WE HAD A LOT OF PROBLEMS WITH THE CHILLER THIS YEAR.

THE CHILLER'S OVER 20 YEARS OLD AND THE EQUIPMENT IN IT IS OBSOLETE AS FAR AS.

THE REFRIGERANT USED IN IT IS R22.

R22 IS NO LONGER MANUFACTURED.

IT'S IF YOU CAN GET IT, IT'S ABOUT $900 FOR 30 POUNDS.

THAT UNIT HAS HUNDREDS OF POUNDS OF FREON IN IT.

SO WHENEVER YOU HAVE A LEAK, CATASTROPHIC AS FAR AS THE COST FOR FOR THE REFRIGERANT.

ALSO, THE WE'VE, THE COMPRESSORS ARE OUTDATED, THEY'RE OBSOLETE.

YOU CAN'T GET A NEW COMPRESSOR FOR IT.

THE LAST ONE COMPRESSOR IS STILL ORIGINAL.

THE OTHER COMPRESSOR WAS REPLACED FOUR YEARS AGO, SO THE COMPRESSOR IS ORIGINAL, HAS HAS AN ISSUE THAT WE NEED TO BE PULLED DOWN AND WE HAVE A LEAK ON THAT CIRCUIT AS FEW CIRCUITS. SO I ORIGINALLY CONTACTED AN ENGINEERING FIRM TO COME IN AND GIVE ME A PROPOSAL TO TO.

RECOMMENDATION FOR WHAT WE SHOULD DO AS FAR AS REPLACE THE WHOLE SYSTEM OR REPLACE THE CHILLER AND THE DRIVERS.

IN CONVERSATION WITH THEM, THEY WERE WHEN I MET WITH THEM, THEY WAS IN AGREEMENT THAT JUST NEEDED TO REPLACE THE CHILLER AND THE DRIVERS IT WOULDN'T HAVE SINCE REPLACING THE DUCTWORK AND ALL THE THE WHOLE UNIT.

THEY CAN. WE HAD THE UNIT ORIGINALLY WAS THE MCQUOID UNIT, WHICH HAS BEEN BOUGHT OUT BY DAIKIN. AND SO WE WHEN WE WAS HAVING PROBLEMS WITH THE CHILLER, I HAD TO CALL IN OUTSIDE RESOURCES BECAUSE OUR MAINTENANCE CONTRACTOR FOR OUR UNITS HAVE HAD NO EXPERIENCE IN THESE TYPES OF UNITS. SO I CALLED IN EMERGENCY PURCHASE AND PURCHASE ORDER AND CALLED IN DAIKIN. AND WHILE THEY WAS HERE, THEY MADE THE SAME HAD MADE THE SAME COMMENT.

YOU JUST NEED TO REPLACE THE CHILLER AND THE DRIVERS, EVERYTHING ELSE YOU AS FAR AS BELTS IN AND FAN MOTORS AND ALL THAT, ALL THAT'S REPLACEABLE.

IT'S NO SENSE IN REPLACING EVERYTHING IN THE BUILDING.

SO I ASKED THEM TO GIVE ME A PROPOSAL SINCE I HAD TWO.

TWO CONTACTS THAT HAD GAVE ME THE SAME DIRECTION AND THE PROPOSAL THAT THEY GAVE ME WAS TO REPLACE THE CHILLER, AIR CHILLER WITH A HUNDRED AND EIGHTY TON UNIT.

OUR CURRENT CHILLER IS A 200 TON UNIT, BUT IT'S ONLY DESIGNED FOR ONE HUNDRED WAS THE BUILDING NEEDED ONE HUNDRED AND EIGHTY TONS.

AND PART OF THE PROBLEM WITH THE CHILLER WAS THAT IT WAS OVERSIZE, SO IT DIDN'T WHEN IT.

INITIALLY, IT DIDN'T WORK HAVE TO WORK REAL HARD, SO IT CUT ON AND OFF, ON AND OFF, ON AND OFF. WE HAVE OVER FORTY THOUSAND STARTS ON THE COMPRESSORS.

THAT'S, YOU KNOW, WHERE'S THE COMPRESSORS OUT PREMATURELY.

IT HAS BEEN A GOOD, YOU KNOW, UP UNTIL THE LAST FEW YEARS.

IT'S BEEN A GOOD UNIT. BUT NOW THAT WE'VE, YOU KNOW, WHEN SOMETHING BREAKS, WE CAN'T GET THE PARTS, IT'S OBSOLETE.

SO THE PROPOSAL WE HAVE BEFORE YOU IS A REPLACEMENT.

THEY CAN A AGZ CHILLER WITH A ONE HUNDRED AND EIGHTY TON DAIKIN CHILLER MULTI COMPRESSOR SCROLL COMPRESSORS.

IT WILL BE MORE ECONOMICAL AS FAR AS ENERGY CONSUMPTION AND ALSO 11 OF THE DRIVERS.

WE HAVE 12 DRIVERS IN THE BUILDING.

BUT WHEN THE DRIVER BREAKS DOWN AND WE HAVE TO REPLACE THEM FOR $4000 APIECE, IF YOU KNOW FOR US TO REPLACE THEM AND WE'VE ALREADY REPLACED ONE SO THAT ONE DON'T HAVE TO BE REPLACED, IT'S ONLY TWO YEARS OLD.

THE REASON WE'RE ONLY REPLACING 11 BECAUSE THE ONE'S ALREADY BEEN REPLACED BY DAIKIN UNITS, SO IT'S UP TO DATE, MORE OR LESS SO.

THE PROPOSAL WE HAD, LIKE I SAID I HAVE, IS FOR THE NEW CHILLER, WHICH IS A HUNDRED SIXTY THREE THOUSAND SEVEN HUNDRED DOLLARS AND THE 11 UNIT FREQUENCY DRIVERS, WHICH IS 90, I MEAN TWENTY NINE THOUSAND AND THIRTY FIVE DOLLARS, A TOTAL OF ONE HUNDRED AND NINETY TWO THOUSAND SEVEN HUNDRED AND THIRTY FIVE DOLLARS.

AND WITH THE OPTION OF A FIVE YEAR WARRANTY OR A 10 YEAR WARRANTY.

IF THE TOTAL FOR THE FIVE YEAR WARRANTY IS TWO HUNDRED AND THREE THOUSAND THREE HUNDRED AND TEN DOLLARS IN THE TOTAL FOR THE 10 YEAR WARRANTY IS TWO HUNDRED AND TWENTY THOUSAND SIX HUNDRED AND TEN DOLLARS.

SO THEY'VE ADDED A DEFINITION OF CLUTTER, WHICH IS MECHANICAL EQUIPMENT, HOUSEHOLD FURNITURE, CONTAINERS, SIMILAR ITEMS. SO IN THE PAST, WHEN I PROSECUTED THESE VIOLATIONS, WE WOULD JUST CALL THAT DEBRIS.

BUT THIS DEFINITION IS A LITTLE MORE HELPFUL BECAUSE IT KIND OF NARROWS DOWN WHAT CLUTTER IS AND GIVE SPECIFIC AUTHORITY UNDER POTENTIALLY THE COUNTY CODE TO RID THE COUNTY OF CLUTTER. SO THAT WOULD BE AN OPTIONAL ORDINANCE THAT THE BOARD COULD PASS.

THERE'S AN EXEMPTION FOR LAND THAT'S IN FARMING OPERATION BECAUSE THAT'S GOOD BECAUSE YOU MIGHT HAVE A PIECE OF FARM EQUIPMENT YOU HAVEN'T USED IN THREE OR FOUR YEARS, BUT THEN YOU NEED TO USE IT AGAIN WHEN THE SITUATION ARISES.

SO THAT'S SOMETHING WE CAN, DO WANT ME DO YOU WANT TO DO EACH AT A TIME OR WAIT TILL THE END TO KIND OF DISCUSS THE BOARD'S DESIRE TO? I THINK AS WE GO THROUGH EACH ONE OR WHAT.

SO TOURISM IMPROVEMENT DISTRICTS, THIS AUTHORIZES ANY LOCALITY TO CREATE A TOURISM IMPROVEMENT DISTRICT, WHICH WOULD CONSIST OF FEES THAT ARE CHARGED TO THE BUSINESSES THAT ARE THEN USED TO FUND TOURISM PROMOTION ACTIVITIES AND CAPITAL IMPROVEMENTS. SO THIS COULD BE, YOU KNOW, LIKE EXIT FORTY FIVE.

BUT IT WOULD INVOLVE, YOU KNOW, THE BUSINESSES ACTUALLY HAVE TO PAY, YOU KNOW, INTO THE TO CREATE THE PLAN IMPROVEMENT PLAN.

SO THIS IS ANOTHER OPTIONAL BILL THAT WOULD GIVE LOCALITY THE AUTHORITY TO CREATE THIS DISTRICT. AND THIS MAY BE SOMETHING THAT EXIT FORTY FIVE STRATEGIC PEOPLE ARE LOOKING AT AS AN OPTION AS WELL.

YOU ALWAYS TALKED ABOUT THIS PREVIOUSLY, BUT I'LL GO OVER IT QUICKLY.

BASICALLY, YOU HAVE THE LOCALITIES NOW HAVE THE OPTION OF DOING THE REVENUE SHARE FOR SOLAR ENERGY PRODUCT PROJECTS, AND SOME LOCALITIES IN OUR AREA HAVE DONE THAT WHERE IT'S THE REVENUE SHARES 14 HUNDRED PER MEGAWATT.

SO THERE'S NO DEADLINE IF WE EVER WANT TO SWITCH TO THIS TYPE OF PROPOSAL.

AND CURRENTLY WE'VE I DON'T THINK WE BOARDS MADE THE DECISION TO GO THIS ROUTE.

I THINK WHERE IT'S KIND OF LOOKING AT THE DATA, I KNOW UVA PUT TOGETHER SOME DATA SHOWING THE DIFFERENCE BETWEEN 14 HUNDRED PER MEGAWATT VERSUS THE EXISTING SYSTEM AND HOW MUCH TAX REVENUE YOU GET OVER TIME AND HOW IT AFFECTS THE DIFFERENT TAX INDEXES.

ALSO, THE GOOD NEWS WAS NOW WE HAVE THE OPTION OF DOING THE SOLAR SITING AGREEMENTS BEFORE IT WAS ONLY FOR LOCALITIES IN OPPORTUNITY ZONE, SO THAT REALLY DIDN'T HELP US.

BUT NOW THAT THEY TOOK OUT THAT LANGUAGE, WE CAN NOW DO SITING AGREEMENTS WHICH ALLOW THE COUNTY TO HAVE TO GET CASH PROFIT OR STORE CAPITAL IMPROVEMENTS RELATED TO SOLAR POWER.

SO THAT WAS A GOOD BILL, GIVING US OPTION AUTHORITY TO DO THAT.

CIGARETTE TAXES, I ADDED THIS ACTUALLY THE CIGARETTE TAX CAME OUT LAST YEAR, BUT THIS BILL, WHAT IT DID WAS DIRECTED THE STATE TO BASICALLY ESTABLISH A TASK FORCE TO HELP LOCALITIES DEVELOP REGIONAL BOARDS BECAUSE AS WE'VE SEEN, YOU KNOW, IT'S KIND OF HARD FOR 10 15 LOCALITIES TO COME TOGETHER AND CREATE A REGIONAL BOARD.

SO THEY'RE TRYING TO COME UP WITH A PROCESS TO STREAMLINE THAT AND ALSO A WAY TO MODERNIZE THE CIGARETTE TAX COLLECTION SYSTEM.

BECAUSE STAMPING THE CIGARETTES IS, YOU KNOW, YOU THINK THERE'S A MORE EFFECTIVE WAY OF DOING IT WOULD INVOLVE LESS STAFFING.

ABSENTEE VOTING, THIS IS ONE OF THE OPTIONAL VOTING BILLS WHERE VOTING IS NOW ALLOWED ON SUNDAYS. ABSENTEE VOTING.

I DON'T BELIEVE CURRENTLY WE'RE DOING THAT, BUT IN FUTURE ELECTIONS, AS WE COULD ALWAYS CONSIDER. REDUCTION OF SPEED LIMITS GIVES THE BOARD AUTHORITY TO REDUCE THE SPEED LIMIT WITHOUT AN ENGINEERED STUDY TO LESS THAN 25 MILES PER HOUR, AT LEAST 15 IN BUSINESS DISTRICTS AND RESIDENTS DISTRICTS.

SO I DON'T KNOW IF THAT'S A DESIRE OF ANY DISTRICTS IN THE COUNTY WHERE WE HAVE SPEEDING ISSUES. IT'D BE NEIGHBORHOODS OR SMALL BUSINESS DISTRICTS WHERE BASED ON THE BOARD COULD LOOK AT IF WE EVER GET COMPLAINTS ABOUT SPEEDING IN THIS TYPE OF AREAS.

SO THIS WOULD TAKE VDOT OUT OF THAT PROCESS, THEN? CORRECT, IF IT'S A RESIDENCE DISTRICT OR BUSINESS DISTRICT AND THE COUNTY ADMINISTRATOR ACTUALLY HAS THE AUTHORITY TO PUT UP THE SIGNAGE TO REDUCE THE SPEED WITHOUT AN ENGINEERED STUDY.

THAT TYPICALLY IS USED MORE FOR TOWNS.

BUT WE MIGHT ALSO HAVE AREAS OF THE COUNTY WHERE THIS COULD BE WORK WELL FOR US.

WE HAVE RESIDENTIAL AREAS WHERE THIS WORK BETTER IF THE SPEED WAS, YOU KNOW, 20 OR FIFTEEN RATHER THAN TWENTY FIVE OR THIRTY FIVE.

ANOTHER CHEMICAL TO HELP [INAUDIBLE] THE CHEMICALS OR THE ANYTHING THAT'S IN THAT WATER THAT COULD CREATE THE SLUDGE THAT GETS DISCHARGED INTO A SEDIMENT BASIN THE CONCRETE SEDIMENTATION BASIN AND WHERE THE CHLORINE IS ALLOWED TO DISSIPATE.

AND THERE'S SOME TYPE OF FLOCK THAT DOES OCCUR TO OCCUR TO ALLOW SOME TYPE OF SLUDGE TO ACCUMULATE AT THE BOTTOM.

THAT SLUDGE IS VACUUMED OUT AND SENT TO ESSENTIALLY THE HOPEWELL WATER RECLAMATION FACILITY AND THEN THE LIQUID DISCHARGE DOES DISCHARGE INTO THE RIVER.

BUT ESSENTIALLY, IT'S A TREATED DISCHARGE, AND THERE ARE SOME STANDARDS FOR THAT DISCHARGE THAT THEY WILL BE MONITORING THROUGHOUT THE LIFECYCLE OF THIS PERMIT.

VERY SIMILAR WITH OUTFALL ONE.

OUTFALL TWO DOES NOT ADD ANY CHEMICALS IN THE PURIFICATION OF THE OF THE WASTEWATER.

IT DOES DISCHARGE INTO AN EARTHEN BASIN VERSUS THE CONCRETE BASIN AND THEN DISCHARGES INTO BAILEY'S CREEK.

DIFFERENT LO, DIFFERENT VERY SIMILAR REQUIREMENTS ON THE MONITORING FOR BOTH THE DISCHARGES. SO THE PERMIT DOES AND ME PERSONALLY, I DON'T HAVE ANY ISSUES WITH THE DISCHARGE. IT'S VERY TYPICAL OF THESE TYPES OF PROCESSES AND DO NOT SEEM TO HAVE ANY HARM ON THE IMMEDIATE ENVIRONMENT.

THE DEFINITION OF PERSON HAS ALSO BEEN ADDED TO REQUIRE INTERMEDIARIES SUCH AS TRAVEL BOOKING SITES TO COLLECT AND PAY THE TAX.

PREVIOUSLY, THE TERM INNKEEPER WAS USED.

SECTIONS 30, 74302 AND 74304 OF THE COUNTY CODE DO NOT SPECIFY THE TAX PAID BY THE CUSTOMER. THE PROPOSED AMENDMENT WOULD SPECIFY THE TRANSIENT TAX IS BASED ON THE TOTAL PRICE PAID BY THE CUSTOMER TO THE PERSON RECEIVING THE FUNDS.

MR. WHITTEN WILL LET YOU COVER THAT TOPIC, SIR.

YES, MR. CHAIRMAN, MEMBERS OF THE BOAR, MR. ASHCRAFT. THIS IS A RESOLUTION UNDER VIRGINIA CODE SECTION 32.1-111.4:7 , WHICH AUTHORIZES THE BOARD TO DISSOLVE A NONGOVERNMENTAL EMERGENCY MEDICAL SERVICES AGENCY WHEN THE GOVERNING BODY OF THE COUNTY DEEMS IT ADVISABLE.

THE REASON WHY IT IS ADVISABLE IS BECAUSE THE EMERGENCY CREW HAS NOT BEEN ABLE TO RESPOND TO CALLS OVER THE PAST FEW YEARS.

THEY DO NOT HAVE ADEQUATE VOLUNTEERS WITH THE NECESSARY CREDENTIALS TO RESPOND TO CALLS, AND THEY'VE HAD TROUBLE FINDING NEW VOLUNTEERS.

OUR CURRENT CHIEF, MR. [INAUDIBLE], HAS TRIED TO WORK WITH THE EMERGENCY CREW AND OUR FORMER DIRECTOR, MR. [INAUDIBLE], TRIED TO WORK WITH THEM AS WELL ON FINDING NEW VOLUNTEERS OR GETTING THE CURRENT VOLUNTEERS WITH NECESSARY CREDENTIALS SO THEY COULD RUN CAUSE, BUT THEY'VE NOT BEEN ABLE TO DO SO.

OUR CAREER STAFF HAVE ACTUALLY BEEN OPERATING OUT OF THEIR BUILDING AND WITH AN ENGINE AND A MEDIC UNIT AND HAVE BEEN PROVIDING SERVICES TO THAT AREA OF THE COUNTY.

BASICALLY, AFTER THE PRINCE GEORGE EMERGENCY CREW IS DISSOLVED, WE WOULD THEN MY OFFICE WOULD THEN DRAFT A PETITION WHICH WOULD GO TO CIRCUIT COURT AND THAT WOULD EFFECTUATE THE DISSOLUTION OF THE EMERGENCY CREW AND WOULD ALSO ALLOW THE COUNTY TO CONTINUE TO OPERATE OUT OF THE BUILDING.

THE BUILDING HAS TO BE USED FOR EMERGENCY PURPOSES UNDER THE TERMS OF THE DEED.

SO THIS WOULD THIS RESOLUTION WOULD DIRECT THE FIRE CHIEF TO ASSUME THE RESPONSIBILITIES FOR THE SERVICES IN THE AIR AND THE AFFECTED AREA, AND TO ALSO ALLOW FORMER VOLUNTEERS TO COME INTO THE SYSTEM AS PRINCE GEORGE IF THERE ARE ANY EMS VOLUNTEERS IF THEY ARE ABLE AND IF THEY QUALIFY.
