS CEMENT PIPE.

VIRGINIA CODE SECTION 15.2-4903 DOES GIVE AUTHORITY TO THE BOARD OF SUPERVISORS TO CHANGE THE NAME FROM THE INDUSTRIAL DEVELOPMENT AUTHORITY OF PRINCE GEORGE COUNTY, THE ECONOMIC DEVELOPMENT AUTHORITY OF PRINCE GEORGE COUNTY.

AT THE LAST MEETING OF THE IDA, THEY APPROVED A MOTION ON A VOTE OF 5 TO 2 TO RECOMMEND TO THE BOARD OF SUPERVISORS THAT THE NAME BE CHANGED TO THE ECONOMIC DEVELOPMENT AUTHORITY OF PRINCE GEORGE COUNTY.

THEY WANT THE FOCUS TO BE ON ECONOMIC DEVELOPMENT AND NOT JUST ON INDUSTRIAL DEVELOPMENT.

SO THAT WAS WHY THE RECOMMENDATION WAS MADE.

A PUBLIC HEARING WOULD BE REQUIRED FOR THE ORDINANCE.

THE PUBLIC HEARING WOULD BE SEPTEMBER 13TH TO CHANGE THE NAME AND MR. JABRI CAN ADD ANYTHING ELSE.
