THIS IS THE FIRST OPPORTUNITY FOR HER TO COME AND GIVE AN UPDATE SINCE SHE'S COME TO OUR GOVERNMENT FAMILY ON THE DRUG COURT AND JUST LORI ANYTHING ELSE YOU WANT TO COVER IN YOUR POSITION.

GOOD EVENING, MR. CHAIRMAN, MEMBERS OF THE BOARD MR. ASHCRAFT, MR. WHITTEN, I AM LORI HENLEY AND I'M THE NEW DRUG COURT COORDINATOR, AND I'M GOING TO GIVE YOU A BRIEF UPDATE ON HOW THE DRUG COURT IS OPERATING.

[INAUDIBLE] AS YOU'RE AWARE THE DRUG COURT HAS BEEN IN EXISTENCE SINCE 2004.

WE WERE ORIGINALLY PART OF RIVERSIDE CRIMINAL JUSTICE AGENCY AND IN 2017, THE DRUG COURT ITSELF STARTED RECEIVING FUNDING FROM A GRANT FROM THE VIRGINIA STATE SUPREME COURT.

WE CONTINUE TO RECEIVE THAT GRANT TO THIS DAY.

LATE LAST YEAR THE DRUG COURT WAS SEPARATED OUT FROM RIVERSIDE CRIMINAL JUSTICE AGENCY.

I WAS HIRED ON MAY THE 17TH TO BE THE FIRST DRUG COURT COORDINATOR.

I CONTINUE TO WORK WITH DENISE WAFF DENISE IS THE NEW RIVERSIDE CRIMINAL JUSTICE AGENCY DIRECTOR.

DENISE AND I ACTUALLY THINK SHE'S HERE IN THE BACK.

DENISE AND I ACTUALLY WORKED TOGETHER AT ANOTHER, ANOTHER COUNTY AGENCY IN THE PAST OUR PRIOR LIFE, SO I'VE REALLY ENJOYED COMING BACK AND BEING ABLE TO WORK WITH HER AND HER TEAM.

ON JUNE THE 16TH WE HIRED ISAIAH LEE ISAIAH IS A DEDICATED DRUG COURT PROBATION OFFICER.

HE COMES TO US WITH A WEALTH OF EXPERIENCE THROUGH THE CRIMINAL JUSTICE AGENCY, AS WELL AS WITH MENTAL HEALTH, AND ISAIAH IS LOCATED IN THE RIVERSIDE CRIMINAL JUSTICE AGENCY.

THAT IS WHERE HIS OFFICE IS.

MY OFFICE IS ACTUALLY LOCATED IN THE CIRCUIT COURT COURTHOUSE.

ISAIAH IS ACTUALLY SUPERVISED BY DENISE AND MYSELF.

I'M NOT SURE HOW HE FEELS ABOUT THAT, BUT SO FAR THAT THAT'S GOING WELL, I THINK FOR ALL OF US.

ON JUNE, THE 24TH, OUR LOCAL DRUG COURT ADVISORY COMMITTEE MET THAT COMMITTEE HAD NOT MET SINCE 2019.

THE PURPOSE OF THAT COMMITTEE IS TO OVERSEE OUR LOCAL PROGRAM AND TO PROVIDE GUIDANCE.

IT'S MADE UP OF OUR DRUG COURT, SOME OF OUR DRUG COURT TEAM MEMBERS, LOCAL SOCIAL SERVICES, ADULT AND JUVENILE PROBATION DEPARTMENTS, AS WELL AS LOCAL GOVERNMENT.

I THINK OUR NEXT MEETING IS GOING TO BE IN JANUARY.

I THINK WE'VE DECIDED WE PROBABLY NEED TO MEET ABOUT TWICE A YEAR JUST TO KIND OF GO OVER UPDATED POLICIES, PROCEDURES THAT KIND OF THING.

JULY THE 1ST WE DID RECEIVE OUR GRANT FROM THE VIRGINIA STATE SUPREME COURT THAT WAS IN THE AMOUNT OF $90000.

THAT IS OUR BIGGEST FUNDING SOURCE FOR THE DRUG COURT.

ON AUGUST THE 23RD, WE HAD A GREAT OPPORTUNITY TO PARTNER WITH MERAKEY.

MERAKEY IS A PRIVATE SUBSTANCE ABUSE PROVIDER IN PETERSBURG.

THEIR EXECUTIVE DIRECTOR IS DR.

CANDACE RONEY.

SHE AND I HAD A RELATIONSHIP PRIOR TO ME COMING HERE, AND SHE WAS ABLE WE TOGETHER WERE ABLE TO GET A STATE OPIOID RESPONSE GRANT.

THAT GRANT HAS ALLOWED US TO HAVE A DEDICATED DRUG COURT CLINICIAN AND FOR OUR CLIENTS TO GO AND GET SERVICES THROUGH MERAKEY.

MERAKEY IS ALSO SERVING AS THE FISCAL AGENT, SO I KNOW BETSY WAS REALLY GLAD WHEN THEY DECIDED THAT THEY WOULD BE THE FISCAL AGENT AND WE DIDN'T HAVE TO GO THROUGH THE COUNTY, SO IT WAS A WIN WIN.

PRIOR TO MERAKEY, OUR CLIENTS DID RECEIVE SUBSTANCE ABUSE SERVICES THROUGH DISTRICT 19.

HOWEVER, I THINK WHEN THE PANDEMIC HIT, THEY STARTED RECEIVING SERVICES ONLY

THROUGH PHONE CONVERSATIONS.

THEY DID NOT OPEN TO THE PUBLIC.

I'M NOT EVEN SURE NOW IF THEY'RE OPEN BUT THEY MAY ON JULY 1ST, BUT THEY WERE NOT GETTING THE INTENSIVE OUTPATIENT TREATMENT THAT IS REQUIRED BY THE DRUG COURT MODEL.

SO WITH MERAKEY, OUR CLIENTS ARE ACTUALLY BEING SEEN ABOUT 7 AND A HALF HOURS EVERY WEEK IF THEY ARE IN PHASE ONE OF THE DRUG COURT.

SO THEY ARE GETTING IN-PERSON TREATMENT.

MERAKEY PROVIDES MEDICALLY ASSISTED TREATMENT MAT IF THEY NEED METHADONE OR SUBOXONE.

I BELIEVE WE HAVE FOUR CLIENTS RIGHT NOW THAT DO RECEIVE THAT TREATMENT, AND THEY'RE FULLY STAFFED WITH QUALIFIED SUBSTANCE ABUSE COUNSELORS.

DRUG COURT CONTINUES TO BE A 14 MONTH PROGRAM AT MINIMUM, WE HAVE 5 PHASES OF THE PROGRAM THAT INCLUDES AN AFTERCARE COMPONENT.

OUR PARTICIPANTS ARE REQUIRED TO WORK A MINIMUM OF 20 HOURS A WEEK IF THEY DO NOT WORK THE 20 HOURS A WEEK THEY MAKE UP FOR IT IN COMMUNITY SERVICE.

THEY DO THE LITTER CONTROL, THE LITTER REDUCTION PROGRAM, AND THAT'S BIG AND DOES REALLY WELL HERE IN PRINCE GEORGE.

THEY ALSO ARE ATTENDING TREATMENT THROUGHOUT THE WEEK.

THEY'RE MEETING WITH MR. LEE, THEIR PROBATION OFFICER.

THEY'RE ATTENDING AA AND NA.

THEY HAVE TO PAY A MONTHLY FEE AND THEY HAVE TO COMPLETE A COMMUNITY SERVICE PROJECT.

LATER IN MY PRESENTATION, I HAVE SOME PICTURES OF A COMMUNITY SERVICE PROJECT AND I'LL GO INTO A LITTLE MORE INFORMATION ABOUT THAT.

ON SEPTEMBER THE 13TH, WE CELEBRATED NATIONAL RECOVERY MONTH, WE HAD A CAKE AND REFRESHMENTS AFTER COURT THAT DAY.

WE ALSO HAD A FORMER DRUG COURT GRADUATE WHO CAME BACK AND MET WITH THE STAFF, MET WITH THE PARTICIPANTS.

SHE IS DOING WELL.

SHE NOW OWNS HER OWN HOME.

SHE HAS A JOB.

SHE'S WORKING AND SHE WANTS TO COME BACK AND HELP US WITH OUR DRUG COURT ALUMNI ASSOCIATION, SO SHE'S GOING TO TRY TO BE WORKING WITH US ON THAT.

ON OCTOBER THE 14TH, WE DID DO A FUNDRAISER AT LUCAS AND WE RAISED $350 AND THAT MONEY WILL BE USED FOR INCENTIVES AND GIFT CARDS FOR OUR CLIENTS AS THEY'RE DOING WELL.

WE'RE GOING TO ASK YOU JUST PULL YOUR MIC DOWN JUST A LITTLE BIT, I'M SORRY.

RACHEL TURNER HAS PROBABLY BEEN WITH THE DRUG COURT SINCE IT BEGAN.

I'M REALLY NOT SURE SHE'S BEEN HERE A LONG TIME.

SHE ONLY SERVES AS THE HISTORIAN FOR DRUG COURT.

THEY ARE OUR DRUG COURT DEPUTIES.

THEY GO OUT AND DO HOME VISITS.

THEY VERIFY WHEN WE HAVE NEW REFERRALS, THEY VERIFY THE HOME PLANS.

THEY DO CURFEW CHECKS.

DIFFERENT PHASES OF OUR SYSTEM.

YOU EITHER HAVE A 9 O'CLOCK CURFEW OR AN 11 O'CLOCK CURFEW, SO THEY WILL CHECK.

THEY ALSO DO DRUG SCREENS FROM TIME TO TIME.

AND I'LL ALSO SIT ON THE THE DRUG COURT TEAM.

OUR CURRENT POPULATION, WE HAVE 12 PARTICIPANTS RIGHT NOW, WE HAVE 5 FROM HOPEWELL, 6 FROM PRINCE GEORGE AND ONE FROM SURRY.

WE HAVE 3 MALES AND 9 I'M SORRY, 3 FEMALES, 9 MALES.

OUR TARGET POPULATION IS 15 TO 18.

ABOUT THE SIZE OF OUR DRUG COURT COULD PROBABLY THE CAPACITY WOULD BE 15 TO 18 ON DRUG COURT IS IS OPEN, MEANING THAT WE HAVE PEOPLE THAT ARE AT DIFFERENT PHASES AND PHASING OUT.

WE HAVE NEW PEOPLE COMING, SO WE WOULD LIKE TO SEE 15 TO 18.

WE HAVE 4 REFERRALS.

IN FACT, I GOT 2 YESTERDAY.

SO THOSE PEOPLE HOPEFULLY WILL QUALIFY AND BE COMING IN BETWEEN NOW AND PROBABLY JANUARY.

PRIMARY GOALS OF THE DRUG COURT, OF COURSE, ARE TO REDUCE ADDICTION AND AND

I THINK ONE OF OUR BIGGEST GOALS SHOULD BE TO INCREASE PERSONAL FAMILY AND SOCIAL ACCOUNTABILITY AMONG THE PARTICIPANTS.

WE DON'T WANT OUR DRUG COURT CLIENTS JUST TO BE CLEAN AND SOBER.

WE WANT THEM TO BE PRODUCTIVE CITIZENS.

WE WANT THEM TO TAKE CARE OF THEIR CHILDREN AND PAY THEIR TAXES AND HAVE A JOB.

SO IT'S A LITTLE MORE THAN JUST NOT USING DRUGS.

WE WANT TO PROMOTE EFFECTIVE PLANNING AND USE OF RESOURCES AMONG OUR AGENCY AND OUR WITHIN THE COMMUNITY AND THE CRIMINAL JUSTICE SYSTEM.

SO WE WANT TO BE GOOD STEWARDS OF THE MONEY THAT WE DO HAVE FOR DRUG COURT.

THIS JUST SHOWS THAT IN 2020 THERE WERE 38 APPROVED DRUG COURTS IN VIRGINIA, AND WE ARE ONE OF THE 38.

THIS IS JUST A LITTLE DIAGRAM THAT TALKS ABOUT THE DRUG COURT PROCESS.

A DEFENDANT CAN COME INTO DRUG COURT AND CIRCUIT COURT EITHER THROUGH AN ARREST OR A DIRECT INDICTMENT.

ONCE THEY ARE THERE, ANYBODY CAN MAKE A REFERRAL TO DRUG COURT.

SOMETIMES THE DEFENSE ATTORNEY, THE COMMONWEALTH'S ATTORNEY OR THE JUDGE.

ONCE THAT EVALUATION OR THAT REFERRAL IS SENT, IT IS SENT TO MR. LEE.

HE WILL PULL THE RECORD OF THE DEFENDANT AND IF THEY HAVE NO VIOLENCE OR DRUG DISTRIBUTION CHARGES, HE WILL THEN GO OUT AND INTERVIEW THEM.

SOMETIMES THEY ARE OUT IN THE COMMUNITY, SOMETIMES THEY ARE INCARCERATED.

IT'S A VOLUNTARY PROGRAM.

SO IF HE GOES OUT AND SAYS, YOU KNOW, YOU WERE REFERRED TO DRUG COURT AND HE SAYS, NO WAY, I DON'T WANT TO DO THAT, THEN WE DON'T TAKE THEM.

SO THEY THEY IT'S A VOLUNTARY PROGRAM.

THEY'RE ALSO EVALUATED BY MERAKEY TO MAKE SURE ABOUT THEIR MENTAL HEALTH, MAKE SURE THAT THEY CAN GO THROUGH THE PROGRAM AND ARE OK FOR THAT.

OUR DEPUTIES GO OUT AND THEY DO THE HOME VISIT.

THEY SEE THAT THE HOME PLAN WHERE THEY'RE LIVING, WHO THEY'RE LIVING WITH, THEY MAKE SURE THAT THEY UNDERSTAND THE STEPS OF DRUG COURT AND THAT THE OFFICERS WOULD BE COMING IN AND OUT OF THEIR HOME.

WE EITHER ACCEPT THE CASE COMES BACK.

WE EITHER ACCEPT OR REJECT IT DURING THE TEAM MEETING.

IF WE ACCEPT THE CASE, THEN IT IS DOCKETED FOR ANOTHER COURT DATE.

AND IF THE PERSON ENTERS AND IS SUCCESSFUL, THEN THAT ACTUAL FELONY CHARGE WILL BE DISMISSED IF THEY ARE SUCCESSFUL.

SO THEY HAVE A DISMISSAL OF A FELONY, WHICH IS HUGE.

UNFORTUNATELY, IF THEY DON'T COMPLETE THE PROGRAM, THEN THEY WILL GO BACK INTO THE TRADITIONAL PROSECUTION PROCESS.

DID HE HAVE TO BE A FELON TO PARTICIPATE? RIGHT NOW IT HAS TO COME OUT OF CIRCUIT COURT.

SO A LOT OF TIMES IT MAY GET REDUCED, BUT IT HAS TO COME OUT OF CIRCUIT, INITIALLY IT HAS TO BE A FELONY.

YES.

JUST A LITTLE DIFFERENCE BETWEEN DRUG COURT AND TRADITIONAL COURTS.

OUR DRUG COURT IS COLLABORATIVE, WE ARE A MULTIDISCIPLINARY TEAM.

THE COURT IS VERY ACTIVE IN MONITORING.

WE HAVE COURT ONCE A WEEK, SO OUR JUDGE SEES OUR DEFENDANTS WEEKLY.

THEY DO PHASE DOWN AND DON'T HAVE TO COME EVERY WEEK AS THEY FACE DOWN IN THE PROGRAM.

THE PROGRAM IS UNIFIED, UNIFORM AND STRUCTURED INTENSE, AND THE TREATMENT IS IS INDIVIDUALIZED.

FREQUENT DRUG TESTING AND PROBATION MONITORING WITH DRUG COURT AND RELAPSES ARE TREATED AS GRADUATED SANCTIONS.

EVIDENCE BASED PRACTICES TELLS US THAT THE QUICKER WE INTERVENE WITH WITH THE SANCTION AND ITS IMMEDIATE AND IT'S THE RIGHT AMOUNT OF TIME FOR THAT VIOLATION, THAT IS WHAT WORKS BEST.

IN A TRADITIONAL COURT IT'S MORE OF AN ADVERSARIAL PROCESS.

THE COURT HAS LIMITED SUPERVISION.

THEY REALLY DON'T KNOW WHAT HAPPENS TO THE CASE A LOT OF TIMES.

TREATMENTS CAN VARY IN COST LENGTH AND INTENSITY.

MONITORING, SOMETIMES WITH PROBATION, CAN BE INTERMITTENT AND MAY LACK INTENSITY AND DRUGS USE AGAIN.

SOMETIMES IT'S TREATED AS A NEW CHARGE OR A PROBATION VIOLATION, AND NOT JUST WITH A SANCTION.

SOME OF THE PROJECTS PART OF DRUG COURT IS THAT YOU ARE TO DO A COMMUNITY SERVICE PROJECT.

WE HAD TWO YOUNG MEN THAT WERE IN THE DRUG COURT THAT DID FEEDING THE HOMELESS.

THEY WERE VERY INTO COOKING AND THEY COOKED A BUNCH OF CHICKEN DINNERS AND JUST THEIR WHOLE FAMILY KIND OF GOT INVOLVED.

THEY TEAMED WITH A CHURCH AT THE BEACON THEATER IN HOPEWELL, AND THEY FED THE THE HOMELESS AND THE HUNGRY FOR ONE DAY.

I DO HAVE ONE OF THE GUYS THAT DID IT LIKED IT SO MUCH.

HE DOES IT ABOUT ONCE A MONTH NOW AND THEN.

THE FARM TO TABLE, WHICH IS A NEIGHBORHOOD HARVEST, IT'S DELIVERED TO THE HOMES THAT SEEMED TO BE QUITE POPULAR THIS YEAR, ESPECIALLY WITH PEOPLE WITH AGING PARENTS.

I I PERSONALLY SPOKE TO SOME OF THEM THAT SAID IT WAS JUST SUCH A GREAT BENEFIT TO BE ABLE TO ORDER AND HAVE IT DELIVERED TO THE HOMES OF THEIR AGING PARENTS.

SO THEY'VE APPRECIATED THE NEIGHBORHOOD HARVEST COMING IN WITH US THIS YEAR.

THE BAKED GOODS CONTINUE YEAR TO YEAR.

FUNNEL CAKES, KETTLE CORN AND FRIED OREOS WAS A TREMENDOUS HIT THIS YEAR, ESPECIALLY WHEN SOCCER GAMES WERE GOING.

YOU COULD JUST SMELL THAT STUFF AND IT WAS EXTREMELY POPULAR.

THE PETS AT THE MARKET, I THINK THIS IS THE ONE TOPIC THAT WE PROBABLY NEED TO THINK ABOUT.

WE DID IT LAST YEAR BECAUSE IT WAS A MARKET RESTRICTION, SO WE DID IT.

WE WE SAID NO PETS ALLOWED AT THE PAVILION.

SO MY POSITION IS THAT WHILE I DO BELIEVE THAT IT, IT IS EXTREMELY DIFFICULT SOMETIMES TO HAVE THE PETS UNDER THE PAVILION.

WHEN YOU'RE SELLING BAKED GOODS, YOU'VE GOT PET DANDER, YOU'VE GOT SMALL KIDS AND YOU'VE GOT A SMALL SPACE THERE.

WE ARE LOSING VENDORS AND WE'RE GOING TO CONTINUE TO LOSE VENDORS BECAUSE THEY DO WANT TO BRING THEIR PETS.

THE FARMERS MARKET BANK ACCOUNT HAS INCREASED BY $2,420 FROM APRIL OF 2021 THROUGH SEPTEMBER OF THIS YEAR.

OUR SNAP MATCH INCENTIVES WERE OFFERED THIS YEAR.

WE DID NOT DO SNAP MATCH BEFORE.

IT HAS RESULTED IN $1,243 IN FRESH FRUITS AND VEGETABLES THAT WERE FREE TO THE CUSTOMERS.

THE MONEY WAS REIMBURSED TO THE MARKET BY VIRGINIA FRESH MATCH PROGRAM.

THIS HAS BEEN EXTREMELY POPULAR FOR CUSTOMERS AND THEY'VE APPRECIATED THAT WE'VE OFFERED IT AGAIN.

THE ADDITIONAL VENDOR FEES WERE PAID TO THE JUNIOR WOMAN'S CLUB $40 TO ATTEND AND IT WAS WELL RECEIVED AND THEY'RE ASKING FOR IT AGAIN IN 2022.

CHILDREN'S DAY IN THE MARKET WAS THE NEXT MONTH, YOU CAN SEE PRETTY MUCH EVERY MONTH WE OFFERED SOMETHING LARGE TO BRING THE CROWD.

SO IN AUGUST, WE DID DO CHILDREN'S DAY AT THE MARKET ON THE 14TH OF THE MONTH.

WE BROUGHT IN A TEENY TINY PETTING FARM FOR FOUR HOURS.

WE BROUGHT IN AWARE WILDLIFE AND THEY WERE THERE FOR FOR A COUPLE OF HOURS.

THEY DID TWO DIFFERENT PRESENTATIONS WHILE THEY WERE THERE.

WE DID PARTNER WITH THE MASTER GARDENERS CLUB TO DO THE GREATER TOMATO CONTEST THIS YEAR, WHICH WAS VERY SUCCESSFUL.

WE HAD A LOT OF PARTICIPATION AND THEY DID AN ACTIVITY WITH THE KIDS TO PLANT TOMATOES IN A BUCKET, LOADS DONATED BUCKETS FOR THE CHILDREN AND WE WORKED VERY CLOSELY WITH JANET CALLIS AND SCOTT RYDER ON THAT PROJECT.

SO THAT WAS THAT WAS A LOT OF FUN FOR THE KIDS.

AND THEN ON 9/11.

THAT WAS OUR FIRST RESPONDERS DAY, AND I THINK SOME OF YOU WERE THERE, I KNOW AND WE HAD A LOT GOING ON THAT DAY THAT WAS ONE OF OUR EXPANDED MARKETS MARKETS TILL 2:00 P.M.

WE HAD OUR OPENING CEREMONIES OUT OUT THERE WITH A WITH A NICE PODIUM AND A NICE SOUND SYSTEM.

THEY GOT TICKETS FOR PRIZES AND CANDY, GAMES FOR THERE WAS GAMES FOR THE KIDS, THERE WAS A PUMPKIN JUDGING CONTEST.

WE EVEN INCORPORATED A CHOICE BOARD SHOPPING GAME FOR ADULTS, WHERE IF THEY PURCHASED FROM VENDORS, THEY EARNED TICKETS TO HELP THEIR CHILDREN WIN PRIZES.

SO JUST TRYING TO BE CREATIVE TO HELP THEM SHOP, TO HELP EVERYONE HAVE FUN.

AND IT TRULY WAS A VERY NICE FAMILY, FUN EVENT.

CHAIRMAN BROWN VOLUNTEERED HIS TIME DURING THE DAY.

MR. ASHCRAFT WAS THERE PLAYING GAMES WITH THE KIDS, SO I THINK EVERYONE HAD A GOOD TIME.

WE HAD A LOT OF OF DONATIONS THAT HELPED OFFSET THE COSTS, AND WE HAD A LOT OF PEOPLE VOLUNTEER THEIR TIME TO HELP US THAT DAY.

THEY WERE LEARNING A SKILL SET THAT OUR VENDORS HAVE, AND THEY'RE SELLING THEIR PRODUCTS.

SO WHAT YOU'RE SEEING THERE IS, YOU KNOW, I SPONSORED TWO OF THEM WITH WITH THE PAINTING.

WE HAVE OTHER VENDORS WHO SPONSORED TOWELS AND MAKING FALL SIGNS.

SO THOSE ARE JUST IMAGES OF KIND OF WHAT WAS GOING ON THROUGHOUT THE SEASON.

EVERY MONTH WE DID SOMETHING DIFFERENT TO INVITE CHILDREN TO PARTICIPATE.

SO I THINK IT WENT VERY, VERY WELL AND WE WILL PROBABLY OPT TO DO THAT AGAIN NEXT YEAR.

OUR GOALS FOR THE 2022 MARKET IS TO CONTINUE TO GROW THE SOCIAL MEDIA PRESENCE.

WE'D LIKE TO INCREASE THE NUMBER OF FOLLOWERS, CONTINUE TO SEARCH FOR MORE DAIRY, BAKED GOODS AND BREAD OPTIONS.

MAYBE FOR NEXT YEAR.

OFFER A CHILDREN'S ENTREPRENEUR DAY IN MAY OF 2022.

THAT'S THAT'S SOMETHING I'M ALREADY FOCUSED ON IS NOW THAT THE KIDS HAVE PARTICIPATED AND YOU SEE A LOT OF THE SAME KIDS WEEK TO WEEK, THEY SEE WHAT'S GOING ON.

WE WANT TO ENCOURAGE SCHOOL VOLUNTEERS TO PARTICIPATE.

WE DID HAVE SEVERAL YOUNG VOLUNTEERS WHO WERE PROBABLY 16 17 YEARS OLD.

THEY WERE VERY INTROVERTED WHEN THEY STARTED THE MARKET AND BY THE END OF THE SEASON, THEY WERE EXTREMELY EXTROVERTED.

SO I THINK IT'S GOOD FOR THEM.

IT HELPS THEM WHEN THEY'RE APPLYING FOR SCHOLARSHIPS AND THINGS OF THAT NATURE.

AND I'M WORKING ON WRITING A LETTER TO EACH OF THEM WITH ALL OF THE HOURS THEY DONATED AND A COUPLE OF THEM LETTERS OF RECOMMENDATION FOR EMPLOYMENT JUST TO HELP THEM BE SUCCESSFUL.

AND THEN WE WILL CONTINUE TO OFFER VENDOR ASSISTANCE WITH UNLOADING AND RELOADING OF VEHICLES THAT WAS EXTREMELY POPULAR THIS YEAR, AND THEY APPRECIATED IT.

SO WHICH DSS PROGRAMS WILL QUALIFY CITIZENS FOR RELIEF? SO WHAT WOULD BE REQUIRED TO BE SUBMITTED? THAT'S OUT OF 24,215 REGISTERED VOTERS.

WE HAVE APPROXIMATELY 3,500 WHO HAVE WHO HAVE VOTED ALREADY, EITHER IN PERSON OR BY MAIL.

SO THAT'S WAY UP FROM AT ANY OPPORTUNITY THAT WE'VE HAD IN PREVIOUS YEARS.

OUR COLLECTIONS LAST YEAR WERE ACTUALLY A LITTLE OVER 4.3 MILLION.

SO NO ALARMS GOING OFF AGAIN, OUR GENERAL FUND REVENUES ARE AHEAD OF WHERE WE WERE THE LAST THREE YEARS.

QUARTER TWO WILL CERTAINLY PROVIDE BETTER INFORMATION AS OUR FIRST HALF OF REAL ESTATE TAXES ARE DUE.

AS ALWAYS, WE WILL SPEND CAUTIOUSLY AND CAREFULLY MONITOR COLLECTIONS EXPENDITURES.

AGAIN, WE ARE RIGHT ON TARGET 24 PERCENT, 24.7 PERCENT EXPENDED.

SO AGAIN, YOU WOULD EXPECT THE FIRST QUARTER OF THE YEAR, ABOUT 25 PERCENT.

SO AGAIN, WE ARE WE ARE ON TARGET.

UTILITIES, WE ARE RUNNING A SMALL OPERATING LOSS, AND THAT IS LARGELY DUE TO THE FACT THAT THE OPERATING FUND MAKES A TRANSFER TO THE CAPITAL RESERVE FUND, AND THAT WAS A LITTLE BIT LARGER THIS FISCAL YEAR THAN IT WAS LAST YEAR, AND THAT'S IN THAT $7,000 OPERATIONS CATEGORY.

WE THINK REVENUES WILL CATCH UP.

IN FACT, OUR REVENUES ARE HIGHER THAN THEY WERE THIS TIME LAST YEAR IN BOTH WATER AND SEWER SERVICES.

NON-OPERATING, WE ARE RUNNING A SURPLUS AGAIN, LARGELY ATTRIBUTABLE TO THAT CAPITAL TRANSFER FROM THE OPERATING FUND AND WE ARE AT A POSITIVE NET POSITION OF $847,000 IN UTILITIES.

CAPITAL PROJECTS, I PROVIDED YOU AGAIN WITH AN UPDATE ON SEPTEMBER THE 28TH AND NOT A GREAT DEAL HAS CHANGED SINCE THEN.

OF COURSE, OUR LARGEST COUNTY CAPITAL PROJECTS REMAIN THE RADIO PROJECT.

THE WRAP UP OF THE CENTRAL WELLNESS CENTER IMPROVEMENTS AGAIN, AS MR. ASHCRAFT MENTIONED THAT OPEN HOUSE IS THIS COMING SATURDAY.

THE ITEM SHADED IN BLUE ARE RELATED TO THE FIRE AND IMPROVEMENTS THE UTILIZATION OF THOSE SERIES 2019 BONDS FOR THE RENOVATION OF JEFFERSON PARK AND THEN THE CREW BUILDING ELECTRICAL UPGRADES.

THAT PROGRAM IS FUNDED BY A STATE GRANT FROM THE DEPARTMENT OF CRIMINAL JUSTICE SERVICES, CONTRIBUTIONS FROM THE THREE SERVED LOCALITIES, INCLUDING PRINCE GEORGE AND THEN A SMALL AMOUNT FOR CLIENT PAID SUPERVISION FEES.

FOR THIS YEAR WE DID PROVIDE THE SERVED LOCALITIES, INCLUDING OURSELVES, A BREAK AND ARE BALANCING ON ABOUT $179,000 IN FUND BALANCE.

AND THAT FUND BALANCE HAS ACCUMULATED OVER THE YEARS, LARGELY DUE TO STAFFING VACANCIES AND OUR ESTIMATED FUND BALANCE OR OUR AUDITED FUND BALANCE AT JUNE 30TH OF 2021 WAS A LITTLE OVER $306,000.

MS. WAFF AND I HAVE MET A COUPLE OF TIMES SINCE SHE CAME ON BOARD LAST SPRING END WE MOST RECENTLY MET IN SEPTEMBER TO TRY TO DO A YEAR END PROJECTION.

SO AGAIN, THOSE COLLECTIONS ARE WAY DOWN, PREDOMINANTLY DUE TO THE PANDEMIC.

WE BELIEVE WITH VIRTUAL SCHOOL, ET CETERA.

BUT THAT'S A GOOD PROBLEM TO HAVE.

IF THERE ARE NO FOLKS PASSING BUSSES ILLEGALLY, THEN THAT'S A GOOD THING.

WE'VE BOTH HAD A FIRST QUARTER THAT'S IN THE RED.

OUR OURS IS PRIMARILY ATTRIBUTABLE TO ONE LARGE CLAIMANT SCHOOL DIVISION.

SO YOU MUST COMPLY WITH THE FEDERAL AND VIRGINIA CONSTITUTION REQUIREMENTS AS A ONE PERSON, ONE VOTE AND AS NEARLY AS PRACTICABLE, REPRESENTATION IN PROPORTION TO THE POPULATION OF THE DISTRICT, THE DISTRICTS MUST BE CONTIGUOUS AND COMPACT AND THE DISTRICTS MUST NOT BE DRAWN TO DISCRIMINATE ON RACE.

SO STATUTORY REQUIREMENTS WE USE THE MOST RECENT DECENNIAL CENSUS POPULATION FIGURES, WHICH ARE THEN ADJUSTED BY LEGISLATIVE SERVICES.

SO OUR GIS MANAGER, BASICALLY HE GOT DATA SHOWING COUNTY RESIDENTS THAT WERE IN PRISON PRISONS AND ELSEWHERE IN THE STATE AND THEN ALSO PRISONERS THAT WERE LOCATED IN PRINCE GEORGE COUNTY THAT ACTUALLY LIVED ELSEWHERE.

SO HE HAD TO BASICALLY HE HAD THAT ADJUSTED DATA SET THAT THEN HE PLUGGED IN TO THE TWO DIFFERENT DISTRICTS.

SO THE FINAL NUMBERS WERE WE HAD A TOTAL COUNT OF 42,154 CITIZENS.

DISTRICT ONE HAD 17,691 WHICH IS 42 PERCENT.

SO THERE'S A DEVIATION OF FOUR PERCENT THERE BETWEEN DISTRICT TWO AND DISTRICT ONE.

NOW, IDEALLY, YOU WANT TO HAVE UNDER FIVE PERCENT DEVIATION.

SO WE'RE WE'RE CORRECT THERE.

THERE HAVE BEEN COURTS THAT HAVE RULED WHERE IT'S 89 PERCENT DEVIATION BUT THAT IS NOT LEGAL.

SO AS LONG AS YOU'RE UNDER FIVE PERCENT DEVIATION, THEN THE COURTS HAVE RULED THAT THAT'S LEGAL.

SO IF WE LOOK BACK AT THE STATUTORY REQUIREMENTS IN OUR CURRENT DISTRICTS OUR CURRENT DISTRICTS ARE CONTIGUOUS AND COMPACT, AND LOOKING AT THE NEW FIGURES, IT DOES GIVE AS NEARLY AS PRACTICABLE REPRESENTATION A PROPORTION TO THE POPULATION OF THE DISTRICT BECAUSE IT'S UNDER THE FIVE PERCENT DEVIATION.

SO IF YOU LOOK AT THE DEFINITION OF CONTIGUOUS, BASICALLY IT'S ENCLOSED TERRITORY ACROSS ROADS AND BODIES OF WATER COMPACT.

YOU DON'T WANT STRANGELY SHAPED DISTRICTS.

YOU OWN TO BE A COMPACT AREA, WHICH WE MEET THAT.

AND THEN THE EQUAL POPULATION, THAT'S WHAT I'VE BEEN SPEAKING OF.

YOU CAN'T HAVE PERFECTLY EQUAL DISTRICTS, BUT YOU CAN HAVE DEVIATIONS UP TO FIVE PERCENT, WHICH WE'RE AT FOUR PERCENT.

THOSE FUNDS HAVE BEEN EXHAUSTED AND DEWBERRY HAS PROVIDED A PROPOSAL TO CONTINUE THAT INSPECTION SERVICES.

THE PROJECT ITSELF IS EXPECTED TO BE COMPLETED IN JULY OF 2022.

SO WE STILL HAVE SEVERAL MONTHS TO GO.
