MADAM CHAIRMAN AS WE BEGIN TO PREPARE FOR THE COUNTY'S FY23 BUDGET.

I ASK THAT THIS YEAR YOU, THE BOS, TAKE POSITIVE ACTION TO REDUCE OUR TAX BILL FOR EVERY PROPERTY HOLDING TAXPAYER HERE IN PG COUNTY.

AS YOU KNOW, SINCE THE TIME EACH OF YOU BOARD MEMBERS BEGAN TO SERVE ON THE BOS, YOU COLLECTIVELY AS A BOARD OF SUPERVISORS, HAVE AUTHORIZED THE INCREASE IN OUR REAL ESTATE TAX BILL YEAR AFTER YEAR AFTER YEAR.

AS MR. BROWN ALLUDED TO DURING LAST WEEK'S MEETING OR TWO WEEKS AGO MEETING.

WE TAXPAYER PROPERTY HOLDING CITIZENS MUST BE GIVEN TAX RELIEF, AND TO DO THIS, YOU MUST START CUTTING, SPENDING AND REDUCING THIS COUNTY'S BUDGET.

AFTER MEETING, MADAM CHAIRMAN, YOU FOLLOWED UP MR. BROWN STATEMENT BY ADDING THAT THE BUDGET PROCESS IS DIFFICULT, MAYBE.

BUT EACH OF YOU WANTED THE POSITION YOU NOW HOLD.

SO LET'S MAKE THE NECESSARY DECISIONS TO GET TAX RELIEF TO US TAXPAYERS.

THE CITIZENS WHO ELECTED YOU TO YOUR OFFICE AND WHO PAYS FOR YOUR SPENDING.

IS IT DIFFICULT? MAY BE IN YOUR MIND. IF SO, I THEN OFFER THE RECOMMENDATION THAT WILL MAKE IT EASIER.

MY RECOMMENDATION IS THAT THE VERY FIRST ACTION YOU TAKE IN PREPARING AND SETTING FOR THE FY23 BUDGET IS TO SWEAR TO COMMIT TO US TAXPAYERS HERE TONIGHT THAT IF WE'RE FY23, EACH PROPERTY HOLDING TAXPAYER WILL SEE AND WILL REALIZE A SUBSTANTIAL REDUCTION IN THEIR TAX BILL THAT YOU PASS OVER LAST YEAR'S TAX BILL.

FIRST FOREMOST, WITHOUT QUESTION, WITHOUT ARGUMENT, NO TURNING BACK.

THIS YEAR, THE TAXPAYER COMES FIRST, AND WE MUST GIVE BACK TO THE TAXPAYER WHO HAS ENDURED YEAR AFTER YEAR AFTER YEAR UNDER YOUR TUTELAGE [INAUDIBLE] AN INCREASE IN OUR ANNUAL TAX BILL BECAUSE OF YOUR INCREASING SPENDING INCREASES THAT HAVE YIELDED LITTLE BENEFIT TO MOST HARDWORKING, TAXPAYING FAMILIES WHO NEITHER USE NOR RECEIVE THE GOVERNMENT SERVICES OR GOVERNMENT HANDOUTS.

NOW HOW DO YOU DO THIS? WELL, IT'S VERY SIMPLE.

ACTUALLY, YOU REPEAT EXACTLY WHAT YOU DID LAST YEAR WHEN YOU, AS A BOARD, ABDICATED JUST A BIT OF YOUR RESPONSIBILITY AS MANAGERS OF OUR TAXPAYERS MONEY.

AS YOU RECALL, LAST YEAR, THIS BOARD COMMITTED TO AND PASSED A RESOLUTION THAT WITHOUT QUESTION DEBATE OR WHETHER NEEDED OR NOT, YOU TOOK TWO CENTS OFF THE EIGHTY SIX CENTS TAX RATE THAT GOES TO EMERGENCY SERVICES.

YOU MADE THIS COMMITMENT BECAUSE AS YOU ALL ADMITTED, YOU AS A BOS CANNOT CONTROL YOUR SPENDING PRIORITIES ENOUGH TO ENSURE THAT EMS WOULD BE PROPERLY FUNDED.

THOUGH I EXPRESS MY DISAGREEMENT WITH THAT RESOLUTION BECAUSE THE BOS SHOULD NEVER PAINT THEMSELVES INTO SUCH A CORNER.

BUT IN OUR CASE, HERE IN PG COUNTY, IT WAS ACTUALLY THE RIGHT THING TO DO BECAUSE YOU COLLECTIVELY, AS A BOS, HAVE PROVEN YEAR AFTER YEAR AFTER YEAR THAT YOU ARE INDEED A TAX AND SPEND BOARD THAT YOU CANNOT OR WILL NOT CONTROL YOUR SPENDING.

BUT TO PAY FOR YOUR OTHER SPENDING ACTS, YOU STILL DEMAND FROM US TAXPAYERS MORE AND MORE AND MORE OF OUR HARD EARNED MONEY TO PAY FOR YOUR SPENDING MONEY THAT FAMILY, SENIOR CITIZENS, HARDWORKING FOLKS WHO ARE JUST TRYING TO MAKE ENDS MEET BECAUSE OF THE RISING COST SO DESPERATELY NEED.

WELL, YOU SET THE PRECEDENT BY THAT RESOLUTION MADAM CHAIRMAN, SO YOU NEED NOW TO FOLLOW SUIT AND DO THE SAME FOR THE TAXPAYER.

YOU NEED TO USE THE SAME RESOLUTION PREVIOUSLY PASSED AND ENSURE THAT WE TAXPAYERS GET RELIEF FROM OUR EVER INCREASING TAX BILL THAT YOU AUTHORIZE YEAR AFTER YEAR AFTER YEAR.

TO DO THIS, I RECOMMEND THAT ON THE OFFSET.

HERE YOU CREATE A COMMITMENT THAT SET IN THE 23 BUDGET, A GUARANTEED SUBSTANTIAL REDUCTION IN ALL TAXPAYER BILLS OVER 22 TAX BILLS.

DO THIS NOW AND DO THIS AS YOU START TO [INAUDIBLE] TO BE SPECIFIC, I SUGGEST THAT YOU DID WHEN YOU COMMIT A TWO CENTS TO THE EMS, YOU COMMIT SIMPLE TWO CENTS TO REDUCING THE TAX RATE. MARCH 1ST, WE CONTINUE THE PRINCE GEORGE COUNTY BOARD OF SUPERVISORS BUDGET PREPARATION AND THEN ON MARCH 4TH AND 5TH IS THE STRATEGIC PLANNING RETREAT OF THE BOARD OF SUPERVISORS AT THE CENTRAL WELLNESS CENTER.

AND THAT IS TO SET OUT A COUNTY WIDE STRATEGIC PLANNING TO SET UP THE FY24 BUDGET.

AND THEN MARCH NINTH, THE PRINCE GEORGE FIRE EMS NEW HIRE GRADUATION CEREMONY WILL BE AT THREE P.M. RIGHT HERE IN THIS ROOM.

AND THAT CONCLUDES MY REPORT FOR TONIGHT, MADAM CHAIR.

WE DID SIGN A CONTRACT WITH LOCKRIDGE COMPANY TO DO THIS PROJECT.

THE CONTRACTOR HAS STATED THAT THE MATERIALS FOR THE BUILDING, THE ACTUAL METAL BUILDING ITSELF IS GOING TO BE EIGHT TO NINE MONTHS TO GET IT.

SO THAT'S GOING TO WHAT THAT MEANS TO US.

IT'S GOING TO DELAY THE START OF THE PROJECT ABOUT FOUR MONTHS.

THEY'RE GOING TO START THE PROJECT.

WE'RE WORKING WITH THE CONTRACTOR TO GET THE SHOP DRAWINGS AS SOON AS THE SHOP DRAWINGS ARE ISSUED. THEY'LL ORDER THE BUILDING AND THEN THEY'LL START THE PROJECT ABOUT FOUR MONTHS PRIOR TO THE BUILDING BEING DELIVERED.

SO WHAT THAT MEANS TO US IS THAT WE'RE ANTICIPATING THE START OF THE THE ACTUAL CONSTRUCTION AND STARTING IN JUNE OR JULY MID-SUMMER FOR THIS PROJECT.

I ALSO WANT TO GIVE YOU A REPORT ON PRINCE GEORGE REGIONAL HERITAGE CENTER, THE ROOF REPAIR. WE'VE BEEN WAITING FOR ENGINEERS TO GIVE US BACK INFORMATION AS FAR AS THE START THIS REPAIR, BUT IN THE MEANTIME, WE HAVE WE LOOKED AT THE PROJECT AS OF STARTING FROM THE ROOF DOWN, AND THE VESTIBULE REALLY HAS NO HISTORICAL ROOFING ON IT.

IT'S A RUBBER MEMBRANE ROOF.

SO WE WANTED TO START THE PROJECT, GO AHEAD AND START THERE BECAUSE THAT ROOF NEEDS TO BE REPLACED. SO THAT'D BE LIKE PHASE ONE OF THE PROJECT START ON THE VESTIBULE ROOF.

AND SO WE WENT OUT TO OUR CONTRACTORS ON CALL AND GOT A PRICE TO REPLACE THE VESTIBULE ROOF TO INCLUDE THE COPING STONE AROUND THE TOP OF THE ROOF, WHICH THE ORIGINAL REPORT FROM THE ENGINEERING FIRM SAID THAT THAT NEEDED TO BE TAKEN OFF AND REPAIRED AND RESET AND REPLACING THE FLASHING UNDERNEATH THAT THOSE COPING STONES AND REPORTING SOME MORTAR JOINTS RIGHT ABOVE THE ROOF LINE ON THE FRONT OF THE BUILDING.

SO WE GOT A GRAND TOTAL OF THAT REPAIR FOR THE ROOF OF THAT PART OF THE BEST FOR THE VESTIBULE ARCADE ROOF FOR THIRTY THOUSAND THREE HUNDRED AND FIFTY DOLLARS.

HIS BUSINESS IS FOCUSED ON AUTOMOTIVE RESTORATION AND SPECIALIZING IN DETAILING AND HIGH END WORK OF AUTOMOBILES AND SPECIFICALLY WITH VINTAGE VEHICLES.

AS YOU'RE AWARE, PRINCE GEORGE COUNTY DOES HAVE SOME CAPACITY ISSUES THAT ARE HAVING AN EFFECT ON SOME OF THE COMMERCIAL DEVELOPMENT AND RESIDENTIAL DEVELOPMENT WITHIN THE COUNTY THAT NEED SUFFICIENT WATER AND WASTEWATER CAPACITY.

AND IN ORDER FOR MR. CUNNINGHAM TO BE ABLE TO SECURE FUNDING FOR HIS DEVELOPMENT, HE HAS TO HAVE RELIABLE WATER SOURCE IDENTIFIED.

SO THEREFORE HE IS ASKING US TO WAIVE THE REQUIREMENTS OF THE [INAUDIBLE] ORDINANCE, WHICH IS OF SECTION 82-3111 AND 82-591 TO ALLOW THE USE OF A PRIVATE WELL AND SEPTIC SYSTEM TO SERVE THIS PARCEL UNTIL WATER AND WASTEWATER ARE AVAILABLE TO THIS PARCEL.

THE APPROVAL OF AN AUDIENCE IS REQUIRED AFTER A PUBLIC HEARING, AND FOR THIS ONE TIME WAIVER TO THE COUNTY CODE.

AND TONIGHT WE'RE ASKING FOR A REQUEST TO ADVERTISE THAT PUBLIC HEARING FOR THE MARCH 22 BOARD MEETING. ALSO DELEGATE DISTRICTS AND THE STATE SENATE DISTRICTS AND THE FINAL REDISTRICTING MAPS DID SPLIT THE COURT'S PRECINCT FOR THE, WHICH IS IDENTIFIED AS NUMBER 204.

A SECTION, 24.2-307 OF THE CODE OF VIRGINIA DOES STATE THAT EACH VOTING PRECINCT MUST BE WHOLLY CONTAINED WITHIN A SINGLE CONGRESSIONAL DISTRICT, SENATE DISTRICT, HOUSE OF DELEGATES DISTRICT AND ELECTION DISTRICT.

SO IN ORDER TO CURE THE VOTING PRECINCT SPLIT, WE ARE PROPOSING THAT THE BOARD ADJUSTS THE PRECINCT BOUNDARIES AS SHOWN ON THE MAP IN YOUR PACKET.

AND BASICALLY 300 REGISTERED VOTERS WOULD MOVE FROM THE COURTS PRECINCT TO THE BLAND PRECINCT TO MAKE THE CHANGE.

THE BOARD WOULD ALSO NEED TO AMEND COUNTY CODE SECTION 30-61 AND 30-62 TO ADJUST THE BOUNDARIES AND DESIGNATE A NEW POLLING LOCATION BECAUSE THE CURRENT POLLING LOCATION AT THE COURTHOUSE IS OUTSIDE THE BOUNDARIES OF THE NEW DESIGNATED PRECINCT.

THERE WAS LESS THAN A FIVE PERCENT DEVIATION BETWEEN THE IDEAL SPLIT.

THE COURTS HAVE STATED THAT IF IT'S LESS THAN FIVE PERCENT, THERE IS NO ISSUE WHERE YOU HAVE TO REDISTRICT TO GET CLOSER TO ZERO PERCENT.

THE ORDINANCE THAT THEY'RE REQUESTING TO HAVE THE WAIVER IS 82-311, WHICH ADDRESSES THE WATER, AND IT SAYS I'VE SAY AS EXCEPT AS PROVIDED IN THIS ARTICLE, IT SHALL BE UNLAWFUL TO CONSTRUCT OR MAINTAIN ANY PRIVATELY OWNED WELL OR OTHER WATER SUPPLY FACILITY INTENDED OR USED FOR THE SUPPLY OF POTABLE WATER FOR DOMESTIC PURPOSES.

THE INTENTION HERE IS IF PUBLIC WATER IS AVAILABLE, THEN YOU WOULD NOT BE ALLOWED TO BUILD PRIVATE FACILITIES FOR DOMESTIC WATER AND WASTEWATER PURPOSES OR WATER PURPOSES FOR THIS SECTION AND AGAIN FOR EIGHTY TWO DASH FIVE NINETY ONE.

THOSE ARE THOSE OPTIONS AVAILABLE TO THEM AND GET THEM FOR THE WASTEWATER SIDE.

THEY IDENTIFIED THAT THEY COULD EITHER USE ON SITE TANKS AND TRANSPORT IT AND PUMP AND HAUL TO ANOTHER FACILITY, OR THEY CAN INSTALL A SEPTIC SYSTEM.

ANY SOLUTION THAT THEY PROVIDE MUST RECEIVE APPROVAL FROM THE VIRGINIA DEPARTMENT OF HEALTH SO THEY SO THAT THEY UNDERSTAND WHAT'S GOING ON THAT PIECE OF PROPERTY.

SO WITH THIS WAIVER, THEY WOULD STILL BE REQUIRED TO GET APPROVALS FROM THE HEALTH DEPARTMENT FOR BOTH AND FOR ANY OF THOSE OPTIONS.

IN TALKING WITH THE APPLICANT, THEY DO ACKNOWLEDGE THAT THE PRIVATE ON SITE UTILITIES WILL BE AN ADDITIONAL COST TO THEM.

SO WHAT DO WE DO TO DO THAT? WE JUST GO AHEAD AND GRANT A WAIVER TO THE POLICY, AND THAT IS JUST NOT RIGHT.

THEY'RE MULTI FLOOR, INDIVIDUALLY OWNED PROPERTIES AND THEY WOULD IN THE COMMUNITY THERE THAT THEY'RE PROPOSING TO DEVELOP.

THERE WOULD BE AMENITIES SUCH AS WALKING TRAIL, PLAYGROUND, TWELVE HUNDRED SQUARE FOOT PAVILION. THIS DEVELOPMENT WOULD BE SERVED BY PUBLIC WATER AND SEWER IN EACH LOT WOULD FRONT ON A STATE MAINTAINED ROAD AND OFF STREET PARKING WOULD BE PROVIDED AND THERE WOULD BE A HOMEOWNERS ASSOCIATION TO MAINTAIN IT.

BRIEFLY, BLACK BACKGROUND ON THIS THAT I MENTIONED THAT IT'S A NEW ZONING DISTRICT BECAUSE THE BOARD RECENTLY APPROVED AN ORDINANCE AMENDMENT TO CREATE THAT ZONING DISTRICT ON THE 25TH OF JANUARY.

THIS IS A SAMPLE EXTERIOR FOR WHAT THEY ARE WOULD LIKE TO BUILD ON THIS PROPERTY.

EACH UNIT HAS ITS OWN GARAGE ENTRANCE AND FRONT DOOR ENTRANCE FRONTING ON A ROAD.

SO JUST REVIEWING THAT, THE TYPE OF USES THAT ARE PERMITTED IF THIS LAND IS REZONING FREE ZONED IS PRETTY MUCH LIMITED TO RESIDENTIAL TOWNHOUSE TO TOWNHOUSE LOTS.

THE CONCEPTUAL PLAN THAT THEY PROVIDED APPEARS TO MEET THE STANDARDS OF THE ZONING ORDINANCE FOR THAT DISTRICT.

WE ALSO NOTED THAT ALL APPLICABLE STANDARDS IN THE ORDINANCE WILL BE REVIEWED DURING SUBDIVISION AND DURING SITE PLAN.

SO THAT'S WHEN WE AS STAFF, ALL THE DEPARTMENTS MAKE SURE THAT THE THEIR PLANS IN DETAIL MEET THE ORDINANCE REQUIREMENTS IN DETAIL.

THE BUILDING SCALE APPEARS TO BE COMPATIBLE WITH THE SURROUNDING AREA AND THE ADDITIONAL TRAFFIC GENERATION IS EXPECTED, OF COURSE, FOR NEW RESIDENTIAL CONSTRUCTION.

THE OTHER PLANNING AND ZONING REVIEW COMMENTS WERE THAT THE FUTURE LAND USE MAP CALLS FOR BOTH RESIDENTIAL AND MULTI-FAMILY RESIDENTIAL IN THIS AREA.

SO THIS REQUEST APPEARS TO MEET THE THE FUTURE LAND USE MAP, AND THERE ARE EXISTING MULTIFAMILY BUILDINGS ACROSS THE STREET.

SO THIS IS, YOU KNOW, THE DENSITY HERE IS NOT UNCOMMON OR NOT OUT OF PLACE IN THIS PARTICULAR PART OF THE COUNTY.

THE PROPOSED DENSITY OF THIS DEVELOPMENT WOULD BE APPROXIMATELY FOUR POINT EIGHTY SIX UNITS PER ACRE.

AND YOU CAN COMPARE THAT TO IF THEY WERE TO REQUEST TO REZONE THIS TO R TWO OR R THREE, WHICH ARE OTHER ZONING DISTRICTS.

THEY COULD HAVE BETWEEN 3.24 AND 6.48 UNITS PER ACRE.

SO THIS IS SOMEWHERE IN THE MIDDLE OF WHAT THEY COULD REQUESTED IN DIFFERENT TYPE OF ZONING DISTRICT FOR SINGLE FAMILY HOUSING OR DUPLEXES OR THINGS LIKE THAT.

SO OVERALL, STAFF FINDS THIS REQUEST COMPATIBLE WITH THE COMPREHENSIVE PLAN.

THE PROFFERS COMMENTS THAT STEPH HAD THE APPLICANT SUBMITTED A PROFFER STATEMENT AND THE MAXIMUM PROFFER OF CASH PROFFERS PER THE COUNTY'S POLICY, IS 14,240.

STAFF REVIEWED THIS WHAT THEIR PROPOSAL IS IN ACCORDANCE WITH THIS POLICY AND FELT THAT IT GENERALLY CONFORMS TO THE COUNTY'S CASH PROFFERS POLICY.

SO THE CASH PROFFER POLICY CALLS FOR OR ALLOWS FOR AN APPLICANT TO OFFER A MAXIMUM OF 14,240 AND THE APPLICANT PROVIDED INFORMATION DESCRIBING WHY THEY'RE PROVIDING THE NUMBER THAT THEY ARE OR OFFERING THE NUMBER THAT THEY ARE.

THEY HAD REDUCTIONS FOR WHAT THEY PROPOSE IS LESS STUDENT GENERATION THAN FOR OTHER FOUR COMPARED TO THE COUNTY'S POLICY.

THEY PROPOSED THE REDUCTIONS FOR HOUSING BECAUSE THIS PROPERTY COULD BE DEVELOPED WITH A NUMBER OF UNITS BY RIGHT WITHOUT ANY REZONING.

SO THERE WAS A DEDUCTION THAT THEY ARE SHOWING FOR THAT AND THE VALUE OF THE AMENITIES PROVIDED THEY DEDUCTED THE AMOUNT OF MONEY INVESTED IN THE AMENITIES FOR THAT AS WELL.

SO THAT'S THE RESULT IN CASH PROFIT THAT THEY'RE OFFERING.

SO THE OTHER STAFF REVIEW COMMENTS PRIMARILY FROM VDOT ON VDOT REVIEWED, WHETHER THE TRAFFIC IMPACTS OF THIS AND HOW THIS ACCESS ON PRINCE GEORGE DRIVE WOULD WORK, AND THEY STATED THAT A CHAPTER 527 TIA OR TRAFFIC IMPACT ANALYSIS IS NOT REQUIRED FOR THIS, AND THAT'S BASED ON THE PROJECTED NUMBER OF TRIPS THAT WOULD BE GENERATED BY THE NUMBER OF TOWNHOUSE BUILDINGS OR UNITS.

VDOT ALSO STATED THAT BASED ON THE INFORMATION PROVIDED, NO TURN LANES WOULD BE REQUIRED TO ENTER INTO THIS PROPERTY.

AND THEY JUST STATED INFORMATIONAL PURPOSES, PROPOSED ROADS, WHICH YOU CAN SEE ON THE CONCEPTUAL PLAN, WILL NEED TO BE DESIGNED AND CONSTRUCTED TO VDOT STANDARDS, AND THE PROPOSED ENTRANCE MUST BE 470 FEET FROM THE NEXT COMMERCIAL ENTRANCE OR INTERSECTION.

THESE ARE THIS IS STANDARD COMMENT THAT DETAIL IS WORKED OUT AT THE TIME OF A SITE PLANNER SUBDIVISION, AND THERE WEREN'T ANY COMMENTS FROM OTHER DEPARTMENTS.

THE PLANNING COMMISSION'S RECOMMENDATION WAS APPROVAL, THERE WAS A SIX TO ONE VOTE ON THAT. THIS SAYS HERE THERE WERE NO PUBLIC COMMENTS DURING THE THE HEARING, BUT THAT'S INCORRECT. THERE WAS ONE PUBLIC COMMENT AND IT WAS A CONCERN REGARDING WATER SEWER CAPACITY. ESSENTIALLY, WHETHER THERE IS ENOUGH CAPACITY AND THEN A COMMENT ABOUT CURRENT OVERCROWDING IN SCHOOLS.

SO THEY WERE JUST THAT WAS THE PUBLIC COMMENT FROM ONE PERSON.

THERE WAS ANOTHER ATTENDEE WHO TRIED TO SPEAK ON ZOOM, BUT WE COULDN'T HEAR THEIR AUDIO WORKING WITH ZOOM THERE.

THAT'S WHAT WE HAD. THAT'S WHAT OCCURRED DURING THE PLANNING COMMISSION MEETING.

SO AGAIN, YOU HAVE THEIR RECOMMENDATION.

THIS IS NOT OUT OF BOUNDS WITH WHAT'S BEEN OFFERED BEFORE.

AND AGAIN, STAFFERS FOR THIS PARTICULAR REQUEST, STAFF WAS LOOKING AT THIS WITH THE POLICY AS IT WAS IN FRONT OF US AND THEIR REDUCTIONS THAT THEY WERE, THAT THEIR RATIONALE FOR GETTING TO THE NUMBER THAT THEY HAD, WE THOUGHT WAS REASONABLE.

WELL, WITH THE WITH WHAT IT IS, I CAN'T IMAGINE THEY SAY IT'S NOT GOING TO BE AN IMPACT ON THE SCHOOLS.

I WOULD THINK IT WOULD BE BECAUSE THIS IS GOING TO BE THE TYPE OF THING I WOULD THINK A YOUNG FAMILY WOULD BE LOOKING AT BECAUSE IT'S CERTAINLY NOT FOR AN OLDER FAMILY, BECAUSE IT'S MULTIPLE FLOORS.

AND I DON'T LIKE STEPS AND OTHER FOLKS PROBABLY DON'T EITHER.

IT'S THE SMALLER FAMILIES THAT HAVE A DIFFERENT TYPE OF LIFESTYLE OR DIFFERENT ONES THAT END UP THERE NOW DOESN'T MEAN THERE WON'T BE ANY CHILDREN THERE, BUT THERE WILL BE FAR LESS THAN WHAT A NORMAL STANDARD.

ANNUALLY, THE SOUTH SIDE PROGRAMS FOR ADULT CONTINUING ED SHORE UP THEIR BUDGET.

WE INCLUDE A TENTATIVE AMOUNT WHEN THE BOARD ADOPTS ITS BUDGET AND THEY RECEIVE THEIR FINAL GRANT FUNDING FROM THE STATE OF VIRGINIA, USUALLY IN OCTOBER, AND THEN THEY RECEIVE AN ADDITIONAL ALLOCATION OF ANY PRIOR YEAR'S UNSPENT FUNDS CLOSER TO THE JANUARY-FEBRUARY TIMEFRAME. THOSE TWO ITEMS HAVE OCCURRED AND SPACE REACHED OUT TO ASK THAT WE AMEND THE BUDGET TO REFLECT AN ADDITIONAL $41,457.23 IN FUNDING THAT THEY WILL RECEIVE FROM THE STATE. THERE IS A RESOLUTION IN YOUR PACKET AND I'M HAPPY TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE. THE PURPOSE OF THIS CHANGE IS TO RECRUIT EXPERIENCED AND APPRAISER THAT'S EXPERIENCED WITH HIGHER SKILL SET, AND THE POSITION WOULD HELP TO INCREASE THE TECHNICAL EFFICIENCY OF THE DEPARTMENT AND ASSIST WITH THE TRAINING OF THE REAL ESTATE ASSESSOR ONE.
