ACTUALLY, THE PROCESS WAS STARTED LAST DECEMBER, AND BEFORE WE BEGIN, I'D JUST LIKE TO TALK A LITTLE BIT ABOUT WHAT WE'RE GOING TO DO.
WE'RE GOING TO BE PRESENTING THE PLAN TO YOU, BUT WHAT I WOULD LIKE TO SAY IS YOU'RE PROBABLY GOING TO HAVE SOME QUESTIONS, BUT WHAT I WOULD ASK IS IF YOU HAVE QUESTIONS AS WE GO ALONG, IF WE CAN, BECAUSE I KNOW WE'VE GOT A HARD STOP AT SEVEN, AS I UNDERSTAND, MAKE A NOTE OF THOSE QUESTIONS AND WE WANT TO LEAVE SOME TIME TO ANSWER THOSE QUESTIONS. SO I'M GOING TO TAKE JUST A MINUTE AND TALK ABOUT WHAT A STRATEGIC PLAN MEANS TO A COMMUNITY AND WHAT IT MEANS TO AN ORGANIZATION, TO THE COMMUNITY. IT'S A PROMISE OF WHAT YOU ARE GOING TO TRY TO ACHIEVE FOR THEM.
IT'S NOT A GUARANTEE, BUT IT'S A SET OF RESULTS THAT YOU ARE GOING TO DEDICATE PEOPLE, RESOURCES AND PARTNERSHIPS TO ACHIEVE FOR THE COMMUNITY, AND AS YOU KNOW, THE WAY YOU WROTE, YOUR STRATEGIC PLAN IS FOCUSED ON THE COMMUNITY, ON THE PEOPLE WHO RECEIVE YOUR SERVICES AND WHO PAY FOR THOSE SERVICES.
RIGHT. THIS IS NOT A STRATEGIC PLAN THAT TALKS ABOUT WHAT YOU'RE GOING TO DO.
SO FOR THE COMMUNITY, IT'S LIKE SAYING THIS IS WHAT WE ARE COMMITTING TO ACCOMPLISH FOR YOU.

WHETHER THAT'S BUSINESS, WHETHER THAT'S RESIDENTS OR WHETHER IT'S VISITORS IN SOME CASES AS WELL.SO WHAT YOU'VE DONE IS TO DEVELOP THIS CLEAR PATH FORWARD AND THIS CLEAR SET OF RESULTS THAT YOU'RE GOING TO DO EVERYTHING YOU CAN WITHIN YOUR MEANS TO ACHIEVE FOR YOUR COMMUNITY.
AND WHAT DOES IT MEAN TO THE ORGANIZATION? WELL, WHAT LEADERS DO IS THEY ALIGN PEOPLE, THEY ALIGN RESOURCES, THEY ALIGN THE ORGANIZATION, AND THEY ALIGN PARTNERSHIPS TO ACHIEVE THESE RESULTS.
A STRATEGIC PLAN REALLY CALLS UPON YOU AS DECISION MAKERS TO REALLY PRACTICE DECISION DISCIPLINE, AND WHAT I MEAN BY THAT IS THERE'S A SET OF PRIORITIES, AND WITHIN THOSE PRIORITIES ARE THE STRATEGIC RESULTS, THE MEASURABLE RESULTS FOR CUSTOMERS THAT WILL GO THROUGH HERE IN JUST A FEW MINUTES, AND WHAT IT DOES IS IT HELPS YOU SAY YES TO THOSE THINGS THAT ALIGN TO THIS PLAN AND MAYBE NO TO SOME THINGS THAT AT THIS POINT IN TIME NEED TO WAIT BECAUSE YOU'RE FOCUSED ON THIS SET OF RESULTS.

OH, THERE'S A QUOTE HERE, AND IT'S BY JEREMY'S FORMER BOSS A LONG TIME AGO IN IN NASHVILLE , AND THIS GOES TO THIS DECISION DISCIPLINE NOTION, AND THAT IS AND THIS IS BORNE OUT, IN OUR EXPERIENCE, THE HARDEST THING, AND THE MOST IMPORTANT THING FOR GOVERNMENT IS TO FOCUS ON RESULTS THAT MATTER AND STAY FOCUSED ON THOSE RESULTS.
SO STAYING THE COURSE OVER THE NEXT FEW YEARS TO INVEST IN AND SUPPORT THE ACHIEVEMENT OF THESE RESULTS IS VERY MUCH THE ROLE OF THE BOARD OF SUPERVISORS.
OKAY, THIS IS A SLIDE OF OUR PROCESS, AND I JUST WANT TO REMIND YOU, IF I CAN, ABOUT ALL THE WORK THAT WE DID ON THE FRONT END, THE PREPARATION. YOU KNOW, WHEN WE FIRST STARTED THIS IN DECEMBER, I CAME IN AND I INTERVIEWED THE BOARD OF SUPERVISORS INDIVIDUALLY.
I INTERVIEWED THE COUNTY ADMINISTRATOR.
WE HAD A BUSINESS ROUNDTABLE OR A FOCUS GROUP, TWO COMMUNITY MEETINGS, ONE HERE AND ONE IN DISPUTANA AND THEN WE HAD A SURVEY THAT WENT OUT TO THE COMMUNITY, A LOT OF GOOD STAKEHOLDER INPUT ACTIVITIES, AND ALL OF THOSE THINGS WERE BROUGHT TO BEAR, IF YOU'LL REMEMBER, ON MAY 14TH, AND I THINK IT WAS IN DISPUTANA, AS WELL DOWN THERE, AND WE HAD A RETREAT AND WE LOOKED AT ALL THAT INFORMATION AND WE GROUP THOSE, THOSE, ALL THOSE ISSUES INTO FOUR DIFFERENT AREAS OR PRIORITY AREAS FOR THE COUNTY.
AND THEN FOR EACH AREA, WE DEFINED WHAT SUCCESS MEANS OVER THE NEXT SEVERAL YEARS HERE IN PRINCE GEORGE'S COUNTY, WE DEVELOPED STRATEGIC GOALS AND THAT WAS THE PROCESS ON THAT DAY, MAY 14TH, I'LL NEVER FORGET IT.

I REMEMBER THAT, AND WE ATE REALLY GOOD, BUT WHAT I WANT YOU TO KNOW IS AFTER THAT PROCESS, YOU HAD A STRATEGIC PLAN, IN ESSENCE , BUT WE DID NOT HAVE AT THAT POINT IN TIME, A ROADMAP FOR EACH OF THOSE STRATEGIC GOALS, AND AS WE MOVE FORWARD, I WANT TO TELL YOU ABOUT THE HARD WORK OF YOUR DEPARTMENTS AND YOUR STAFF AND WHAT THEY'VE DONE TO GET THIS STARTED FOR YOU.

SO WHAT'S THAT STRATEGIC PLAN LOOK LIKE? WELL, THERE'S A NUMBER OF COMPONENTS THAT WE'RE GOING TO TALK ABOUT, FOUR BIG AREAS.THE FIRST IS YOUR VISION, RIGHT? THE FIRST IS YOUR VISION.
IF YOU GET OUT IN FRONT OF ALL THESE ISSUES THAT YOU'RE FACING, WHAT DOES YOUR COMMUNITY LOOK LIKE? WHAT IS THAT? RIGHT. WHAT'S YOUR MISSION STATEMENT? WHAT IS THE PURPOSE OF PRINCE GEORGE COUNTY GOVERNMENT? AND NOT ONLY WHAT IS THE PURPOSE, BUT YOUR CUSTOMERS, WHAT DO YOU WANT THEM TO EXPERIENCE, YOU KNOW, FROM THE WORK THAT YOU DO.

THESE ARE THE BIG AREAS THAT YOU WANT TO FOCUS ON, AND OF COURSE, OVER TIME, SOME OF THE RESULTS THAT YOU IDENTIFIED FOR EACH OF THESE ARE GOING TO GET ACHIEVED, AND IN A COUPLE OF YEARS, IF YOU REVISIT THE PLAN, WHICH WE RECOMMEND THAT YOU DO, YOU MIGHT ADD SOME NEW RESULTS OR DIFFERENT RESULTS WITHIN THOSE PRIORITY AREAS.

SO IF YOU LOOK AT INFRASTRUCTURE, WHAT YOU'LL SEE IS TWO RESULTS RELATED TO THE SEWER SYSTEM AND TWO RESULTS RELATED TO THE WATER SYSTEM. ONE, AS YOU SEE, THE MEASURE IS BY 2028, FIVE YEARS FROM NOW, GIVEN THE RESOURCES THAT YOU'VE MADE AVAILABLE OR FOUND MADE AVAILABLE, 55% OF NEW AND EXISTING BUSINESSES WITHIN THE PRINCE GEORGE COUNTY PLANNING AREA, IT'S VERY SPECIFIC WILL HAVE ACCESS TO ADEQUATE SEWER SYSTEM THAT MEETS THEIR NEEDS BY 2028.
THE NEXT TWO ARE ABOUT WATER ALSO BY 2028.
SO THIS THAT DATE GIVES YOU NOW BASICALLY FOUR BUDGET CYCLES, FIVE BUDGET CYCLES WITH WHICH TO INVEST IN THESE RESULTS, RIGHT? SO BY 2028, 43% OF NEW AND EXISTING BUSINESSES WITHIN THE PRINCE GEORGE COUNTY PLANNING AREA WILL HAVE ACCESS TO ADEQUATE WATER SYSTEM THAT MEETS THEIR NEEDS BY 2028, 43% OF RESIDENTS SAME NUMBER IN PRINCE GEORGE'S COUNTY PLANNING AREA, WILL HAVE ACCESS TO ADEQUATE WATER SYSTEM THAT MEETS THEIR NEEDS.
JEFF AND AN UPDATE ON THE BOARD'S ACTIVITY, OF COURSE, WITHIN THE BUDGET, 6.2 MILLION IN UTILITY CAPITAL RESERVES AND 6 MILLION IN FEDERAL ARPA FUNDS FOR THE FOLLOWING CAPITAL PROJECTS.
A WATERLINE UNDERNEATH THE APPOMATTOX RIVER TO BRING IN WATER FROM [INAUDIBLE], A [INAUDIBLE] TANK AND BOOSTER STATION, A MIDDLE ROAD TANK AND BOOSTER STATION AND A SEWER LINE EXPANSION TO THE SOUTH POINT BUSINESS PARK.
IN ADDITION, 3.2 MILLION WERE GRANTED FROM CONGRESSMAN MCEACHIN FOR ROUTE TEN WATERLINE EXPANSION.
AS WE MOVE ALONG TO NUMBER FIVE, UNDER INFRASTRUCTURE, THE FIFTH STRATEGIC GOAL, AND THESE ARE NOT NUMBERED BY PRIORITY OR ANYTHING, WE JUST NUMBERED THEM SO THAT WE CAN KEEP TRACK OF THEM, BUT NUMBER FIVE SAYS, BUILDING UPON THE PROGRESS THAT HAS ALREADY BEEN MADE AND I WANT TO STOP AND SAY, GOING THROUGH THIS PROCESS, IT WAS ACKNOWLEDGED ALREADY THAT A LOT OF THAT THERE WAS A LOT OF ACHIEVEMENT ALREADY IN RELATION TO INTERNET.
SO BUILDING UPON THE PROGRESS THAT HAS ALREADY BEEN MADE BY DECEMBER 31ST OF 2025, 90% OF PRINCE GEORGE COUNTY RESIDENTS WILL HAVE ACCESS TO CONSISTENT HIGH SPEED INTERNET PRINCE GEORGE ELECTRIC CO-OP HAS ALREADY PASSED 9033 LOCATIONS WITHIN PRINCE GEORGE COUNTY AND MADE CONNECTIONS TO 3644 LOCATIONS.

COMPLETION OF A FEASIBILITY STUDY AND COST BENEFIT ANALYSIS, THE COUNTY WILL MAKE A DECISION REGARDING THE POSSIBILITY OF IMPLEMENTING NO COST TRASH DISPOSAL.SO WE'RE GOING TO MOVE TO OUR NEXT STRATEGIC PRIORITY, WHICH IS ECONOMIC DEVELOPMENT AND PROSPERITY.
GOAL NUMBER EIGHT READS THAT BY FEBRUARY ONE OF 2025, THE COMMUNITY WILL EXPERIENCE THE BEGINNING STEP OF THE EXIT 45 RENOVATION AND DEVELOPMENT THROUGH WATER AND SEWER INFRASTRUCTURE IMPROVEMENTS.
THERE WAS A DECK PERMIT THAT WE'RE GOING FOR RENEWAL DOWN AT EXIT 45 FOR THE WATER TANK.

BY DECEMBER 31ST OF 2027, THREE NEW BUSINESSES WILL BE LOCATED AT THE PRINCE GEORGE INDUSTRIAL AREA, AND BY DECEMBER 31ST OF 2032, FOUR NEW BUSINESSES WILL BE LOCATED AT THE PRINCE GEORGE INDUSTRIAL AREA.
AND NEXT IS LAND USE AND DEVELOPMENT.
BY DECEMBER 31, 2023, THE COUNTY WILL REVISIT AND UPDATE ITS LAND USE ORDINANCES IN A WAY THAT BOTH PRESERVES THE RURAL WAY OF LIFE AND DIRECTS THE MAJORITY OF GROWTH TO THE PRINCE GEORGE COUNTY PLANNING AREA, AND GROWTH IS SOMETHING THAT IS COMING AT YOU.
THIS MAY NOT BE THE MOST EXCITING TOPIC, BUT I BELIEVE IT'S THE MOST IMPORTANT, AND OF EVERYTHING WE TALKED TONIGHT, THIS IS THE ONE THAT GIVES ME THE GREATEST PAUSE.
AND I'M GOING TO TALK A LITTLE BIT ABOUT UVA WELD AND COOPER CENTER.
THEY HAVE ESTIMATED THAT IN 2045 WE WOULD HAVE A POPULATION OF 41,307.
WELL, THAT'S LIKE 23 YEARS FROM NOW.
WELL, OUR 2020 CENSUS CAME OUT AND WE'RE AT 43,000 010, WHICH MEANS WE'RE ALMOST 2000 PEOPLE PAST WHERE UVA THINKS WE'RE GOING TO BE 23 YEARS FROM NOW.

INCREASED CALLS TO POLICE, INCREASED CALLS TO FIRE EMS, INCREASED PLANNING DEPARTMENT SUBMISSIONS.
INCREASED DSS CASELOADS REQUEST IS COMING FOR A NEW COURTROOM DUE TO THE INCREASE OF CASES OVER THE COURTHOUSE AND TREMENDOUS AMOUNT OF NEW BUILDING PERMITS GOING THROUGHOUT THE COUNTY, BOTH IN THE PLANNING DISTRICT AND THE RURAL CONSERVATION AREA.
IF THERE'S ONE ITEM WE NEED TO GET BEHIND IS WHAT DO WE WANT TO BE IN FIVE OR TEN YEARS? BECAUSE IF WE DON'T PAY ATTENTION, IT COULD SLIP AWAY AND WE COULD BE ONE OF THOSE COMMUNITIES THAT'S LITERALLY DROWNING IN GROWTH, AND WE

GOAL NUMBER 16 UNDER THE STRATEGIC PRIORITY GOOD GOVERNANCE SAYS THAT BY OCTOBER 1 OF 2022, THE COMMUNITY WILL BE BETTER INFORMED AND EXPERIENCED CONSISTENT MESSAGING FROM THE PRINCE GEORGE COUNTY GOVERNMENT, AS EVIDENCED BY THE ADDITION OF A DEDICATED PUBLIC INFORMATION OFFICER.
BASED ON THE APPROVAL OF THIS BOARD.
GOAL NUMBER 17 BY THE END OF 2022.
COMMUNITY AND CITIZEN INQUIRIES WILL RECEIVE A RESPONSE FROM THE PRINCE GEORGE COUNTY GOVERNMENT WITHIN 24 HOURS OR THE NEXT BUSINESS DAY IF THE QUESTION WAS RECEIVED ON A WEEKEND.

A LOT OF TIMES WE GET FOCUSED ON WHAT WE'RE DOING, HEADS DOWN AND WE'RE JUST ROLLING, RIGHT, BUT IN THIS PARTICULAR CASE, THE ORGANIZATION HAS TO BE ALIGNED TO HELP ACHIEVE THESE RESULTS THAT YOU SAY ARE MOST IMPORTANT, BECAUSE IF WE'RE NOT ALIGNED, WE'RE LIKE THOSE ARROWS IN THAT TOP BLUE ARROW.
WE'RE SORT OF GOING ALONG IN THE SAME DIRECTION, BUT NOT REALLY.

MY 24 YEARS OF DOING THIS WITH COUNTIES AND CITIES, WE HAVE NEVER SEEN AS MUCH LIGHTNING FAST PROGRESS ON A PLAN BEFORE IT'S EVEN FINALLY APPROVED AS WE HAVE HERE IN YOUR ADMINISTRATION.
SO IMPLEMENTATION IMPLIES THAT YOU NEED TO BE NIMBLE AND FLEXIBLE, AND WHAT DOES THAT MEAN? SO YOU'VE TOLD EVERYONE, THE COMMUNITY AND THE ORGANIZATION, THE WHAT WHAT IS GOING TO NEED TO BE ACHIEVED, WHAT TO WORK ON.
RIGHT NOW WE'RE TALKING ABOUT TAKING ACTION, IMPLEMENTING STRATEGIES TO ACHIEVE THOSE RESULTS.
JUST TO BE REALLY CLEAR ABOUT IT, NOT EVERYTHING THAT IS TRIED IS GOING TO WORK, RIGHT? SOME OF THESE THINGS HAVE NEVER BEEN ACHIEVED BEFORE.

I CHOSE TO BECOME ASSISTANT VOLUNTEER BECAUSE IT ALLOWED ME, AS AN EMS ONLY PROVIDER THE ABILITY TO RIDE WITH THE OUTSTANDING PROFESSIONALS THAT ARE STAFFED AT THE STATIONS FOR PROFESSIONAL PROVIDERS THAT ARE STAFF 24/7 AT THE [INAUDIBLE] STAFF STATION.
DESPITE MY BUSY SCHEDULE AS A FULL TIME LEGAL ASSISTANT, BUSINESS OWNER, MOTHER OF TWO AND WIFE TO A PUBLIC PROFESSIONAL AS IT FACILITATES THE ACCESSIBILITY TO THE STAFF STATIONS AND CAREER PROVIDERS, NO MATTER THE TIME OR DAY AS THEY ARE ALWAYS AVAILABLE AND WILLING TO TEACH ME AND GUIDE ME.
REGARDLESS, I STILL CHOSE TO VOLUNTEER MY TIME TO TAKE THE SIX MONTH EMT COURSE AND CONTINUE VOLUNTEERING MY TIME NOT ONLY AS AN EMT BUT AS A PROFESSIONAL PHOTOGRAPHER FOR THE FIRE AND EMS DEPARTMENT.
NOTWITHSTANDING THE REALITY THAT I AM STILL INELIGIBLE TO RECEIVE THE SAME BENEFITS AS OTHERS, I TRULY CHOOSE TO VOLUNTEER IN THESE WAYS IN ORDER TO HELP SERVE THE CITIZENS OF THE COUNTY I HAVE CHOSEN TO CALL HOME.
HOWEVER, BEING A PART OF THE GROWING NUMBER OF SYSTEM VOLUNTEERS HAS CREATED SOME HEARTACHE DUE TO THE FACT THAT WE ARE BEING DIFFERENTIATED AGAINST JUST BECAUSE WE CHOOSE TO RIDE WITH THE CAREER STAFF RATHER THAN AN INDIVIDUAL STATION.
HAVING A LONG BACKGROUND IN HUMAN RESOURCES AND THE LEGAL FIELD, I HAVE EXAMINED THIS ORDINANCE FROM THE EYES OF NOT ONLY A PROFESSIONAL, BUT A CURRENT VOLUNTEER, AND I AM VERY PLEASED TO SEE THAT IT IS NOT ONLY GIVING EVERYONE THE SAME BENEFITS, BUT IT IS ALLOWING EVERYONE IN THE ORGANIZATION AN OPPORTUNITY TO HAVE A VOICE, NOT JUST WHAT APPEARS TO BE A SELECT FEW INDIVIDUALS THAT DO NOT REPRESENT THE ENTIRE ORGANIZATION AS A WHOLE.

NOW WE GO TO OUR COUNTY ADMINISTRATOR'S COMMENTS.ONE THE POLICE WERE RECENTLY AWARDED A SCHOOL RESOURCE OFFICER THROUGH A GRANT WHICH WILL BE AT HARRISON ELEMENTARY, AND THEY'RE WORKING QUICKLY TO FILL THIS ROLE.
THERE WILL BE A GOLDEN SLEDGEHAMMER EVENT TOMORROW, WEDNESDAY, AUGUST 10TH AT 11:00 AM AT THE CONTINENTAL MOTEL AT EXIT 45. THAT TWO ACRE PARCEL IS GOING TO BE DEMOLISHED AND RE ZONED FOR REDEVELOPMENT WITHIN THE COUNTY, AND ALSO TOMORROW, FROM 6 TO 8 AT THE [INAUDIBLE] COMMUNITY CENTER WILL BE A VDOT PUBLIC TRANSPORTATION HEARING ON THE INTERSECTION IMPROVEMENTS AT ROUTE 460 AND QUEEN STREET.

OUR COUNTY, THE PRINCE GEORGE COUNTY, HAVE REQUESTED US TO REVIEW POLL RUN ROAD AND SEE IF THERE WERE SOME SAFETY IMPROVEMENTS THAT COULD BE MADE TO SOME OF THOSE CURVES, AND OUR TRAFFIC ENGINEERING DIVISION IS STILL WORKING ON THAT.
I JUST WANTED TO PROVIDE AN UPDATE.
WE'RE ALSO STILL LOOKING AT THE POSSIBILITY OF THE GREEN TEA AT MIDDLE AND JEFFERSON IS AN ALTERNATE OR A TEMPORARY SAFETY IMPROVEMENT THERE UNTIL SOME FUNDING CAN BE OBTAINED FOR THE PROPOSED ROUNDABOUT.

COUNTY STAFF HAD ADVISED US THAT THERE APPEARS TO BE A CONSISTENT FLOODING ISSUE THERE.
SO WE'RE LOOKING AT THE CAPACITY OF THE PIPE THERE, AND THEN TRAFFIC ENGINEERING COMPLETED THEIR REVIEW OF THE ADDITIONAL SHOULDER WIDENING THAT WE DID AT 106 156 AND ROUTE 10, WHERE WE ADDED THAT RIGHT SHOULDER PAVEMENT AND THEY PROVIDED US A COUPLE OF OPTIONS, AND AT THIS POINT WE'VE DECIDED TO REDUCE THE EXISTING THREE LANE WIDTH TO ACCOMMODATE TRUCK TRAFFIC AND MARK OUT A FORMAL RIGHT TURN LANE ONTO ROUTE 10.
SO THAT WILL THOSE ADJUSTMENTS WILL BE MADE IN THE COMING MONTHS, AS SOON AS WE CAN GET THE ERADICATION AND PAVEMENT MARKINGS LINED UP FOR THAT, AND THAT'S ALL I HAVE FOR TONIGHT.

SO WITH THAT IN MIND, WE'LL KIND OF SHOW YOU SOME OF THE EXISTING CONDITIONS AGAIN, THE WORN CARPETS, THE INADEQUATE SPACE IN THE IN THE CURRENT JURY RAIL, AS WELL AS THE OUT OF DATE GENERATOR THAT'S ON THERE.
IT'S KIND OF BEYOND ITS LIFESPAN.

SO HERE'S A LITTLE BIT BETTER OF AN [INAUDIBLE] METRIC OF OF THE OF THE COURTROOM.

THERE'S A BAY THERE AND WHERE THEY WOULD ACTUALLY STORE EQUIPMENT THAT BELONGS TO THE COUNTY FOR SPARE EQUIPMENT TO HELP MAKE REPAIRS TO THE SYSTEM OVER THE NEXT 20 YEARS.
THE COUNTY CURRENTLY OWNS THIS PROPERTY AND THE 20 YEAR LEASE WOULD BEGIN SEPTEMBER 14TH, WHICH IS THE DAY AFTER THE PUBLIC HEARING AND WOULD END ON SEPTEMBER 13TH, 2042.
L3 HARRIS WOULD HAVE THE OPTION TO EXTEND THE LEASE ON AN ANNUAL BASIS AFTER THAT POINT.
BUT RIGHT NOW WE HAVE A 20 YEAR MAINTENANCE AGREEMENT WITH L3 HARRIS.
THERE WERE NO THERE WOULD BE NO FEE CHARGE FOR THE USE OF THE BAY.
