WE ARE LOOKING HAVING SOME MARKETING, WHICH WILL MEAN FLIERS, PUBLICATIONS, MAGNETS THAT YOU KNOW PEOPLE CAN PUT ON THE REFRIGERATOR LIKE WE ALL HAVE.

AND THE IT DEPARTMENT IN PRINCE GEORGE WILL ADDRESS HAVING EVERYTHING PUT ON THE WEBSITE AND ANY OF US THAT ARE ON SOCIAL MEDIA.

ONCE WE GET UP AND RUNNING, WE CAN DO THAT FREE OF CHARGE.

ALSO LOCK BOXES WE I HAVE BEEN IN TOUCH WITH LOWE'S IN PRINCE GEORGE AND ASK THEM FOR A CONTRIBUTION FREE OF CHARGE OF 10 TO 15 LOCK BOXES TO GET US STARTED.

WE WOULD LIKE TO DO THAT.

THE SHERIFF ACTUALLY APPROACHED US ABOUT THIS AS A SECURITY RISK AND THE CONCERN THAT WE HAVE ANY NUMBER OF PEOPLE ON ELECTION DAY.

THEY DON'T GO THROUGH SECURITY, THEY DON'T HAVE TO DO ANY OF THE NORMAL SECURITY FUNCTIONS GOING IN.

AND THE CONCERN IS SOMETHING COULD BE PUT IN A HIDDEN PLACE THAT COULD THEN BE FOUND WHEN SOMEBODY HAS TO COME INTO COURT.

ANOTHER CONCERN IS, IS IF YOU'VE EVER GONE IN THERE ON ELECTION DAY, WE HAVE TO USE A FOYER AND ONE OF THE COURTROOMS. WHAT THAT DOES TO IS IT'S REALLY DIFFICULT FOR THE VOTER FLOW TO COME IN, ESPECIALLY IF WE HAVE A LONG LINE OR A BIG ELECTION TO COME THROUGH THE FOYER CHECK IN WITH YOUR POLL BOOK, GET YOUR BALLOT, GO INTO THE COURTROOM ACTUALLY TO MARK YOUR BALLOT AND THEN CAST IT. THE CHIEF AND THE ASSISTANT CHIEFS WHO ARE RESPONSIBLE FOR THAT PRECINCT CAN'T SEE THAT WHOLE FLOW.

THEY CAN'T MONITOR ADEQUATELY, IN OUR OPINION, HOW THAT FLOW GOES THROUGH AND WHAT THOSE VOTERS ARE DOING.

SORRY. HAVING TECHNICAL DIFFICULTIES.

OK. THE FIRST FEW SLIDES WILL BE REVIEW SLIDES, BUT I WOULD LIKE TO GIVE YOU A BRIEF UPDATE ON OUR AMERICAN RECOVERY PLAN ACT FUNDING ARPA FUNDING.

THIS IS A REVIEW.

THE FEDERAL GOVERNMENT PROVIDED OVER THREE HUNDRED AND FIFTY BILLION IN EMERGENCY FUNDING TO STATE, LOCAL, TERRITORIAL AND TRIBAL GOVERNMENTS.

WE HAD TO CERTIFY AND WE RECEIVED OUR FIRST TRANCHE.

ON AUGUST THE 5TH, THE SECOND TRANCHE WILL COME AROUND AUGUST OF 2022 AND WE WILL RECEIVE A TOTAL OF JUST OVER SEVEN POINT FOUR FOUR MILLION DOLLARS.

SCHOOLS ARE RECEIVING SEPARATE ARPA FUNDING AND YOU HAVE APPROVED A NUMBER OF APPROPRIATIONS FOR THE SCHOOL DIVISION THIS FISCAL YEAR WITH THEIR ARPA FUNDING.

AGAIN, THE RELIEF FUNDING WAS TARGETED TO SUPPORT URGENT COVID RESPONSE, TO CONTINUE THE DECREASE OF THE SPREAD AND BRING THE PANDEMIC UNDER CONTROL, TO REPLACE LOST PUBLIC SECTOR REVENUE, TO SUPPORT IMMEDIATE ECONOMIC STABILIZATION FOR HOUSEHOLD BUSINESSES AND TO ADDRESS SYSTEMIC PUBLIC HEALTH INEQUITIES FOR CERTAIN POPULATIONS.

THE FUNDING CAN BE USED TO SUPPORT PUBLIC HEALTH EXPENDITURES TO ADDRESS NEGATIVE ECONOMIC IMPACTS CAUSED BY THE PANDEMIC.

TO REPLACE LOST PUBLIC SECTOR REVENUE, TO PROVIDE PREMIUM PAY FOR ESSENTIAL WORKERS AND TO INVEST IN WATER, SEWER AND BROADBAND INFRASTRUCTURE.

AND THE ACT WENT INTO EFFECT MARCH 3RD OF 2021 AND IS GENERALLY FORWARD LOOKING.

THAT MEANS IT COVERS EXPENSES FOR THAT DATE AND LATER.

WE CANNOT USE THE FUNDING TO OFFSET A TAX CUT THAT THE BOARD MIGHT MAKE IF YOU CUT THE TAX RATE, YOU COULDN'T REPLACE THE LOST REVENUE WITH ARPA MONEY, NOR CAN YOU DEPOSIT THIS REVENUE INTO A PENSION FUND.

THE BOARD REVIEWED AND CONSIDERED A LIST OF REQUESTS FROM DEPARTMENT HEADS, INCLUDING CONSTITUTIONAL OFFICERS AND AT A WORK SESSION BACK ON JULY 21ST.

YOU DID ESTABLISH SOME PRIORITIES COMMITTING MOST OF THAT FIRST TRANCHE, AND THOUGH ALL THE DEPARTMENT HEADS REQUESTS CERTAINLY HAD MERIT.

THE BOARD DID PRIORITIZE THE FUNDS TO USE THE MAJORITY OR COMMIT THE MAJORITY FOR WATER WASTEWATER PROJECTS TO MITIGATE POTENTIAL FUTURE TAX RATE IMPACTS TO ACCOMPLISH SOME NEEDED WATER AND SEWER INFRASTRUCTURE.

THIS IS AN UPDATE ON THE INITIATIVES THAT HAVE EITHER BEEN COMMITTED AND OR EXPENDED FULLY TO DATE.

ABOUT TWENTY TWO THOUSAND TWO HUNDRED AND TEN DOLLARS WAS USED TO PROVIDE COMPENSATION TO CALL CENTER PART TIME EMPLOYEES.

THE CALL CENTER, OF COURSE, WAS SHUT DOWN ON JULY 2ND AND THE COSTS BETWEEN MARCH 3RD AND JULY 2ND WERE JUST OVER 222.

ADDITIONALLY, WE DID EMPLOY SOME ADDITIONAL CLEANING STAFF TO WIPE DOWN THE BUILDING AND SURFACES MORE FREQUENTLY.

SHE HAS WORKED WITH CLIFTON YOUNG OUR I.T.

DIRECTOR TO DO THAT THROUGH FORM STACK.

IT'S VERY SIMILAR TO THE APPLICATION PROCESS THAT MR. STOKE AND MR. [INAUDIBLE] USE FOR THE SMALL BUSINESS GRANTS AND IT IS UNLIKELY THAT EVERYONE WHO IS ELIGIBLE WILL APPLY.

THIS YEAR, 1335 REVALIDATION WERE MAILED ON AUGUST 28, TO SIX HUNDRED AND FIFTEEN INDIVIDUAL PROPERTY OWNERS.

REVALIDATION WERE DUE BACK ON NOVEMBER 1ST WITHOUT PENALTY AND REVALIDATION ARE ACCEPTED UNTIL JANUARY 3RD TWENTY TWENTY TWO UPON THE PAYMENT OF A LATE FEE OF $10.

AND ALSO IF THEY MISS THIS DATE, CURRENTLY, WE HAVE 24 THAT HAVE NOT BEEN RETURNED TO OUR OFFICE, AND IF THEY SOMEHOW MISS THE DATE, THEY CAN STEAL WHENEVER THEY GET THEIR ASSESSMENT NOTICE, THEY CAN APPEAL TO THE BOARD OF EQUALIZATION.

THERE MUST BE A TOTAL OF 20 TOTAL ACRES DEDICATED FOR FOREST USE.

A FIVE ACRE PROPERTY IN AG USE THAT HAS A HOME BUILT ON IT? NO. ONE ACRE IS DESIGNATED AS A HOME SITE.

THIS YEAR, THE SLEAC RATES FOR TWENTY TWENTY TWO, THE AVERAGE RATE IS THIRTEEN HUNDRED AND FORTY DOLLARS PER ACRE AND THAT IS THE AGRICULTURE RATE.

IT ACTUALLY GOES DOWN ONE PERCENT, JUST A SMALL [INAUDIBLE].

OK, SO THIS IS THE THREE YEAR MOVING AVERAGE AND WHERE THE ARROW POINTS DOWN THE PROPOSED PRINCE GEORGE COUNTY AGRICULTURE RATES, THOSE ARE THE PROPOSED RATES FROM THE STATE AND THE FOURTEEN SEVENTY IS TWENTY TWENTY TWO.

THE PASTURE-- THAT'S FOR CROP AND THEN PASTURE IS FOUR HUNDRED AND FORTY DOLLARS AND THE COMBINED RATE FORMULA IS PROVIDED FOR YOU ON THE SIDE THERE.

THE CROP AND IN THE PASTURE COMING OUT AT FOURTEEN SEVENTY.

IF YOU COULD COMBINE THAT THE THREE YEARS BACK AND THEN THE PASTURE THREE YEARS BACK IS [INAUDIBLE] HUNDRED AND FORTY DOLLARS PER ACRE.

THAT PROGRAM PREVIOUSLY WAS IN THE COMMUNITY CORRECTIONS, OR RIVERSIDE CRIMINAL JUSTICE AGENCY FUND.

THE AMOUNT OF GENERAL FUND SUPPORT THAT IS BEING REQUESTED IS ONE THOUSAND FIVE HUNDRED DOLLARS, AND THAT WOULD NECESSITATE A TRANSFER FROM THE GENERAL FUND CONTINGENCY.

THEY ALSO REQUESTED AN ADDITIONAL SIX THOUSAND EIGHT HUNDRED DOLLARS IN [INAUDIBLE] OVER TIME FOR SUPERVISION VISITS, AND THAT PARTICULAR PIECE OF FUNDING WOULD COME FROM RIVERSIDE CORRECTIONAL RIVERSIDE CRIMINAL JUSTICE AGENCY FROM THEIR FUND BALANCE AND MY FIRST QUARTERLY FINANCIAL REPORT.

CONSIDERING THIS, VACORP CREATED THE VACORP LODA TRUST AND IT COVERS, VOLUNTEERED AND PAID HAZARDOUS DUTY PERSONNEL AND THEIR SURVIVORS WHEN THERE WAS A CLAIM.

SO WE'VE BEEN LOOKING AT ALTERNATIVES SINCE OUR ONE 12 INCH LINE THAT SERVES THE SOUTHPOINT BUSINESS PARK IN THE ROUTE 460 CORRIDOR IS AT CAPACITY.

HOW WE CAN GAIN ADDITIONAL CAPACITY? WE DID HAVE DEWBERRY LOOK AT THE CAPACITY OF THAT EIGHT INCH FORCE MAIN THAT IS CURRENTLY SERVING TO PUMP STATIONS, WHICH IS PUMP STATION NUMBER TWENTY ONE AND TWENTY FOUR WITHIN THE SOUTHPOINT BUSINESS PARK.

THEY HAVE COME BACK AND SAID THAT BY REROUTING THAT FORCE MEAN WE CAN GAIN AN ADDITIONAL ONE HUNDRED SEVEN THOUSAND ONE HUNDRED GALLONS PER DAY OF NEW CAPACITY TO BETTER SERVE THE PARK. THAT COSTS FOR THEIR ENGINEERING SERVICES IS ONE HUNDRED AND FORTY EIGHT THOUSAND FOUR HUNDRED AND EIGHTY THREE DOLLARS.

AGAIN, THAT DOES NOT INCLUDE THE ENGINEERING SERVICES TO UPGRADE THOSE PUMP STATIONS.

IT WILL BE UTILIZED USING OUR ANNUAL SERVICES CONTRACT.

BASED ON SOME INITIAL ESTIMATING, WE DON'T HAVE AN ACTUAL ESTIMATE FROM THE ENGINEER AT THIS TIME, BUT I ESTIMATED MYSELF ABOUT TWO MILLION TO TWO POINT FIVE MILLION COST TO CONSTRUCT THIS FORCE MEAN AFTER THE DESIGN SERVICES ARE COMPLETED.

COST AGAIN, AS I MENTIONED EARLIER, [INAUDIBLE] THE PUMP STATIONS TO UPGRADE THIS PUMP STATION WILL BE DETERMINED AT ANOTHER TIME ONCE WE KNOW WHERE THOSE DEMANDS ARE GOING TO NEED TO BE MET. AND I JUST WANT TO SHOW YOU QUICKLY WHERE WE ARE LOOKING AT REROUTING THIS FORCE MAIN.

AND THIS MAY BE VERY LITTLE HARD TO READ ON YOUR SCREENS, BUT YOU CAN SEE ON THE RIGHT HAND SIDE, TOP RIGHT HAND SIDE, YOU CAN SEE PUMP STATIONS NUMBER TWENTY ONE AND TWENTY FOUR. THEY SHARE A COMMON FORCE MAIN AND THAT'S THE LINE THAT'S BLACK THAT LEADS ALL THE WAY OVER TO CHUDOBA AND THEN OVER TO BULL HILL AND THEN EVENTUALLY DOWN TO ROUTE 460, WHERE IT TIES INTO THE GRAVITY SEWER.

AND YOU CAN SEE WHERE CHUDOBA INTERSECTS WITH BULL HILL.

WE WOULD REROUTE THAT FORCE AT THAT LOCATION TURNED NORTH ON BULL HILL, CROSS UNDERNEATH THE INTERSTATE 295 AND EVENTUALLY REROUTE IT OVER TO THE PUMP STATION JUST TO GIVE YOU A LITTLE BIT MORE CLARITY SO YOU CAN SEE IT UP CLOSE.

THE GREEN LINE IS WHAT WAS MODELED BY DEWBERRY, BUT WE DO HAVE SOME ALTERNATIVE ROUTES THAT WE COULD USE, DEPENDING ON HOW WE WERE ABLE TO ACHIEVE EASEMENTS THROUGH THE PROPERTY OWNERS. EITHER OF THESE ROUTES WOULD BE DESIRABLE FROM A UTILITY PERSPECTIVE, SO WE WOULD WORK WITH THOSE PROPERTY OWNERS TO OBTAIN EASEMENTS TO DEFINE THE BEST PATH THAT WE COULD FIND FOR THIS FORCE MAIN.

AT THIS POINT, WE DO RECOMMEND TO AWARD THE CONTRACT FOR ENGINEERING SERVICES TO BOWMAN FOR ONE HUNDRED FORTY EIGHT THOUSAND FOUR HUNDRED AND EIGHTY THREE DOLLARS FOR THE REALIGNMENT OF THE FORCE MAIN.
