WE MOVED TO PRINCE GEORGE EIGHT YEARS AGO AFTER MY HUSBAND JIM RETIRED FROM THE MILITARY AND DOD.

HE WANTED THIS TO BE OUR FINAL MOVE AND SUGGESTED CALLING OUR SMALL FARM "BURY ME HERE".

OUR LAST TWO HOMES WERE IN ALEXANDRIA, VIRGINIA, AND MADISON, ALABAMA, RESPECTFULLY.

AND BOTH PLACES WE LIVED IN SMALL ESTABLISHED NEIGHBORHOODS, SHORT DISTANCES FROM WASHINGTON, D.C.

AND HUNTSVILLE, WHERE MY HUSBAND AND I BOTH WORKED.

IN ALEXANDRIA, OUR NEIGHBORHOOD REMAINS SMALL AND BUCOLIC, DESPITE ITS PROXIMITY TO D.C..

WHEN JIM WAS TRANSFERRED TO ALABAMA, WE AGAIN FOUND AN AMAZING NEIGHBORHOOD IN TOWN AND BOTH LOCATIONS, WE KNEW ALL OF OUR NEIGHBORS.

THE SCHOOLS WERE WONDERFUL.

THERE WAS LITTLE TRAFFIC AND EVERYTHING WE NEEDED WAS CLOSE BY.

UNFORTUNATELY, UNCHECKED DEVELOPMENT TOOK OVER IN ALEXANDRIA AFTER NEARLY TEN YEARS OF LITTLE GROWTH, SMALL HOMES WERE TORN DOWN AND REPLACED WITH MUCH LARGER HOMES THAT TOOK UP THE ENTIRE LOT.

TOWN HOMES, APARTMENT BUILDINGS, A WALMART AND TARGET REPLACED MUCH SMALLER STORES IN NEIGHBORHOODS.

IN MADISON, ALABAMA, WE EXPERIENCED THE SAME.

FARMS, AND COTTON FIELDS WERE REPLACED WITH MCMANSIONS, TOWNHOMES AND A WAL-MART.

IN BOTH TOWNS, THE SCHOOLS BECAME OVERCROWDED, THE TRAFFIC UNBEARABLE AND QUALITY OF LIFE BEGAN TO SUFFER.

EIGHT YEARS AGO, WE LEFT ALABAMA AND SETTLED HERE IN PRINCE GEORGE.

PG FULFILLED ALL OF OUR NEEDS GOOD SCHOOLS WITHIN 20 MILES OF A MILITARY BASE.

LAND WHERE WE COULD KEEP OUR HORSES.

AND NOT TOO FAR AWAY FROM EVERYTHING.

WE LOVE PRINCE GEORGE, OUR KIDS ARE THRIVING.

WE ARE BLESSED WITH A BEAUTIFUL PROPERTY AND AMAZING NEIGHBORS.

YET WE NOW SEE A VERY FAMILIAR AND PREDICTABLE PATTERN.

ACCORDING TO THE 2020 CENSUS, PG COUNTY HAS GROWN 20.3%.

THAT'S 7285 PEOPLE.

IN THE LAST DECADE, SOME WHICH IS EVIDENT BY CONSTRUCTION BOOM JUST WITHIN A FIVE MILE RADIUS OF OUR HOME, INCLUDING SUBDIVISIONS, A NEW LOVES, HARDEES AND 7/11.

WITH THIS GROWTH, WE ARE EXPERIENCING A DEARTH OF TEACHERS, CROWDED SCHOOLS, RISING CRIME AND TRAFFIC.

CURRENTLY, TRAFFIC IS OUR CONSTANT AND DISTRESSING REMINDER OF PG'S GROWTH.

WE LIVE ON 156 SOUTH OF 460.

WE SHARE THIS PORTION OF ROAD WITH HALF A DOZEN HORSE FARMS, TWO SCHOOLS, ONE CHURCH, AND DOZENS OF SINGLE HOME FAMILIES.

WHEN WE FIRST MOVED IN EIGHT YEARS AGO, 156 WAS NOT USED AS A CUT THROUGH BY 18 WHEELERS.

THERE WOULD BE OCCASIONAL LOG TRUCKS AND AGRICULTURAL VEHICLES, BUT NOTHING MORE.

156 HAS NOW BECOME A 55 MILE PER HOUR CUT THROUGH FOR 18 WHEELERS AND STREET RACERS.

I AM HARD PRESSED TO THINK OF A MORE INAPPROPRIATE ROAD TO HAVE AS A THOROUGHFARE FOR TRUCKS.

ALTHOUGH OUR HOUSE IS 2/10 OF A MILE FROM THE ROAD, WE HAD TO INSTALL A PRIVACY FENCE ALONG SOME OF THE ROAD BECAUSE THE NOISE HAS GOTTEN SO BAD.

AND I KNOW THAT WE ARE NOT THE ONLY RESIDENTS DEALING WITH UNCHECKED TRAFFIC.

IT LOOKS AS IF P.G.

COUNTY, JUST LIKE ALEXANDRIA, VIRGINIA AND MADISON, ALABAMA, IS BECOMING A VICTIM OF ITS OWN CHARMS AND SUCCESSES.

I AM NOT AGAINST PROGRESS AND OR DEVELOPMENT, BUT I DO BELIEVE THAT IT HAS TO BE DONE WITH AN END GOAL IN MIND, INCLUDING DEVELOPING THE NECESSARY INFRASTRUCTURE.

IN THE MEANTIME, I AM REQUESTING THE FOLLOWING FOR 156, WHICH I REALIZE IS A VERY BIG ASK.

A TRAFFIC STUDY.

SPEED MONITORS, LOWERING THE SPEED LIMIT AND MAKING 156 A NO THROUGH STREET FOR TRUCKS.

MOST OF YOU PROBABLY KNOW MY OPPOSITION TO THE FY 2023 BUDGET AS IT IS WRITTEN NOW.

THE COUNTY GOVERNMENT HAS GROWN BY THIS BUDGET AND THIS IS A CONCERN TO ME.

YOU'RE MY COMMENTS ARE WELL KNOWN, I GUESS, BY THE EMAILS THAT I HAVE SENT THE PUBLIC COMMENTS ON THE WEBSITE AND MOST OF BOARD OF SUPERVISOR MEETINGS.

I KNOW WE MUST GO ON TO OTHER THINGS AND OTHER TOPICS AFTER THE BUDGET IS APPROVED, BUT I JUST WANT TO MAKE MY FINAL COMMENT THAT I AM AN OPPOSITION OF THE BUDGET FOR THIS NEXT FISCAL YEAR.

THIS IS THE INSPECTION AND ACCEPTANCE FEE FOR THE ROAD KOOLWOOD LANE, WHICH IS IN THE RICHARD BLAND AREA OFF OF FAIRWOOD.

THIS PROJECT WAS A JOINT EFFORT WITH VDOT.

AGAIN, AN ACCOUNTS RECEIVABLE TO COMPLETE A ROAD THAT WAS ABANDONED BY THE DEVELOPER, HAS NINE LOTS ON IT.

AND FOR THE COMPLETION OF ACCEPTANCE INTO THE STATE SYSTEM, THE COUNTY PULLED THE REMAINDER OF THE DEVELOPER'S BOND, SIGNED AN AGREEMENT WITH VDOT TO COMPLETE THE WORK AND WE ARE READY TO REQUEST THAT VDOT ACCEPT IT INTO THE STATE SYSTEM.

THIS $2,000 FEE IS PART OF THE ACCEPTANCE PROCESS.

IT IS SEPARATE FROM THE CONSTRUCTION BUDGET.

THE CONSTRUCTION BUDGET AT THIS POINT DOES HAVE A REMAINING BALANCE THAT ONCE THE ACCOUNTS ARE CLOSED AND FINALIZED, WE CAN EXPECT A REFUND OF SOME OF THE FUNDS BACK FROM THE CONSTRUCTION SIDE.

SO WE'RE HOPING THAT THIS $2,000 TONIGHT FOR THE ROAD ACCEPTANCE PROCESS WILL BE RETURNED TO THE GENERAL FUND IN THE NEXT FEW MONTHS.

VIRGINIA TOURISM IS OFFERING THESE FUNDS TO BE USED FOR EVENT INCENTIVES AND MARKETING PROMOTIONS, TARGETED SPECIFICALLY AT ATTRACTING NEW SPORTS TOURNAMENTS AND COMPETITIONS TO SPUR ECONOMIC ACTIVITY AND TRAVEL ACROSS VIRGINIA.

AS YOU MAY KNOW, THE SPORTS TOURISM TEAM HAS SUCCESSFULLY ATTRACTED TWO REGIONAL TOP GUN TOURNAMENTS TO THE COUNTY.

THE TOPGUN USA SOFTBALL NORTHEASTERN SUMMER WORLD SERIES ON AUGUST 5TH THROUGH SEVENTH AND THE TOP GUN SOFTBALL NORTHEASTERN FALL NATIONALS ON OCTOBER 8TH THROUGH THE NINTH.

THESE TWO TOURNAMENTS WILL BRING TEAMS FROM ACROSS THE EAST COAST TO PRINCE GEORGE COUNTY.

THE FIRST ONE, WE HAVE ABOUT 80 TEAMS REGISTERED FOR THE ONE IN AUGUST, AND THE ONE IN OCTOBER WE HAVE OVER 200 TEAMS REGISTERED AT THE MOMENT.

SO THIS GRANT PROGRAM DOES NOT REQUIRE A MATCH FROM THE LOCALITY AND THE APPLICATION IS DUE MAY 31, 2022.

WE WOULD LIKE TO APPLY FOR A TOTAL OF $30,000, 10,000 FOR THE FIRST TOURNAMENT AND 20,000 FOR THE SECOND TOURNAMENT.

THE GRANT FUNDING WOULD COVER THE FEES FOR THE OFFICIALS FOR THE EVENT, THE TRAVEL AND HOUSING FOR THE OFFICIALS, THE VENUE, ANY USAGE FEES FOR THE VENUE, RIGHT SANCTIONS AND BID FEES AND WI FI AND INTERNET FEES.

AND A DRAFT RESOLUTION FOR THE AUTHORIZATION IS INCLUDED IN YOUR PACKET.

YOUR TIME'S UP. THE BOARD RECEIVED PRELIMINARY INFORMATION AT ITS MARCH 1ST PRE BUDGET WORK SESSION REGARDING AN INCREASE AND PROJECTED ASSESSED VALUES.

AND THESE INCREASED VALUES WERE DISCUSSED ON MARCH 22ND AT YOUR REGULAR MEETING.

THE BOARD DID RECEIVE UPDATED NUMBERS AT A BUDGET WORK SESSION ON THE 29TH OF MARCH, AND THE ASSESSED VALUES, EXCLUDING NEW CONSTRUCTION AND IMPROVEMENTS, ARE PROJECTED TO INCREASE BY MORE THAN 1%.

AND WHEN THAT OCCURS, ACCORDING TO THE CODE OF VIRGINIA, WE MUST EITHER EQUALIZE SO THAT OUR REVENUES ARE LESS THAN OR EQUAL TO 101% OF LAST YEAR'S LEVIES REFERRED TO AS EQUALIZATION.

OR WE MAY ADVERTISE AND HOLD A PUBLIC HEARING AND INCREASE AND HAVE AN EFFECTIVE TAX RATE INCREASE FOLLOWING THAT PUBLIC HEARING.

THE EQUALIZATION CALCULATION, AS PROVIDED BY MR. COWAN AND HIS TEAM, SHOWED THAT OUR VALUES DID INCREASE NET OF NEW CONSTRUCTION DISCOVERY AND NEW PARCELS BY 14.3% IN THAT SHADED BOX THERE.

IF YOU WERE TO LEAVE THE TAX RATE AT $0.86, THE EQUALIZATION RATE IS $0.75.

THE RATE THAT THE BOARD AUTHORIZED TO BE ADVERTISED IS $0.82, WHICH IS 9.3% ABOVE EQUALIZATION.

THERE IS NO RECOMMENDATION TO EQUALIZE TO $0.75.

THE MODIFIED INTRODUCED BUDGET DOES CALL FOR A DROP IN THE REAL ESTATE TAX RATE TO $0.82, WHICH IS A REDUCTION OF $0.04 BELOW YOUR CURRENT RATE OF 86.

THE REAL ESTATE TAX RATE DOES AFFECT PUBLIC SERVICE TAXES, AND OUR MOBILE HOME TAX RATE DOES MIRROR REAL ESTATE TAX AS WELL AS YOUR REAL ESTATE TAX REVENUES.

IF LOWERED, EACH PENNY EQUATES TO 348,000, AND WE DO SHARE THAT REVENUE SOURCE WITH THE PUBLIC SCHOOL SYSTEM.

EACH PENNY OF PUBLIC SERVICE TAXES IS JUST UNDER 28,000, AND EACH PENNY OF MOBILE HOMES IS $1,852. SO THE TOTAL IMPACT OF $0.01 IS $377,759. THE COUNTY'S SHARE OF THAT IS JUST UNDER 238,000, AND THE SCHOOL DIVISION SHARE IS JUST UNDER 140,000.

IF YOU WERE TO EQUALIZE, WE WOULD BE REDUCING THE FY 23 BUDGET BY OVER 2.6 MILLION AND WE WOULD BEAR 1.665 MILLION OF THAT.

AND THE SCHOOL DIVISION OVER 978,000 OF THAT REDUCTION.

OUR GENERAL FUND BUDGET AS ADVERTISED, IS AN INCREASE OF 6.3 MILLION ABOVE THE CURRENT YEAR BUDGET, OR A 10.16% INCREASE.

AND THE SIGNIFICANT INITIATIVES IN THAT INTRODUCED BUDGET WERE AN INCREASE TO THE SCHOOL DIVISION OF NEARLY 1.5 MILLION FROM THE CURRENT YEAR TRANSFER AMOUNT.

PAY INCREASES FOR THE COUNTY EMPLOYEES THAT PROVIDES A RANGE IMPROVEMENT AND ADDRESSES PAY COMPRESSION FOR A NONPUBLIC SAFETY EMPLOYEES PROVIDES A STEP INCREASE FOR OUR PUBLIC SAFETY EMPLOYEES WHO HAD COMPRESSION ADDRESSED IN THIS CURRENT YEAR AND MEETS MANDATED INCREASES FOR OUR STATE SUPPORTED POSITIONS. THE BUDGET DOES INCLUDE FOUR AND ONE HALF NEW GENERAL FUND POSITIONS AND RECLASSIFICATIONS FOR THREE EMPLOYEES AND ONE CAREER DEVELOPMENT INCREASE IN A CONSTITUTIONAL OFFICE.

WE DO PROPOSE BUDGETING FOR THE PURCHASE OF COUNTY VEHICLES AND SCHOOL BUSSES INSTEAD OF BORROWING FOR THOSE VEHICLES.

AND THERE ARE INCREASES IN OUR CONTRIBUTION RATES TO RIVERSIDE REGIONAL JAIL.

AND I THINK MR. STOKES SHARED WITH YOU THAT THAT INCREASE IS ACTUALLY LARGER THAN WHAT WE HAD ADVERTISED.

SO WE'LL BE BRINGING THAT TO YOU ON MAY 24TH.

CHILDREN'S SERVICES ACT HAS INCREASED CONTRIBUTIONS, AS DOES THE RIVERSIDE CRIMINAL JUSTICE AGENCY, OUR APPOMATTOX REGIONAL LIBRARY SYSTEM. NEW CONTRIBUTIONS FOR HOPEWELL PRINCE GEORGE HEALTHY FAMILIES AND GREATER AREA AGENCY ON AGING.

WE ARE ALSO EXPERIENCING INFLATIONARY COST INCREASES IN OUR UTILITIES, OUR FUEL AND IN OUR CONTRACTED SERVICES.

THE BOSS HAS YET AGAIN, AS THIS BOSS HAS DONE OVER THE PAST SEVERAL YEARS, SINCE FY18 HAS TAKEN GREAT MEASURES TO BE SURE THAT THE COUNTY STAFF, EMPLOYEES AND EMPLOYEES ARE WELL TAKEN CARE OF, WHILE YET AGAIN FAILING MISERABLY IN TAKING ANY ACTION TO HELP THE HARDWORKING, PROPERTY OWNING TAXPAYERS WHO ARE STRUGGLING TO MAKE ENDS MEET, ESPECIALLY DURING THESE ECONOMIC TIMES THAT WE ALL FACE.

BY THIS BOARD, RAISING THIS TAX RATE, AS YOU WILL DO IN A FEW MINUTES, YOU AS A BOARD ONCE AGAIN HAS CONFIRMED YOURSELF TO BE A TAX AND SPEND BOARD WHO DOES NOT CARE ABOUT THE DIFFICULTIES WE TAXPAYERS WILL BE FACING AS WE ATTEMPT TO PAY THIS HIGHER REAL ESTATE TAX, A TAX THAT IS THE HIGHEST THAT YOU'LL BE SENDING OUT SINCE FY 18, AT LEAST FY 18.

THESE TRUCKS TAKE UP MUCH OF THE ROAD, GOING AS FAR AS RUNNING OFF OUR NARROW ROADS INTO THE DITCHES, BLOCKING TRAFFIC FOR HOURS WHILE A TOW TRUCK COMES TO PULL IT OUT, ALSO CAUSING ONCOMING TRAFFIC TO STOP OR HAVE TO PULL OFF ON THE SIDE OF THE ROAD WHILE THEY PASS.

WE'VE ALSO HAVE HAD A PUBLIC HEARING AT THE PLANNING COMMISSION LEVEL FOR AN ORDINANCE TO REGULATE ENERGY STORAGE FACILITIES TO REVIEW WHAT WE'VE TALKED ABOUT IN THE PAST PREVIOUSLY.

THIS TYPE OF FACILITY IS NOT CURRENTLY ADDRESSED IN OUR ORDINANCE AT ALL AS A STANDALONE USE.

THERE ARE SOME PROVISIONS IN OUR SOLAR POLICY FOR BATTERY STORAGE SPECIFIC TO A SOLAR FACILITY SITE, BUT AS A STAND ALONE FACILITY USE, IT IS NOT ADDRESSED CURRENTLY IN OUR ORDINANCE.

THIS DRAFT ORDINANCE AMENDMENT WOULD ADD THIS USE UNDER CERTAIN CONDITIONS AND IN CERTAIN ZONING DISTRICTS IN THE COUNTY.

WE HAVE RECEIVED A REQUEST FROM ONE OF THE POWER COMPANIES TO ADD THIS USE AND DEFINITION TO THE CODE.

WE'VE ALSO HAD AN INQUIRY FROM A PRIVATE BUSINESS TO ADD THIS USE AS WELL.

AS STAFF WITH THE COUNTY ATTORNEY HAS DEVELOPED THIS DRAFT ORDINANCE FOR YOUR CONSIDERATION, WHICH DEFINES THE USE, OUTLINES THE APPLICATION AS A SPECIAL EXCEPTION IN WHICH ZONING DISTRICTS IT WOULD BE ALLOWED IN.

STAFF IS ALSO RECOMMENDING THAT ONCE THIS ORDINANCE LANGUAGE IS CONSIDERED AND IF IT IS APPROVED, THAT WE WORK ON A INTERNAL POLICY FOR GUIDANCE ON APPLICATIONS SIMILAR TO WHAT WE DID WITH THE SOLAR'S.

WANTED AGAIN TO SHOW YOU EXAMPLES OF WHAT A BATTERY STORAGE FACILITY COULD LOOK LIKE.

THEY COULD BE POD TYPE UNITS AS WELL.

THIS IS TO PREVENT BROWNOUTS, BLACKOUTS, AS WELL AS TO SUPPLEMENT THE POWER GRID DURING STORMS, HURRICANES, POWER OUTAGES. IT IS ALSO A GOAL FOR RENEWABLE ENERGY TO BE USED, BUT BATTERY STORAGE IS VALUED BECAUSE OF ITS RAPID RESPONSE.

THERE'S NO RALLYING THROUGH ANOTHER SUBSTATION REQUIRED.

THERE'S NO REPAIR OF OF A CERTAIN PIECE OF EQUIPMENT.

BATTERY STORAGE CAN BE SUPPLEMENTED RIGHT INTO THE POWER GRID IN CASE OF AN OUTAGE.

SO WE KIND OF KNEW WHAT AREAS IN THE COUNTY THESE FACILITIES WOULD BE MOST BENEFICIAL TO BE PLACED IF PLACED HERE.

WE ALSO LOOKED AT HOW BIG OF A FOOTPRINT, WHAT SIZE SEPARATION WE WANTED FROM LOTS WHERE THESE ARE LOCATED AND THE DISTANCE TO ADJOINING PROPERTIES HAZARD PROTECTIONS AS SOME OF US ARE WELL AWARE THEY CAN THEY CAN PRODUCE DANGEROUS FIRE SITUATIONS. YOU CAN'T FIGHT THEM WITH REGULAR WATER AND THINGS.

BASED ON STAKEHOLDER FEEDBACK, WE SENT THE ORDINANCE LANGUAGE TO SOME OF THE BATTERY FACILITY BUSINESSES AND WE GOT A REQUEST TO LOOK AT A HIGHER DENSITY POOL.

SO THAT CHANGE IS ON PAGE FIVE AND THEN ON PAGE NINE, WE ADDED THE DEFINE USE TO ALL TO THE APPLICABLE ZONING DISTRICT.

SOME OF THESE LOCATIONS DO HAVE ENOUGH ACREAGE.

THE COUNTY ADMINISTRATOR SHALL BE A CLERK OF THE BOARD OF SUPERVISORS AND SHALL PERFORM THE RESPONSIBILITIES OF THE CLERK AS PROVIDED BY STATE LAW AND OTHER RESPONSIBILITIES AS DIRECTED BY THE BOARD.
